Today's News : DoP seek Cabinet nod to set up Payments Bank

The Department of Posts (DoP) is expected to seek Cabinet nod within two months for raising Rs.292 crore from public investment board to set-up Payments Bank, for which it has already got the RBI approval.
“We expect the fund to be cleared in two months,” an official source told PTI.

Payments bank licence will allow companies to collect deposits (initially up to Rs.1 lakh per individual), offer Internet banking, facilitate money transfers and sell insurance and mutual funds.

Besides, they can issue ATM or debit cards, but not credit cards. The Department expects revenue of over Rs.550 crore from PBI in first 5 years. The postal department had earlier tried for Rs.632 crore fund approval from government for full fledged banking services but it was not cleared by PIB.

Government has in-principle agreed to the entry of Postal Department in banking service through payments bank route. 
“The DoP expects to roll out Payment Bank services by March 2017. There are no major infrastructure issue with the department. Only there is need to set up a data centre and disaster recovery centre which will be done soon,” the official said.

Consultants

The Postal department computerised about 25,000 of its departmental post offices but rural post offices will be provided handheld devices for digitalising records.

The Department is in final stages of appointing a consultant that will guide it in setting up payment banks.

How do I enable Java in my web browser?

This article applies to:

SYMPTOMS
Even after installing Java, Applets do not run.

CAUSE
Java is not enabled in the web browser. If Java is already installed but applets do not work, you need to enable Java through your web browser.

SOLUTION

If you recently installed Java, you may need to restart your browser (close all browser windows and re-open), in order for the browser to recognize the installation. In addition, make sure Java content in the browser is enabled through the Java Control Panel.

Follow these instructions to enable Java though your Web browser.

Internet Explorer

  1. Click Tools and then Internet Options
  2. Select the Security tab, and select the Custom Level button
  3. Scroll down to Scripting of Java applets
  4. Make sure the Enable radio button is checked
  5. Click OK to save your preference

Chrome

Chrome browser versions 42 and above. Starting with Chrome version 42 (released April 2015), Chrome has disabled the standard way in which browsers support plugins. More info

This Group Policy is “Turn on ActiveX control logging in Internet Explorer,” and can be used separately or in conjunction with the other three policies.

Enforced blocking prevents users from overriding the warning for out-of-control ActiveX controls. Users will not see the “Run this time” button. This Group Policy is “Remove Run this time button for outdated ActiveX controls in Internet Explorer.”

Selected domains can be managed for which Internet Explorer will not block or warn about outdated ActiveX controls. This policy is “Turn off blocking of outdated ActiveX controls for Internet Explorer on specific domains” and includes a list of top level domains, host names, or files.

This feature can be turned off by using the policy “Turn off blocking of outdated ActiveX controls for Internet Explorer.” This might be used temporarily in combination with logging, to assess ActiveX controls before re-enabling the feature. This can also be enabled, like all four policies, with a registry key—in this case, a REG_DWORD

OFFICE MEMORANDUM

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.7.2015.

The undersigned is directed to refer to this Department’s OM No. 42/10/2014- P&PW(G) dated 27th April, 2015 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 113% to 119% w.e.f. 1st July, 2015.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensloners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are lndian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department’s OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008- P&PW(B) dated 15.9.2008.

3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No. 4/59/97- P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 119% w.e.f. 1.7.2015 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the a.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated. 12.7.2000 refer.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.


7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CPL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1/3/2015-E.II(B) dated 23rd September, 2015.

Gmail Limits for Sending Email : Know more about Gmail

Gmail isn’t designed for sending bulk email. If you are planning to send an email message to a large group of friends using Gmail, do read the following rules to avoid temporary lock down of your Gmail:
Rule 1: You can send emails to a maximum of 500 recipients per day through the Gmail website. Try exceeding the limit and your Gmail account may get temporarily disabled with the error – “Gmail Lockdown in Section 4.”
It is important to note that this limit is around recipients and not messages. Thus you can send 10 emails to 50 people each or 1 email can be addressed to a maximum of 500 people. 

Rule 2: If you access Gmail via POP or IMAP clients, like Microsoft Outlook or Apple Mail, you can send an email message to a maximum of 100 people at a time. 
If you exceed the limit, your account may be disabled for a day with the error – “550 5.4.5 Daily sending quota exceeded.”

Rule 3: Always double check email addresses of recipients before hitting the Send button in Gmail. That’s because your account may get disabled if the email message contains a large number of non-existent or broken addresses (<25 ?) that bounce back on failed delivery.

Rule 4: You can associate multiple email addresses with your Gmail account and send emails on behalf of any other address. However, when sending mail from a different address, the original account’s message limits are applied.



Rule 5: If you are sending emails through Google Script, like in the case of Gmail Mail Merge, the daily sending limit is 100 recipients per day for free Gmail accounts. You can use the MailApp.
GetRemainingDailyQuota method to know your existing quota else the script will throw an exception saying – “Service invoked too many times.”

If you wish to send more email messages through Google Scripts, you’ll have to upgrade to Google Apps. Even then, your sending limits will be only be increased after a few billing cycles or if you have opted for 5 or more users.

This is slightly unrelated but still important. Google, as per their program policies, may disable your 
Gmail account permanently if you don’t check your Gmail email for a period of nine months.

Always use Sify Internet in Mozilla Firefox without problem

In most of the times, we could not access many allowed sites in Sify Network which are in Google Chrome / Microsoft internet Explorer due to proxy configuration.
Almost all the post offices were migrated to India Post AD Domain. Those machines are automatically configured proxy settings in Internet Explorer.
AD Migrated machine automatically configured with Proxy of LAN Settings. It does not allow to access some of the allowed web portal by Sify such as Google.com / blogspot.com

Google Chrome also performs the same due to proxy settings. Internet Settings of Internet Explorer is also applicable for Google Chrome. so that we could not access the same sites in Chrome also.

here, we can use Mozilla Firefox to easy access without above said problem. Changes few settings in Firefox and Load the allowed site with full compatible view. It because of separate Internet configuration is available for Firefox. use below settings in Mozilla Firefox.


Microsoft to take low-cost broadband tech to 5 lakh villages: Satya Nadella

SAN JOSE: Intending to become a partner in the ambitious Digital India programme, Microsoft CEO Satya Nadella said his company will take lost-cost broadband technology to some five lakh villages across the country.

Speaking at a dinner hosted here in honour of visiting Prime Minister Narendra Modi, Nadella said that Microsoft wants to make things and make things happen.

In his remarks, Nadella said Microsoft's plan is to partner with the Indian government to bring in low-cost broadband connectivity to 500,000 villages in India.

"We believe that lost-cost broad band connectivity coupled with the scale of cloud computing intelligence that can be harnessed from data can help drive creativity, efficiency and productivity across governments and businesses of all sizes," the company's first Indian-American CEO said.

This in turn, he argued, would drive more affordable products and services and access to opportunity to all of India.

To that end, next week Microsoft would announce availability of its cloud services operating out of India's data centers. "This is a big milestone," he said.

"A key part of both Make in India and Digital India, bringing world class infrastructure into India, respecting India's digital security, sovereignty and privacy is a key milestone for us," Nadella said.

7th Pay Commission may take some more time to submit its report

News spreading that the 7th CPC report is ready and will submit soon (This was the flash news on NDTV and Times of India). But what if the report is not ready yet for submission. According to a high official of 7th CPC, the report is not ready yet and they are still working on the report.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications. As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defense services.

The 7th Pay Commission is ready with its report and is expected to hand over the recommendations to the Central Government any time now. The Department of Personnel and Training will examine the recommendations and consult the Finance Ministry on them. After which the recommendations will be implemented from January 1, 2016.

We have information from reliable sources, which if true, will make the Central Government employees happy. The Seventh Pay Commission is likely to recommend a substantial pay hike which could be up to 30% or even more, said sources on Thursday.

There will be 5 to 6% performance-based increment every year and those who are under-performing could retire by 55 years of age or after 30 years of service, added sources. House Rent Allowance could also be hiked by 10% to 30%.

The Commission, whose recommendations may also have a bearing on the salaries of the state government staff, was given more time by the Union Cabinet just a day before its original 18-month term was to end. Headed by Justice AK Mathur, the Commission was appointed by the previous UPA government in February 2014.

BSNL upgrades minimum broadband speed to 2 Mbps

More than one crore BSNL landline broadband customers will get a minimum internet speed of 2 megabits per second as against existing speed of 512 kilobits per second on their existing plans. This move could trigger drop in data speed tariffs of private Telecom operators.

Communications minister Ravi Shankar Prasad launched the services in Gurgaon on Monday. Launching the service Anupam Srivastava CMD BSNL said, "We have increased the internet speed four times ...we have ensured 2 Mbps is available at last mile, which is the customer premises."

This move by BSNL will ensure that private Telecom operators will be forced to offer the same speed at a lower cost. Further Telecom Regulatory Authority of India is also expected to soon redefine the definition of Broadband speed, which is currently 512 kbps.

The move is one more step towards reviving the BSNL, which is fast losing customers in mobile and lack of addition in customers in landline. The Telecom public sector unit had registered a loss of Rs 7,600 crore in last financial year.

Communications Minister Ravi Shankar Prasad said, "BSNL should have frequent interface with customers and the efforts taken today by increasing the internet definition should help in digital India initiative, which is more for poor."

Earlier, Srivastava said that BSNL is on a revival path. "We have added 15 lakh mobile customers in last few months as against 7-8 lakh subscribers, per month."

When will the 7th CPC will submit its report? There are three possibilities now on submission date.

Many news papers including Danik Bhaskar, Times of India, NDTV CNN IBN, Hindu etc had reported that the 7th CPC will be submitting its report on 30th September 2015 itself.

The 7th CPC chairman had informed in a PTI interview Justice Ashok Kumar Mathurji had stated that “The Commission will submit its report by the end of September,”

The Hon’able Finance Minister had also informed the 7th CPC report will be submitted shortly.

The 7th Pay Commission has asked for a two month extension from the government. That the Commission is hoping that the government would take a call on One Rank One Pension, so they could modulate their own formulation in terms of pay revision. Now the one rank one pension issue has been resolved, but the formal orders are not issued, it will be issued only next month. After the issue of the ORBP orders then 7th Pay Commission will submit its report.

Now four month extension of term of 7th Central Pay Commission is made the Union Cabinet chaired by the Hon’able Prime Minister, gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015. The Government had issued notification on 8th September “The Commission will make its recommendations by 31st December, 2015. It may consider, if necessary, sending reports on any of the matters as and when the recommendations are finalized.” 

Now the delay in submission of report and its implementation will be there and actual benefit of 7th CPC will occur only from April 2016. As Government will constitute its own committee to study the implementation of the 7th CPC report and issuing orders. It will benefit the Government as allowances effective date may be from April 2016 instead of January 2016. 

When will the 7th CPC will submit its report? There are three possibilities now on submission date.
  1. If the 7th CPC feels that the assigned work has been completed it can submit its report any time, it’s only up to the 7th CPC and the Central Government. If the 7th CPC report is completed and ready for release as per paper reports then in these case the 7th CPC can directly submit its report to the Finance Ministry on 30th September without publishing the report in public due to Bihar elections. If election commission gives clearance then the 7th CPC report will be made public.
  2. There is one more possibility is that the 7th CPC report will be submitted after Bihar elections ie after November 6th.
  3. Last option is that report will be submitted only in December 2015 only.
We sincerely hope the 7th CPC report will be submitted at the earliest and the Central Government will implement the report at the earliest, so that the aspiration of the Central Government employees are taken care by the Central Government.

  1. See reconciliation report provided by Infosys at the time of migration is available? Whether the copy of the same has been provided to SBCO and SPO? Examine exception report if any given by Infosys and suggest remedial action.
  2. See as to whether the manual records have been migrated to CBS application? If not make a note of it and take remedial action.
  3. Have all signatures migrated to CBS/Finacle application? See signatures of at least 10 accounts in Finacle/CBS application
  4. Talk to the concerned staff and see if any issue observed with the migrated data.

Function and Migration

  • Whether staff has been adequately trained in operating Finacle CBS . Any suggestions for improvement.
  • Whether supervisory staff is regularly verifying pending transactions during the working hours?
  • Whether job aids are available on the desktop of all counters? If not take remedial action and install the same.
  • Whether process documents circulated by Directorate are available in soft or hard copy with counter PAs and supervisors?
  • Awareness about Infosys help desk number and mail id? Number of issues pending for solution. Only genuine issues to be raised with full details of the official.

7th Pay Commission – Performance based hike in salary is expected


New Delhi: The Seventh Pay Commission is likely to recommend to rise the salary of central government employees should be based on performance in the office, rather than just time served.

Appraisals for government employees were introduced since British period but didn’t affect pay. Eight years ago, the Sixth Pay Commission asked to link the performance of central government employees with their pay.The central government urged the Seventh Pay Commission to make proposal for enhanced pay and special incentives as performance based annual increments.

The Sixth Pay Commission had carried out a study through the Indian Institute of Management, Ahmedabad, on a performance-based incentive system, to ostensibly improve the performance outputs of Central government employees.

The study was aimed at working out a model whereby a base salary is attached to each post based on skills and responsibility and simultaneously, a second component would be payable over and above the salary on the basis of the productivity and performance of employees, either individually or as a group.

The government employees believe pay should reflect the cost of living while private sector workers believe pay should reflect performance.

Accordingly, the Narendra Modi government plans to move towards making increment programmes based on performance rather than on time-served through the Seventh Pay Commission and automatic annual incremental pay progression would be scrapped in central government ministries and departments.

The original idea behind performance incremental pay is that every central government employee takes a while to become fully competent in a role, so government can reward them as they grow in competence and experience.

Despite the government having powers to withhold increments, but nowadays, very few do, so there is a culture of government employees moving up the pay scale irrespective of their performance.

The bottom line is if government doesn’t get rid of automatic incremental progression, the government can’t control pay, and that is what the Modi government has realised.

The central government employees can play a vital role in this way in nation building.

Therefore, the Seventh pay commission may recommend up to 5 percent performance-based increment instead of automatic annual increment for central government employees.
