Bunching benefit in Pay Band 1 Grade Pay 1900
As per the 7th Pay Commission Report in page 80 para 5.1.36, it has clearly stated that rationalisation has been done with utmost care to ensure minimum bunching at most levels, however if situation does arise whenever more than two stages are bunched together, one additional increment equal to 3 percent may be given for every two stages bunched, and pay fixed in the subsequent cell in the pay matrix.
According to the above statement, we have prepared new bunching table. Here we have noticed 2 bunching in Pay Band I Grade Pay 1900,
Example :
For both Basic Pay of Rs. 8990 & Rs.9260 we can see 23800 in the calculation based on 2.57 fixation as per pay matrix. In this case we have to fix the Pay as below

ReplyDeleteOfficers having Basic pay Rs 11170/-and Rs 11510/- with Grade pay 2400 will get same basic of Rs 29600/- as per 7th cpc recomendations. Hence pls clarify whether the officer with basic pay Rs11510/- shall get one additional increment?
My Basic Pay is 11510/- in the pay band (52000-20200, GP-2400), and I also suffer from the same problem. Will my Basic Pay be revised with this bunching benefit??

The ENTRY PAY FOR THE 11510 Officials will be 30500...not 29600.
11170*2.57=28707
The new pay will be 29600
11510*2.57=29581
The new pay will be bunched to next level...ie 30500
Eg:
5.1.36 Although the rationalisation has been done with utmost care to ensure minimum

5.1.37 For instance, if two persons drawing pay of ₹53,000 and ₹54,590 in the GP 10000 are
to be fitted in the new pay matrix, the person drawing pay of ₹53,000 on multiplication by a
factor of 2.57 will expect a pay corresponding to ₹1,36,210 and the person drawing pay of
₹54,590 on multiplication by a factor of 2.57 will expect a pay corresponding to ₹1,40,296.
Revised pay of both should ideally be fixed in the first cell of level 15 in the pay of ₹1,44,200
but to avoid bunching the person drawing pay of ₹54,590 will get fixed in second cell of level
15 in the pay of ₹1,48,500.
BUNCHING BENEFIT IS AVAILABLE IN PAY COMMISSION REPORT BUT IT DOES NOT SEEMS ANYWHERE IN NOTIFICATION ISSUED BY GOVT.
