Bhuvan IndiaPost Geo-Tag Mobile App Operating Procedure

Post Office Inventory Project- Geo-Spatial Inventory of all Post Offices in collaboration with Department of Space

ISRO has developed a software solution to geo tag all Post Offices in the Country. The application is available for download on Bhuvan Geo Platform. The URL for the Bhuvan Geo Portal is:
Mobile (Android based) App is a user-friendly mobile application which enables to collect the report geo-tagged information on various parameters such as type of Post Office, Name, Services offered, Delivery Status, PIN-Code and Address. This Mobile App will provide a platform for controlled crowd sourcing to build spatial database on Bhuban Geo-Platform. The internet connectivity is not required during data collection process.

The internet connection or Wi-Fi is useful and necessary to upload the data collected by the user which can be done on the spot if connected or the same can be uploaded later to the BHUVAN IndiaPost server when the user gets internet connectivity.

Armed forces raise concerns in 7th Pay Commission with defence ministry

New Delhi: The armed forces have raised concerns over the recommendations of the 7th Pay Commission, including "shortcomings" in it, with the defence ministry, Navy chief Admiral RK Dhowan said today.

He said the Commission's report has been examined and effort is on to ensure that whatever they feel is "necessary" for the officers and men of Army, Navy and Air Force, is made available to them.

"Whatever we feel are the shortcomings are being taken up by the three services with the Ministry of Defence to see that whatever we feel is necessary for our men, our officers, our civilians, is made available to them," Dhowan said during his annual press conference in New Delhi.
He said that all issues of "concern" are being taken up with the ministry.
The Navy chief was replying to a question on the discontent in the armed forces, especially at the level of officers, on the recommendations of the 7th Pay Commission. Officers say that if the Pay Commission is implemented in the present form, it will position them much below their civilian counterparts in terms of salaries, facilities and status.

One of the main grudge that the armed forces have is with regard to risk-hardship matrix. The officers say that a soldier posted in Siachen Glacier, which has the highest degree of both risk and hardship, gets an allowance of Rs 31,500 per month.

In contrast, a civilian bureaucrat from the All India Services draws 30 percent of his salary as "hardship allowance" when posted anywhere outside the comfort zone.

Under the new scale, a senior IAS official posted in a city in North East will draw much more as "hardship allowance", compared to the Rs 31,500 per month drawn by military officers in Siachen.

As per MOF (DEA) notification no.G.S.R. 883 (E) dated 2nd December, 2014, the relaxation period of onet year in the age of girl child for opening of Suganya Samriddhi Account has been completed. Since, there is no provision in the software to check the eligibility age of girl child whether she has completed or not completed 10 yeas at the time of opening of Sukanya Samriddhi Account, Counter PAs and Supervisors have to be sure that Girl child has not completed 10 year of age on the day  of opening account.

Government eyes Post Offices, Kiranas for pension plans

After the success with opening bank accounts and two insurance schemes, the government is lining up a major push for retirement savings under its financial inclusion programme. 

The finance ministry has begun talks to rope in 1.5 lakh post offices along with kirana shops and chemists to sell pension plans with an assurance of minimum returns. Sources told TOI that the Department of Posts, which is soon launching its payments bank operations, has decided to tweak its core banking software to push the Atal Pension Yojana. "They will treat it like a third party product and earn some commission on it," an official said. 

The department of financial services has now set its eyes on other distribution networks, including outlets selling recharge coupons for mobile phones, to push the product. 

Unlike the group life insurance scheme or the accident cover launched by the Narendra Modi government, the Atal Pension Yojana has been slow to take off, although it has picked up in recent weeks. Of the 12.15 crore policies sold under the Jan Suraksha Yojana, there were only 11 lakh Atal Pension Yojana plans. 

In contrast, a little under 9.2 crore accident insurance policies, that cost Rs 12 a year, have been sold. Sales of life insurance policies with a premium of Rs 12 a month added up to over 2.86 crore on December 1. 

The somewhat poor response to the pension scheme has prodded the government to tap other sales options besides popularizing it. In any case, financial sector experts believe that pension plans are the toughest to sell. Unlike several other financial products, which are "bought", pension schemes have to be "sold", they said. In other words, the agent has to spend considerable time explaining the need to plan for old age, something that is not treated as priority even by the well-off. 

Will the kirana shops and chemists be able to push pension plans? Government Officials believe they can. They said that for a kirana shop owner or a chemist, especially in rural and semi-urban areas, commission from the pension plan will be a "top-up income", considering there are no infrastructure costs. The government will get them to undergo the required training organized by the Pension Fund Regulatory and Development Authority. 

Insurance company executives, who also hawk pension plans, said it is a tough proposition. In fact, they pointed out that poor commission is one of the main factors behind failure of the National Pension System to take off.

7th Pay Commission Pension Calculator for Pre-2016 CG Pensioners

7th Pay Commission Pension Calculator for Pre-2016 Central Government Civil Pensioners : This calculator has designed as per the directions recommended by the 7th Central Pay Commission with simple inputs.

Pay Matrix : 

7th Pay Commission is recommended in its report that the Pay Bands and Grade Pays have been dispensed with and the new functional levels have been arrived at by merging the Grade Pay in the Pay Band. All the civilian personnel including CAPF who retired prior to 01.01.2016 (expected date of implementation of the Seventh CPC recommendations) shall first be fixed in the Pay Matrix being recommended by this Commission, on the basis of the Pay Band and Grade Pay at which they retired, at the minimum of the corresponding level in the matrix.

1.This amount shall be raised, to arrive at the notional pay of the retiree, by adding the number of increments he/she had earned in that level while in service, at the rate of three percent. Fifty percent of the total amount so arrived at shall be the revised pension.

2. The second calculation to be carried out is as follows. The pension, as had been fixed at the time of implementation of the VI CPC recommendations, shall be multiplied by 2.57 to arrive at an alternate value for the revised pension.

How to calculate your new revised pension with this calculator

  1. You need to enter your Basic Pension revised as per Sixth CPC
  2. Select your Pay Band in sixth CPC
  3. Enter Grade Pay
  4. Select Number increments you earned in the Pay scale when you retired also to be entered in Enter your Increments field

Option -I will be fixed initially as your Basic Pension.

The Shocking fact of Pay hike recommended by 7th Pay Commission

The Pay hike recommended by 7th Pay Commssion has been discribed as Bonanza by Media
  • Pay commission said 14.29 % Hike in Pay is recommended, Media said central government employees will get 23.55% hike in salary including allowances.
  • we will find out the real fact about the so called Bonanza..!
  • whether the Media claims are true or not through a simple calculation…!

The strength of Group C employees in Central Government is 85%. So we must know what the Pay Hike is recommended for them actually.
But Media give more attention to this 15 % because they have been paid more
It doesnt make sense that the Pay hike recommended for remaining 15 % taken into account. Because they are creamy layer of the Government. The Pay Hike for them also will be decided by them. So the take extar care for not giving more to this 85%.

7th CPC recommendation on Pay Hike is mocking rather than encouraging the Central government employees. See the following example

Assume a govt servant has been appointed in GP 1800 on 1st August of 2015 and he has been provided accomadation in Govt Quarters

His Net Pay for the month of January 2016 in Sixth CPC is given below..

Basic Pay Pay = PB Rs.5200 + GP Rs.1800 = Rs.7000/-

Assuming DA 125% as on 31-1-2016 = Rs.8750/

( Since he hs availed Quarter) HRA = Nil

TA = 600 + DA = Rs.1350

Total Gross Pay = Rs. 17100


NPS 10% of basic Pay = 70


Total deductions (700+30) = 730
Net Pay = 17100-730 = 16370

His Revised 7th CPC Pay as on 31-1-2016

Minimum Basic Pay = Rs. 18000/-

DA = Nil
HRA = Nil
TA = Rs. 1350

Total gross pay = Rs.19350


NPS = 1800

CGEGIS = 1500

Total deductions = 3300

Net Pay -= 19350-3300 = 16050

Before 7th Pay Commission his Net pay = Rs. 16370
After 7th Pay commission his Net Pay = Rs. 16050

He will be drawing Rs.320 lesser in 7th Pay Commission revised Pay than from his Sixth CPC pay

Anybody acn calculate from the above example that how much percentage of increase this Goup ‘C’ Government servants get from this 7th CPC bonanza ?


7वें वेतन आयोग की रिपोर्ट लागू करने की कवायद शुरू

  • वित्त मंत्रालय ने सभी मंत्रालयों को संयुक्त सचिव स्तर के अधिकारियों के नेतृत्व में एक शिकायत प्रकोष्ठ बनाने को कहा 
  • गैर आईएएस अधिकारियों ने अमल समिति में केवल आईएएस को शामिल करने का किया विरोध
रोशन/एसएनबीनई दिल्ली। सातवें वेतन आयोग की रिपोर्ट लागू करने की कवायद शुरू हो गई है। वित्त मंत्रालय ने सभी मंत्रालयों से संयुक्त सचिव स्तर के अधिकारी के नेतृत्व में एक शिकायत प्रकोष्ठ बनाने को कहा है। मंत्रालय ने साथ ही अमल समिति में 12 अधिकारियों को शामिल करने का सकरुलर जारी किया है। इस समिति के मुखिया वित्त मंत्रालय के संयुक्त सचिव होंगे। दूसरी तरफ, अमल समिति में केवल आईएएस को शामिल करने का विरोध जताने के लिए गैर आईएएस अधिकारियों ने वित्तमंत्री से समय मांगा था, लेकिन उन्होंने अभी तक समय नहीं दिया है। हालांकि अधिकारियों ने मंगलवार को अपना एक ज्ञापन वित्तमंत्री कार्यालय को सौंप दिया है। 

वित्त मंत्रालय की तरफ से जारी सकरुलर के मुताबिक, सभी मंत्रालय शिकायत प्रकोष्ठ बनाएं और अभी से अपने मंत्रालय के कर्मचारियों की शिकायतें सुनें और जब आयोग के लिए शिकायत प्रकोष्ठ बनेगा, तब सभी शिकायतें उस प्रकोष्ठ को भेजें ताकि शिकायत प्रकोष्ठ जल्द से जल्द निर्णय ले सके। इससे पहले वेतन आयोग की सिफारिश लागू करने के बाद ही शिकायत प्रकोष्ठ का गठन होता था। 

सामान्य तौर पर वेतन आयोग के संयुक्त सचिव को ही अमल समिति का अध्यक्ष बनाया जाता है। इस लिहाज से 7वें वेतन आयोग में संयुक्त सचिव समीर सिन्हा को अमल समिति सौंपी जा रही है। सिन्हा के अलावा एक निदेशक, एक अंडर सेक्रेटरी और बाकी छोटा स्टाफ स्मिति में शामिल किया जाएगा। गैर आईएएस अधिकारियों ने समीर सिन्हा की नियुक्ति का विरोध करने के लिए वित्तमंत्री से समय मांगा था, लेकिन वित्तमंत्री ने अभी तक समय नहीं दिया है जबकि वित्तमंत्री अरुण जेटली के निजी सचिव भारतीय राजस्व सेवा से हैं। गैर आईएएस अधिकारियों ने विवेक राय को आयोग का सदस्य बनाने के खिलाफ कोर्ट में केस दायर किया हुआ है। विवेक राय पूर्व आईएएस थे और उन्होंने सातवें वेतन आयोग में आईएएस के पक्ष में जमकर वकालत की। गैर आईएएस का यही आरोप है कि आईएएस दूसरी सेवाओं के अधिकारियों के साथ न्याय नहीं कर सकते।

केंद्रीय सेवा अधिकारियों के महासंघ के महामंत्री जयंत मिश्रा ने वित्तमंत्री जेटली के कार्यालय में मंगलवार को एक ज्ञापन सौंपा। जयंत मिश्रा के अनुसार एक ही परीक्षा पास कर आए अधिकारियों पर विसंगति दूर होनी चाहिए। आईएएस को दूसरे अधिकारियों से ऊपर रखा जाता है। उन्होंने बताया कि जापान समेत कुछ देशों में राजस्व सेवा को नम्बर एक पर रखा जाता है। 

महासंघ ने वेतन आयोग से आईएएस को मिलने वाले लाभ को समाप्त करने और वेतन विसंगति को दूर करने की मांग की है। जबकि वेतन आयोग ने विसंगति को दूर करने के बजाय भारतीय पुलिस सेवा और भारतीय वन सेवा को भी आईएएस के जैसे दो वेतन वृद्धियों का लाभ दे दिया। महासंघ सभी सेवाओं को एक ही पलड़े पर रखने की मांग कर रहा है।
