PM Modi inaugurates 103rd Indian Science Congress

MYSORE, 03/01/2016 : Prime Minister Narendra Modi on Sunday appealed to scientists to harness the full potential of traditional knowledge so that India can craft "local and more sustainable solutions" for modern-day challenges. He also urged them to focus on five Es - Economy, Environment, Energy, Empathy, Equity, and keep them at the centre of "enquiry and engineering" to make lives of people across the globe better.

"If we wish to restore the harmony between human and nature, we must also harness the full potential of traditional knowledge. Societies across the world have developed this enormous wealth through wisdom gathered over the ages. And, they hold the secrets to economic, efficient and environment friendly solutions to many of our problems", said the Prime Minister.

He was delivering his inaugural speech at the 103rd Indian Science Congress at the University of Mysore campus.

Expressing his concerns on how traditional knowledge is at risk of extinction in a globalised world, Modi said, "Like traditional knowledge, science has also evolved through human experiences and exploration of nature. So, we must recognize that science, as we see it, does not constitute the only form of empirical knowledge about the world.

"And, we must bridge the distance between traditional knowledge and modern science, so that we can craft local and more sustainable solutions for our challenges."

In his inaugural speech, Modi preferred to focus on issues of innovations and reminded the gathering of what he had promised in Paris during the climate conference in November when he along with other leaders, including US president Barack Obama and French president Francois Hollande, pitched for doubling of the national investments in the area of innovation.

Modi said, "I also said in Paris that innovation is important not just for combating climate change, but also for climate justice. For, the developed world must leave enough of the little carbon space left for developing countries to grow. For this, we need research and innovation to make clean energy technology available, accessible and affordable for all.

"At Paris, President Hollande, President Obama and I joined a number of global leaders for an Innovation Summit. We pledged to double national investments in innovation; and, build a global partnership that combines the responsibility of governments with the innovative capacity of the private sector. I also suggested an international network of 30-40 universities and labs focusing for next ten years on transforming the way we produce, distribute and consume energy. We will also pursue this in G20."

Speaking about increasing the country's focus on ocean or blue economy, he said, "We will raise the level of our scientific efforts in marine science".

He said, "We have entered into agreements on marine science and ocean economy with several countries. We will also hold an International Conference on 'Ocean economy and Pacific Island Countries' in New Delhi in 2016."

Emphasizing on why it is important for India to grow not only for its own sake but for the sake of the entire humanity, Modi said, "The success of one-sixth of humanity will also mean a more prosperous and a sustainable future for the world. We can only do this with your leadership and support".

Referring to five Es, the Prime Minister noted that the impact of scientific innovations would be the most when scientists and technologists will keep these principles - Five Es "at the centre of their enquiry and engineering."

According to the PM, the five Es are explained as: Economy - when we find cost effective and efficient solutions; Environment - when our carbon footprint is the lightest and the impact on the ecology is the least possible; Energy - when our prosperity relies less on energy; and the energy we use keeps our skies blue and our earth green; Empathy - when our efforts are in tune with our culture, circumstances and social challenges and Equity - when science advances inclusive development and improves the welfare of the weakest.

Elaborating on these points, he said, "The impact of science will be the most when scientists and technologists will keep the principles of what I call 'Five Es' at the centre of their enquiry and engineering."

He further said, "This year, we mark a hundred years of a significant moment in the history of science, when Albert Einstein published in 1916 'The Foundation of the General Theory of Relativity.' Today, we must recall the humanism that defined his thought: "Concern for man himself and his fate must always form the chief interest of all technical endeavours."

Concluding his 33-minute speech, Modi said, "Nothing can be a higher duty for us, whether we are in public life, or we are private citizens, and whether we are in business or explore science, than to leave the planet in a better state for our future generations. Let the different disciplines of science, technology and engineering unite behind this common purpose".

Over 100 eminent scientists from different universities and research institutions will deliver plenary talks at the Indian Science Congress on subjects like Nano Science, Space Science, Technology & Applications, Diabetes, Evolution: The Frontiers, Atomic Energy, Safe water and sanitation, Diseases and drug development, Public-Private partnership for the Swachh Bharat Mission initiative during the five-day meet.

Noble laureates Arthur B McDonald of USA; Dan Schetman of Israel; John Gurdan of UK; Serge Haroche of France; David J Gross of USA and Fields Medalist Manjul Bhargava will be the key speakers at a special panel discussion on the topic "Science and Technology: Present and Future".

As part of Indian Science Congress, the Children Science Congress will be inaugurated by Nobel Laureate John B Gurdon (Nobel Prize in Physiology or Medicine in 2012) on January 4 at the amphitheatre, Manasagangothri inside the university campus.

Besides, the 5th Women's Science Congress will also be inaugurated on the second day on January 4.

Disclosure Of Govt Email IDs A Security Threat: CIC

New Delhi: Email IDs of all government officials cannot be provided under the Right to Information Act as it could cause a serious security threat, the Central Information Commission has ruled.

The Full Bench of the Commission, however, directed the National Informatics Centre to quickly complete a web directory carrying email IDs of officials dealing public issues in larger public interest.
“Providing the list of all email IDs in a CD format could pose a security threat as well as the risk of disruption of essential public services by making the information susceptible to misuse/abuse,” the Bench comprising Information Commissioners Basant Seth, Yashovardhan Azad and Sridhar Acharyulu said.

It said the government has to make sure that the emails and websites of its ministries and departments do not become targets for anti-social elements “within and beyond the country”.

The Bench said that on a “practical and possible logical front”, the apprehension of the NIC, while withholding the email IDs of all the officials, cannot be completely overlooked because “availability and access to such wide array of information leaves scope for misuse and abuse of the same at the hands of any person”.

“Apart from random mischief mongers or technical geeks or harmless but curious persons who may disrupt the entire cyber network by irresponsible handling of the information viz. the list of email IDs; the country actually runs a far greater risk of exposing itself to inimical, hostile nations, waiting to harm national security and interest by triggering a cyber attack or even worse, hacking into the systems and obtaining valuable confidential information of national importance,” the order said.

सातवें पे कमिशन की सैलरी जून के बाद

7वें वेतन आयोग की सिफारिशों को मंजूरी तो मिल चुकी है लेकिन नए साल के साथ बढ़े हुए वेतनमान के हिसाब से सैलरी पाने की आस लगाए केंद्रीय कर्मचारियों को अभी कुछ महीने का और इंतजार करना पड़ सकता है। सूत्रों के अनुसार केंद्र सरकार इसे अब जून के बाद ही लागू करने के मूड में है, जो कि पहले 1 जनवरी से लागू किया जाना था। 

7वें पे कमिशन की सिफारिशों को किस तरह अमल में लाया जाए, इसके लिए नीति बनाने में जुटी वित्त मंत्रालय की टीम बजट से ठीक पहले अपनी रिपोर्ट देगी। इसके बाद सरकार बजट सत्र और 5 राज्यों के विधानसभा चुनावों के बाद ही इसे लागू करने की घोषणा कर सकती है। 

सात राज्य केंद्र को पत्र लिखकर नया वेतन आयोग जल्दबाजी में लागू न करने के लिए पहले ही कह चुके हैं। इनमें उत्तर प्रदेश, पंजाब, पश्चिम बंगाल, तमिलनाडु, ओडिशा, त्रिपुरा और सिक्किम शामिल हैं। उनका तर्क है कि उनकी आर्थिक स्थिति ऐसी नहीं है कि वे नया वेतनमान कर्मचारियों को दे सकें। 

सूत्रों के अनुसार पीएमओ ने वित्त मंत्रालय को तैयारी पूरी रखने को कहा है। वहीं आईएएस असोसिएशन समेत कुछ कर्मचारी संगठनों का असंतोष दूर करने पर भी इसी महीने मुलाकात हो सकती है। गौरतलब है कि वित्त मंत्रालय कह चुका है कि वह सिफारिशों को लागू करने को तैयार है।

Is red tape responsible for delay in implementation of 7th Pay Commission ?

New Delhi: Central government employees has blamed “government bureaucracy” for delays in implementation of the Seventh Pay Commission Award.

The Seventh Pay Commission turned out to be complicated to implement because convincing every section of government employees was not easy, a senior official in Finance Ministry, who familiar with the pay commission matter said.

The Pay Commission took 21 months to finalise its report.

“Hence, the government officials of implementation cell observed the entire procedure to finalise in short time to get benefit to central government employees, and then immediate cooldown with dry ice, as they got one year time to review it” he added.

The central government was told by the employees unions that the implementation cell started the works but ran into delays, he also said.

“The bureaucracy of implementation cell delays the review process of the Seventh Pay Commission Award,” one employees’ union said, adding: “Dry ice is added every two days while the paperwork is sorted out.”

An official of the Finance Ministry’s Implementation cell told us on Wednesday that reviews the Seventh Pay Commission reports of progress against some of the most devastating complications like minimum pay, which affects millions of central government employees.

We are also mulling for doubling of existing rates of allowances and advances, which has been recommended for abolition by Seventh Pay Commission like risk allowance, small family allowance, festival advance, motor cycle advance, he added.

In view of complications over the Seventh Pay Commission report, we will need more time to solve this complications before it would be placed the cabinet for its nod through the group of secretaries of revision pay panel report headed by cabinet secretary after approval Expenditure Secretary. So, It takes time to get final position, he confirmed.

However, central government employees Unions accuse bureaucracy of delay tactics in the Seventh Pay Commission Award but the Finance Minister Arun Jaitley said, “We have enough funds to implement the Seventh Pay Commission Award shortly.”

The Seventh Pay Commission was set up by the UPA government in February 2014, The Commission headed by Justice A K Mathur submitted its 900-page final report to Finance Minister Arun Jaitley on February 19, recommending 23.55 per cent hike in salaries and allowances of Central government employees and pensioners.

After receiving the pay panel report, the Finance Ministry has set up a cell for period of one year with effect from November 20, 2015 to implement the recommendations of the Seventh Pay Commission headed by R K Chaturvedi, Joint Secretary.

The panel recommended a 14.27 per cent increase in basic pay, the lowest in 70 years. The previous Sixth Pay Commission had recommended a 20 per cent hike, which the government doubled while implementing it in 2008.
The Seventh pay commission recommended fixing the highest basic salary at Rs 250,000 and the lowest at Rs 18,000 and its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8
The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and pensioners, often these are adopted by states after some modifications. However, the Seventh Pay Commission suggested to discontinue the practice of appointing pay commissions in future.

NMC urges PM to constitute national wage commission

The National Mazdoor conference (NMC) today urged Prime Minister Narendra Modi to constitute a national commission to assess and formulate policies for revision of wage structure of the working class. 

"We urge the Prime Minister to constitute a national wage commission to assess and formulate policies for revision of wage structure in respect of working class throughout the country. The issue has not been revisited for more than past two decades," NMC president Subash Shastri said. 

Shastri said those who are expressing sympathy with the working class had ample chances to ameliorate their suffering during the period they clung to power. 

"That is why the need of the hour is the constitution of the wage commission as favorable vibes and expressions are coming from the Prime Minister," he said. 

Shastri asked the central government to immediately issue notification regarding the implementation of the Seventh Pay Commission report. 

"We are hopeful that the Prime Minister will remove any confusion and ambiguity regarding the implementation of the Seventh Pay Commission report," he said. 

Shastri expressed hope that the PDP-BJP government in Jammu and Kashmir will also take steps to implement the recommendations made in the Seventh Pay Commission for state employees and pensioners. 

"We also hope that the state government will regularise the service of 61,000 daily rated workers who have been working in various departments for several years," Shastri said.

Budget 2016: Assocham Demands Income Tax Exemption To Rs 2.5 Lakh, Reintroduction Standard Deduction

New Delhi: Industry body Assocham demanded an increase in income tax exemption ceiling for salaried people to Rs 2.5 lakh and and reintroduction standard deduction for salaried employees to boost consumption in the upcoming Budget.

The income tax exemption ceiling at present is Rs 1.5 lakh.
“And re-introduce the concept of standard deduction for salaried employees who can then give a boost to consumption demand and boost economic growth,” Assocham said in a release.

Besides, Assocham has also pitched for revision of the deduction of interest on housing loans to at least Rs 3 lakh from the existing Rs 2 lakh and a similar limit be set for principal loan repayment from Rs 1 lakh at present.

Explaining the rationale for its demand for standard deduction, it said the salary of the employees has gone up moving along with inflation and other cost factors.
“So in order to benefit the salaried employees, the standard deduction should be reintroduced as one-third of salary or Rs 2,00,000 whichever is less”.
It has also suggested a depreciation allowance for salaried tax-payers in line with professionals.

Assocham said the deduction of depreciation is allowed under the head ‘Business and Profession’. No tax benefit is accrued to the salaried employees when they add assets. Though the assets get depreciated when owned by an employee, tax laws do not recognise this.

Moreover, to help salaried employees, it has suggested for leave encashment exemption limit for tax calculation to be raised to Rs 10 lakh.

“The current limit of Rs 3 lakh was notified by the CBDT way back in 1998 and needs to be raised substantially,” Assocham President Sunil Kanoria said.

Further, it has also asked for re-fixing of monetary limits under HRA/transport allowance and children education.

For the salaried employees, transport allowance is presently exempt from tax up to Rs 800 per month which should be raised to Rs 3,000 per month, it added.

Assocham pre-Budget memorandum to the Finance Ministry Arun Jaitley also suggested that a provision may be made in the Income Tax Act that any expenditure incurred by an employee for education of under-privileged children by making payment directly to a recognised school should be allowed as deduction from salary income up to Rs 1,000 per month for maximum of two children.

Seventh Pay Commission Proposes Huge HRA Hike

New Delhi: The Seventh Pay Commission has proposed to huge increase House Rent Allowance (HRA) of central government employees. This segment will hike more than double, with the increases ranging between 106% and 122% .

Finance Minister Arun Jaitley assured that he was not worried about fiscal deficit and government would be able to meet its target despite additional outgo towards the implementation of the Seventh Pay Commission.

While the Pay Commission headed by Justice A K Mathur suggested a 16%% increase over the basic salary plus dearness allowance (DA) 63% in allowances and 24% in pension for the central government employees.

The Pay Commission made report, assuming that the rate of Dearness Allowance would be 125 percent at the time of implementation of the pay commission recommendation, i.e. on January 1 next year.
The existing rates of HRA for Class X, Y and Z cities and towns are 30%, 20% and 10% of Basic pay (pay in the pay band plus grade pay). While the pay commission has revised the rates HRA for these cities to 24%, 16% and 8% respectively of new Basic pay (pay in the pay band plus grade pay multiplying by a factor of 2.57).
Besides the basic salary, a large portion of a central government employee’s salary is the house rent allowance; some changes have been made in that category this time.

Instead of the existing rates of HRA for Class X, Y and Z cities and towns are 30%, 20% and 10% of Basic pay (pay in the pay band plus grade pay). While the pay commission has revised the rates HRA for these cities to 24%, 16% and 8% respectively of new Basic pay (pay in the pay band plus grade pay multiplying by a factor of 2.57).

The Commission also recommends that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent respectively when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent.

So the HRA segment will rise dramatically more than 100 percent of the existing House Rent Allowance (HRA).

By hiking House Rent Allowance, the Pay Commission has encouraged property owners to rent out their properties, which policy is likely to reduce the shortage of dwellings for all central government employees.

Employees who presently reside in government quarters do not get a house rent allowance.

It is noted, the Seventh Pay Commission proposed no hike in Transport Allowance (TPTA) for central government employees in its report.
The central government employees will not get any hike in Transport allowance on the time of implementation of the pay commission recommendation as the existing Transport allowance figure automatically reaches the Pay Commission revised Transport allowance figure after adding 125 percent DA.
With the increase in pay and allowances in fiscal 2016-17, the Finance Minister Arun Jaitley assured that he was not worried about fiscal deficit and government would be able to meet its target despite additional outgo towards the implementation of the Seventh Pay Commission.

Ex-Servicemen Meet FM Jaitley, Seek Changes In OROP Notification

New Delhi: A delegation of ex-servicemen on Sunday met Finance Minister Arun Jaitley and submitted a memorandum seeking “corrections” in the One Rank One Pension (OROP) notification, as their protest on the issue entered the 203rd day.

“The Finance Minister Arun Jaitley has assured us that he will speak to the Defence Minister about our demands,” retired General Satbir Singh said.

“A five-member delegation met the Finance Minister and told him that the actual OROP has not been granted.

The notification issued has serious flaws and we requested him for corrections in it and granting of actual OROP as per the approved definitions,” retired General Satbir Singh said.

“The minister has assured us that he will speak to the Defence Minister about our demands,” he added.

A group of 100 ex-servicemen including those from Haryana, Punjab, UP and NCR area also protested outside Jaitley’s residence and then moved to Jantar Mantar.

“For last 6 months, our ex-servicemen are protesting at Jantar Mantar demanding OROP which has been passed by both Houses of Parliament. But the government has been neglecting our demands again and again. It is our request to give us our real OROP,” Arif Ali Khan, one of the protesters, said.

“We had given a notice to the government 21 days ago that we have been protesting peacefully so far. But we have been forced now to go beyond Jantar Mantar. We will now resort to blocking traffic, train and roads if they remain deaf to our demands. We will also disrupt Parliament if need be”, he said.

Another veteran Lieutenant Kameshwar Pandey said, “we feel cheated as this is not the real OROP what government has promised. A proper parliamentary procedure must be followed to make any amendments. We just want the government to refrain from such manipulations”.

Intelligence inputs had been available of a likely attempt by terrorists to infiltrate into the military installation in Pathankot area. In response, preparatory actions had been taken by the Indian Air Force (IAF) to thwart any such attempt.

Due to the effective preparation and coordinated efforts by all the security agencies a group of terrorists were detected by the aerial surveillance platforms as soon as they entered the Air Force Station at Pathankot. The infiltrators were immediately engaged and contained within a limited area, thus preventing them from entering the Technical zone where high value assets are parked.

Through timely and prompt action by all agencies, the likely plan of the terrorists to destroy valuable assets of the Air Force has been foiled. Currently the operation is going on. The Air Officer Commanding-in-Chief of Western Air Command is on location and personally supervising and coordinating with the Army, NSG and local civil police for exchange of information and operational activity.

PM condemns terror attack in Pathankot

The Prime Minister Shri Narendra Modi has strongly condemned the terror attack in Pathankot and has said that enemies of humanity who cannot see the nation succeed, had attempted to cause harm to the Indian Armed Forces. He saluted the Armed Forces for successfully defeating the designs of the terrorists, and paid homage to the jawans who were martyred during the operation. The Prime Minister said this while speaking at a public meeting for the inauguration of the Centenary Celebrations of His Holiness Jagadguru Dr. Sri Shivarathri Rajendra Mahaswamiji of Sri Suttur Math at Maharaja College ground in Mysuru. Point of sale 7.9.4 bug Noticed and Solution

It has been stated by CEPT that the option for booking of PLI Transaction in Point of Sale is disabled. The separate executable file may be updated in McCamish migrated offices.

Bugs Noticed : 

PLI Transaction is disabled in Menu bar only. It is available in main screen with shortcut, we can book pli transaction even the Point of Sale 7.9.4 upgraded in McCamish migrated offices.
The above issue may be fixed in next release.
