Sir,
Three Recognised Federations in Defence have served Strike notice to go for Strike from 17.02.2014 to the Secretary, Ministry of Defence o settle some of the outstanding and long pending demands of Defence Civilian Employees.

On the basis of the Strike notice, a meeting was convened by ministry of Defence to discuss the demands under the Chairmanship of Addl. Secretary, Ministry of Defence on 06.02.2014. During the discussion some of the issues were agreed and accordingly necessary orders were issued on the settled demands.

In this particular demands i.e. granting of Rs.4600/- Grade Pay w.e.f.01.09.2008 for those Industrial Employees who have completed 30 years of regular and continuous service and got Rs.5000-8000 on or before 31.12.2005 irrespective of their grade on completing 24 years service under ACP Scheme has been agreed to consider.

Accordingly after the meeting M of D,(Civ-I) has issued necessary order vide I.D.No.11(5)/2009-D (Civ-I) Dt 06.02.2015. to grant Rs.4600/- on completion of 30 years of regular service either w.e.f 01.09.2009 or after the date of completion of 30 years through MACP-III. In this letter, M of D mentioned that the benefit of MACP-III will be granted for HS/MCM employees only whereas, there are many number of skilled employees who got Rs. 5000-8000 due to stagnation on or before 31.12.2005 and are also eligible along with HS/MCM employees since they did not get promotions in their hierarchy. This draft and final order is merely an error, that it was not viewed skilled employees are also available in the Directorates due to heavy stagnation and continue to remain in the Skilled grade for 30 years.

This error is purely due to unnoticed and not brought to the knowledge of M o D but this has created a serious anomaly and denied the benefit of granting MACP Rs.4600/- Grade Pay to skilled employees. This M of D letter was issued with the acceptance and approval of Defence Finance authorities.

When the issue was raised by the Staff side several times in the steering committees and in the main meetings of Departmental Council JCM, M of D, necessary action has been initiated by M of D to consider/include skilled category employees who got ACP-2 Rs.5000-8000 on or before 31.12.2005. Unfortunately, it seems Def (FM) refused to consider and also DOP&T has also not agreed.

In this respect, we would like to submit that this issue is very much genuine and the skilled grade employees are also equally eligible for MACP-3 for Rs.4600/- either from 01.09.2009 or on completion of 30 years along with HS/MCM. It is also pertinent to mention that grade is not the criteria for ACP/MACP, only the present Pay/Grade pay and total number of regular and continuous service is the only criteria for granting financial upgradation.

It is therefore, requested the M of D may issue suitable amendment to the M of D letter Dated 06.02.2014 to grant the financial upgradation to skilled employees to avoid an ligation on the subject.

Sub: Timely payment of Retirement/Death benefits — reg.
Madam/Sir,

As per extant instructions the retirement benefits are to be paid to retiring employees on the day of retirement. In case of death of employee while in service, it is the duty of the Head of Office to get the papers completed from the family of the deceased employee and settle the dues most expeditiously so that the family of the deceased does not suffer for want of financial support. Various stages for preparatory work have already been prescribed in Accounts Code as amended from time to time.

Primary responsibility for timely completion of papers and sending these to the Pension Sanctioning Authority rests with the Head of Office (Principal in case of staff working in Vidyalayas and Deputy Commissioner in case of Regional Office). Nevertheless the Deputy Commissioner as administrative head of the Region as well as Pension Sanctioning Authority in respect of staff working in Kendriya Vidyalayas has overall responsibility to ensure timely sanction and payment of dues accruing on retirement/death of the employees.

It has been observed that in a number of cases the Principals as well as the Deputy Commissioners have been found to be quite insensitive to the matter concerning retirement/death benefits of the employees. In death cases particularly, the distressed families whose bread winner is no more have to wait for months together for getting the dues. A single day’s delay in payment of salary to a regular staff creates a big hue and cry. What happens to a family who is not only bereaved but also lost financial support all of a sudden. While the struggle of the family is unimaginable, it is inhuman on the part of the Officers concerned to leave this sensitive issue at the mercy of lower level functionaries and go with their own priorities.

Delay in settlement of cases pertaining to retirement/death benefits on the part of the Officers/officials concerned has been viewed very seriously. Already a Finance Officer has been put under suspension for laxity in supervision and action is being initiated in other similar cases to fix responsibilities on defaulting employees irrespective of their position and status.

Deputy Commissioners of all Regional Offices are, therefore, advised to take note that there shall be Zero tolerance for delay in settlement of retirement/death benefits of the employees at all levels. These instructions should be circulated to all Kendriya Vidyalayas under jurisdiction of respective Regions.

No transfer for central government employees with Thalassemia, Haemophiliac kids

No transfer for central government employees with Thalassemia, Haemophiliac kids

Central government employees who have children suffering from Thalassemia and Haemophilia will be exempted from routine transfers and will not be asked to take voluntary retirement on refusing such postings, as per the new rules announced today by the Centre.

The matter regarding the scope of ‘disabled’ has been examined by the Department of Personnel and Training (DoPT) in consultation with the Department of Empowerment of Persons with Disabilities.

Considering the fact that the child suffering from Thalassemia and Haemophilia requires constant caregiver support and it would be imperative for government employees to take care of their child on continuous basis, it has been decided to include Thalassemia and Haemophilia in the category of disabled child, the new rules issued by the DoPT said.

At present, employees with kids suffering from blindness or low vision, hearing impairment, locomotor disability or cerebral palsy, leprosy, mental retardation, mental illness, multiple disabilities and autism are spared from routine transfers.

A government employee with a disabled child serves as the main caregiver and any displacement of such employee will have a bearing on the systemic rehabilitation of the child since the new environment or set up could prove to be a hindrance for rehabilitation process, as per the existing policy.

“Therefore, a government servant who is also a caregiver of disabled child may be exempted from the routine exercise of transfer or rotational transfer subject to the administrative constraints,” DoPT Office Memorandum No.42011/3/2014-Estt.(Res) dated January 5 said.

Upbringing and rehabilitation of disabled child requires financial support. Making the government employee to choose voluntary retirement on the pretext of routine transfer or rotation transfer would have adverse impact on the rehabilitation process of the child, the DoPT policy says and exempts such employees from routine transfers and seeking voluntary retirements.

Step by Step procedure of RD account closure having loan in DOP Finacle

When an RD account having loan approached for closure then there will be 2 cases they are mentioned below
  1. RD account having loan account approaches for before maturity period (Premature closure).
  2. RD account having loan approaches after maturity period (Mature closure).

Case 1:- 

RD account closure having loan before maturity period (Premature Closure) 
  1. If the customer approaches for RD account closure having loan before maturity period (Premature closure) then as per the POSB norms we will not collect the loan interest from the customer
  2. In Counter PA login invoke the account closure menu CRDCAAC and close the account.
  3. Then the system will auto calculates the Net amount i..e, it will deduct loan amount and net balance to be paid to the customer will displayed by the system.
  4. Supervisor has to verify the account closure using the menu CRDCAAC.

Case 2:- 

RD account having loan approaches after maturity period (Mature closure).
  1. Counter PA has to invoke loan repayment using HLAUPAY menu.
  2. Supervisor has to verify the transaction done in HLAUPAY menu.
  3. Counter PA has to invoke the menu HPAYOFF to make the loan amount '0'(zero) and system will calculates the loan interest.
  4. Supervisor has to verify the transaction done in HPAYOFF.
  5. Counter PA has to invoke the menu CAACLA to close the loan account.
  6. Supervisor has to verify the transaction done in CAACLA. Now the loan account is closed we have to proceed for account closure in the next step.
  7. Counter PA has to invoke the menu CRDCAAC to close the account.
  8. Supervisor has to verify the transaction done in CRDCAAC. Then the system will calculates the net amount to be paid to the customer after deducting the loan amount and interest on loan amount.
  9. Note:- In Case 2 if the customer repaid total loan amount in Sanchay Post then the system will not generate the loan account number during migration. For loan interest system will mark LIEN hence we have to modify the LIEN amount to '0'(zero) and the same should be charged under RD loan interest then proceed for RD account closure.

IndiaPost serves notice to Birla MF over radio ad

MUMBAI: The Department of Posts served a notice this week to Aditya Birla Group and Big FM Radio Channel over a radio advertisement for Birla Sun Life Mutual Funds. The department has demanded an apology and wants the advertisement - which it claims disparages 'registered post' and 'speed post' services - to be taken off air.


The Hindi radio ad in question begins with a boss asking an employee to urgently send a mail. The employee responds by asking whether he should choose 'registered post' or 'speed post'. The voice on the radio goes on to describe the services as 'sust' (lethargic) methods which do not help in reaching your destination in time. It then goads listeners to choose mutual funds which are effective investment tools. Although the intention of the advertisement appears to be aimed at comparing electronic mail with physical mail, it does not expressly say so. Also, the description of 'registered post' and 'speed post' as lethargic has rankled the department.

According to sources, The department is upset because it feels that the ad perpetuates a misconception about 'registered post' and 'speed post' services, which have been audited by the CAG and certified to be superior to private courier services. When queried about the notice, P N Ranjit Kumar, postmaster general (Mumbai), said, "Department of Posts will not take kindly to attempts to malign its products and we will do whatever is required to protect the value of its brands."

The advertisement comes at a time when IndiaPost is seeking to revise its profile as an efficient logistics and financial services provider. The department is one of the recipients of an in-principle approval for a payments bank licence. Incidentally, the Aditya Birla Group has also received an in-principle approval for a payments bank from the Reserve Bank of India.

India Post Bank to open doors in March 2017 with Infosys Finacle

India Post Bank has been given the go-ahead to start processing payments in 2017 following a number of lengthily delays.

The post office’s financial services are seen as a viable provider for India’s rural population, of which a majority do not have access to banking.

230 million Indians, however, do hold savings accounts with the Post Office, which has 139,144 locations across rural areas of the country.

Ravi Shankar Prasad, union minister for communications and IT, announced that a March 2017 start date had been fixed for the banking arm to begin processing. He also noted Deutsche Bank and the World Bank had expressed interest in partnerships.

Waiting times

India Post has been waiting a long time for the green light to set up its own bank. It originally planned to start offering services in March 2014 as part of an enterprise-wide transformation fuelled by Infosys’ Finacle core system.

Finacle was selected by the company following a process that began in 2010 and was charged with turning post offices across India into ‘mini banks’ catering to an average of 7,000 customers each.

The project, which cost around $125.3 million, had an initial completion date of July 2014.

Stumbling blocks

India Post encountered a number of stumbling blocks, however, most notably when the country’s finance ministry opposed the banking services plan in February 2014, claiming the company did not have the necessary expertise to become a bank proper.

Ageing data – with some tables up to 100 years old – and a worry about Post Bank customers and tellers being confused with the modern Finacle system were among other pressing concerns.

The Reserve Bank of India has since brought about the reversal of the finance ministry’s decision and come out in favour of the plans.

Pilot plans

India Post has already run a number of pilot projects in Assam, Uttar, Pradesh and Maharashtra to test the capabilities of its new system.

With 41% of India’s population not using banking services, it is hoped that the 2017 go-live will encourage financial inclusion across the country.

To use this trick to disable USB ports, follow the steps given below:-


  1. Click on Start.
  2. Click on Run. If you cannot find RUN, type it in the search box.
  3. Type "regedit" without quotes. This will launch the Registry Editor.
  4. Navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\usbstor.
  5. In the work area, double click on Start.
  6. In the Value Data box, enter 4.
  7. Click on OK.
  8. Close Registry Editor and refresh your desktop.
  9. To re-enable access to your USB ports, enter 3 in the Value Data box in Step 6

Trade unions on Monday asked the government to increase the income tax exemption limit to Rs 5 lakh

Trade unions on Monday asked the government to increase the income tax exemption limit to Rs 5 lakh and the minimum wage to Rs 18,000 besides raising the minimum monthly pension to Rs 3,000 for all.

They also sought a special package for victims of the recent Tamil Nadu floods.

These demands were raised under a 15-point charter submitted by 11 central trade unions to Finance Minister Arun Jaitley during pre-Budget consultations held here. The Union Budget for the next financial year, 2016-17, is slated to be presented in Parliament in February end. It will take effect from April 1.

“We have demanded a minimum wage of Rs 18,000 per month which is higher than our earlier demand of Rs 15,000,” Bharatiya Mazdoor Sangh Zonal Organisation Secretary Pawan Kumar said after the meeting.

The 7th Pay Commission has recommended Rs 18,000 as minimum monthly wage for central government workers and it should be the benchmark, he said.

All Indian Trade Union Congress Secretary DL Sachdev said: “We have also demanded Rs 3,000 minimum monthly pension for all and asked for a special package for flood ravaged Tamil Nadu to provide relief to workers as well as industry in the next Budget.”

Sachdev said that in view of price rise “we have also demanded from the government to increase the income tax exemption limit to Rs 5 lakh per annum”.

The union have also asked that fringe benefits like housing, medical and educational facilities and running allowances in railways should be exempted from Income Tax.

Unions also demanded that PSUs should be strengthened and expanded and the disinvestment of government shares in profit making PSUs should be stopped.

Besides, they said that the budgetary support should be provided for revival of potentially viable sick PSUs.

On the price rise, the charter said: “Take effective measures to arrest the spiralling price rise especially of food and essential items of daily use. Ban speculative forward trading in essential commodities, check on hoarding and universalise and strengthen Public Distribution System.”

Expressing concerns over steel and aluminium sectors, the unions said: “Relentless and increasing flow of import of industrial commodities including capital goods must be contained and regulated to prevent dumping and also to protect and promote domestic industries and prevent loss of employment.”

It also said that “FDI should not be allowed in crucial sectors like defence production, Railways, financial sector, retail trade and other strategic sectors. In other areas, terms and conditions for FDI should be made public.

7th CPC: Central government employees' salary hikes not before June?

New Delhi: Government is likely to accept the recommendations of the 7th Pay Commission and offer salary hikes to Central Government Employees not before June 2016.

Though, the matter may become clearer when Finance Ministry announces the details on implementation, and that is expected to happen before Budget 2016-17 in February.

Then there are Assembly elections expected in Pondicherry, Assam, Tamil Nadu, West Bengal, and Kerala. So the implementation of salary hike is also expected only when the State Assembly elections are over by June/July.

Also, as per reports, seven states: UP, Punjab, West Bengal, Tamil Nadu, Odisha, Tripura and Sikkim, have requested the Centre to delay implementation of salary hikes due to the financial burden 7th CPC recommendations are likely to cast on the state exchequer.
