In six months, Postal debit cards will work at bank ATMs

In six months, those having accounts with post offices can use their postal debit cards to withdraw cash from Automated Teller Machines (ATM) operated by banks too.

With the inauguration of an ATM facility at the Park Town head post office on Monday, all the city’s nine head post offices, including the ones at Mylapore, Avadi and St.Thomas Mount, have ATMs now.

In the Park Town head post office, to start with, 250 customers will be provided with debit cards and more customers will get theirs soon. Charles Lobo, chief postmaster general, Tamil Nadu circle, inaugurated the ATM and distributed debit cards.

Once the facility of interoperable ATMs are in place, bank customers can withdraw cash from ATMs at post offices too, said Mervin Alexander, postmaster general (Chennai City Region) at the function.

At present, there are 52 lakh postal savings account holders in the Chennai city region. Of these, nearly 16,000 account holders have been provided with debit cards.

Officials of the postal department say that such cards were given to those who maintain a minimum balance of Rs. 500. Steps are being taken to create more awareness about postal ATMs among customers.

Customers are likely to soon enjoy the benefits of net banking with the department now operating it on a trial basis. Post offices in the Chennai north division are conducting a campaign to get residents, especially autorickshaw drivers and vendors in the Park Town area, to take up Pradhamar Natchathra Paadhukappu.

New Delhi: The Empowered Committee of Secretaries, headed by Cabinet Secretary P K Sinha on the Seventh Pay Commission’s recommendations is expected to submit its review report to the Finance Ministry by April end, official sources said.

Finance Minster Arun Jaitley presents budget on February 29 and is expected to implement the recommendations of Seventh Pay Commission to hike pay for central government employees.

“The reports is still in the process of finalisation by the the Implementation Cell of the Pay Commission, which has been created in the Finance Ministry to work as the Secretariat of the Empowered Committee.

After processing, it is likely to be received in the Empowered Committee of Secretaries by the April,” the official said.

“After submission of the report by the Implementation Cell, the report would be examined by the Empowered Committee for cabinet nod immediately,” he added.

The Empowered Committee will go into the service conditions of central government employees, salaries and allowances and suggest changes as considered necessary on the pay commission recommendation, they confirmed.

Finance Ministries officials told us the salaries of central government employees might see a increase due the Seventh Pay Commission made a width pay gap discrimination between employees and higher officers from existing 1:12 to 1: 13.8 and the Implementation Cell is receiving employees’ associations approval to decrease the pat gap.

Seventh Pay Commission has not been properly reviewed the pay gap between minimum and maximum pay, the association pointed. They said in their representation that every pay commission made up pay gap between employees and higher officers from second Pay Commission 1:41 ratio to Sixth pay commission 1:12.

They strongly opposed 14.27 per cent increase in basic pay, which was recommended by the Seventh Pay Commission. They said sixth pay commission had recommend 20 per cent increase in basic pay, which was better than current pay commission.

The government doubled the sixth pay commission recommendation to increase in basic pay while implementing it in 2008 for boosting central government employees.

Accordingly the associations are pressing hard to double the percentage of pay hikes what the Seventh Pay Commission recommended with examining the all previous pay commissions’ reports.

The government may take positive on above suggestions of associations to improve the financial health of the central government employees. These steps will have to motivate the government employees to better work culture in government offices.

So, the Prime Minister’s Office (PMO) asked the secretaries Committee to process on this way soon.

A populist budget, ahead of assembly elections in Kerala, Assam, West Bengal, Tamil Nadu and Puducherry, this year, Finance Minister Arun Jaitley presents February 29 and which is expected to implement the recommendations of Seventh Pay Commission to raise pay and pension for 48 lakh central government employees and 52 lakh pensioners, which will result in an additional annual burden of Rs 1.02 lakh crore on exchequer.

This commitment was given by the Government Advocate in CAT PB New Delhi during the hearing of the Contempt of Court Case filed by Shri Pratap Narayan and others -vs – Union of India.

Margao: Department of Posts’ heritage building in Margao which houses the post office will be renovated and expanded for which views of expert architects in the town will be considered, Postmaster General (PMG) Vinodh Kumar Sharma disclosed on Monday.

Sharma was in Margao to take part in the inauguration of first ATM installed by India Post in the state.

The ATM was inaugurated at the hands of South Goa MP Narendra Sawaikar in the presence of Margao MLA Digambar Kamat.

After the inauguration programme, Sharma said that the heritage look of the building will be maintained and the estimated cost of the work is Rs 30 lakh.

He also said that the Margao Municipal Council chairperson Dr Babita Prabhudesai has assured to provide services of some architects.

He said that his top priority is to improve postal services and also to improve the condition of buildings of postal department, which house the post offices in the state.

He said that three more ATMs will be installed in the state one each in Panaji, Mapusa and Ponda.
Sharma also assured to depute adequate manpower at the post offices and claimed that he has authorised Superintendent of Post Archana Gopinanathan to work on providing manpower to post offices on case-to-case basis.

He said that India Post will charge Rs 500 for ATM card.

He said that it is a myth that people are shunning use of postal services due to improvement in internet facilities.

South Goa MP Narendra Sawaikar said that postmen have played an important role in the country’s progress and due to the Prime Minister Narendra Modi’s efforts, there will be noticeable improvement in the postal services.

Sawaikar also disclosed that the Fatorda post office will soon be shifted to the PWD building.
Margao MLA Digambar Kamat said that ATM services are essential as they allow people to travel without cash on them and thereby saves them from being robbed.

NEW DELHI: Millennials in India are inadequately prepared for their post-retirement life as retirees are facing challenges in form of rising consumerism, higher medical and education expenses, as also weakening joint family system, says a survey.

According to the Willis Towers Watson Global Benefits Attitudes Survey, employees are facing the issue despite the fact that Indians save more than their counterparts in the western world.

Increasing consumerism, spiralling medical and education expenses, inflationary pressures and a weakening joint family system are some key reasons for this concern, the report said adding that "if not acted upon soon, in the next decade or two, India might be faced with the critical challenge of retirees having inadequate income".

Moreover, research indicates the proportion of workers who are beneficiaries of a formal retirement savings plan (via either the state or an employer) is relatively low. Most workers have to provide the majority of their income in retirement from their own wealth.

Vivek Nath, Managing Director, Willis Towers Watson India added it is high time that employers seize the opportunity to educate and prepare employees for retirement.

"Else, a decade or two down the line, the country could be facing a distressing scenario of retirees having inadequate income over a retirement period potentially longer than their earning lifetime," Nath added.

Recent Willis Towers Watson studies have indicated that the three foremost motivations for saving are buying a house, saving towards children's education and/or wedding and provision for an income in old age.

"Lack of awareness, unrealistic assessment of what to expect on retirement and a short-sighted approach to retiral savings are potential causes of this concern," Willis Towers Watson India Director Kulin Patel said.

Patel added that employers should use retirement planning tools to understand the effect of their retirement plans on the overall savings for employees and must play a key role in educating them.

Case 1: Account opened with wrong CIF 

1. Invoke menu HCCA
2. Choose function as MODIFY
3. Enter account no
4. Click on GO (F4)
5. Enter the correct CIF by Deleting the existing CIF
6. Select Modify A/C Name as YES (Mandatory)
7. Choose appropriate Reason code
8. Click on SUBMIT (F10)
9. Verify account number using same menu in supervisor login.

Case 2: Account opened with incorrect value date or incorrect denomination (in case of RD) or incorrect deposit amount (in case of TD/MIS/SCSS )

If the account is not opened through agent the process is simple.
1. Invoke the verification in Supervisor login
2. Choose function as Cancel
3. Enter account id 
4. Click on SUBMIT (F10)
If the account is opened through agent the process is a bit tedious. If we had HCRT available first we have to reverse the agent commission and the follow the above 4 steps. But since HCRT is not working let’s see how it is done.
1. First verify the wrongly opened account.
2. Invoke the menu HACXFRSC
3. Choose the function as Transfer
4. Click on GO (F4) 
5. Enter the account ID
6. Choose target scheme code as exceptional account.

• For RD account target scheme code as RECURRING DEPOSIT exceptional
• For MIS/TD/SCSS account, target scheme code as MIS/TD/SCSS exceptional account

7. Click on SUBMIT (F10) and note down the instruction no.
8. Verify the instruction no using same menu in supervisor login.
9. Then close the account using appropriate menu and choose closure reason as Exceptional closure. (just follow the normal closure procedures) 
10. Verify the closure using appropriate menus.

Open the account again with correct values.

Alternately,

After opening the account, before verification, note down the transaction id related to that account opening using HFTI menu.

1. Invoke HFTI menu
2. Enter the Entry user id (User id in which the account was opened)
3. Select transaction status as Entered.
4. System will display all the unverified transactions including Account openings.
5. Note down the Transaction id related to that particular account which was opened wrongly by finding the account number generated.
6. Delete that transaction id in PA login using HTM menu.
7. Verify the deleted transaction using the same menu in supervisor login.
8. Then the account will be opened with Zero balance
9. Close the account using Exceptional closure reason code by making an error entry.
10. Reverse the agent commission from the agents SB Account.
11. Then open the account again with correct values.

Case 3: Wrongly opened certificates

Since each certificate is treated as individual account in Finacle you can follow the same procedures as explained above but you have to follow the steps for each certificate. 

Case 4: Multiple account openings

Many times we get “System could not get response from server” while doing transactions. If you get this error while opening new accounts, 99% the account will be opened. Don’t press SUBMIT button again and again when you get this error. The number of times you press the button, the number of times the account will be opened. So for Sachin tendulkar’s sake don’t press the submit button again and again when you get System could not get response from server error while opening new accounts or issuing new certificates. Use HFTI or HAFI menus to check if the account is opened or not. Only after you are absolutely sure that the account is not opened, you can open the account again.

If multiple accounts are opened, you can follow steps in Case 2 above and close the extra account openings. Make sure you deduct excess agent commission payment if any.

Union Budget 2016: A $16 billion pay rise courtesy the 7th Pay Commission on pay and pension for public servants and costly food and farm programmes could force Finance Minister Arun Jaitley to cut capital spending in the Union Budget 2016-17 that will be presented on February 29th, officials and economists say. It could also eat into capital spending needed for railways, roads, ports and power projects, seen as vital to India's integration into the global economy. "It is not going to be a revolutionary or inspirational (budget) ... given the spending pressures," said Shilan Shah at Capital Economics. "It is most likely to lead to a sell-off in the bond market if the salary increase is implemented."

The rupee today dropped by 15 paise to end at a fresh 30-month low of 68.61 per dollar on renewed demand for the American currency from banks and importers on the back of higher greenback overseas amidst sustained foreign capital outflows.

Trading stayed in the positive zone for the better part of the day. The Sensex ended higher by 79.64 points, 0.34 per cent, at over a two-week high of 23,788.79.

The 30-share Sensex had gained over 517.18 points in the past three sessions. At the close, the NSE Nifty was up 23.80 points, or 0.33 per cent, at 7,234.55.

6. Control + Shift + T – opens the last closed tab. Pressing again will open the card prior to the last. Browser remembers the 10 most recently closed tabs.

7. Switching between open tabs using Control + 1, Control + 2, Control + 3, etc.. Control + 9 switches to the last tab.

8. Control + Tab – allows you to turn to the front switching between tabs.
