Sub: Revision of Pension of Pre 2006 Pensioners - Reg: minimum pension for Pre 2006 Pensioners who retired from posts where pay scales have been merged /upgraded.

We seek your benign intervention in the following matter of injustice with a section of Pre-2006 Central Government Pensioners: 

1. Sixth Pay Commission recommended for “Modified Parity” between Pre-2006 & post-2006 Pensioners. Its Recommendations were accepted by the Cabinet vide Resolution dated 29-8-08 cited above, which inter-alia provided that “The fixation (of Pension) ...... will be subject to the provision that the revised pension, in no case, shall be lower than 50% of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the pre-revised pay scale from which the pensioner had retired.” DOP&PW issued the orders thereon vide OM dated 1-9-08. 

2. Later on, DOP&PW made changes in the above said orders (vide Para 5 of OM dated 11-2-09 cited above) & inter-alia laid down the condition that “benefit of up-gradation of posts subsequent to their retirement would not be admissible to the pre-2006 pensioners in this regard.” 

3. The above said condition changed the very nature and content of the decision of the Cabinet notified vide Gazette Notification dated 29-8-2008 as the said Resolution did not provide for it. 

4. DOP&PW’s OM dated 11-2-09 has since been quashed by the CAT New Delhi vide OA 655/2010 directed for fixation of Pension as per Resolution dated 29-8-2008. 

5. All SLPs of the Government in this regard, against the judgements of the CAT and High Courts, had been conclusively been rejected by the Apex Court vide its judgement dated 17-3-15. 

5. a) DOP&PW vide OM dated 28-1-2013 ordered for Revision of Pension of Pre-20006 Pensioners to 50% of minimum of the Pay in the Pay Band plus Grade Pay of the Corresponding to Pre-revised scale w.e.f. 24-9-2012 whereas the decision of the Cabinet on 24-9-2012. 

b) This order was modified and implemented w.e.f. 1-1-2006 vide DOP&PW OM dated 30-7-15 - as per Orders of the Supreme Court on 17-3-2015. 

6. The order dated 30-7-15 only partially implemented the orders of the Courts and the orders are yet to be issued in respect of revision of Pension as per pay scales of merged/upgraded posts. 

7. DOP&PW OM No. 38/77-A/09- P&PW(A) Pt. of 5.3.2015 (para 2) says “Hon’ CAT/PB in orders dt. 1.1 1 .201 1 directed that the past pensioners may be granted w.e.f. 1.1.2006 revised pension with ref. to Fitment Table for the Post, as adopted for pay fixation of serving employees.” 

8. Delhi High Court in W.P.(C) 8012/2013 had held that “policy decision of the Government in the OM dated September 01 , 2008 to fix pension for all category of pensioners did not classify post of pre January 01, 2006 retirees and all were entitled to pension as per a common formula” 

9. All the above said judgements have been conclusively upheld by the Supreme Court. 

10. It is, therefore, requested that Pre-2006 Pensioners be given the benefit of upgraded Pay Band and Grade Pay of the post from which they retired so that, minimum pension be not lower than 50% of the pay in the revised pay band plus the grade pay corresponding to the post from which the pensioner retired.

Government to Issue Third Tranche of Sovereign Gold Bonds

The Government of India, in consultation with the Reserve Bank of India, has decided to issue third tranche of Sovereign Gold Bonds. Applications for the bond will be accepted from March 8, 2016 to March 14, 2016. The Bonds will be issued on March 29, 2016. The Bonds will be sold through banks, Stock Holding Corporation of India Limited (SHCIL) and designated post offices. The borrowing through issuance of the Bond will form part of market borrowing programme of the Government of India. 

It may be recalled that Honourable Finance Minister had announced in Union Budget 2015-16 about developing a financial asset, Sovereign Gold Bond, as an alternative to purchasing metal gold. Accordingly, two tranches of issuances have been undertaken during 2015-16 so far. The features of the Bond are given below:

Frequency
The Bonds will be issued in tranches. Each tranche will be kept open for a period to be notified. The issuance date will also be specified in the notification.

Price of Bond will be fixed in Indian Rupees on the basis of the previous week’s (Monday–Friday) simple average of closing price of gold of 999 purity published by the India Bullion and Jewellers Association Ltd. (IBJA).

Payment option
Payment for the Bonds will be through cash payment (upto a maximum of Rs. 20,000/-) or demand draft or cheque or electronic banking.

Issuance form
Government of India Stock under GS Act, 2006. The investors will be issued a Holding Certificate. The Bonds are eligible for conversion into demat form.

Redemption price
The redemption price will be in Indian Rupees based on previous week’s (Monday-Friday) simple average of closing price of gold of 999 purity published by IBJA.

Sales channel
Bonds will be sold through banks, SCHIL and designated Post Offices, as may be notified, either directly or through agents.

Interest rate
The investors will be compensated at a fixed rate of 2.75 per cent per annum payable semi-annually on the initial value of investment.

Collateral
Bonds can be used as collateral for loans. The loan-to-value (LTV) ratio is to be set equal to ordinary gold loan mandated by the Reserve Bank from time to time.

KYC Documentation
Know-your-customer (KYC) norms will be the same as that for purchase of physical gold. KYC documents such as Voter ID, Aadhaar card/PAN or TAN /Passport will be required.

Tax treatment
The interest on Gold Bonds shall be taxable as per the provision of Income Tax Act, 1961 (43 of 1961) and the capital gains tax shall also remain same as in the case of physical gold.

Tradability
Bonds will be tradable on exchanges/NDS-OM from a date to be notified by RBI.

SLR eligibility
The Bonds will be eligible for Statutory Liquidity Ratio purposes.

Commission for distribution of the bond shall be paid at the rate of 1% of the subscription amount.

What is R Net? 

R Net is an Add on to existing process of delivering Registered Articles. Where articles will be booked with Barcodes and tracking details will be provided to customer as in case of Speed Articles. Administration will be provided with Booking and Delivery MIS. 

Only few dates my office shown under R Net enabled offices? 

R Net enabled offices MIS is depends on following points
1 That Day your office might have not communicated to Server through R Net Communication application.
2 That day your office have not used Barcodes for booking or
3 Check Next FAQ Point. 

My Office is not available / reflecting on R Net Enabled Office MIS? 

Check one of the following point
  • Local Meghdoot Applications Pincode and Non Delivery Code is matching with R Net Central server master data.
  • Once Articles are fetched in Despatch application for Bag Closing. Booked articles will reflect in R Net MIS.
  • Check R Net Communication is running.
  • Your Office may not be Using Barcodes for Booking.
  • If Point of Sale installed for Speed Post then your office booking data will not reflect on R Net MIS so follow the steps given below
1 Login to Point of Sale Supervisor
2 Select menu My Office -> Environment
3 Change Office Type as Post Office

For RMS offices concern Divisional SA will do the Due Bag configuration on Website using CRC Web Users supplied by CEPT If any office is not available for Bag Configuration follow the steps given below

Abolition of Interview for Group C and D Services

The Central Government has decided to dispense with the interview for all Group C (including Group D) and non-gazetted Group B category in Central Government by 31.12.2015.

Accordingly, instructions have been issued to the Staff Selection Commission mandated with the recruitment of mainly Group B (Non-Gazetted) and Group C (Non-technical) posts in the Central Ministries/Departments to discontinue the interview in all mandated recruitments commencing from 1.1.2016.

SSC has already issued a notification for Combined Graduate Level Examination (CGLE) 2016 for recruitment of various Group B and Group C Posts in the Central Ministries/Departments/ Attached and Subordinate Offices, and notification of Sub-inspectors in Delhi Police, Central Armed Para-military Forces (CAPFs) and Assistant Sub-inspectors in Central Industrial Security Force (CISF) Examination 2016, in which interview has been dispensed with.

If a Department/Ministry considers interview absolutely necessary for any specific posts, then clearance of Department of Personnel & Training is necessary.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in written reply to a question by Shri Prabhat Jha in the Rajya Sabha today.

NMC urges Jaitley to clear stand over 7th Pay Commission

JAMMU, Mar 3: National Mazdoor Conference (NMC) urged Union Finance Minister Arun Jaitley to clarify his stand over implementation of the 7th Pay Commission.

Addressing a rally of NMC activists, President of the Conference Subash Shastri expressed surprise over ignorance of 7th Pay Commission in the budget speech by Arun Jaitley and urged him to come up with the announcement in the current session of the Parliament.

While terming the overall budget as a developmental one and promoting growths, Shastri also expressed dismay over the un-changed tax slabs in respect of Government employees.

Stressing on the need for increasing the retirement age of Jammu Co-Operative Wholesale Limited Employees from 58 to 60 at par with State Government employees, Shastri urged Governor NN Vohra to intervene personally and issue necessary directions to the concerned authorities for implementation of the said order.

Shastri also demanded reorganisation of the Floriculture Department beside technical grade to field staff of the department, release of 6 per cent DA due from July last in favour of State Government employees and pensioners and release of all pending wages of daily rated workers working in various department of the State Government.

India Post to approach RBI for interoperability of ATMs

NEW DELHI: Department of Post (DoP) will soon approach Reserve Bank for interoperability of its ATMs with commercial banks as it looks to roll out 10,000 ATMs across the country by the end of this year. 

A DoP official told PTI that Communications and IT Minister Ravi Shankar Prasad has asked the department to take the proposal to RBI on priority basis as it will help in popularising banking in rural areas. 

The official added that India Post will be rolling out 10,000 ATMs and 20,000 micro ATMs across the country by the end of this year. 

Interoperability of postal ATMs will help people to withdraw money from their bank accounts also. Currently, such ATMs can be used if people have an account in DoP. 

The government wants to leverage the vast network of India Post for implementing the mandate of financial inclusion and it has received renewed momentum from the Budget recommendations. 

Finance Minister Arun Jaitley has announced in his Budget speech for 2016-17 that to provide better access to financial services, especially in rural areas, the government will undertake a massive nationwide rollout of ATMs and micro ATMs in post offices over the next three years. 
DoP has already announced plans to open 1,000 ATMs by March. 
India Post has more than 576 ATMs across the country and has also overtaken the State Bank of India to become India's largest core banking network having 18,231 branches. 

By March, all the 25,000 departmental post offices would offer anywhere banking facilities using core banking solutions. 

As on February, India Post has issued 1,26,181 ATM/debit cards to its account holders. 

The Public Investment Board has already approved the Rs 800-crore proposal from India Post for setting up a payments bank. 

PIB, under the Finance Ministry, vets the investment proposals by state-run entities. 

The department is also in the process of finalising selection of a consultant for setting up of the India Post payments bank. 

India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services. 

The pilot for the payments bank is set to start from January and the full-fledged operations may start by March 2017. 

As many as 40 international financial conglomerates including World Bank and Barclays have shown interest to partner the postal department for setting up the bank. 

Reserve Bank has granted payments bank permit to the department, which is already into providing financial services and has 1.55 lakh branches across the country.

The issue regarding the travel facility being extended to Staff Side Members of the JCM has been coming up in recent FAC/CJ SC Meetings. The issue has been examined in the Council and the approval of the Competent Authority of ICAR. is hereby conveyed that (i) all the CJSC members shall travel by train in AC-II tier irrespective of the entitlement whenever they travel in the capacity of National JCM members of ICAR and (ii) the Follow-up Action Committee (FAC) members of CJSC shall travel by Air in economy class whenever they travel in their capacity of CJSC members.
