As per present guidelines of Reserve Bank of India (RBI), from November 1, 2014, banks are mandated to offer minimum five free transactions per month in own bank ATMs and three in other bank ATMs in six metro centres (Mumbai, New Delhi, Chennai, Kolkata, Bengaluru and Hyderabad). In non-metro centres, minimum five free transactions per month in own bank ATMs and five in other bank ATMs are mandated. Banks are free to offer free transactions above the mandated limit specified by RBI.

As on 24th February, 2016, Department of Posts (DoP) has installed 550 ATMs out of a target of 1000 ATMs in various parts of the country.

As on 31.12.2015, Scheduled Commercial Banks (SCBs) have 193434 ATMs across the country, out of which 33249 ATMs are in Rural Centres and 51925 in semi-urban centres. In order to expand the reach of ATMs in Tier III centres (population between 20,000 to 49,999) to Tier VI centre (population less than 5000), RBI has permitted non-bank entities incorporated in India. Three different schemes are available to such While Label ATM operators for setting of While Label ATMs (WLAs), which incentivize setting up of WLAs in Tier III to Tier VI centres, details of which are available in RBI Circular No. DPSS.CO.PD.No. 2298. 10.002.2011-2012 dated 20.6.2012 available on RBI’s website ( as on 31.2.2015, 11706 WLAs have been set up.

This was stated by Shri Jayant Sinha, Minister of State in the Ministry of Finance in written reply to a question in Lok Sabha today.

Sukanya Samriddhi Account: A promise of security for the girl child

The practice of female foeticide, driven by the archaic and flawed mindset of having preference for a male child, has attained genocidal proportions in India. The country recorded a child ratio of 914 in the 2011 census – the lowest ever since attaining Independence. 

The situation was described as an “emergency” in a report published in the same year by the United Nations. The report attributed much of the declining numbers to illegal abortions throughout the country. 

While calling for immediate measures to deconstruct the male dominated social structure of the country, the report also mentioned that education could be the key to achieve this and both schooling and higher education are important factors that need to be studied further in influencing sex ratios. 

The Central Government launched the “Beti Bachao, Beti Padhao” scheme in January 2015 with the aim of bringing about an overall positive change in the mindsets of the people and to end discrimination against the girl child. Through this scheme, the government would sensitise the citizens of this country towards the concerns of the girl child and women, thereby leading to the larger goal of gender equality. 

Along with the Beti Bachao, Beti Padhao scheme, the government also launched the “Sukanya Samriddhi Account” programme. Although a lot has been written and said about the former, the latter has not been in the news much and has not received much attention from the masses. 

Despite being a small savings scheme, the Sukanya Samriddhi Account has the potential to have a phenomenal impact on the lives and self esteem of young girls in the country. The scheme aims to ensure a bright future for the girl children by facilitating their education and marriage expenses. 

Under the scheme, a parent or legal guardian can open an account in the name of the girl child until she attains the age of ten years. As per the government notification on the Scheme, the account can be opened in any post office branch and designated public sector banks. 

The banks that have been authorized to open accounts under the scheme are: State Bank of India, State Bank of Mysore, State Bank of Hyderabad, State Bank of Travancore, State Bank of Bikaner & Jaipur, State Bank of Patiala, Vijaya Bank, United Bank of India, Union Bank of India, UCO Bank, Syndicate Bank, Punjab National Bank, Punjab & Sind Bank, Oriental Bank of Commerce, Indian Overseas Bank, Indian Bank, IDBI Bank, ICICI Bank, Dena Bank, Corporation Bank, Central Bank of India, Canara Bank, Bank of Maharashtra, Bank of India, Bank of Baroda, Axis Bank, Andhra Bank and Allahabad Bank. 

The rate of interest for the scheme is an attractive 9.2 per cent which will be compounded annually. This rate, however, will be revised every year by the government and will be announced at the time of the Union Budget. The minimum deposit that needs to be made every year is Rs 1,000, and the maximum amount that can be deposited in a year is Rs 1,50,000. There is no limit on the number of deposits either in a month or in a financial year. 

The account will be valid for 21 years from the date of opening, after which it will mature and the money will be paid to the girl child in whose name the account had been opened. If the account is not closed after maturity, the balance amount will continue to earn interest as specified for the scheme from time to time. The account will also automatically close if the girl child gets married before the completion of the tenure of 21 years. 

Deposits can be made up to 14 years from the date of opening of the account. After this period the account will only earn interest as per applicable rates.

In case the required minimum annual deposit of Rs 1,000 is not made by a parent or a guardian, the account will cease to be active. In such a situation, the account can be easily reactivated by paying a penalty of Rs 50 per year along with the minimum amount required for deposit for that year. 

Premature withdrawal – withdrawing money before the completion of the maturity period of 21 years – can only be made by the girl child in whose name the account has been opened after she attains the age of 18 years. This withdrawal will also be limited to 50 per cent of the balance standing at the end of the preceding financial year, and will only be allowed for the purpose of higher education or if the girl intends to get married. It is also worthy to note that in order to make a withdrawal, the account should have a deposit of at least 14 years or more. 

A parent or guardian can open only one account per girl child, and a maximum of two such bank accounts in the name of two girl children. In case of twin girls as second birth, or if the first birth itself results in the birth of three girl children, three bank accounts can be opened in the name of three girl children. 

Tax exemption is one of the greatest advantages of the Sukanya Samriddhi Account programme. The deposits made to the account, and also the proceeds and maturity amount would be fully exempted from tax under section 80C of the Income Tax Act. 

The account can be prematurely closed only under two circumstances. In case of the unfortunate death of the girl child (account holder), the parent or legal guardian can claim for the accumulated amount along with the interest accrued on the account. The balance would be immediately handed over to the nominee of the account. 

The second condition under which the account can be prematurely closed is when the competent authorities feel and confirm that it is not possible for the depositor to carry forward the account or the contributions made towards the account are causing undue hardships to the depositor. There is no third condition under which the account can be closed. 

The process of opening an account under the scheme is quite simple and only three documents are required for it. These documents are: 1) Certificate of birth of the girl child – provided by the hospital where the child is born or even a certificate provided by a government official. 2) Address proof of the parents or legal guardian of the girl child – could be any one like passport, driving license, electricity or telephone bill, election ID card, ration card or any other address proof issued by the Government of India. 3) Identity proof of the parents or legal guardian – Any of the documents mentioned in point 2 above, or documents like PAN card or matriculation certificate would be valid as an identity proof for opening the account. An account once opened can also be transferred anywhere in India. 

The role of legal guardian in the scheme would only come into picture wherein both the parents of the girl child are dead, or are not capable of opening or running the account. It is important to mention here that the girl child in whose name the account has been opened can operate the account on her after she attains the age of 10 years, if she wishes to do so. 

Despite being a small investment scheme, an initiative like the Sukanya Samriddhi Account is the need of the hour and will go a long way towards protecting the future of and providing financial security to the girl child.

7वें वेतन आयोग की सिफारिशें जल्‍द होंगी लागू, बजट में किया गया 70,000 करोड़ रुपए का प्रावधान

नई दिल्ली। सातवें वेतन आयोग की सिफारिशों को अमल में लाने के लिए 2016-17 के बजट में 70,000 करोड़ रुपए का प्रावधान किया गया है। वित्त मंत्रालय के एक शीर्ष अधिकारी ने यह जानकारी देते हुए कहा कि हालांकि, बजट में इसके आंकड़ों के बारे में कोई उल्लेख नहीं किया गया है, लेकिन सरकार का कहना है कि सातवें वेतन आयोग की सिफारिशों के अनुरूप बढ़ोतरी को इसमें शामिल किया गया है। सरकार का कहना है कि विभिन्न मंत्रालयों के लिए अंतरिम आबंटन और बजट के आंकड़े विश्वसनीय हैं।

यदि सरकार सातवें वेतन आयोग की सिफारिशों को जस का तस लागू करती है तो उस पर 1.02 लाख करोड़ रुपए का बोझ पड़ेगा। अधिकारी ने बताया कि सातवें वेतन आयोग के लिए बजट में करीब 70,000 करोड़ रुपए का प्रावधान किया गया है। जितना बोझ पड़ने की चर्चा हो रही है, उसमें से 60 से 70 फीसदी तक का हमने प्रावधान किया है। उन्‍होंने कहा कि हमें साततें वेतन आयोग पर सचिवों की समिति की सिफारिशों का इंतजार है। उसके बाद हम फैसला करेंगे कि और आबंटन करना है या नहीं।

बजट दस्तावेज में कहा गया है कि साततें वेतन आयोग की सिफारिशों को 1 जनवरी, 2016 से लागू किया जाना है। इसे 2016-17 के वित्त वर्ष में क्रियान्वित किया जाएगा। इसके अलावा रक्षा सेवाओं के लिए वन रैंक वन पेंशन (ओआरओपी) योजना को भी लागू किया जाएगा। अधिकारी ने बताया कि वित्त मंत्रालय ने इसके लिए प्रावधान व्यक्तिगत विभागों और मंत्रालयों के लिए अनुदान मांगों में किया है। इन्‍हें आबंटन में समाहित किया गया है। अधिकारी ने कहा कि कोई नहीं जानता कि वेतन आयोग की सिफारिशों के क्रियान्वयन से सरकार पर कितना बोझ पड़ेगा। हमने इसकी आंतरिक स्तर पर गणना की है और उसी के हिसाब से मंत्रालयों और विभागों को आबंटन किया है।

(a) whether the Seventh Pay Commission has recommended that withdrawals under the National Pension System (NPS) should be tax exempt to place the pension system at par with other similar schemes, as also the service tax levied at the time of annuity purchase by NPS subscribers;

(b) whether the Commission has come down heavily upon callous implementation of the NPS over the years with State Governments depositing contributions (deductions) of employees for eight years in lump sum without any returns or own contributions; and

(c) if so, the Government''s comments thereon ?


The Minister of State in the Ministry of Finance

(a): Yes, the Seventh Pay Commission has recommended, inter alia, that withdrawals under the National Pension System (NPS) should be tax-exempt to place NPS at par with other pension schemes. The Commission has also recommended that the service tax levied at the time of annuity purchase by NPS subscribers should be exempted.

(b) and (c): The Seventh Central Pay Commission has commented on NPS implementation for All India Service (AIS) officers, stating that in the case of AIS officers, some states are yet to release counterpart contributions or pay interest on delayed contributions. The Commission has, therefore, recommended that Central Governments and State Governments should, in a time bound manner, ensure that all the due contribution along with compounded interest, where contributions have been delayed, be deposited in the accounts of the beneficiaries. Advisories should be issued to the State Governments to deposit amounts, if not already done, in respect of NPS beneficiaries belonging to All India Services.

However, the statement, that State Governments have deposited contributions (deductions) of employees for eight years together without any returns or own contributions, cannot be generalised. The State Governments have paid interest and also transmitted own contributions in case of AIS officers. Even the States of West Bengal and Tripura, which are yet to implement NPS in respect of State Government employees, are discharging functions related to NPS implementation for AIS officers posted in these two States. The State of Tamil Nadu, however, has yet to adopt NPS architecture for both State Government employees and AIS officers.

After the establishment of NPS architecture, PFRDA has been sensitising all State Governments about timely remittance of NPS contributions and interest on delayed remittances. States were also informed to sensitise the nodal offices to adhere to the various guidelines. PFRDA constantly interacts with officials of Central Ministries and State Government through letters, meetings, workshop and conferences.

PFRDA has notified various Regulations and one of these is PFRDA (Redressal of Subscriber Grievance) Regulations, 2015. PFRDA has issued advisories to all State Governments to streamline and automate various NPS activities. NPS has a centralised grievance management system, where subscriber can lodge grievances and may also be guided by above mentioned regulation. PFRDA has also written letters to all State Governments to frame timelines for various NPS related activities and some of the States have already framed the same.

क्याज वित्त. मंत्री यह बताने की कृपा करेंगे कि: 

(क) क्याि सातवें वेतन आयोग ने सिफारिश की है कि राष्ट्री य पेंशन प्रणाली (एन.पी.एस.) के अंतर्गत आहरण कर-मुक्ति होना चाहिए ताकि इस पेंशन प्रणाली को अन्य इसी प्रकार की योजनाओं के समकक्ष लाया जा सके क्योंिकि एन.पी.एस. अंशदाताओं द्वारा वार्षिकी खरीद के समय उनसे सेवा कर लिया जाता है;

(ख) क्याि आयोग ने कई वर्षों से राज्यक सरकारों द्वारा कर्मचारियों के आठ वर्षों के अंशदान (कटौती) को बिना किसी लाभ अथवा स्वकयं के अंशदान के एकमुश्त जमा करने के संवेदनाहीन एन.पी.एस. कार्यान्वोयन को आड़े हाथों लिया है; और

(ग) यदि हां, तो इस पर सरकार की क्या प्रतिक्रिया है?

(क): जी, हां। 7वें वेतन आयोग ने, अन्यै बातों के साथ-साथ, यह सिफारिश की है कि राष्ट्री य पेंशन प्रणाली के अंतर्गत आहरण को कर-मुक्तए किया जाना चाहिए ताकि यह अन्यत पेंशन योजनाओं के समान हो सके। आयोग ने यह सिफारिश भी की है कि एनपीएस अभिदाताओं द्वारा वार्षिकी की खरीद के समय उन पर लगने वाले सेवा कर से छूट दी जानी चाहिए। 

(ख) और (ग): 7वें वेतन आयोग ने अखिल भारतीय सेवा (एआईएस) के लिए एनपीएस लागू करने के संबंध में सिफारिश की है, इसमें यह कहा गया है कि एआईएस अधिकारियों के मामलों में कुछेक राज्यों द्वारा अपना प्रति अंशदान अथवा लंबित अंशदानों के संबंध में ब्यागज अदा किया जाना है। अत: आयोग ने यह सिफारिश की है कि केंद्र सरकार और राज्यि सरकारों को समयबद्ध तरीके से यह सुनिश्चित करना चाहिए कि लंबित अंशदानों के मामले में चक्रवृद्धि ब्या ज सहित सभी देय अंशदान लाभार्थियों के खाते में जमा किए जाएं। अखिल भारतीय सेवा के एनपीएस लाभार्थियों के मामले में यदि राज्य सरकारों ने राशि पहले जमा नहीं की है, तो उन्हेंल ऐसा करने के लिए परामर्श जारी किए जाने चाहिएं।

तथापि, यह कथन कि राज्यर सरकारों ने कर्मचारियों के 8 वर्ष का अंशदान (कटौती) बिना किसी प्रतिफल अथवा अपने अंशदानों को जमा किया है, को आम-तौर पर परिचालनीय नहीं बनाया जा सकता। राज्य सरकारों ने ब्या्ज का भी भुगतान किया है और एआईएस अधिकारियों के मामले में अपने अंशदान को भी विप्रेषित किया है। पश्चिम बंगाल और त्रिपुरा राज्य , जिन्होंाने राज्यश सरकार के कर्मचारियों के संबंध में एनपीएस लागू नहीं किया है, भी इन दो राज्यों में तैनात एआईएस अधिकारियों के एनपीएस कार्यान्वोयन से संबंधित कार्य कर रहे हैं। तथापि, तमिलनाडु राज्यि द्वारा अभी राज्य सरकार के कर्मचारियों तथा एआईएस अधिकारियों दोनों के लिए एनपीएस संरचना को अपनाया जाना है।

एनपीएस संरचना को स्थाेपित किए जाने के पश्चाित्‍ पीएफआरडीए सभी राज्या सरकारों को एनपीस अंशदान और लंबित विप्रेषण के संबंध में ब्यािज का समय पर विप्रेषण करने के लिए सुग्राही बना रहा है। राज्योंर को भी विभिन्नद दिशानिर्देशों का पालन करने के लिए नोडल अधिकारियों को संवेदनशील बनाने के लिए कहा गया है। पीएफआरडीए केंद्रीय मंत्रालयों तथा राज्य सरकारों के अधिकारियों के साथ पत्रों, बैठकों, कार्यशालाओं तथा सम्मनलेनों के जरिए लगातार विचार-विमर्श करता है।

पीएफआरडीए ने विभिन्नर विनियमों को अधिसूचित किया है और उसमें से एक पीएफआरडीए (अभिदाता शिकायत निवारण) विनियम, 2015 है। पीएफआरडीए ने सभी राज्यए सरकारों को विभिन्न् एनपीएस कार्यकलापों को सुचारू तथा स्विचलित बनाने की सलाह दी है। एनपीएस में एक केंद्रीयकृत शिकायत प्रबंधन प्रणाली है, जिसमें अभिदाता अपनी शिकायत दर्ज कर सकते हैं और उपर्युक्तप विनियम के द्वारा दिशानिर्देशित हो सकते हैं। पीएफआरडीए ने एनपीएस से संबंधित विभिन्ने कार्यकलापों के लिए समय-सीमा निर्धारित करने हेतु सभी राज्यआ सरकारों को पत्र भी लिखे हैं और कुछेक राज्योंि ने इसे तैयार भी कर लिया है।

Now Non-entitled CG Employees can Claim LTC on Air Travel

All non-entitled central government employees have been allowed to travel by air while availing Leave Travel Concession (LTC) with a condition that reimbursement in such cases shall be restricted to the fare of their entitled class of train or actual expense.

The Ministry of Personnel had recently eased norms for processing claims of LTC — which allows grant of leave and ticket reimbursement to eligible central government employees to travel to their home towns and other places.

“Government employees not entitled to travel by air may travel by any airline. However, reimbursement in such cases shall be restricted to the fare of their entitled class of train, transport or actual expense, whichever is less,” an order issued by the Ministry said.

The move comes after the government received a number of queries in this regard. In many cases, employees did not have railway station or good road network to their home towns and they had requested for permission to travel by air to save time, which was being denied, officials said.

Now, they will be allowed to travel by air and by any airline, they said. At present, those entitled to travel by air have to mandatorily travel by Air India.

A government servant may also apply for advance for himself or his family members 65 days before the proposed date of the outward journey and he or she would be required to produce the tickets within ten days of the withdrawal of advance, irrespective of the date of commencement of the journey, as per the new norms.

All central government employees have been asked to share photos and interesting details of their holidays.

The DoPT has decided to put a limit of one month for verification of LTC claim after the LTC bill is submitted by government employee for settlement and final payment.

“Efforts should be made to reduce the duration of processing of LTC applications or claims at the earliest. The maximum time limit should be strictly adhered to and non- compliance of time limit should be adequately explained,” its directive said.

After Backlash, Government Withdraws Controversial EPF Tax Scheme

NEW DELHI: Facing huge criticism, Finance Minister Arun Jaitley today announced in Parliament that the government is withdrawing its Budget proposal to tax Employees' Provident Fund or EPF withdrawals. Congress Vice President Rahul Gandhi has said the rollback is the result of his efforts.

Here are the 10 latest developments in this story:

  1. "I felt middle-class people were being hurt by the government, so I decided to put some pressure on the pressure did work," Mr Gandhi said today. 
  2. Mr Jaitley announced the rollback in a short speech in the Lok Sabha on Tuesday morning. The government would like to conduct a "comprehensive review" of the proposal, he said. 
  3. The tax, announced in the Union Budget last week, has been criticised not only by the opposition as "anti-middle class", but also by affiliates of the ruling BJP's ideological mentor, the RSS, like the Bharatiya Mazdoor Sangh or BMS. 
  4. The minister said today that a Budget proposal to make 40 per cent of the total withdrawal from the National Pension Scheme or NPS tax free, announced along with the EPF scheme, will however remain unchanged. 
  5. The reversal was seen as a foregone conclusion after Prime Minister Narendra Modi on Saturday asked the Finance Minister to carry out a detailed examination of the policy and to defer the changes till that exercise was finished. 
  6. The PM took a purely political call in view of the resentment and confusion the Budget announcement had created among salaried employees in the private sector. The EPF is a retirement benefit scheme for salaried employees. 
  7. Mr Jaitley had proposed in the Budget that after April 1 this year, 60 per cent of the amount deposited in the EPF account of the employee would be taxable at the time of withdrawal, and 40 per cent would be tax free. 
  8. Mr Jaitley said today that the idea behind the EPF tax was to create a pensioned society. "The policy objective is not to get more revenue but to encourage people to join the pension scheme," he said, adding, that other measures "can also achieve the same policy objective." 
  9. The minister said lawmakers and others had written to him against the EPF tax. "The main argument is that the employees should have the choice of where to invest. Theoretically such freedom is desirable, but it is important for the government to achieve policy objectives by instrumentality of taxation," Mr Jaitley said. 
  10. The government argued that its EPF proposal would affect only high earners in the private sector - about 60 lakh of the 3.7 crore people who contribute to the EPF and who, it claims, have used the EPF scheme to evade taxes.
