7th Pay Commission: Central govt employees term it discriminatory

Expressing deep grievance at the proposed pay scales of 7th Pay Commission, central government employees said on Sunday, virtually it would further deprive them financially let alone increase salaries compared to benefits offered to civil services officers.

“It will just further widen the discrimination between others central government employees and civil services officers,” said a central government employees’ association leader.

It is absolutely an erroneous statement disseminated in the public domain that the pay will hike 30 percent of all central government employees, he said.

“The pay scale of 7th Pay Commission will benefit the salaries of only IAS, IPS, IRS and other services’ officers while Group B and C, who constitute 85 percent of all central government employees, will have no such benefit,” he added.

Central government employees’ associations demanded that the government immediately reviews the scale. keeping Rs 26,000 instead of the proposed Rs 18,000 as employees’ minimum pay.

They submitted their demands through the Empowered Committee of Secretaries headed by Cabinet Secretary P K Sinha, which was set up in January to examine the recommendations of the 7th Pay Commission before cabinet nod, which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

The Central government employees’ associations said, “not at all happy” with the recommendations of the 7th Pay Commission and, in fact, “no section of the Gruop B and C employees is satisfied”, as the Commission has recommended a minimal pay increase as compared to the previous Pay Commissions., they added.

The associations further stated that an amicable and mutually negotiated settlement of minimum pay is necessary as “non-acceptance would further cause resentment in the central government employees”

We already made our stand clear before the government to go on strike from April 11 if our demands are not considered and no amicable settlement happens”, the leaders of associations said.

“The proposed pay scale increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8. While all pay commissions made up pay gap between employees and civil services officers from second Pay Commission 1:41 ratio to Sixth pay commission 1:12, except it,” they added.

The report of the Seventh Pay Commission was presented to Finance Minister Arun Jaitley in November with a recommendation for raising minimum pay to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000, which will be effective from January 1, 2016.

The panel recommended a 14.27 per cent increase in basic pay. The overall increase in salary, allowances and pensions is 23.55%. The increase in allowances will be higher by 63% while pensions will rise 24%.

Today(28.03.16), Com. R.N. Parashar Secretary General NFPE along with Com. D. Theagarajan Secretary General FNPO met with Shri V.B. Sudhakar, Member (Technology) and Shri Ashutosh Tripathi, Member (Personal) and apprised of the worst situation being faced by Postal Staff due to CBS.

After detailed discussion, the following remedial measures have been declared by the Department.

In response to your concerns regarding CBS functioning, I am directed to inform the following:

1. Two to three levels of EOD will be done centrally from CEPT, Mysuru from 1st April, 2016.

2. Two additional servers are being provided at the Data Centre today so that additional load can be absorbed.

3. The Business Continuity Plan (BCP) has been permitted by the FS Division from 23.03.2016. This will enable operations to be done across the counter.

4. An Emergency Response Team (ERT) has been constituted at CEPT, Mysuru to deal with outages.

5. A top to bottom review of the Application is being undertaken to ensure smooth operations.

Your co-operation is sought for effective implementation of CBS.This issues with approval of Member (Technology).

USER MANUAL for PLI / RPLI CSV FILE Generator Tool

1. Double click on the icon 'CSV GEN' to start the Tool. This always should be opened as administrator. (Right click on the short cut to go properities, select compatability and tick the option 'Run this program as administrator.
2. The Application screen opens as shown below.


3. First we need to upload the Master Data for time to enable the tool to calculate the Service Tax.
4. Other Vizag Region all AP circle data both PLI & RPLI as already been migrated to this package. Hence except Vizag Region others no need to follow the step 5.
5. Browse & upload the Master File in the following csv format, where the fields are policy_no, name, acceptance date, premium amount, pao code, pay mode (C-cash, P- pay). This file should be uploaded one time only. No need to upload this every month.

6. Browse & upload the csv file for which Mc Camish prescribed csv file to be generated in the following format, where the fields stands for Policy_no,Sch Month, from date, to date. The dates should be in format Mon-yy only.

7. The following messages will be shown on successful uploading of data.


8. Now Press 'Generate CSV' Button to get the 28 column csv file. Folder choose dialog box will appear for saving the output file location. The default name of the out file will be 'sample.csv' . Choose the required location and press OK button.

9. File will be saved in the given location as 'sample.csv'. Along with this file another file will
also be generated and saved at the same location with name 'nomaster.csv' which contains the list of policy numbers for which no master data found in the tool.

10. For such policies, Master Data needs to be uploaded as explained in Step 4 & 5 and then
repeat the whole process.

11. After generation of the final 28 column csv file, column Q - Total amount (including Tax) should be tallied with the actual amount paid by the insurant. The column B should be same as the pao code / special group code for which the sch. is being uploaded.

Clarification on Issuance of ATM Cards to Minor Account

You have already clarified that ATM can be issued for Minor Accounts . SOLs are now seeking clarification on following points :

1. Whether ATM Cards can be issued for both Minor Accounts operated by Minor and Minor Accounts operated by Guardian ?

2. If ATM Card can be issued for Minor Accounts operated by Guardian then whether the ATM card is to be issued in CIF ID of Minor or CIF ID of Guardian ?

Clarification

ATM card cannot be issued for minor account. If guardian wants an ATM card he may get it issued for his CIF ID and for his SB account.
