Unions contend that “govt servants are not responsible for the delay” and asked for arrears on all accounts from the date of implementation of 7th CPC

As we know central govt employees are not happy with the recommendations of 7th pay commission, the central government employees’ unions have called for not just close to 45 percent pay hike, they would also want the arrears too be paid in full from January 1.

As per the employees’ unions, the arrears of six months, if the 7th pay commission is implemented from Jan 1 as proposed, shall not amount to much if government does not release the arrears for the HRA and Transport allowances.

The 7th pay commission was set up under the philosophy of ‘pay commission without arrears’. The employees fear that government may not pay arrears on HRA and Transport Allowance.

The Union contend that “government servants are not responsible for the delay” in the 7th pay commission’s implementation, and government must pay the arrears on all accounts from the date of implementation.


Notably, the recommendations of 6th Pay Commission were implemented and revised salaries given only with effect from January 1, 2006. But the allowances were given only from September 1, 2008.

As per the 7th pay commission recommendations, the Central Government Employees minimum salary will rise to around Rs 18,000 from around Rs 7000, which the employees feel is too meager considering the aspect of price rise and modern day expenditures.

5. UTI/CIEL will firm up testing date and do NISM training on the previous day of online test.

PROCEDURE TO BE FOLLOWED FOR DELIVERING COD ARTICLES NOT HAVING BOKING INFORMATION AS PER INSTRUCTIONS OF CEPT


As the Booking information for these articles are not available, the COD data for these articles will not be transmitted even if “resent request” is given. Hence as per instructions of CEPT the either one of the following can be done for delivering the article


a. Booking office of the article may be contacted for retransmitting the Booking information or


b. Article can be delivered and eMO can be booked addressing to payment office specifying the COD article number in the remarks column. Then the eMO details for the article should be updated in ‘Disaster Recovery Module’ option

PROCEDURE FOR IDENTIFYING THE PAYMENT OFFICE FOR ARTICLE NOT HAVING BOOKING INFORMATION

The following procedure may be followed for identifying the payment office for the COD articles :-


1. Go to ‘Employee corner’ available in India Post Website



2. Select Parcelnet Option. In the Login page type Username : dop and Password : india and select ‘login’.


3. Select Other Report -> Customer details report .



4. Select the Circle, Region and Division office details of Booking Office. The Booking office may be identified by the details available on the article.


5. Payment office may now be identified based on the Customer ID/eBiller ID and Customer Name available on the article.

सातवें वेतन आयोग बढ़ी हुई सैलरी सितंबर-अक्टूबर से, भत्तों का एरियर नहीं

केंद्रीय कर्मचारियों के लिए एक बुरी खबर है। दरअसल, सातवें वेतन आयोग के तहत कर्मचारियों को भत्तों का एरियर नहीं मिलेगा। मतलब ये कि उन्हें बढ़ी हुई सैलरी तो 1 जनवरी 2016 से मिलेगी लेकिन भत्ते सितंबर से ही मिलेंगे। सातवें वेतन आयोग के तहत बढ़ी हुई सैलरी सितंबर-अक्टूबर से मिलने लगेगी।


सरकार ने भत्तों का एरियर नहीं देने का ये कदम खर्चो में कटौती के तहत उठाया है। इस फैसले से सरकार को 11000 करोड़ रुपये की बचत होगी। इससे पहले सातवें वेतन आयोग ने सैलरी में 16 फीसदी का इजाफा किया था। वहीं भत्तों में 63 फीसदी और पेंशन में 23.6 फीसदी की बढ़ोतरी का फैसला लिया था। अगर केंद्र के नक्शे कदम पर रेलवे भी ये कदम उठाता है तो रेलवे अपने खजाने में 3800 करोड़ रुपये बचा सकता है।

पूर्व सैनिकों ने डाक विभाग से सिस्टम ऑनलाइन करने की लगाई गुहार

संवाद सहयोगी, कठुआ : लंबे संघर्ष के बाद भी पूर्व सैनिकों को पेंशन और उसके एरियर के लिए दिक्कतों से दो चार होना पड़ रहा है। इसी के विरोध में बुधवार को मासिक बैठक के दौरान पूर्व सैनिकों ने जेएंडके एक्स सर्विमैन वेलफेयर एसोसिएशन के बैनर तले नारेबाजी कर रोष जताया। पूर्व सैनिकों ने कहा कि वन रैंक वन पेंशन मंजूर होने के बाद ही उन्होंने डाक विभाग से मैनुअल सिस्टम को ऑनलाइन करने की माग की थी, लेकिन अभी तक ऐसा नहीं हुआ।

धरने में कर्नल पीएल चौधरी, कैप्टन ज्ञान सिंह पठानिया ने कहा कि कई सैनिकों का खाता डाक विभाग के अधीन आता है, लेकिन उन्हे समय पर पेंशन नहीं मिल पा रही है और न ही अभी तक एरियर दिया गया है। उन्होंने कहा कि डाक विभाग के कर्मचारी पूर्व सैनिकों की खाता कापी अपने पास रख लेते है और दस दिनों के बाद आने की बात करते है, लेकिन उसके बाद भी पूर्व सैनिकों का काम नहीं हुआ होता है। इसके कारण पूर्व सैनिकों को समय पर पेंशन नहीं मिल पा रही है। उन्होंने कहा कि बैंकों में ऑनलाइन सिस्टम के साथ उन्हे सुविधा मिली है, लेकिन डाक विभाग ने अभी तक ऐसा नहीं किया है। इसके कारण उन्हे दिक्कतों से दो चार होना पड़ता है। आने वाले समय में डीए की किस्तें भी आएंगी और सातवें वेतन आयोग को लागू किया जाएगा। ऐसे में मैनुअल सिस्टम के साथ कब तक चलेगा। उन्होंने कहा कि पैसों की आवश्यकता कभी भी पड़ सकती है। इस बात को डाक विभाग को समझना चाहिए, लेकिन ऐसा नहीं है। बार-बार कहने के बाद भी मात्र आश्वासन देकर ही बात को टाल दिया जाता है। उन्होंने कहा कि जल्द से जल्द सिस्टम को ऑनलाइन किया जाना चाहिए, ताकि पेंशन सीधे खाते में आए और पूर्व सैनिकों को बार-बार डाक घर के चक्कर न काटना पड़े। ऐसा नहीं हुआ तो वे लोग पूर्व की तरह फिर संघर्ष की राह पर चलने के लिए मजबूर होंगे। इस मौके पर जाट राम, बलवीर सिंह जसरोटिया के साथ अन्य भी उपस्थित रहे।

Go to Reports --> COD articles --> Parcel COD article Status 
1. If the article number(s) referred in ticket falls under category " Returns Not Taken" or " Submit Account Not Done" no solution can be provided. The issue has to be settled manually your end. 

2. If the article number referred in ticket(S) falls under category “BO Verification Not Done " please perform BO verification . If still problem persists send a copy of the report referred to above. 

If article number is not available in the report and compliant regarding non payment is received, please forward the following data. 

1. Parcel COD articles status report copy 
2. Postman and Ecounter DB Backups 
3. Article details. Please note that a file of bigger size or such multiple files are to be sent in HDMS through Google Drive only. Centre Notifies Rules for Amended SC/ST Act

Centre Notifies Rules for Amended SC/ST Act – A govt release says: “The SC/ST Rules are an important step forward in our journey towards achieving Ambedkar’s vision of a more equal and just society.”
Four months after Parliament amended the SC/ST (Prevention of Atrocities) Act of 1989 to tighten provisions to ensure speedier justice to SCs and STs, the Social Justice and Empowerment Ministry notified the Rules to give effect to the changes on Babasaheb Ambedkar’s birth anniversary on April 14.

The 1989 Act was amended by Parliament on December 21, 2015, after the Rajya Sabha gave assent. Earlier, in August 2015, the Lok Sabha had cleared it.

The object of the amended provisions is to speed up the process of dispensation of justice, liberalise and expedite access to relief for victims of atrocities, ensuring special sensitivity in cases of offences against women.

A govt release says: “The SC/ST Rules are an important step forward in our journey towards achieving Ambedkar’s vision of a more equal and just society.”

Curiously, these amendments were the subject of one of the last ordinances promulgated in 2014 during the Congress-led UPA government’s tenure. The new provisions now provide for an increase in the existing quantum of relief from between Rs. 75,000 to Rs. 7,50,000 to Rs. 85,000 to Rs. 8,25,000, depending on the nature of the offence.

It also provides for admissible relief to SC/ST women for offences of grievous nature, on conclusion of trial, even though they may not have ended in conviction. The changes in the law also make provision for regular reviews of the scheme for the rights and entitlements of victims and witnesses in accessing justice at the State, district and sub-division level committees in their meetings.

Other important provisions include completing investigation and filing a charge sheet within 60 days and provision of admissible relief in cash or kind or both within seven days to victims, their family members and dependents. For the first time, there is provision of relief for rape and gang rape.

No medical examination will be necessary to seek relief for non-invasive offences against women such as sexual harassment, gestures or acts intended to insult the modesty of women.

The flash strike against the recent PF Rules, 2016 of the Central Government (i.e., Centre’s new rule on Provident Fund withdrawal) by large section of Garment Factory Workers and other Industrial Workers of Karnataka State on 18th and 19th April 2016 received immense response and there was a massive protest which resulted in road blocks for hours together, thereby the entire traffic of Bengaluru City was paralyzed. The traffic was also severely affected on Mysore, Tumkur and Hosur roads.

The COC Karnataka extended moral support and sympathy for this Labour Movement. The February 10th notification was under attack from trade unions from the beginning. The notification was published in the gazette on February 26 and created technical problems.

The violence in Bengaluru prompted the Labour Ministry, Govt. of India to cancel the February 10 notification which put restrictions on 100% withdrawal from the PF account.

Within few hours of protest in Bengaluru and other parts of Karnataka state , the Hon’ble Minsiter for Labour, Shri.Bandaru Dattatreya acted upon and withdrawn the notification issued on February 10th and informed that the old system will continue. This is a victory for the workers of the country.

This clearly shows that the Government of India does not want to antagonize the workers. If the Central Government employees also participate in trade union action against the retrograde recommendations of the VII CPC similar to the Garment Workers of Karnataka, we too can get similar results and hope for a better wage revision and a decent wage hike.

This Labour movement of the Garment Workers of Karnataka state is an eye-opener for all other working class in the entire country, Comrades if one state and one particular working class movement can bring changes to the policy of the Central Government, if the entire the entire country the Central Government employees agitate against the retrograde recommendations of the 7th CPC (where only 14 % wage hike was provided against the staff side demand of 80% wage hike and also reducing the number of allowances and reduction in HRA rates) then the Central Government shall provide the decent wage hike by settling the issue of wage hike with the staff side NJCA like the PF issue being settled.

Comrades it is high time to prepare for 11th July strike of Central Government employees under the banner of NJCA. We shall get good results and Central Government shall grant better wage hike than the 7th CPC recommendations. Better we prepare for 11th July strike better wage hike we get.

In addition to the various genuine demands raised by the various Central Government Employees Federations/Associations with the Empowered Committee of Secretaries, I would like them to bring these 2 important crucial issues before the Empowered Committee of Secretaries for implementation:

1. RETENTION OF 3% INCREMENT IN VII CPC RECOMMENDATIONS IN CASE OF PROMOTION LEADS TO LOWER FINANCIAL BENEFITS BY FEW THOUSANDS THAN THE EXISTING BENEFITS UNDER 6TH CPC RECOMMENDATIONS:

The financial benefit would be much lower than what a government servant would be getting under VI CPC recommendation on promotion, because the existing benefit on promotion carry change in grade pay apart from 3% increase in Pay+Grade Pay. The following illustration shall show the huge difference:

Suppose an employee whose Pay is Rs.10400/- and the Grade pay is Rs. 2800/- totalling to Rs.13200(in the Pay band of 5200-20200), gets his next promotion to the Grade Pay of Rs.4200/- he will be entitled to the following hike in total remuneration under the existing VI CPC recommendation as a result of promotion::
Rs.13200 x 3% increment =Rs.400
Difference in Grade Pay from Rs.2800 to Rs.4200= Rs.1400
Total increase of increment in basic pay and Grade Pay= Rs.1800
D.A. at 125% as on 1/1/2016 on Rs.1800 = Rs.2250
HRA at 30%(assuming X city) on Rs.1800 =Rs.540
Total monetary benefit = Rs.4590/-
Whereas the net monetary benefit under VII CPC recommendation, as a result of promotion in the above case will be much lower than the above illustration as shown under:
Equivalent Basic Pay for Rs.13200 come to Rs.33900 as per pay matrix
Rs.33900 x 3% increment =Rs.1017(placed at Rs.35,400 as per pay matrix in the next level)
Total difference Rs.35400 – Rs33900 =1500
D.A. at 0% as on 1/1/2016 on Rs.1500= 0
HRA at 24%(assuming X city) on Rs.1500 =Rs.360
Total monetary benefit = Rs.1860/-only as against the existing Rs.4590/- leading to shortage of Rs. 2730/-
  • This is a big blunder committed by the VII Pay commission.
  • Therefore the increment on promotion should be atleast 5 to 6% to bring the benefit of increment on promotion to the existing level.
  • Whether increase of percentage for annual increment is considered or not, but increment of percentage for promotions definitely need to be implemented to bring the level of monetary benefit to the existing level.

2. NON RECOMMENDATION OF VII CPC REGARDING MERGER OF 50% OF D.A. WITH BASIC PAY WHEN D.A. CROSSES 50% IS A GREAT DISAPPOINTMENT:

The long standing demand of the central government employees for merger of 50% D.A with basic was not implemented by the government on the excuse that the VI CPC had not made such a proposal. Even the VII CPC is totally silent about this aspect. It appears no one has demanded the same before the VII CPC for consideration.

It is quite surprising that such a vital issue of non-recommendation of merger of D.A with basic pay when D.A crosses 50% is not being opposed by any central government associations or pointed out by the media. Had it been recommended by the VII CPC, the government shall definitely implement the same and the benefit of hike in salary as a result of merger of D.A with basic when it cross 50%, would be so vast that no government servant would crave for timely setting up of next VIII Central Pay commission.

Finacle Training Lesson 1 [Menus]

In this lesson we will learn the most basic concepts about finacle. Finacle is very easy. Yes it is very easy. Many people who come for training at my WTC say that they will take voluntary retirement because of the fear of finacle. No sir, if you know the full power of finacle you will want to work a few more years after your retirement. Yes, you will want to work more because finacle handles the major burden for you. You will feel more relaxed and enjoying that you will not want to leave the work. All this is possible when you know everything about Finacle. 

Not only finacle even in our real life this rule applies. You will be afraid of driving a car in the beginning. You will be afraid of making an accident. At the beginning, we are not really perfect. But once we know perfectly we will drive the car as easily as drinking water. Same is the case with Finacle. Once you know everything about finacle you will do transactions so fast that you yourself will be amused with your speed. 

So just concentrate on what I am teaching, practice the tips which I give you and you will become finacle master in no time.

Sanchay Post is very easy. Is Finacle easy?

Of course Finacle is easy. But Sanchay post is very very easy. Yes I agree with you on this point. But Finacle is highly secured. It can handle millions of transactions with ease (Daily almost 30 lakh transactions are taking place all over India in finacle offices). No chance of frauds. Can we say these things about Sanchay post? No. Sanchay post is not secured. Anyone can easily do frauds in Sanchay post. And it cannot handle large number of transactions. 

Finacle has many advantages too. It gives customers various other channels of making transactions. They need not come to post offices to complete their transactions. They can do transactions by themselves. They can use ATMs to withdraw money. There are cash deposit machines to deposit money. They can use internet banking facilities to check balances, print account statement, transfer amount to different accounts all by themselves.

So in an year or two we will observe a huge decrease of people coming to counters to do transactions. That means fewer transactions at counter. Isn’t it great? 

Since less people come to counter it gives us opportunity to start new business ventures. We can sell mutual funds, stocks and life insurances. We can handle forex (foreign exchange) services. The possibilities are unlimited. We can become a major contributor of income to GDP of our country. We can be proud of what we are doing. People will once again start respecting us.

I think many of you have faced this question.

“Oh you work in Post office? That’s great! No work at post offices is it! You might be enjoying a lot because nobody is using letters now a day’s”
I feel like hitting hard in their face to whoever says this to me. But we can’t do that. Can we? We have to give a tight slap to them by our work. We will work hard and prove to our country what we are capable of.

Finacle will give us this strength. It will give the wings to fly high. Let’s learn Finacle with lots of love towards it. Yes many officials are suffering due to this CBS. But all those technical problems our administration will soon overcome. By that time we should become Finacle experts. 

Let’s get into the lesson now. Auditors (SBCO staff) can also follow this training. Because to understand what auditors should do, it is essential that auditors should know what counter staff are doing. Even though we don’t know completely how auditors should work in finacle, we know the basics of what auditors should do. We will start a separate training for auditors after completion of counter staff training. But it is essential that auditors should know all this. So we advise auditors staff also to follow this training closely. 

Differences between Sanchay Post and Finacle. 

Because we already know how to work with Sanchay Post, Let’s learn Finacle from Sanchay post itself. In Sanchay Post everything was readily available on screen. For any transaction we just click on the item which we want and a new screen opens with required form. Then we enter the fields in the form and click on SEND button. And the transaction is done.

But Finacle is different. Nothing is visible on the screen. See the image below. After you login into finacle the screen will appear as below.


See, there is nothing on the screen. Then, what should we do to deposit amount in to an SB account? How should I close an SCSS account? How can we do transactions when nothing is visible on the screen? See the picture below now.

If you look on the top most right side of the screen, you will notice a field named as “Menu Shortcut:” Beside menu shortcut there is an empty box. This empty box is used to do all transactions in finacle. Through this box we can talk with Finacle. Yes! we can talk with Finacle. 

Since Finacle is computer software it will not understand our languages. If we say “Finacle babu jara SB depojit ka screen open karo”, it won’t understand anything. It’s simple isn’t it? We cannot talk in Hindi with a Chinese person. That Chinese person will only understand Chinese Language. 

Similarly Finacle will only understand its own language.

Finacle can only understand a language of codes. If you want to talk with Finacle we should know the codes that it understands. If you want to open an SB account, then enter CASBAO code in the menu shortcut field and click on GO. See the image below and you will understand.


Finacle only understands these codes. After clicking on go it will open a new screen where you will enter some more information and open the account.
These codes which Finacle understands are called as MENUS
To do any transaction in Finacle you have to enter a menu in the Menu Shortcut field. Finacle will read this menu and it will open a new screen where you can complete the transactions. 

Let us imagine that Finacle is a ROBOT. Robots are designed to do predefined works. You give commands to robots and they will complete the work. Similarly we have to give commands (MENUS) to make it work for you. 

To do any transaction, we have to enter a menu in the menu shortcut field. For every transaction there will be a menu. There are almost 200 menus in finacle which are available for counter staff. There will be so many other menus which are available for users with higher roles. I’ll give you some examples.

1. Menu for SB Deposit is CTM.
2. Menu for SB Account opening is CASBAO.
3. Menu for SB to RD standing instruction is HSSIM.
4. Menu to initiate Day end is HISCOD and so on.

You need not remember all these menus immediately. As the time goes you will remember all menus by heart. For beginners, I’ll give you a list of most commonly used menus in the counter at the end of this lesson. You can download it and use it in the counter. 

Because we are using menus to do transactions in Finacle, Finacle is called as a menu driven web interface.

So,that’s it for today’s lesson. In the next lesson we will learn how to login into finacle. I will explain in detail about everything which you see on the screen in the next lesson. 

Points to Remember: 

1. Finacle can only understand the language of codes. 
2.These codes are called as MENUS
3. For every transaction in Finacle there is menu.
4.To do any transaction in Finacle you have to enter the corresponding menu in the menu shortcut field.

Govt likely to implement 7th Pay Commission award around September-October

New Delhi: The Central government employees will have to wait till September-October to get higher salaries under the 7th Pay Commission.

As per a Financial Express report, government is expecting that higher salaries released around the festival period starting with Durga Puja and Diwali will boost consumption, which will have a multiplier effect on the economy. 

Though the employees will get arrears with retrospective effect from January 1, no retrospective arrears in allowances will be given. With the move, the exchequer would be able to save around Rs 11,000 crore. 

The commission had estimated the additional outgo in FY17 due to its award at R73,650 crore.
