Department ups vigil over suspicious mail

Pune: The department of posts has asked its staff to remain vigilant about suspicious letters after two educational institutes in the city received threat letters accompanied by detonators over the last few days.

The department of posts has told its staff to be more alert and remain vigilant about suspicious mails after two back-to-back incidents wherein the Film and Television Institute of India (FTII) and Pune university's department of communication and journalism at Ranade Institute received threat letters accompanied by a detonator in last few days.

The letters, sent to the Film and Television Institute of India (FTII) and Savitribai Phule Pune University's department of communication and journalism at Ranade Institute, warned both institutions not to invite student leader Kanhaiya Kumar to their campus.

Staff members of the postal department are expected to alert higher authorities if they notice any mail that looks suspicious.

Senior officials said that although the staff cannot open mails, there is a general instruction to remain more alert while handling the post.

A suspicious mail can be of any nature, such as a letter without a proper address of the sender, without postal stamps, or mail packed in an envelope in specific colour, among others. Senior officials will now pay more attention to such letters.

Officials in the department however said it is a difficult task to keep track of every letter received and dispatched from post offices. At present, the department asks for an identify proof of a sender in case of parcel booking or registered post. However, there is no such provision for ordinary mail. Anyone can drop a letter in a post-box. The letter is collected from the box and sent ahead for dispatching. As of now, there is no provision to scan the letters before dispatch.

"Over a lakh letters are handled everyday across various post offices in Pune alone. The department is expected to collect or dispatch a post at a given address. The quantum is so huge that it is very tough to check each letter. Even so, in case of a parcel, it is mandatory for a sender to seal a post in the presence of the postal staff," an official said.

The department has gone a step ahead while dealing with speed post as well as registered post as maximum details of the sender and receiver now get saved in a system and the documents can also be tracked. An ordinary post is treated as a special case only if there is a damage to a document. Installation of scanners will require a huge investment in addition to changes in existing rules and guidelines, the officials point out.

Meanwhile, postal officials said on Tuesday that they were cooperating with the police in the investigations in the letters and detonators sent to the two institutes. Preliminary observations by the police department has revealed that the letters were sent through ordinary post. The contents of the envelopes were similar a live detonator, some yellow powder and a letter.

7th Pay Commission – Cabinet Ready to Accept Secretaries Group Recommendations – The finance minister on the personnel side, will take care of higher take away better than the 7th Pay commission recommendations.

A 13 members secretary-level Empowered Committee or Secretaries group, led by cabinet Secretary P K Sinha was formed in January to review the recommendations of 7th Pay Commission before cabinet nod and the Secretaries group is likely to submit its report before June 30.

The 7th Pay Commission headed by Justice A K Mathur proposed the highest salary at Rs 250,000 and the lowest at Rs 18,000. The commission also recommended 14.27 per cent increase in basic pay, 23.55% overall increase in salary, allowances and pensions. The increase in allowances was recommended 63% while pension was proposed to rise 24%.
The move was the lowest increase in 70 years.
A Senior official in Finance Ministry, familiar with the 7th pay commission matter said in anonymous, the Finance Minister Arun Jaitley is sure that his Ministry will be able to find the money to back the cabinet the pay plan of central government employees.

“The finance minister on the personnel side, will take care of higher take away better than the 7th Pay commission recommendations,” the reliable sources added.

The Secretaries group is likely to propose 30 percent basic pay raise instead of 14.27 per cent as a way to both boost central government employees’ take home pay and its efforts to fight inflation that year by year surges to a very high.

The central government employees pay raise is expected to be tied to the anticipated rise in private sector wages in the upcoming months.

The previous 6th Pay Commission had recommended a 20 per cent hike, which the then government doubled while implementing it in 2008.

Sources said that the higher pay raise is needed for the central government employees to stay competitive in purchasing power and inflation.

“The central government employees, by practice are entitled to a 30% pay increase in their income and the ministry will take the proper step in ensuring that they do receive it,” reliable sources added.

Finance Minister Arun Jaitley has also been provisioned Rs 70,000 crore in the Union Budget 2016-17 to meet thedemand for the 7th Pay commission award that is expected to be effective from January 2016.

The central government employees are expected to get their pay hike from July after cabinet nods to the recommendations.

Seventh Pay Commission award for central government employees won’t be a tough sell in the cabinet in next month.

Last November, the Seventh Pay Commission headed by Justice A K Mathur unveiled plans for a 14.27 per cent increase in basic pay, 23.55% overall pay raise for central government employees as part of salary, allowances and pensions. The move was the lowest increase in 70 years.

Senior officials in Finance Ministry familiar with the matter said asking not be named, the Finance Minister Arun Jaitley is sure that his Ministry will be able to find the money to back the cabinet the pay plan of central government employees.

“The Minister wants to be generous to those who have sensitive so much to government policies and 14.27 percent or 23.55 percent is not as generous as they need to be,” sources said.

“The Minister does on the personnel side will take higher away better from the Seventh Pay commission recommendations,” the sources also said.

The outside experts have argued that inflation could be affected if the central government employees pay hike, ideally, if salaries increased at the same rate as inflation, there would be no hardships.

Prices of different commodities increase at different rates at different times, affecting different sections of the population not only pay hiking.

The previous Sixth Pay Commission had recommended a 20 per cent hike, which the government doubled while implementing it in 2008.

Sources said that the higher pay raise is needed for the central government employees to stay competitive in purchasing power and inflation.

“The central government employees, by practice, are entitled to a 30 percent pay increase and the ministry will take the proper step in ensuring they receive it,” the sources confirmed.

Finance Minister Arun Jaitley has also been provisioned Rs 70,000 crore in the Union Budget 2016-17 to meet the demand for the new pay commission award that will be made effective from January 2016.

A 30 percent pay increase amounts to a Rs 21,000 monthly pay boost for most junior enlisted central government employees and up to Rs 2,70,000 monthly pay for top Indian officer, i.e. cabinet secretary, which is being mulled by the 13 members secretary-level Empowered Committee or Secretaries group, led by cabinet Secretary P K Sinha, formed in January to review the recommendations of Seventh Pay Commission before cabinet nod.

While the Seventh Pay Commission proposed the highest salary at Rs 250,000 and the lowest at Rs 18,000.

Apart from police personnel, 698 student volunteers will cast their ballot

The postal voting for police personnel involved in the election process and first time voters who have been drafted for election duty began at the postal ballot facilitation centre here on Monday.

District Election Officer and Collector P. Jawahar said the Elections Department had set up postal ballot facilitation centre at the Vivekananda Higher Secondary School in Sellaperumalpet for 3,695 police personnel involved in election duty. A large number of police personnel cast their votes at the centre from 9 a.m. on Monday.

Form 12 was issued to every police personnel who had applied for the postal ballot. Arrangements are also being made for the postal ballots to be received by the Department of Posts.

Mr. Jawahar who visited the facilitation centre said the facility would help the police on election duty cast their vote. Arrangements have been made to receive postal ballots from police personnel at the centre from 9 a.m. to 5 p.m. on Tuesday.

In addition, as many as 698 first time voters and student volunteers drafted for election duty are also expected to cast their votes at the facilitation centre.

The second round of training for government staff including presiding officers involved in election duty was held from May 5 to 8. Out of 3,382 officials eligible for casting postal ballots, as many as 2,578 were given Form 12 and the ballot papers during the second round of training while the remaining have decided to send their ballots through posts.

All the postal ballots will be segregated Returning Officer wise and it will be sent to the concerned ROs.

The postal ballot votes would be counted before counting of votes in the EVMs on May 19.

India post offices to embrace CBS network

THIRUVANANTHAPURAM: Migration of India Post offices in the state into core banking solutions (CBS) will be complete soon. Of the total 1,508 post offices in the Kerala Circle, including 51 head post offices, 1,480 have become part of the CBS network. Officials said the remaining 28 will join the scheme shortly thereby achieving a milestone in the Postal Department’s motto of “anywhere anytime banking”.
The 1,508 India Post offices and 3,560 branch offices in the state together have 12 crore accounts, of which 65.91 lakh are savings bank accounts.



The CBS enables customers to operate their accounts and avail banking services from any post office on the CBS network regardless of where they maintain their account. In short, the customer is  no  more the customer of a particular post office.
CBS is part of the India Post’s efforts to provide innovative customer-centric services in banking and money remittance.
30 ATMs Opened
The department has also opened 30 ATMs in the state against a target of 56. The ATMs, now used by postal savings bank account holders, will become inter-operable soon. “Inter-operable debit cards will help our customers to use all ATMs part of the banking network. Internet banking and mobile banking are also on cards,” officials said.



At present SB account holders in post offices part of the CBS network are given SMS alerts for withdrawals and credits above a fixed amount. Officials said the second phase of modernisation will see 3,560 branch offices joining the CBS network by March next year. With this, the postal department will become the biggest banking network in the state.  The various accounts in India Post offices, including savings bank, has been witnessing a steady growth over the years. The number of SB accounts as on 31 March 2016 is 65,911,04 as against the 60,934,41 in the previous year.

RBI to issue Rs 1,000 banknotes with inset letter 'R'

The Reserve Bank will shortly issue banknotes of Rs 1,000 denominations with inset letter 'R' in both the number panels. 

The banknotes will also have on the obverse, all the other security features, including ascending size of numerals, bleed lines and enlarged identification mark, RBI said in a release. 

The banknotes bearing signature of RBI Governor Raghuram G Rajan, will also have the year of printing '2016' printed on the reverse, it added. 

"The design of these banknotes to be issued now is similar in all respects to the Rs 1000 banknotes in Mahatma Gandhi Series - 2005 issued earlier", it said further. 

All the banknotes in the denomination of Rs 1000 issued by RBI in the past, including Rs 1000 denomination banknotes with ascending size of numerals in the number panels but without bleed lines and enlarged identification mark, will continue to be legal tender, said the RBI release.

Finacle Training Lesson 15 [ HTM Final Story ]

FINACLE TRAINING LESSON 15

Recap:
In the previous lesson, we have learned in detail about interest withdrawal process (reversal transaction) using HTM. In today’s lesson we will see more uses of HTM menu.

HTM Menu in Detail
As I said in the previous lesson, we can do all transactions in HTM. Yes! If you don’t believe me try yourself. But since we have dedicated menus for individual transactions let’s not complicate our work by using HTM.

But there are some other cases where we have to use HTM menu. Let’s see 2 such cases.

Cash Transfer from Vault.

  • How many of you got this error “Cash Limit Error” while verifying withdrawal transactions? Do you know why this error comes? Let’s see why it comes.
  • If you remember we have discussed in Lesson number 7 that every transaction in finacle will have two entries. Those two entries are 1. Credit entry 2. Debit entry.
  • When we do SB deposit transaction, customer’s SB account will be credited and Teller account will be debited. It means that when we accept deposits our teller cash position will increase but it will be in debit position. All these details we have clearly discussed in lesson no 7. Similarly while making withdrawal transactions customer SB account will be debited and teller cash position will be credited.
  • Here, the point to be noted is system will not allow SB withdrawal transaction if in teller cash position sufficient balance is not available in debit position.
  • Initially at the morning the teller cash position will be 0. Let us imagine that an RD deposit transaction is made for Rs.1000/-. Now the cash position will be 1000 in debit (Dr) position. See the image below.


  • As you can see after making the deposit Teller cash is debited by Rs.1000/-. So if we want to make any withdrawal transaction if the balance in Teller cash is less than the withdrawal amount system will show an error as “Cash Limit Error”.
  • Please note that to make any withdrawal transaction cash position must be in Dr Status only.
  • As a routine when we open the counter we take cash advance from Treasury. This advance transaction should also be done in the system. If you remember, while discussing about office accounts we have discussed about Vault account.
  • Vault is the equivalent of our Treasury. Small cash lockers are called CASH CHESTS. If the lockers are big like bigger than a house, then those lockers are called as VAULT.
  • So whatever advance we take from Treasury, the same advance transaction must be done in Finacle.
  • Let’s see how it done. We have to invoke HTM. Choose Function as ADD and Transaction Type/Sub type as C/CT – Cash/Cash Transfer and click on GO. See the image below.

  • After clicking on GO, the following screen. See the image now.

  • As you can see in the image, this screen is same as interest withdrawal screen. It will be same because we are using the same menu HTM.
Since we are taking advance from treasury we have to debit our teller id. Don’t get confused now. We have seen in the beginning of this lesson that while doing deposit transactions our teller account is getting debited. Similarly while taking advance from treasury we have to debit our teller account.
I hope you are getting my point.
So Choose part transaction type as Debit, enter your teller account Id and amount and then click on Add button. This is the first part transaction.
  • After clicking on the add button you will get the same screen again.
  • This is the second part transaction where we have to enter credit account details. Simple, just enter A/c id as vault account id {0406}, enter amount and choose part transaction type as Credit and click on post.
  • I hope you are getting my point. I really hope you have understood why we have debited the teller account id and credited the vault account.
  • Alternately in the second step after entering the account id, if you click the 3=3 button beside amount field, it will make all the necessary adjustments.
  • Cash Transfer to Vault.
  • Cash transfer to vault is very much similar to that of cash transfer from vault. In all these cash transfer transaction the only thing to keep in mind is which account getting debited and which account is getting credited.
  • If you know which account is getting debited and which account is getting credited it will be very easy for you to do these transactions.
  • In this case to transfer amount from Teller to Vault, we have to debit the vault account and credit the teller account.
  • We already know that when we do a withdrawal transaction in counter , customer’s account will get debited and teller account will get credited. Similarly to send cash to vault we have to credit the teller account and debit the vault account.
  • Now that we know which account to debit and which account to credit, follow the steps in above transactions and try this transaction too.

Cash Transfer between counters

  • Many offices have more than one counter in offices. There will be many such cases that counter PA will take cash from other counters instead of going to treasury. These cash transactions should also be done in the system. These transactions are also done in HTM menu only. All steps are same as we have done in the above two sections. Only thing is we have to identify which account should be debited and which account should be credited.
  • I’ll tell you a simple way to remember this without getting confused.
  • Debit the teller account of the person who is accepting cash
  • Credit the teller account of the person who is giving cash
  • Simple, isn’t it? Now you know which account to debit and which account to credit. Follow the steps which we already discussed in this lesson and do the transactions.
  • Other uses of HTM menu
If you see in FUNCTION of HTM there are 5 options.
Add
Modify
Inquire
Delete
Verify
Now we know why we use Add and Verify options. Inquire is to do inquiry of transactions. Whatever be the transaction just choose function as Inquire and enter transaction ID and finacle will show the details of the transactions.
Modify is used to modify the State of the transaction from entered to posted state. It doesn’t mean you can modify the entire transaction details. NO! We cannot modify any details of any transaction once it is done.
Delete is used to delete the transactions. We already know that only entered state transactions can be deleted. So if you have mistakenly entered SB withdrawal as 66000 instead of 6600 you can delete that transaction using HTM and re do the transaction.
Any transaction can be verified using HTM menu. If you see any pending transactions in HFTI and you don’t know which menu to verify that transaction, simply use HTM menu to verify that transaction.
It is also possible to do multiple BO RD transactions as a single transaction using HTM menu but there should not be any default or rebate for those BO RD transactions. Debit account id will be {0339} and credit account ids will be RD account numbers. Note: We never tried this because we never worked in offices with BOs! So use this option at your own risk.
One last point before we conclude this lesson. People say that there is no option to view signature in HTM menu while doing interest withdrawal transactions. We enter sundry account number in A/c id field. Do you expect sundry account to have a signature? To view the signature of the MIS/TD/SCSS accounts first enter the actual MIS/TD/SCSS account number in A/c id field and press F9. System will then show you the signature. If you are convinced with the signature, then again do the normal withdrawal process. Hope you have got my point.
