NC JCM assumes, Cabinet Note on 7th CPC Award is being prepared and is likely to be submitted to the Cabinet, very shortly

On 5th May, 2016 Mr.Shiva Gopal Mishra met the Cabinet Secretary, Government of India, and once again draw his attention towards NC JCM's letter (No.NC/JCM/2016 dated: May 2, 2016), a copy of the said letter was also handed over to him.

During discussion Mr. Mishra also mentioned about the anguish of the Central Government employees because of inordinate delay in implementation of VII CPC recommendations and also their anxiety about enhancement in Minimum Wage as well as Multiplying Factor etc.

Mr. Mishra also demanded a meeting with the Staff Side, NC/JCM on all the issues raised by the Staff Side, NC/JCM and demanded that, views of the Official Side should also be made known to the Staff Side.

The Cabinet Secretary agreed to hold a meeting with some of the Secretaries, particularly with the Secretary(Exp.), Secretary, DoP&T and whosoever is required, particularly for discussion.

It has been assumed that, a Cabinet Note is being prepared and is likely to be submitted to the Cabinet, Government of India, very shortly. Mr. Mishra is not very sure that, the demands raised by the Staff Side, NC/JCM have been incorporated in that Cabinet Note.

In these circumstances Mr. Mishra called a meeting of the NJCA and discuss about the strategy and future course of action, particularly in regard to Strike Notice on 9th June, 2016 and “Indefinite Strike” from 11th July, 2016.

The meeting of the NJCA will be held on 3rd June, 2016 at 16:00 hrs. in JCM Office. 13-C, Ferozshah Road, New Delhi.

Dear Friends, Many time we face such situation to correct open date of PPF accounts which are migrated with wrong open date. But there is no any option to correct open date of any type of account. In case of PPF account we have to close the account and then re-open account in Transfer-in mode. First we should do zero interest for account in HINTTM command then close the account in HCAAC. Now the following process will be adopted.

  • Verify the account opening using CPPFAV menu in Supervisor login. 
  • The text file has to be generated from the excel sheet (Use download button for getting excel sheet at last of this post). Excel sheet should contain all the transactions of the PPF account and the balance should be checked. 
  • The field 'Financial Year End Balance Identifier' should be selected as YES only for the last transaction of a financial year. For all other transactions, it should be selected as NO. 
  • The fields 'Transaction Date' / 'Value Date' should be in mm/dd/yyyy format only. 
  • Do not change the account no. of this file because there is no need of its change required and click on Generate File button to generate the text file. Excel template is attached with this mail. 
  • In Counter PA login, select HTRFTOUN menu. Select the text file generated. In 'Destination Directory' field, give dop 
  • The following screen appears 
  • The message 'File uploaded successfully' will be displayed. 
  • Then, select CTUPLD menu. Enter the account number and then enter the file name ( TRFRINDET-3000365919.TXT). The message 'Data uploaded successfully' will be displayed. 
  • The following screen appears 
  • After this process, login as Supervisor and select CTPROC menu. Select 'Verify' and enter the account number. Transactions will be displayed. Click on SUBMIT. 
  • The following screen appears 
  • Again login as PA and select CTPROC menu. Select 'Process' and enter the account number. Transactions will be displayed. Click on SUBMIT. A screen showing the transaction id details will be displayed.

  • Then, check the current year transactions in HACLI menu and previous year transactions in CTINQ menu. 
  • Download PPFTRIN file from given icon 

  • Before creating the text file, the date format of the system should be changed as mm/dd/yyyy. 
  • Open PPFTranIn file and enable the content of security before data entry as shown in images.

Unilateral decision by Govt will not be accepted – Staff Side JCM


Though the central government employees are ardently waiting for the implementation of the Seventh Pay Commission, reports suggest that it will not be done before the results for the Assembly elections are announced. If reports are to be believed then the proposal of minimum pay of 24,000 will be taken into consideration and the reasonable expectations of central government employees will be met while announcing the salary hikes in accordance with the 7th pay commission.

According to a Zee news report, “Other than the pressure of trade unions, the results of the Assembly election in five states, West Bengal, Assam, Tamil Nadu, Kerala, Pondicherry, are likely to have an influence on the final pay out.

The notification towards implementation of the seventh pay commission will be announced only after the result of the elections. If the mandate goes totally in favour of the Opposition, the government will be under greater pressure to keep the dissatisfaction related to salalry hike in check.”

‘No unilateral decision on salary hikes under 7th Pay Commission acceptable’ The central government employees lead by the National Council (Staff Side) Joint Consultative Machinery have said that they will not accept unilateral decision on salary hikes under the seventh Pay Commission and would like to have more say in the way their monthly salaries and allowances are shaped up by the Empowered Committee of Secretaries. “Neither did the Government side made any commitment on any demands, nor did they indicate in the minutes that further discussion will be held with the staff side to arrive at a negotiated settlement on each demands.

It seems that the Modi Government is moving ahead to issue unilateral orders taking the staff side for a ride”, M Krishnan, Secretary General of the central government employees confederation was quoted as saying in the Zee report. “The staff side on the other hand has taken a position that if unilateral orders are issued, without taking the staff side into confidence, the NJCA shall go ahead with the indefinite strike from 11th July 2016 as already informed to the government”, Krishnan further added in the report.

An empowered committee of Secretaries was formed under the Cabinet Secretary to process the recommendations of the pay panel.

This committee also invited the Joint Consultative Machinery which is the group representing the Staff side (central employees union) to understand their view point. The central employees union has clearly said that they will not accept any unilateral decision on the issue and needs a bilateral negotiation on the matter.

High small savings interest rates limit the banking sector’s ability to lower deposit rates in response to the monetary policy of the Reserve Bank of India. In this context by quarterly re-fixing the Small Savings interest rates the transmission of the lower interest rates in the economy has been eased. This will help India transition to a lower interest rate economy. While doing so, the Government has taken a comprehensive view on the social goals of certain National Small Savings Schemes. Issues related to Allowances:


RECOMMENDATION OF 7TH PAY COMMISSION:The Commission recommends that HRA be paid at the rate of 24 percent, 16 percent and 8 percent of the new Basic Pay for Class X, Y and Z cities respectively. The Commission also recommends that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent respectively when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent”

What is to be changed / taken care of in this issue on implementation of 7th Pay Commission Report ?
In para 8.7.14, the Commission took note of the link between increase in HRA and increase in house rent after implementation of recommendations of 6th CPC. There was a sharp rise in the index from the first half of 2009, immediately following 6th CPC recommendations. There is likely to a similar rise in House Rent after implementation of recommendations of 7th CPC. Hence the existing percentage of House Rent may be retained at the rate of 30 percent, 20 percent and 10 percent of the new Basic Pay for Class X, Y and Z cities respectively.

Composite Transfer and Packing Grant (CTG)

Recommendation of 7th Pay Commission:
The Commission recommended that CTG should be paid at the rate of 80 percent of last month basic’s pay. However, for transfer to and from the island territories of Andaman, Nicobar and Lakshadweep, CTG may continue to be paid at the rate of 100 percent of last month’s Basic Pay.

This Association once again conveys its sincere thanks for the staff of SPG Division of Directorate for timely processing of the Supplementary DPC for PS Gr. B cadre for vacancies of 2015-16 and regular DPC for promotion to PS Group “B” cadre for the vacancy year 2016-17.

You will agree that a large number of STS/JTS vacancies are lying vacant in Circles since long and PS Group “B” officers are officiating against these posts creating resultant vacancies in Group “B” in circles and imbalance thereof up to IP/ASP level affecting timely promotion in each cadre and also repatriation of deserving officers to their parent circles. Many times odd situation occurs wherein the approved PS Gr. B officers from circles are required to work outside the home circle despite having good number of vacancies in their parent circles. As on date Tamil Nadu, Karnataka, Rajasthan circles where 12, 8 and 6 clear vacancies respectively are available in PS Gr. B cadre against which junior officers have been officiating for months/years together. On the contrary, regular senior officers are presently working outside these circles. The request applications of these officers for repatriation to their parent circle are already been registered at SPG division at Directorate. 

This Association would like to bring to your kind notice that Directorate vide Memo No. 9-23/2014-SPG dated 15/9/2014 had issued instructions, Para No. 2 (iv) of the memo indicates allotment of newly promoted Postal Service Group ‘B’ officers to their Home Circles that would be considered only after re-allotment of seniors working outside Home Circle. In such cases of re-allotment of senior officers, the condition of completion of one year in the current Circle / Unit would be relaxed by the Competent Authority.

Furthermore, if Directorate considers the request of officers for repatriation to their parent circle before issue of result of supplementary DPC of PS Gr. B cadre, Department’s finances would be saved, expenditure on which, otherwise would be incurred on TA/TP of these officers.

In view of the above, it is urged upon to implement the above instructions issued by Directorate for re-allotment/repatriation of PS Gr. B officers against vacant posts in letter and spirit.

Associate banks propose merger with parent SBI

New Delhi, May 17 (PTI) After over five years of hiatus, associate banks of SBI including State Bank of Bikaner and Jaipur have proposed to merger with the parent lender.

The respective boards have proposed merger with the State Bank of India (SBI), the parent, in a meeting held today, sources said.

The meeting of central board of SBI is going to consider the merger, they added.

Meanwhile, a section of employee unions have registered protest against any such move and threatened to go on a strike if such move is approved by the SBI and the government.

All employees of Associate Banks will go on strike on May 20, All India Bank Employees Association (AIBEA) General Secretary C H Venkatachalam said.

The country's largest lender has five associate banks -- State Bank of Bikaner and Jaipur, State Bank of Travancore, State Bank of Patiala, State Bank of Mysore and State Bank of Hyderabad.

Among these, State Bank of Bikaner and Jaipur, State Bank of Mysore and State Bank of Travancore are listed.

SBI first merged associate State Bank of Saurashtra with itself in 2008. Two years later in 2010, State Bank of Indore was merged.

The government recently set up the Bank Board Bureau (BBB) to look into the issues including consolidation in public sector banking space.

The BBB headed by former CAG Vinod Rai had conducted interview for appointments of Managing Directors of some of the banks where posts will be falling vacant during the current fiscal.

The Bureau was constituted to help the government select heads of public sector banks and financial institutions and assist banks in developing strategies with regard to capital-raising and consolidation.

Besides Chairman, the Bureau has three ex-officio members and an equal number of expert members.

Expert members are ICICI Bank's former joint MD H N Sinor, Bank of Baroda's former CMD Anil K Khandelwal and rating agency Crisil's ex-chief Rupa Kudwa.

Its ex-officio members are Secretary, Department of Public Enterprises, Financial Services Secretary and RBI Deputy Governor.
