DoP starts logo contest for payments bank with Rs 50k prize

New Delhi, Jun 10 (PTI) The Department of Posts today started a contest inviting logo design and tagline for its payments bank from the public with a prize money of Rs 50,000 for the winner.

"The Department of Posts on June 10, 2016, launched a logo and tagline design contest for the soon to be set up India Post Payments Bank on the MyGov website. The contest is open to all Indian citizens, institutions, agencies and entities for one month until July 9, 2016," the Postal Department said in a statement.

The Union Cabinet on Wednesday cleared proposal to set up India Post Payments Bank (IPPB) with a corpus of Rs 800 crore and a plan for 650 branches operational by September 2017. It will be expanded further to cover the entire country by the end of 2018-19.

"The best entry will be awarded Rs 50,000. A panel of eminent designers and experts will help shortlist 20 best entries which will thereafter be put up for voting on the MyGov platform for the final selection of the winner," the statement said.

The government has earlier accepted new sign of the rupee and the Swachh Bharat logo from public contests.

The department said it wants to connect with and involve the people of India in designing "the DNA" of the India Post Payments Bank.

"One of the guiding principles of the India Post Payments Bank would be co-creating value propositions and products with its customers and other stakeholders. The present contest is the first step towards this ongoing engagement. It has also initiated a nationwide survey to understand the needs of different segments of customers," the statement said.

The India Post Payments Bank (IPPB) will offer digitally enabled payments, banking and remittance services of all kinds between entities and individuals and also provide access to insurance, mutual funds, pension and credit products in partnership with third-party financial service providers and banks.

Initially most of the 3.5 lakh workforce will be posted on deputation who will be gradually be replaced by fresh recruits.

Telecom Minister Ravi Shankar Prasad has asked the Postal Department to hire an MD and CEO of the IPPB by August and set up a selection committee for hiring a chief financial officer by June 15.

The waiting period is getting now over regarding implementation of recommendations of the Seventh Central Pay Commission. The ECoS headed by Cabinet Secretary Pradeep Kumar Sinha will be meet on 11th June, 2016 for giving finally Shape to the recommendations of the 07th Central Pay Commission Report for the benefits of Central Government Employees and Pensioners.

Further, the Finance Ministry will take few days for implementation of the Seventh Central Pay Commission Recommendations after getting final report from the Empowered Committees of Secretaries headed by Cabinet Secretary Mr. P.K. Sinha, Media Report States

The 07th Pay Commission Report will be submit to Finance Ministry after ECoS giving final shape to the Report. Possibility for hike in Minimum Pay for Central Government Employees, depending upon the Screening Committee to process the recommendations of the 7th Pay Commission.

The Ministry of Heavy Industry & Public Enterprises has constituted the 3rd Pay Revision Committee for the executives of the Central Public Sector Undertakings under the chairmanship of Justice Satish Chandra (Retd.). The other members of the committee will be
Shri Jugal Mohapatra, Ex-IAS Officer,
Prof. Manoj Panda, Director, Institute for Economic Growth Delhi and
Shri Shailendra Pal Singh, Executive Director (HR), NTPC Ltd.
The Secretary Department of Public Enterprises will be the Ex-Officio Member while the Joint Secretary/Additional Secretary, DPE will be the member secretary for the committee.

The last pay revision for the executives of Central Public Sector Undertakings came into effect from 1.1.2007.

The Committee will provide its recommendations on the matter to the government, covering Board level functionaries, below–Board level executives and non-unionized supervisory staff of CPSEs. While submitting the final recommendations to the government, the Committee shall also take into account the Report of the 7th Central Pay Commission. The Pay Revision Committee will make its recommendations within 6 months from the date of its constitution. The decision of the Government on the recommendations of the Committee will take effect from 1.1.2017.

Postal Department opens modernised parcel hub

The Department of Posts has opened a modernised parcel hub to cope with the rising volume of parcels handled by it.

The new hub is part of restructuring of the parcel network by the Department of Posts to cater to e-commerce shipments.

Charles Lobo, Chief Postmaster General, Tamil Nadu Circle, inaugurated the hub on Birds Road. J. Charukesi, Postmaster General, Central Region, and G. Natarajan, Director of Postal Services, Central Region, spoke on the additional amenities at the hub.

S. Krishnamurthy, Senior Superintendent of Railway Mail Service, RMS Division, Tiruchi, said that the parcel hub had registered a sharp growth in its service during the financial year 2015-16 and has handled 3.71 lakh parcels which is 36 per cent over the previous year. Fifty per cent growth was anticipated this financial year and the parcel handling infrastructure had been renovated. The entire hub had been designed with semi-automation services, he added.

Booking facility would be provided shortly at the parcel hub.

Meerut Head Post Office opens exclusive counters for eBay sellers

Meerut: An exclusive parcel booking counter for eBay India sellers was inaugurated at Meerut head post office in Meerut Cantt area on Thursday morning. The city thus became the first in UP to have such a facility for the e-tailing giant. The exclusive counter aims to simplify product dispatch service of eBay's seller community.

Just two hours after the opening in the city, the state capital, Lucknow, got a similar counter making it the second such counter in the state.

Arvind Kumar, senior post master, Meerut Cantt post office, said, "There are many residents in Meerut who use e-commerce for selling their products to people based in different parts of the country and even abroad. We already have a huge rush at our existing parcel counters in the office. Also, dealing with e-commerce customers is a little different. Keeping this in mind, the eBay counter is a blessing in disguise for e-commerce customers. The counter will be exclusive for them to send their products through speed post, registered post or any other service they wish to opt for."

The eBay India counter aims to simplify product dispatch service of the sellers and at the same time strengthen their long-term association with India Post. An official from eBay, who did not wish to be named, said, "By means of this exclusive counter, our customers can send their parcels to the concerned people via net marketing. Our sellers are at the core of the business and we have continuously brought in varied innovations to ease operations of our partners. We have already opened such counters in 12 cities."

Around 500 customers of eBay use India post or private courier companies to dispatch their items via India Post. Apart from the eBay counter, India Post has a total of three parcel counters.

Talking to TOI, Gauhar Rais, a customer of eBay, said, "We had to stand in long queues to complete the courier formalities but now that eBay has a separate counter, it will save our time. Moreover, there were times when post officials did not know how to deal with e-commerce products but with a different counter, they can contact eBay directly for any query."

  • Verify the transaction in Supervisor login

Government Employees National Confederation has decided that all the constituent Federations of GENC will observe an agitation programme throughout the country from 13.06.2016 to 18.06.2016.

Being a constituent of GENC this federation BPMS has decided that all the affiliated unions will organize agitation programme from 13.06.2016 to 18.06.2016 like Gate Meeting, wearing black badges, slogan shouting, Dharna etc. On the last day of demand week a memorandum would be submitted to the respective Head of establishments addressing Hon’ble Prime Minister of India.

The demands are as follows :
  1. Minimum Pay should be fixed 24000/- rupees in place of 18000/-;
  2. The fitment formula should be 3.42 in place of 2.57 ;
  3. The ratio of minimum Pay and maximum Pay should be 1:10 ;
  4. Annual increment should be 5% in place of 3% ;
  5. Five financial upgradation should be granted within the period of 30 years of Service under MACP scheme ;
  6. Pay Scales of Group ‘C’ employees should be merged and upgraded. Grade Pay 1900 and Grade Pay 2000 should be merged and upgraded to 2400 and Grade Pay 2400 and Grade Pay 2800 should be merged and upgraded to Grade Pay 2800 ;
  7. Risk Allowance, Washing Allowance, Family Planning Allowance should be continued ;
  8. HRA should be granted at the rate of 15%, 25% and 35% ;
  9. Minimum two increments should be granted at Promotion ;
  10. Interest free Advances should be continued ;
  11. OTA is being granted to the employees posted in offices, directorates etc at the rate of 12 rupees per hour (on the pay scales of 4th CPC). OTA should be granted on the Pay Scales of 7th CPC ;
  12. Old Pension Scheme should be restored in place of NPS ;
  13. The employees covered under NPS scheme should be benefited with gratuity ;
  14. Commuted Pension should be restored on year in place of 15th year :
  15. CCL related to women employees should not be reduced ;
  16. There should not be any educational criteria (High School passed) for grant of compassionate ground appointment ;
  17. Benefits of 7th CPC should be granted to Centre, State and autonomous body employees equally ;
  18. Since amendment in Bonus Act has retrospective effect and implemented since 2014, the arrear of 2014-2015 should be granted without any delay ;
  19. .All the employees should be granted Night Duty Allowance without any ceiling ;
  20. In Ordnance Factories all Piece work employees should be paid OTA (Between 44¾ and 48 hours) on their actual Pay instead of minimum Pay ;
  21. The employees having equal qualification and same nature of work should be granted equal pay in all ministries ;
  22. Examiners working in Quality control department in OFB should be granted Incentive Bonus ;
  23. According to 7th CPC recommendations, civilian employees retiring on same Post or same pay scale should be granted equal Pension ;
  24. Wards of employees died in harness are unable to find a Job due to 5% ceiling in compassionate appointment. Therefore, waiting dependants should be granted one time relaxation in compassionate appointment ;
  25. The employees of DRDO should be granted the benefit of PRIS ;
  26. Trade Apprentices should be taken in job in their respective establishments according to their batch wise seniority.

7th pay Commission: Good News! Govt employees to get revised pay scales 'increment' from Aug 1

New Delhi, June 9: Government employees who are waiting for the implementation of Seventh Pay Commission, will get good news soon. Reportedly, Government will disburse revised pay scales 'increment' in the first week of August. 

Sources close to Finance Ministry official was quoted by Financial express as saying, "Central government employees could get the revised pay-scales with their July salaries that would be credited on August 1". 

It is being believed that within these two months (June and July) all remaining formalities will be done. 

Reportedly, Cabinet Secretary PK Sinha headed Empowered Committee of Secretaries will meet this weekend (June 11) to give final touch to pay commission's recommendations. 

After that, the Committee will submit its report to Finance Ministry, which will then seek Cabinet's nod for the same. Most likely, Cabinet Committee will give its nod and through the proposals at the end of this month. 

Reportedly, Empowered Committee has pushed for more increment than earlier proposed by the pay Commission in its report. 

As per media reports, secretaries panel have suggested maximum salary to be Rs. 2,70,000, which is twenty thousand more than the prescribed upper limit by the pay commission. 

Panel wants lowest salary to be fixed at Rs. 21,000, which is three thousand more than the lower prescribed limit. Sources say that Government most likely will accept this new proposal.

7th Pay Commission: Empowered Committee to bring cheers for govt employees this weekend!

New Delhi: Empowered Committee of Secretaries headed by Cabinet Secretary PK Sinha is all set to meet on coming Saturday (June 11) to give final shape to the changes on 7th Pay Commission recommendation.

This will give the much needed boost to lakhs of government employees who are anxiously waiting for the implementation of the recommendation of the 7th Pay Commission.

The secretaries group is expected to meet on June 11 to finally wrap up its report on the remuneration of government employees.

News reports further state that it will take only a few days afterwards by the finance ministry to implement the higher pay package for central government employees.

The secretaries group has recommended between Rs 2,70,000 and Rs 21,000 hike for the higher and the lower level. This is twenty thousand more in the upper limit prescribed by the 7th CPC and three thousand more in the lower level set by the commission.

It may be recalled that the government had set up a high-powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.

International Day of Yoga could be declared a public holiday if a demand in this regard is made, Ayush minister Shripad Naik said on Wednesday.

Setting the stage for the second International Day of Yoga on June 21, Naik said though there was no need for a holiday since yoga is practised in the morning, his ministry would put forward the proposal to the government in the interest of promoting a practice which has multiple benefits.

"Last year also, no such demand came. But if the demand comes, I will request the prime minister to do so. Yoga's time is early morning. It will go on till around 8 am. There is no need for a holiday but if there is a demand for that, we will request the government," Naik said during the National Health Editors' Conference on the theme 'Yoga for Holistic Health Recent Researches'.

The minister said that as yoga is not complete without the chanting of 'Om', it was included in the common protocol but clarified that it was not mandatory.

Also, like last year, the surya namaskar will not be a part of this year'sYoga Day celebrations. "Surya namaskar is a complex exercise. It is difficult to do in 45 minutes, especially for people who are new to the exercise."

Last year, the day was celebrated in New Delhi's Rajpath with Modi taking the lead. This year, Chandigarh will host the event.
