India wakes up to potential revenue of philately after China earns Rs 9000 crore in stamp sales

China's earnings from stamps sale are 225 times that of India.

India earned Rs 39.88 crore against China's Rs 9,000 crore from the sale of stamps in 2015-16. The gap in earnings has woken up the ministry of communications to the revenue potential of philately, which has over a 150-year-old history in the country.

The government is now planning to explore the business model by proposing to set up an India Post Philately Public Ltd Company, according to ministry sources. As per plans, 88 philately bureaus will be set up across the country, besides the philatelic counters.

These will be apart from the 33 in post offices for definitive stamps, used for day-to-day postal mailing. Sources said a corporate structure would be set up for customised and commemorative stamps, which collectors mostly invest in, with an eye on revenue generation for India Post.

"The historic and contemporary legacy of India's postal stamps are sought to be given a corporate cover to garner its true revenue potential and popular worth," said Communications and Information Technology minister Ravi Shankar Prasad.

India, at present ranks lower in revenue from stamp sales, compared to countries like Brazil (Rs 1,000 crore), US (Rs 1,170 crore), France (Rs 600 crore), United Kingdom (Rs 500 crore) and even New Zealand (Rs 100 crore). The China National Philatelic Corporation is the primary agency authorised by state-owned China Post Group Corporation to sell national stamps and other philatelic material.

Stamp collector Madhukar Jhingan said China has around 2 crore stamp collectors, while in India there are just 25,000 serious collectors. Welcoming the government's proposal for a business model, he said the number of stamp collectors in the country might go up.

"I am happy the government is doing something. Earlier, the marketing was zero, but now they seem to be reaching out to people," he said. There are around 5,000 websites on philately, according to him.

That philately could be a revenue earner was gauged by the sale of the Surya Namaskar stamp, released by Prime Minister Narendra Modi on International Yoga Day on June 21. Stamps worth around Rs 5 lakh were sold.

The costliest Indian stamp was the "inverted head" with Queen Victoria's head printed upside down due to an error, which sells for around Rs 1 crore, said Jhingan. He said there were 28-29 copies of the stamp, which changed hands at international auctions.



Besides capitalising on stamps for revenue, the government has also seen it as a way of enhancing international diplomacy.

Sources recalled that during the 2014 FIFA World Cup, after releasing a set of four stamps dedicated to it, Modi had suggested that they be sent to countries which enter the semi-finals with good wishes from India.

While releasing the stamps, the Prime Minister had said that sports brings about a spirit of amity and belonging among nations and expressed the hope that the FIFA World Cup became a bridge for connecting nations.

Staff Selection Commission to hold CGL examination online

The Staff Selection Commission (SSC) has decided to conduct its flagship Combined Graduate Level Examination (CGLE) online to check malpractices and make the test more transparent.

Besides, the Commission has also changed the pattern of the examination and included descriptive portion (essay writing) in it for the first time.

Hundreds of students are selected through the CGLE every year for various mid-level central government jobs, including as Assistant in Intelligence Bureau and Inspector in Income Tax.

"It has been decided to conduct the CGLE through online mode rather than Optical Mark Recognition (OMR) based. It is a historic decision that will bring in more transparency in the examination process," SSC Chairman Ashim Khurana said.

He said a video walk through on the SSC's website has been put up to help the aspirants understand the new pattern.

About 38 lakh aspirants, who had already applied for CGLE 2016, will have to take the test under the new pattern which will be conducted in the next two months.

"A notice mentioning the changes in pattern of examination has been issued. The new online system will effectively put a check on any incident of leakage of exam paper or tampering with the examination process," Khurana told .

He said the Commission is getting positive feedback from the students across the country on the recently announced changes.

The decision to hold the CGLE online was endorsed by Prime Minister Narendra Modi also, senior officials in Personnel Ministry said.

The SSC is one of the largest recruiting agencies in the country mandated to conduct eight exams. It will fill about 89,000 government posts this year alone from among about two crore applicants.

The Commission's flagship CGLE is for filling vacancies in 30 different services in the central government.

There will be no fresh application for CGLE 2016 and those who have already applied will have to take the exam on computer rather than OMR mode, which was prone to malpractices by tech-savvy syndicates, the officials said.

The computer-based examination will ensure greater confidentiality and faster processing of results, they said.

The SSC has for the first time been authorised to make recruitment for gazetted posts of Indian Audit and Accounts department.

As per the changed pattern, the CGLE will now be conducted in three tiers instead of two.

In phase I, there will be 100 questions as against 200 earlier. The aspirants will get 1.15 hours instead of two. There will be no change in tier II and two papers of 200 marks each would continue. Those who qualify in both tier I and II, will have to take tier III exam of 100 marks which will be descriptive in nature, the officials said.

They said the descriptive portion will help in checking candidates' comprehension and analytical skills.

What to do with 7th Pay Commission 'non-bonanza'

Eight years ago, I wrote a newspaper column advising government employees (or should I say public servants) on what to do with the arrears that they would get with the implementation of the sixth pay commission. 

On the face of it, one could just repeat that advice now. However, the situation then was very different. One, the acceptance of that pay commission report came with a huge delay of 30 months, leading to large accumulated arrears. Most employees got eight months to a year's extra salary as arrears. Two, that was the height of the global financial crisis. Many people were exhorting government employees to go forth and spend their bonanza to boost the economy, which was clearly not a wise thing to do from the individual's point of view. 

The 30-month delay meant that many were receiving an amount that would otherwise have taken them seven to ten years to save and it was important to point out that the best course would be to take this forced saving and convert it into a long-term investment. This time around, things are different. The government has acted much faster and the arrears are just six months. A smaller hike and a much shorter delay mean that most government employees will get an amount equivalent to barely one month's extra salary so there isn't any great excitement about extra savings. 

In any case, government employees' savings imperatives are very different from those who don't have lifelong infla tion-adjusted pensions that also keep getting hiked by pay commissions. Realistically, government employees' salaries and pensions are now so good that someone who does not save at all for retirement will also get by fine. This is especially true because free lifelong healthcare is part of the package. 

A long retirement with inflation-ravaged savings does not bother government employees because their burden will also be carried by the rest of us. The rest of the country will work hard and pay their taxes so that government employees are guaranteed a comfortable income and pension. Little wonder that even the most menial, lowest-level government jobs attract thousands of highly qualified applicants. 

However, this is true only of the older ge neration of government employees, that is, those who joined before 2004.The biggest change that has come about since 2004 is that a large proportion of government employees are on the National Pension System. Younger employees have retirement savings enforced instead of having pensions guaranteed from the public purse.While the final impact on their post-retirement finances is hard to predict at this juncture, it does mean that they will have to learn a little more about savings and investments than the older generation of government employees had to. 

The little bit of arrears don't amount to much, but the higher income should be directed to long-term savings instead of any kind of consumption expenditure. The theory behind the Pay Commission is that its awards are a response, not just to the rising cost of living, but also to the general rise in private sector's salaries and an attempt to narrow the gap thus created. I can hear the sniggers from private sector employees but like I said, that's the theory. In this sense, arrears are money that is already spent. Given the way most people's finances are structured nowadays, I think the first priority should be to lighten or eliminate any debt load that one has. 

Beyond debt-reduction, the arrears, as well as the higher income is best added to whatever savings medium the saver is most comfortable with as long as one doesn't make the mistake of relying on fixed income savings for the long term. 

For those who want to invest for the long-term (at least five to seven years), the best course of action could be to shift this money gradually to a good balanced fund. As the past has decisively shown, despite higher volatility, equitybacked investments have long-term returns that are far superior to any other kind of asset. A type of mutual fund that gets you most of the gains of equity while saving you from some of the volatility is probably the best choice.

Entry level salary more in Central govt: IIM-A study

Ahmedabad, Jul 4 (PTI) Government and Central Public Sector Undertakings (CPSUs) pay more salary for entry-level jobs compared to private companies, but the salary in private companies increases with experience, shows a study conducted by IIM-Ahmedabad for the 7th Pay Commission.

The study was commissioned by the 7th Central Pay Commission and IIM-A was asked to undertake it, so that the commission can revise pay in such a way that government jobs attract talent.

The study provides comparison of salaries in the government sector, CPSUs and private sectors at the entry, 3rd, 5th, 10th, 15th, 20th and 25th years of experience. It was submitted to the 7th Pay Commission in October last year.

It shows that across a majority of job roles, government or CPSUs pay more than private companies at entry-level.

For many jobs, the salary difference narrows and become more comparable and even exceeds for private jobs as employees gain experience.

The study looks at the salary patters of nurses, doctors, physiotherapists, dietitians, lab technicians, school teachers, principals of schools and colleges, scientists, technical staff, engineers, clerks, software developers, accounts officer, drivers, gardeners, among others.

"In many of the roles, government is paying higher salaries compared to the private sector, particularly in initial years, for jobs at the lower levels of skill requirement and hierarchy.

"Salary in government is relatively lower compared to the private sector, particularly in later years, for some highly skilled jobs," the study says.

Salary of entry-level nurses, for example, is more in government hospitals compared to private hospitals and becomes comparable only in the mid-career level.

In the case of doctors with MBBS, CPSUs pay more than government or private sector for entry-level doctors, with the differences continuing even after they have gained experience.

For specialised doctors, however, CPSUs pay more at entry level, but the salary of doctors in private hospitals increases significantly after three years and continues to do so, depending on their specialisation. .

RBI may soon allow interoperability of India Post's payment bank ATMs

 India Post, the world's largest mail delivery network, is carving out a separate vertical to manage banking services, a move that will help it win RBI nod for interoperability of its ATMs with those of PSU banks. 

India Posts, which had last year won a licence to operate a payment bank, has not been able to move much on starting operations. 

"We wanted interoperability of the ATMs of Post Offices with other banks. RBI said we can allow it only if Post offices create a separate bank vertical because RBI has jurisdiction over only banks. The Postal department has taken a positive approach and created a separate vertical," a finance ministry official said. 

The vertical will be based out of Bengaluru. 

Interoperability will allow individuals to transfer money from their Post Office account to their accounts in any bank. Besides, the Post Office ATMs can be used for withdrawal of money from the bank accounts. 

The official, further, said the vertical will be created to operationalise the Post Bank licence and ultimately it would get merged suitably with the Post Bank. 

DoP has 28,000 departmental post offices and 1.50 lakh rural post offices across the country. 

The Postal Department is proactively setting up ATMs and micro ATMs in its rural post offices so as to tap its wide network for financial inclusion. 

"RBI said this separate vertical of the Postal department is open for banking regulation. The RBI is favourably considering the option to provide interoperability," the official said. 

"This will help in moving towards a less cash economy. Post Office has its branches even in the remotest areas where banking mitras or business correspondents cannot reach. Interoperability will allow leveraging the reach of Postal department," the official added. 

With the formal structure of Post Bank likely to take around a year and half, the government wants to kick start its operations in parts by first putting into use the ATMs of Post Offices. 

India Post plans to roll out 10,000 ATMs and 20,000 micro ATMs across the country by the end of this year. 

India Post payments bank will primarily target unbanked and under-banked customers in rural, semi-rural and remote areas, with a focus on providing simple deposit products and money remittance services. 

The Union Cabinet last month cleared a proposal to set up India Post payments bank with a corpus of Rs 800 crore. 

Payments banks can accept deposits (initially up to Rs 1 lakh per individual), offer Internet banking, facilitate money transfers and sell insurance and mutual funds by piggy-backing on existing retail or other networks. Besides, they can issue ATM/debit cards, but not credit cards. 

The Postal payments bank, which will be run by Chief Executive Officer, will be professionally managed and there will be a officials from Department of Posts, Department of Expenditure and Department of Economic Services etc on its board.

Nepal to get Indian help in construction of postal roads

THE DECISION WAS TAKEN AFTER A SIMILAR ATTEMPT BY THE NEPAL GOVERNMENT FAILED TO MAKE PROGRESS DUE TO NEGLIGENCE OF THE CONTRACTORS.

Tasked to improve road connectivity in remote parts of India's Northeast, the National Highways and Infrastructure Development Corporation Ltd (NHIDCL) is now venturing into Nepal where it has been assigned to guide the construction of over 600 km of postal roads in the Terai region bordering India.

A postal road is a road designated for the transportation of postal mail.


According to an MoU inked between India and Nepal, the decision was taken after a similar attempt by the Nepal Government failed to make progress due to negligence of the contractors in 2010.


"The Postal Road in the Terai region of Nepal will boost the country's much awaited road network. Under this current project the NHIDCL will be tasked to guide the construction of 19 postal roads of an outlay of 600 km," one of the top officials at NHIDCL told IANS declining to be identified.


He said the construction of 19 postal roads are under six packages for different parts of the Terai region.


"Basically we will be playing the role of consultants in the entire project. The biddings and all the tendering work of the road construction will be done by Nepal. Our work will basically be to see that the work does not witness failure like earlier," the official said.


According to the official, the decision for handing over the guidance work was decided during the recent visit of Nepal's Prime Minister K P Oli to India.


Abhay Thakur, Joint Secretary at the Ministry of External Affairs (MEA), told IANS: "Yes, It has been proposed to the Nepal Government for appointing NHIDCL as the consultant for the postal road projects. Though the precise MoU between the NHIDCL and Nepal Government is likely to be inked next week... all things are decided."


He said contractors from both Nepal and India can do the bidding for the postal roads projects.


The NHIDCL authority, who did not wished to be named, said the postal road has been prioritised for the development of Terai/Madhes region by expanding the road network. The 600 km work is only for the first phase. Both the countries will decide the agenda for the remaining works also."


Stating that the project was being financed by India, he said that the money will be given to Nepal for the execution of different stages of work, which will be over looked by the NHIDCL.


According to sources, the cost of the first phase of road construction in the Terai is estimated to increase to Rs 9 billion from the earlier Rs 7 billion. The total project cost will also rise from the previous estimate of Rs 29 billion. Around 130 bridges have to built along the 600 km highway.


Asked if NHIDCL has been given any other foreign projects, the authority said: "The creation of NHIDCL was for creation of difficult roads. The Government has full confidence on us and we are ready to undertake any project in any part of the world under any circumstance. However, there are no immediate foreign projects as of now."

NHIDCL, created in 2014, has recently been given the task of constructing over 4,000 km of roads in the Northeast and Jammu and Kashmir. The organisation was established after Border Roads Organisation(BRO) and Public Works Department of the states failed to carry out road construction in many remote parts in hilly terrain.

Four-day State postal seminar begins

A four-day State-level convention of group C employees of the Department of Posts, organised by the All India Postal Employees Union, Mandya Division, commenced here on Sunday.

D.C. Thammanna, MLA, Maddur constituency, inaugurated the 29th edition of the event at Gayathri Bhavan here.

He urged the Union government to increase the wages of Gramin Dak Sevaks, part-time employees working in rural areas, and also to provide social security benefits.

The remuneration/salary of postal employees working in rural areas is just around Rs. 6,000, he said.

Mr. Thammanna said that he would support their protests (if they organise) against not hiking salary or for demanding other benefits.

K.T. Srikante Gowda, MLC, recollected the role that the Department of Posts played.

The department is also losing its importance nowadays because of the revolutionary changes/development in the technology sector, he added.

The postal employees across the State are participating in the convention. According to sources at the Mandya division, the participants will discuss various issues including the ill-effects of the privatisation of postal services and the challenges being faced by the employees.

They will also chalk out programmes to urge the Union government for their pending demands.

A souvenir was released on the occasion. The valedictory ceremony will be held on July 6.

The 2.57 fitment factor recommended by the 7th CPC and accepted by the Govt. is essentially a multiple factor which is the ratio of the new minimum pay arrived at by the 7th Pay Commission (18,000) and the existing minimum pay (7,000). { Para 5.2.7 of 7th CPC report} This provides only 14 29% rise in Salary as well as in Pension which is the historically lowest raise given by any Govt. in the past seventy years. This has happened because of incorrect calculation of minimum revised salary resulted not only by adopting lower prices of commodities but also due to adoption of Aykroyd formula without updating it.
  2. It is surprising as to how a gender biased formula of Dr Aykroyd adopted by ILC in 1957 is applied, without updating, in digital India of 2016. In today’s scenario how can Indian civil society accept a formula for Minimum requirement including just 2700 food calories for a family of four with moderate physical activities which treat the lady of the house as 0.8 compared to the adult male of the house, Further more so this formula does not at all take into consideration the minimum requirement of todays digital India i.e. a smart mobile phone with an internet connection.
  3. Considering wife to be .80 unit is nothing but gender bias indicating a colonial mindset of Dr Aykroyd. In the present scenario a wife too puts in the same amount rather more of physical and intellectual work as compared to the husband. She needs more nutrients & healthcare to keep herself fit to be a mother and as an educationist for her school going children. She needs more better clothing than 1957. A lady whether she is a wife of a labourer or of a Secretary to Govt. of India, has a basic right to keep herself reasonably presentable for which she needs some minimum add-ons. As such treating her to be less than a unit is gross injustice, gender bias and unconstitutional. Similarly growing children of less than 14 years need more of proteins, fats& carbohydrates, need to take sufficient exercise & field activities for healthy growth. Today they need much better and more clothing, better education & healthcare compared to 50s. The Nation needs healthy & stout young citizens. It is against the National interest to restrict their need based minimum requirement to .6 unit.
  4. Sir, in view of the facts enumerated in lore going pares, minimum Salary & consequently the fitment factor for both Pensioners & employees need upwards revision. ‘Bharat Pensioners Samaj’ therefore, appeal to you to revisit the issue to take a favourable decision.

  5. Any other work which may be entrusted to him by the Supervisor and also in the orders issued from time to time. 
  • Receipt of S.B. Vouchers from the Head Office- PARA 31. —List of transactions of the Head Office and Sub-Offices and sealed voucher bundles arranged in alphabetical order.
  • A consolidated Journal of S.B. transactions (SB-72) at the Head and Sub Offices. It may be transferred in the course of the day if it cannot be sent along with the list of transactions, etc.
  • List of transactions and vouchers in respect of petty S.B. Accounts closed.

Checking of Lists of Transactions (SB-60)- PARA 4

The Postal Assistant SBCO will exercise the following checks:- 
(a) The account numbers in the list of transactions are entered in the serial order of the accounts. 
(b) The list of transactions bears signatures and designation stamp of the Supervisor (APM)/Sub Postmaster. 
(c) The account number, the amount of deposit, withdrawal and interest on closed accounts have been tallied with the voucher. 

Consolidated Journal of S.B. Deposits and Withdrawals (SB-72)- PARA 9

(i) The Head Office will prepare daily a consolidated journal of S.B. deposits and withdrawals, etc. at the Head and the Sub Offices under it. 

(ii) The clerk of the Control Organization will copy the progressive figures of all columns at the end of the previous day and work out the progressive figures at the end of the day at the bottom of the consolidated journal. 

  • He will check the daily as well as the progressive totals of all the columns and sign the journal in token of having carried out the checks.
  • Supervisor SBCO will then check the totals of deposits and withdrawals both daily as well as progressive with the corresponding figures in the Head Office Cash Book. 
  • He will put his dated initials in the Head Office Cash Book against the respective amounts in token of having carried out the check. 
  • The Certificate "checked and agreed with the HO Cash Account" will be recorded under the Supervisor's dated signature on the consolidated journal in addition to the certificate prescribed in sub-para(iii) above.

While carrying out the General checks, following points should be kept in mind:-

  1. The entries in the vouchers are complete and there are no suspicious erasures and alterations. 
  2. The date stamp of the office has been affixed on the voucher. 
  3. The application for withdrawal bears the signature of the depositor. 
  4. The warrant of payment bears the signature of the Postmaster in token of having authorized the payment. 
  5. There is acquaintance of the depositor or his messenger on the warrant of payment in token of having received the amount. 
  6. The identification of the depositor, wherever taken, is in proper form. 
  7. In the case of illiterate depositor, the thumb impression has been attested on both the sides of the voucher. 
  8. Whether the amount of deposit/withsdrawal as shown in the Pay-in-Slip and application for withdrawal by the post office and the depositor agrees with that in the List Of Transactions on the date of deposit/withdrawal. If the difference, full transaction should be checked in the System . 
  9. That in case of withdrawal exceeding Rs. 5000/- the signature of the depositor on the withdrawal form has been attested by two postal officials except in Single Handed Offices. 
  10. In case of transactions by cheque, the rules relating to cheques have been observed. In case of CTS clearing, hard copy of the cheques will not be checked. 
  11. The vouchers do not bear any erasure or over-writing.

  • If the irregularity relating to a transaction is such as would affect its validity e.g., if there is erasure or overwriting or the depositor's acquaintance is wanting, the amount involved should be placed under objection. Vouchers once received by the Control Organization should not be given back to the Head Office. 
  • Every irregularity should be brought to the notice of the Postmaster for necessary action.

7वें वेतन आयोग से नाखुश 33 लाख केंद्रीय कर्मचारी, बुधवार को तय करेंगे 11 जुलाई की प्रस्तावित हड़ताल पर अपना रूख

नई दिल्ली। केंद्रीय कर्मचारियों के संगठनों की संयुक्त संघर्ष परिषद (एनजेसीए) वेतन के मुद्दे पर सरकार के साथ हाल की बातचीत के मद्देनजर 11 जुलाई को प्रस्तावित हड़ताल करने या न करने का निर्णय बुधवार को करेगी। लगभग 33 लाख केंद्रीय कर्मचारियों का प्रतिनिधित्व करने वाली एनजेसीए ने सातवें वेतन आयोग की सिफारिशों के आधार पर लागू वेतन वृद्धि को बहुत कम बताया है। मंत्रिमंडल ने पिछले सप्ताह वेतन आयोग की सिफारिश को लागू करने का निर्णय लिया। इसके तहत न्यूनतम वेतन 18,000 रुपए तय किया गया है पर कर्मचारी इसे कम बता कर इसका विरोध कर रहे हैं।

एनजेसीए के संयोजक शिवगोपाल मिश्र ने कहा, सरकार ने एनजेसीए के साथ बातचीत शुरू की है। हम इसका स्वागत करते हैं। लेकिन हड़ताल पर जाने के बारे में निर्णय छह जुलाई को परिषद की बैठक में किया जाएगा। एनजेसीए के प्रतिनिधियों ने 30 जून को वित्त मंत्री अरूण जेटली, गृहमंत्री राजनाथ सिंह, रेल मंत्री सुरेश प्रभु तथा रेल राज्यमंत्री मनोज सिन्हा के साथ बैठक की थी। बैठक में मिश्र भी शामिल थे। उन्होंने कहा, उन्होंने हमें कुछ भी आश्वासन नहीं दिया। उन्होंने न्यूनतम वेतन और फिटमेंट फार्मूला पुनर्विचार के लिये एक समिति को भेजने का फैसला किया है। समिति तीन से चार महीने में अपनी रिपोर्ट दे सकती है। सरकार की तरफ से एनजेसीए की मांग पर ध्यान देने के बाद ऐसी अटकलें हैं कि 11 जुलाई से अनिश्चितकालीन हड़ताल को टाला जा सकता है। एनजेसीए न्यूनतम वेतन 18,000 रुपए से बढ़ाकर 25,000 रुपए से अधिक करने की मांग कर रही है।

सरकार ने फिटमेंट फार्मूले के तहत मौजूदा न्यूनतम वेतन 7,000 रुपए में 2.57 गुना की वृद्धि की है। इसके आधार पर न्यूनतम वेतन 18,000 रुपए हो गया है। पर कर्मचारी फिटमैंट फार्मूला 3.68 की मांग कर रहे हैं। इससे न्यूनतम मासिक वेतन 25,760 रुपए हो जाएगा। एनजेसीए कान्फेडरेशन ऑफ सेंट्रल गवर्नमेंट इंप्लायज (सीसीजीई), ऑल इंडिया डिफेंस इंप्लाय फेडरेशन, ऑल इंडिया रेलवे मेन फेडरेशन और नेशनल कार्डिनेशन कमेटी ऑफ पेंशनर्स एसोसिएशन समेत सरकारी कर्मचारी संगठनों का संयुक्त मंच है।

Speed Net Communication 4.4.1 Transmission problem with "trxchek.log".

While executing Speed Net Communication version 4.4.1 it will generate trxchek.log file and not transmitting the available files properly.

Solution

  1. The trxcheck log file will be created every time speednet communication is run and the same gets deleted automatically if the transmission is happening properly. 
  2. In case the trxcheck log file is not getting deleted automatically then it indicates problem with transmission or connectivity. 
  3. Also, this file would then has to be deleted manually so that the communication process happens without any problems. 
  4. Please resolve the issues in speednet communication or connectivity and check.

Puducherry: Ruling Congress in Puducherry today charged the Centre with “letting down Central government employees by failing to concede most of their demands” in the recommendations of the 7th Pay Commission announced recently.

A resolution adopted at the executive committee meeting of the Puducherry Pradesh Congress Committee headed the its president and PWD Minister A Namassivayam here expressed concern on the “deficient recommendations” of the Pay Commission and urged the Centre to modify the recommendations for the union territory central government employees.

The meeting also urged the Centre to include Puducherry in the Central Finance Commission so that funds would be available to Puducherry on a par with the financial facility extended by the Commission to other States.

Migrate files and settings from one PC to another PC

  1. Locate the removable media or the network drive that contains the Windows Easy Transfer wizard files, and then double-clickMigwiz.exe to start Windows Easy Transfer.
  2. If you are running any other programs, you will be prompted to close these programs. You can save your work in each program, and then close the programs individually. You can also click Close All in Windows Easy Transfer to close these programs immediately.
  3. Click Next.
  4. Determine the appropriate removable transfer media, and then click On a CD or other removable media, such as a flash drive.
  5. Click To a network drive to save the files and the settings to a folder that is on the removable drive.

सातवें वेतन आयोग पर नवभारत टाईम्स की खबर: यूनियनों की हड़ताल वापसी के संकेत

सातवें वेतन आयोग में सुधार को लेकर यूनियन के हड़ताल वापसी के संकेत की खबर नवभारत टाईम्स ने प्रकाशित की है:-

केंद्रीय गृह, वित्त और रेल मंत्रियों के साथ सरकारी कर्मचारियों की विभिन्न यूनियनों की बैठक के बाद अब यह संकेत मिलने लगे हैं कि सरकारी कर्मचारी अपनी हड़ताल वापस ले लेंगे। रेलवे यूनियन भी अब हड़ताल पर न जाने के लिए सहमत हैं। अब ये यूनियन चाहती हैं कि केंद्रीय मंत्रियों के साथ हुई बैठक में जो वादा किया गया है, उसे लिखित में सार्वजनिक कर दिया जाए। इस बीच सरकार के प्रस्ताव के बाद सरकारी कर्मचारियों के संगठन एनजेसी की 6 जुलाई को बैठक बुलाई गई है।

मोदी थे गंभीर : सरकारी सूत्रों के मुताबिक केंद्र सरकार के कर्मचारियों की हड़ताल के नोटिस को खुद प्रधानमंत्री नरेन्द्र मोदी ने ही गंभीरता से लिया था। वह नहीं चाहते थे कि किसी तरह की हड़ताल हो। इसी वजह से उन्होंने बृहस्पतिवार को गृहमंत्री राजनाथ सिंह, वित्तमंत्री अरुण जेटली और रेलमंत्री सुरेश प्रभु को निर्देश दिए थे कि वे यूनियन प्रतिनिधियों से बातचीत करके इस मसले को सुलझाएं। दरअसल खुद प्रधानमंत्री 6 जुलाई से विदेश दौरे पर जा रहे हैं। ऐसे में वह चाहते थे कि उनके रवाना होने से पहले ही हड़ताल समाप्ति का ऐलान हो जाए।

केंद्रीय मंत्रियों से बातचीत : इन निर्देशों के बाद ही बृहस्पतिवार रात को यूनियन नेताओं की केंद्रीय मंत्रियों से बातचीत हुई थी। इस बातचीत के दौरान सरकार ने यूनियनों की न्यूनतम वेतन बढ़ाने की मांग को लेकर एक कमिटी के गठन का प्रस्ताव दिया है। यह कमिटी एक तय अवधि में रिपोर्ट देगी।

वार्ता की अच्छी पहल : इंडियन रेलवे की फेडरेशन के महासचिव और सरकारी कर्मचारियों की विभिन्न यूनियनों के संगठन के संयोजक शिवगोपाल मिश्र ने इस बैठक की बात स्वीकार करते हुए कहा है कि सरकार की ओर से बातचीत की अच्छी पहल हुई है। मंत्रियों ने इस बातचीत के जरिए माहौल बनाया है पर हड़ताल खत्म करने पर उन्होंने कहा कि 6 जुलाई को यूनियनों के संगठन की बैठक बुलाई गई है। इसमें हड़ताल पर अंतिम फैसला लिया जाएगा।

Recovery of excess payments made to pensioners

We have been receiving complaints from pensioners stating that the recovery of excess/wrong pension payments are being made in a manner that is not in keeping with the extant guidelines. In this connection, the instructions contained in circular Nos. CO.DGBA (NBS) No.44/GA.64 (11-CVL) 90/91 dated April 18, 1991 and CO.DGBA (NBS) No.50/GA.64 (11-CVL) 90/91 dated may 6, 1991 laying down a uniform procedure in consultation with the controller General of accounts and various non- civil ministries for recovery are reiterated below:

a) As soon as the excess/wrong payment made to a pensioner comes to the notice of the paying branch, the branch should adjust the same against the amount standing to the credit of the pensioner’s account to the extent possible including lumpsum arrears payment.

b) If the entire amount of over payment cannot be adjusted form the account, the pensioner may be asked to pay forthwith the balance amount of over payment.

c) In case the pensioner expresses his inability to pay the amount,the same may be adjusted from the future pension payments to be made to the pensioners. For recovering the over-payment made to pensioner from his future pension payment in instalments 1/3rd of net (Pension + relief) payable each month may be recovered unless the pensioner concerned gives consent in writing to pay a higher installment amount.

d) If the over payment cannot be recovered from the pensioner due to his death or discontinuance of pensioon then action has to be taken as per the letter of undertaking given by the pensioner under the scheme.

e) The pensioner may also be advised about the details of overpayment/wrong payment and mode of its recovery.

The above uniform procedure may be strictly adhered to while effecting recovery of excess/wrong pension payments made to pensioners.

2. As regards the issue of refund of excess/wrong payments to the government, banks may be guided by the guidelines laid down in our circulars Nos. DGBA.GAD.H-10450/45.03.001/2008-09 dated June 1, 2009 and DGBA.GAD.H.4054/45.03.001/2014-15 dated March 13,2015 which have been incorporated in our master circular on disbursement of government pension by agency banks dated july 1, 2015.

7th Pay Commission Pension Calculation Table with Option 1 & 2

7th pay commission as regards beyond options pension revision 01.01.2016 – BPS

Both the options recommended by the 7th Commission as regards pension revision vide their para 10.1.67 have been accepted subject to feasibility of their implementation. Option 2 is to be implemented immediately.

In case option one is finally accepted for which ‘Bharat Pensioners Samaj’ is fighting tooth & nail, the pensioner will have the option to choose whichever is more beneficial to him/her

The objection of DOPW &MOD against option 1 is that records may not be available to implement. It is a very poor & illogical argument to deprive pensioners of their legitimate right. Service record of an employee is permanent in nature & cannot be destroyed without specific permission under specific circumstances. In case for any reason if anyone’s service record is missing it can always be reconstructed with the help of PPO, various other records with the departments & with the employee/pensioner. In 100% cases PPOs are available, in 95% cases all other records too are available. Pensioners too are having authentic records required for the purpose.

NOTE: Based on the recommendations of 7th CPC vide Para 10.1.67 of its Report, an ALL-IN ONE table for pension has been prepared from where the likely pension can be determined easily.

The table covers all the 5th CPC scales from S 4 to S 29 (except S 6) grouped in 4 PBs after 6th CPC.

These have been assigned Levels 1 to 14 in the matrix table by 7th CPC.

The table also gives pension for pensioners falling in 3 age groups i.e. upto 80 years and with additional pension @ 20% and 30% after the age of 80 and 85 respectively.

Since the pension as per option 2 may take time, the pension as per option 1 (with a factor of 2.57) may be paid in the first instance as an interim measure.

Pension as per option-1 is to be calculated on the basis of pension as fixed after 6th CPC. This being different for pensioners retiring from the same scale, the figures in the table under option -1 are according to the minimum revised basic pension as per DOP OM dated 30-7-2015. The Pension is to be finally fixed at the higher of the two Options.

In some levels like levels 6, 10, 11, 12, 13 and 14, there is no common min revised pension as per 6th CPC (differing with each scale though GP is same). The table can accommodate only one figure. Therefore, in such cases lowest of the figure has been taken as representative of the respective level.

आज दिनांक ०३-०७-१६ को सक्षम अधिकारी की अनुमति से पूर्व निर्धारित कार्यक्रम के अनुसार बस स्टेशन गोंडा उप डाकघर में अखिल भारतीय डाक कर्मचारी संघ ग्रुप सी की कार्यकारिणी की बैठक की गयी |  कार्यक्रम की अध्यक्षता श्री जनार्दन प्रसाद दिवेदी कार्यकारी अध्यक्ष गोंडा मंडल के द्वारा की गयी |  सातवे वेतन आयोग की मंजूरी के सम्बन्ध में सभी को बताया गया | सभी को यह बताया गया की दिनांक १९-११-१५ को वेतन आयोग की संस्तुतियो के बाद ही नेशनल फेडरेशन ऑफ़ पोस्टल एम्प्लाइज, कन्फ़ेडरेशन और नेशनल जॉइंट काउंसेल ऑफ़ एक्शन ने इसकी प्रतिकूल संस्तुतियो के कारण इसे कर्मचारी विरोधी करार दिया | सातवे वेतन आयोग के गठन से लेकर दिनांक   24 जून २०१६ तक के संघर्षों पर प्रकाश डाला गया| सभी कर्मचारियों को यह बताया गया की अफवाहों से दूर रहे और NJCA की हड़ताल को सफल बनाने के लिए प्रतिबद्ध कराया गया. मंडलीय संघ के अनुभवी नेता श्री बी डी मिश्र ने सभी को कामरेड बाबू तारापदा मुखर्जी की याद दिलाते हुए कहा की सरकार को यह जान लेना चाहिए की Workers are not beggars. संघ ने हमेशा के हितो के लिए संघर्ष किया है और जो हमें मिला है वह संघर्षो एवं बलिदान के देन है | श्री आनंद शंकर मिश्र ने कहा की सातवा वेतन आयोग महज एक छलावा है और आकड़ो की जादूगरी है| वेतन आयोग की मंजूरी पर तंज कसते हुए श्री राजा राम मि श्र मंडलीय सचिव पी ४ ने कहा की यह तो सान्तावना वेतन आयोग है हम संघर्ष करके न्यूनतम वेतन और फिटमेंट फैक्टर को परिवर्तित कराने में सफल होंगे बस संगठित होकर के हड़ताल को सफल बनाना है | हड़ताल को सफल बनाने के लिए पोस्टर जारी किया गया तथा सामंजस्य के लिए क्षेत्रवार समिति का गठन किया  गया |
