(a) whether any proposal is pending with Government to increase the income limit for OBC non-Creamy Layer (OBCNCL) from existing 6 lakhs per annum to 8 lakhs per annum; and
(b) if so, the details thereof and if not, the reasons therefor?

ANSWER

(a): A proposal to enhance the income ceiling for Other Backward Classes non-Creamy Layer, is presently under consideration of the Government.

(b): The income criterion among creamy layer for Other Backward Classes was first notified at Rs. 1.00 lakh per annum in September, 1993. This was enhanced to Rs. 2.5 lakh in March, 2004 and thereafter to Rs. 4.5 lakh in October, 2008 and Rs. 6.00 lakh in May, 2013. The National Commission for Backward Classes has recommended in 2015 modifications in the various factors for determining of Creamy Layer among OBCs, including enhancement of present limit. The matter has been examined in the Ministry of Social Justice & Empowerment in consultation with other Ministries/Departments concerned, for taking a view on the enhancement of income ceiling. The level of enhancement and the revised income ceiling will be notified by the Government in due course, after approval of the Cabinet.

Unions reaction on FM's answer in Parliament - not convincing

Though Central employees have been very much disappointed regarding FM's answer in Rajya Sabha about consideration of multiplication factor of seventh CPC fitment formula, Unionleaders tried to dilute the matter. They tried to justify the answer describing "technicality" and promised to discuss the matter. Secretary, Confederation also warned to revive the deferred strike if Govt. retreat from it promise.


"Regarding increasing of the multiplication factor, the FinanceMinister replied that:
“no such proposal is under consideration of the Government, at present’
The assurance given to the NJCA leaders by the Group of Ministers (including Finance Minister) on 30-06-2016 is that enhancement in minimum pay and fitment factor (multiplication factor) will be considered favourably by the Government, once the proposal in this regard is submitted to Government by the proposed “High Level Committee” within four months. Hence, the matter will come for the “consideration” of the Govt. only after submission of the report by the High Level Committee.

In that sense, technically, the reply of the Finance Minister that “at present” there is no such proposal under consideration of the Government, may not be taken in a different manner and we need not jump into the conclusion that multiplication factor will not be increased.

However, giving due importance to the concerns expressed by many of our comrades and grass-root level leaders, the NJCA will discuss this issue shortly and take appropriate decision. NJCA is keenly observing the move of the Govt. and any going back from the assurances given by the Group of Ministers or any betrayal of 33 lakhs Central Govt. Employees and 40 lakhs pensioners by the NDA Govt., shall result in revival of the deferred strike by the NJCA and Government will be solely responsible for all consequences."

  • Generally many of us want to know the number of accounts available for a particular BO.
  • In DOP Finacle also there is a procedure to inquire the number of live accounts available for a particular BO.
  • In general we have SB,RD,TD and SSA accounts in BO's in DOP.
  • In DOP Finacle each BO is given a code during migration which can be inquired in modification after verification menus such as CASBAM,CRDACM,CPPFAM and CMISAM etc for SB,RD,SSA and TD schemes respectively.
  • The step by step procedure to inquire the number of accounts scheme wise and also BO-wise is mentioned in detailed in the below mentioned procedure.

Step by Step Procedure to Inquire BO Live Accounts

  1. Invoke HACSP menu.
  2. Enter the Sol ID, Scheme code, Open Date (Low), Open Date (High), Free Code No. and Free Codes fields as specified in the below screenshot.
  3. Sol ID for which the BO’s are applicable and account list is required.
  4. Scheme Code is SBGEN or RDIPN, since generally in BO’s only SB and RD accounts are available.
  5. Open Date (Low) and Open Date (High) are the account opening date’s. All the accounts which are opened in this Date Range will be listed.
  6. BO details are available in the Free Code 10 field in GAC table and hence 10 should be entered in the Free Code No field.
  7. In Free Codes field, enter the actual BO code and select from the searcher also.
  8. After entering all these details click on Submit.
  9. All the accounts for the specified criteria will be displayed. 
  • Then click on submit then the system will show the list of accounts available for the selected scheme which can be seen in the below screen shot as shown


From the above screen one can observe total number of accounts selected are 234 which means 234 live accounts are available in our example.
Note :- Most of the times we are facing Could not get response from server error whil;e trying to generate the BO accounts report in HACSP. This is due to slowness in server. Wait for sometime and try again later.

All of you know that Government approved the recommendations of 7th CPC without any change in Cabinet Meeting on 29.06.2016. But Government did not pay heed to resolve the objections raised by the federations affiliated to BMS.


On the call of GENC we extended our moral support to indefinite strike proposed by NJCA which was scheduled to commence on 11 July 2016. But NJCA deceived the employees and called off the strike without any genuine settlement. NJCA proved itself incapable to get the problems of employees redressed and bowed before pressure exerted by Government.

Since neither any anomaly of earlier pay commissions has been resolved nor any demand related to 7th CPC has been accepted so far. In such situation GENC has decided to lead and conduct a humongous rally at Parliament in Delhi on 29 Aug 2016 to get resolved issues related to 7th CPC. Being a constituent of GENC this federation has also decided to be part of it to exert pressure on Government to redress the anomalies and settle the genuine demands made by us.

Therefore, you are requested to take part in the rally with massive number of supporters. The venue of Rally is Jantar Mantar and the programme is scheduled from 10 am to 3 pm. All the arrangements related to accommodation and lodging should be made by union itself.

नई दिल्ली: सातवें वेतन आयोग की सिफारिशों को सरकार द्वारा स्वीकार किए जाने के बाद 25 दिन बीत गए हैं लेकिन अभी भी करीब 47 लाख केंद्रीय कर्मचारियों और करीब 53 लाख पेंशनधारियों में इसे लेकर तमाम सवाल बने हुए हैं।

कई ऐसे सवाल हैं जिनके जवाब का सभी को इंतजार है। सभी श्रेणियों के कर्मचारियों के मन में वास्तविक बढ़ोतरी को लेकर असमंजस की स्थिति बनी हुई है। इस सबके पीछे तृतीय और चतुर्थ श्रेणियों के कर्मचारियों की हड़ताल की धमकी के बाद सरकार द्वारा न्यूनतम वेतनमान बढ़ाने की मांग को स्वीकार कर करीब 33 लाख कर्मचारियों को लिखित में आश्वासन देना है। सरकार ने इसके लिए एक समिति के गठन की बात भी कही जो चार महीनों में सभी संबंधित पक्षों से बात करके अपनी रिपोर्ट देगी। इस रिपोर्ट के आधार पर सरकार न्यूनतम वेतनमान को बढ़ाने का फैसला लेगी।

न्यूनतम वेतनमान बढ़ाने की मांग के चलते अब क्लास वन और क्लास टू श्रेणी के केंद्रीय कर्मचारियों में भी इस वेतन आयोग की सिफारिशों को लेकर हुए वास्तविक बढ़त को लेकर तमाम प्रश्न हैं। सभी लोगों को अब इस बात का इंतजार है कि सरकार कौन से फॉर्मूले के तहत यह मांग स्वीकार करेगी। सभी अधिकारियों को अब इस बात का बेसब्री से इंतजार है। ऐसे में कई अधिकारियों का कहना है कि हो सकता है कि न्यूनतम वेतन बढ़ाए जाने की स्थिति में इसका असर नीचे से लेकर ऊतर के सभी वर्गों के वेतनमान में होगा। कुछ अधिकारी यह उम्मीद लगाए बैठे हैं कि हो सकता है कि इससे वेतन आयोग की सिफारिशों से ज्यादा बढ़ोतरी हो जाए। ऐसा होने की स्थिति में सरकार पर केंद्रीय कर्मचारियों को वेतन देने के मद में काफी फंड की व्यवस्था करनी पड़ेगी और इससे सरकार पर अतिरिक्त बोझ पड़ेगा।

वहीं, कुछ अन्य अधिकारियों का यह भी मानना है कि सरकार न्यूनतम वेतनमान बढ़ाए जाने की स्थिति में कोई ऐसा रास्ता निकाल लाए जिससे सरकार पर वेतन देने को लेकर कुछ कम बोझ पड़े। कुछ लोगों का कहना है कि सरकार न्यूनतम वेतनमान में ज्यादा बढ़ोतरी न करते हुए दो-या तीन इंक्रीमेंट सीधे लागू कर दे जिससे न्यूनतम वेतन अपने आप में बढ़ जाएगा और सरकार को नीचे की श्रेणी के कर्मचारियों को ही ज्यादा वेतन देकर कम खर्चे में एक रास्ता मिल जाएगा।

सवाल उठता है कि क्या हड़ताल पर जाने की धमकी देने वाले कर्मचारी संगठन और नेता किस बात को स्वीकार करेंगे।

सारी स्थिति तभी साफ हो सकती है जब केंद्र सरकार की ओर से वेतन आयोग के स्वीकारने के संबंध में गजट नोटिफिकेशन जारी हो। इस नोटिफिकेशन के बाद कई केंद्रीय कर्मचारियों को सही स्थिति के बारे में जानकारी प्राप्त होगी। सूत्रों के मुताबिक गुरुवार तक सरकार की ओर से इस बारे में कोई नोटिफिकेशन जारी नहीं किया गया था। कहा जा रहा है कि एक दो दिन में यह नोटिफिकेशन जारी हो जाएगा। बता दें कि यह बात पिछले करीब 10 दिनों से कही जा रही है कि एक दो दिन में नोटिफिकेशन जारी हो जाएगा। सभी कर्मचारियों को इस नोटिफिकेशन का बेसब्री से इंतजार है। यही सबसे महत्वपूर्ण नोटिफिकेशन है।

सूत्रों से मिली जानकारी के मुताबिक गजेट नोटिफिकेशन के लिए तैयार प्रारूप वित्तमंत्रालय से कानून मंत्रालय का रास्ता तय कर सीएजी के पास जा चुका है। आशा थी कि शुक्रवार को प्रारूप वहां से वापस वित्तमंत्रालय पहुंच जाएगा, लेकिन शाम को सूत्रों से मिली जानकारी के अनुसार ऐसा नहीं हुआ और एक बार फिर कर्मचारियों के हाथ में इंतजार के पल ही आए हैं।

इसके अलावा सातवें वेतन आयोग की रिपोर्ट के लागू करने के साथ उठे कुछ विरोध के स्वरों को शांत करने के लिए समिति बनाए जाने की घोषणा के बाद अभी सभी की ऑफिशियल नोटिफिकेशन जारी होनी है। बता दें कि अब तक सातवें वेतन आयोग की सिफारिशों को लेकर उठे सवालों के समाधान के लिए सरकार की ओर से तीन समितियों के गठन का ऐलान किया गया है। इस भी समितियों के लिए सरकार की ओर से ऑफिशियल नोटिफिकेशन अलग-अलग जारी होगा। यानी जब नोटिफिकेशन जारी होगा उसके बाद संबंधित विषय और पक्षों से सरकार के प्रतिनिधि बात करेंगे और तब जाकर कोई समाधान निकलेगा और उसके बाद वह लागू होगा।

जानकारी के अनुसार सरकार की ओर से सातवें वेतन आयोग की रिपोर्ट में अलाउंस को लेकर हुए विवाद से जुड़ी एक समिति बनाई जाएगी। दूसरी समिति पेंशन को लेकर बनाई जाएगी और तीसरी समिति वेतनमान में कथित विसंगतियों को लेकर बनाई जाएगी। इस बारे में कर्मचारी यूनियनों के संयुक्त संगठन एनजेसीए के संयोजक शिव गोपाल मिश्रा ने एनडीटीवी को बताया कि तृतीय और चतुर्थ श्रेणियों के कर्मचारियों के न्यूनतम वेतनमान का मुद्दा भी इस तीसरी समिति का पास रहेगा। यही समिति न्यूनतम वेतनमान को बढ़ाने की मांग करने वाले कर्मचारी संगठनों से बात करेगी।

After the Cabinet approval, the Finance Minister tweeted, “Congratulations to central government officers, employees & pensioners on a historic rise in their salary & allowances through the 7th Pay Commission.”

The Central Government Employees were dismayed by this tweet and wondered how it was described as historic rise. There are so many hidden facts in the cabinet approval for implementation of 7th Pay Commission recommendations.

  1. What did the Empowered Committee of secretaries do in Sixth months and what did they recommend? There was nothing mentioned about the report of this committee submitted to Cabinet and Whether the cabinet considered the ECoS recommendations or not.
  2. This is the first time in the Pay Commission History that Pay Commission recommendation are going to be implemented in staggered manner. Only Basic Pay alone will be revised. All other Allowances will be revised after four months.
  3. After second Pay Commission, this is the lowest hike recommended in Pay Scale. Just 14.27%. 30% hike is expected invariably by all cg employees.
  4. This is the first time the central government employees are not so excited about the Hike recommended in 7th pay Commission and its Implementation. The reasons are, Very Minimal hike and Implementation of Allowances is deferred.
  5. There was an anomaly in sixth pay Commission in granting Annual Increment for the New entrant. If the Govt Servants recruited in the first six months of the year from January 2nd to June 30th, the Annual Increment will be granted on 1st July of next year (i.e after 13 to 18 Months ) .This anomaly is also not addressed by 7th Pay Commission.
  6. To address this issue, NCJCM proposed Two Increment dates i.e on 1st January and 1st July . This is not considered by Govt.
  7. The Sixth CPC has recommended to grant MACP on Grade Pay Hierarchy. Many Court Cases are won by Govt servants in favour of granting MACP on Promotional hierarchy. But this issue also not considered by Govt and 7th Pay Commission.
  8. The Central Government Employees were shocked by the recommendation of reducing the Rates of HRA to 24%, 16% and 8%. Adding further fuel to the fire, the reduced allowances are also not implemented with immediate effect.
  9. The Cabinet also decided not to accept the steep hike in monthly contribution towards Central Government Employees Group Insurance Scheme (CGEGIS) recommended by the Commission. But the CG Employees welcomed the Pay Commission recommendation in CGEGIES, as it is providing high risk cover. But it is turn down by Government.
  10. The only positive fact in 7th Pay Commission Recommendation is its PAY MATRIX. In Sixth Pay Commission, there was disparity in Pay fixation for promotes and new Entrants. The Entry Pay fixed for particular Grade to the New Recruits is higher than the Pay fixed for the Govt Servants promoted to that same Grade. This issue is somehow addressed in 7th Pay Commission by fixing Entry Pay for all Levels in New Pay Matrix.

(a) the total number of Gramin Dak Sevaks proposed to be recruited in Jharkhand and in the country during the financial year 2016-17;

(b) the action being taken against agents who are allegedly collecting large sums of money from people with the promise of facilitating appointments as Gramin Dak Sevaks in Jharkhand; and

(c) the steps being taken to ensure a transparent and non-discretionary system of recruitment of Gramin Dak Sevaks?

(a) Circle-wise requisite information is attached as “Annexure-I”. However, 391 Gramin Dak Sevaks are proposed to be recruited in Jharkhand, and 31361 Gramin Dak Sevaks, in total, in the country during Financial Year 2016-2017.

(b) As per the information received from office of Chief Postmaster General, Jharkhand Circle, Ranchi; “No such case has come to notice”.

(c) Selection process is done through open notification duly following the provisions of Recruitment Rules for Gramin Dak Sevaks issued by the Directorate from time to time to ensure transparency and non-discretion in the process of recruitment of GDS.

'Kabali' gets a special cover from the postal department

Kabali mania is at its peak!


After Kabali special aircraft, the department of posts is also bringing out a special initiative on behalf of the Rajinikanth-starrer.

The Department of Posts will bring out a ‘Special Carried Cover’ to mark the special aircraft that will fly fans from Bengaluru to Chennai on Friday.

The Karnataka Postal Circle and Chennai City Region of the department have joined hands with Air Asia for the initiative.

The special covers, which are usually described as ‘philatelists’ delight’, from the Postmaster General, Bengaluru will be addressed to the Postmaster General Chennai City Region. They will bear the postmarks of Bengaluru and Chennai airport post offices.

Whenever a new flight is launched, some special covers are also transported on it and they have their own philatelic value. The Air Asia aircraft is the first cine flight in the country flying exclusively between Bengaluru and Chennai to help fans watch the first day, morning show. That makes the carried cover more memorable.

The limited edition of these covers on the special flight on July 22 will be subsequently available for sale at Philatelic Bureau Bengaluru GPO and Anna Road Head Post Office, Chennai.

Postal Department to outsource work, appoint agents

The Department of Posts has, for the first time, decided to outsource pick-up, booking and delivery of speed post, registered post, including parcels and business and express parcels and appoint private postal agents on a commission basis. The new scheme will be launched on July 25.
The Senior Superintendent of Post Offices of Kalaburagi Division has said that this is being done in view of the growing e-commerce market and to effectively meet business opportunities for India Post.
The Postal Department has invited applications for outsourcing these services. Application forms are available at the office of the Senior Superintendent of Post Offices in Kalaburagi city. A walk-in interview will be conducted on July 23 for the selection of agents.

The minimum educational qualification for the agents was SSLC pass. Applicants must be computer-literate.

Family members of the serving postal employees are not eligible to take up work in the same division that their relatives were employed in.

  • Most often we will get the error "Deposit not allowed for INVALID accounts" when we try to deposit for SSA or PPF account using the menu CPDTM.
  • The error screen shot will be as shown in the below figure.

  • From the above screen shot it is clear that system thrown the said error.

Reason:

  • The above error will occur mainly when the account is frozen i..e, by default PPF and SSA accounts are in Debit freeze condition.
  • But when the account is in Total freeze condition then the above error occurs whil accepting the deposit for SSA or PPF accounts.

Solution:

  1. In Supervisor Login --- Use the menu HAFSM and select the function as Unfreeze,enter the account number and submit.
  2. In the next step in another Supervisor Login--- Use the menu HAFSM, select the function as Verify and submit the modification done in the supervisor.
  3. Again in the next step in Supervisor Login ---- Use the menu HAFSM, select the function as Freeze, enter the account number and then debit freeze the account.
  4. Finally in another Supervisor Login --- Use the menu HAFSM---Verify the modification done in the supervisor.

SC/ST quota for job promotion: SC seeks Centre's response

The Supreme Court has issued notice to the Centre on a plea alleging that it has failed to adhere to its earlier order of maintaining status quo with regard to reservation in job promotion for Schedule Castes and Schedule Tribes.

The order was passed by a bench comprising Justices J Chelameswar and A M Sapre.

The apex court had on February 3, 2015 ordered status quo in job promotion for SCs/STs on the basis of quota and had clubbed several special leave petitions filed by various central government departments, including Income Tax department and Indian Railways.

A plea seeking initiation of contempt proceedings filed by NGO Samta Andolan Samiti through its president Parashar Narayan Sharma has alleged that despite the status quo order of the court, the central government has failed to implement it and several promotion orders for various posts in all cadres were issued.

The apex court had earlier this year has held that Scheduled Caste and Scheduled Tribe members cannot claim quota as a right in government job promotion, as the State was not constitutionally obliged to give preferential treatment to any community in promotion.

It had said that the government was not bound by any constitutional provision to frame a policy for reservation in promotion and the court could not order making reservation in promotion mandatory.

Referring to Articles 16(4), 16(4-A) and 16(4-B) of the Constitution mandating socially affirmative action to help disadvantaged groups, the apex court had said the State was not bound to make reservation for SCs/STs in promotion.

It had said the provisions allowed the government to exercise discretion and provide for reservation only after collecting quantifiable data showing backwardness of a class and inadequacy of their representation in public employment.

Article 16(4-A) provides that nothing shall prevent the State from making any provision for reservation in matters of promotion, with consequential seniority, to any class or classes of posts in the services in favour of SCs and STs which, in the opinion of the State, were not adequately represented.

New application process to fast track the allotment of PAN and TAN

For fast tracking the allotment of PAN and TAN to company applicants, Digital Signature Certificate(DSC) based application procedure has been introduced on the portals of PAN service providers M/s NSDL eGov and M/s UTIITSL. Under the new process PAN and TAN will be allotted within one day after completion of valid on-line application. 

Similarly, a new Aadhaar e-Signature based application process for Individual PAN applicants has been made available on the portals of PAN service providers M/s NSDL eGov.

The URL links for the above applications are available in ‘important links’ on the homepage of the departmental website ‘incometaxindia.gov.in’.

Introduction of Aadhaar based e-Signature through M/s NSDL eGov in PAN application not only ensures paperless hassle free PAN application process but also seeding of Aadhaar in PAN which will curb the problem of duplicate PAN to a great extent.

Changes In Tatkal Booking System and Waitlist System in Indian Railways


Following changes have been made in recent past, in Tatkal scheme & waiting list system in general reservation:-

(i) With effect from 15.06.2015, timings of booking of Tatkal accommodation in Air-conditioned and non-Air-conditioned classes were staggered to 1000 hours and 1100 hours respectively on the previous day of journey from train originating station.
(ii) With effect from 25.12.2015, minimum and maximum Tatkal charges were revised.
(iii) Instructions have been issued to Zonal Railways to fix Tatkal quota upto a maximum of 30% of capacity of coach depending on the utilization of this quota during the last six month period. Instructions have also been issued to review this quota preferably twice a year.
(iv) With effect from 07.10.2015, the ratio of updation of Tatkal waiting list against cancellation of confirmed general accommodation, which was earlier 1:1, has been revised to 1 (General) : 2 (Tatkal).
(v) For waiting list limit in general reservation, although no change has been made in current waiting list limit, instructions have been issued to zonal Railways to define adequate waiting list limit so that no inconvenience is caused to the passengers in obtaining waiting list tickets against Pooled quota and remote quota.
