Placing details of current/earlier CPIOs/FAAs on websites of Public Authorities - regarding.

Subject:Placing details of current / earlier CPlOs / FAAs on the websites of Public Authorities -regarding. 
Sub-section 4(1) (b) of the RTI Act, 2005 lays down the items of information which should be disclosed by Public Authorities on proactive basis. Section 4(2) and section 4(3) prescribe the method of dissemination of this information. The purpose of suo motu disclosures under section 4 is to place a large amount of information in public domain on a proactive basis to make the functioning of the Public Authorities more transparent and also to reduce the need for tiling individual RTI applications. 


2. In order to enhance quality and quantity of information disclosed by public authorities on proactive basis, Government issued O.M.s dated 15.04.2013, 21.10.2014 and 29.06.2015 recommending thereby more items to be disclosed by public authorities on proactive basis and get the proactive disclosure audited. 


3. One of the items to be disclosed proactively by the public authorities under Section 4(1)(b) pertains to the names, designations and other particulars of the Public Information Officers and its updation on yearly basis. It has been observed that in some of the public authorities, there are frequent changes at the level of the Central Public information Officers (CPlOs) and First Appellate Authorities (FAAs). During updation of the names and designations of the CPIOs / FAAs, the public authorities remove the names and designations of the earlier ones from their website. In the absence of complete details (name and designation etc.) of the CPIO concerned at the relevant time, the Central information Commission while adjudicating second appeals faces difficulty in proceeding with the matter to afford reasonable opportunity of hearing to CPIO, which delays disposal of the cases. 


4. In order to avoid any hardship to CPIOs/FAAs, all the Public Authorities are requested to put on their website the details of all such officers designated during different periods, beginning from 1St January, 2015 till date and keep it updating from time to time.

Right To Information (RTI) Act 2005

The Right to Information Act (RTI) is an Act of the Parliament of India "to provide for setting out the practical regime of right to information for citizens" and replaces the erstwhile Freedom of information Act, 2002. Under the provisions of the Act, any citizen may request information from a "public authority" (a body of Government or "instrumentality of State") which is required to reply expeditiously or within thirty days. The Act also requires every public authority to computerize their records for wide dissemination and to proactively certain categories of information so that the citizens need minimum recourse to request for information formally. This law was passed by Parliament on 15 June 2005 and came fully into force on 12 October 2005. The first application was given to a Pune police station. Information disclosure in India was restricted by the Official Secrets Act 1923 and various other special laws, which the new RTI Act relaxes. It codifies a fundamental right of citizens.

An Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto.

Whereas the Constitution of India has established democratic Republic;
And whereas democracy requires an informed citizenry and transparency of information which are vital to its functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed;
And whereas revelation of information in actual practice is likely to conflict with other public interests including efficient operations of the Governments, optimum use of limited fiscal resources and the preservation of confidentiality of sensitive information;
And whereas it is necessary to harmonise these conflicting interests while preserving the paramountcy of the democratic ideal;
Now, therefore, it is expedient to provide for furnishing certain information to citizens who desire to have it.

Be it enacted by Parliament in the Fifty-sixth Year of the Republic of India as follows:—

You can stop WhatsApp from sharing your phone number with Facebook

Hyper-popular messaging app WhatsApp announced yesterday that it would start sharing some user data — including your phone number — with parent company Facebook. The two companies say the new policy will help you find friends and "improve your Facebook ads and products experiences," but it will also give businesses a new avenue to reach potential customers, with WhatsApp describing situations where banks and airlines will use your phone number to get in touch about fraudulent payments or delayed flights.
WhatsApp has promised that it won't sell or share that number with advertisers, but if you still balk at the idea of putting your phone number where a legion of hungry brands could potentially see it, you're in luck — you've still got a chance to stop WhatsApp from handing Facebook this new data if you act fast. There are two methods, as Motherboard notes, but the first has to be done before you accept the messaging app's new terms of service. Rather than clicking "agree" blindly, press the smaller "read more" option below, and uncheck the box that reads "Share my WhatsApp account information with Facebook..."

Don't worry if you've already accepted those new terms, however — you've still got 30 days to opt out. Head to the app's settings menu, and then press the account tab. From there, you can uncheck the box reading "Share my account info" to stop providing Facebook with your user data.

e-Monitoring of letter boxes clearance in Jodhpur through the 'Nanyatha' software

JODHPUR: The postal department has introduced the electronic monitoring technology for letter box clearance through the 'Nanyatha' software developed by the postal department.

The programme helps to know the status of letters dropped in the box and functioning of the delivery system in the postal network through internet.

Krishna Kumar Yadav, director of postal services, Rajasthan Western Region, Jodhpur, launched the software in Jodhpur on Saturday which is aimed at monitoring the clearance of letter boxes installed at various locations. "This application helps in uploading information about the location of letter box, date and time of clearance and total number of letters, when the barcode is scanned using a smartphone," said Yadav.

"Each letter box is assigned a unique barcode consisting of a pincode followed by a 12-digit serial number. After getting the location, letter box attendant opens it, counts the number of letters inside, and scans the barcode through mobile by using the installed Android app. Then the attendant writes his/her name and the number of articles cleared through the app on the smartphone, which gets uploaded on the server," said Yadav.

This software also facilitates the public to know the status of letter which is posted in a particular letter box.

Customers, by just a click of mouse, can know whether their letters have been collected from the letter box or not. It is also possible to know the date, time and name of the postman who cleared the letters.

Yadav said that the application will be first introduced in Jodhpur city and will be spread to entire region gradually.

In first phase, 22 letter boxes under the control of Jodhpur head post office will be covered in this scheme.

Souvenirs from tribal areas of MP at Post Shoppe soon

BHOPAL: After successfully facilitating sale of Gangajal from Gangotri over the counter at post offices, India Post will now launch its Post Shoppe at one of its Bhopal centre soon. Post Shoppe will have handlooms and souvenirs from tribal and other areas of Madhya Pradesh, which people can pick at reasonable rate and sending parcels to loved ones.
This initiative has already been a success in other states, where along with souvenirs and unique tribal handicraft, post offices are also providing stationery, customised philatelic and goodies at these one-stop centres. These states include Punjab, Kerala and Maharashtra.

Philately frames, stamp albums, picture postcards, first-day envelopes, T-shirts, books and other gifts could be seen here. Confirming the development, D C Bhavsar, senior superintendent of Bhopal Postal division said, "We are looking for a suitable place and it will soon be established in one of the post offices. This is a long-awaited project and will help customers get these items under one roof.

They may buy it for themselves or send it to their near and dear ones on the spot." The idea of selling Gangajal was introduced in most of Post Shoppes across different states, but as Bhopal didn't have one it was made available on special counter. Now, officials are expecting a good response to Post Shoppe too. In Bhopal, in a month, almost 171 bottles of Gangajal were sold and the demand has been rising with each passing day.

OFFICE MEMORANDUM.
Subject : Extension of benefits of ‘Retirement Gratuity and Death Gratuity’ to the Central Government employees covered by new Defined Contribution Pension System (National Pension System) — regarding.
The undersigned is directed to say that the pension of the Government servants appointed on or after 1.1.2004 is regulated by the new Defined Contribution Pension System (known as National Pension System), notified by the Ministry of Finance (Department of Economic Affairs) vide their 0.M No. 5/7/2003-ECB & PR dated 22.12.2003. Orders were issued for payment of gratuity on provisional basis in respect of employees covered under National Pension System on their retirement from Government service on invalidation or death in service, vide this Department’s OM No. 38/41/2006- P&PW(A) dated 5.5.2009.

2. The issue of grant of gratuity in respect of government employees covered by the National Pension System has been under consideration of the Government. It has been decided that the government employees covered by National Pension System shall be eligible for benefit of ‘Retirement gratuity and Death gratuity’ on the same terms and conditions, as are applicable to employees covered by Central Civil Service (Pension) Rule,1972.

3. These orders issue with the concurrence of Ministry of Finance, Department of Expenditure, vide their I.D. Note No. 1(4)/EV/2006-II dated 29.07.2016.

4. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue after consultation with Comptroller and Auditor General of India.

5. These orders will be applicable to those Central Civil Government employees who joined Government service on or after 1.1.2004 and are covered by National Pension System and will take effect from the same date i.e. 1.1.2004.

PM Narendra Modi announces task force to prepare India for next three Olympics

New Delhi: With India getting only two medals in the Rio Olympics, Prime Minister Narendra Modi on Friday announced the decision to set up a task force to prepare a comprehensive action plan for effective participation in the next three Olympics.


According to the announcement made by Modi at the meeting of Council of Ministers here, the Task Force comprising experts will be set up over the next few days.

"The task force will be set up to prepare a comprehensive action plan for effective participation of Indian sports persons in the next three Olympic games 2020, 2024 and 2028," a PMO statement said.
"The task force will prepare overall strategy for sports facility, training, selection procedure and other related matters," it said.
It said the task force will comprise members who are in-house experts as well as those from outside.

The next Olympic Games will be held in Tokyo in 2020.

The decision to set up the task force comes against the backdrop of India's dismal performance in Rio Olympics as the country won only one silver (PV Sindhu in badminton) and one bronze (Sakshi Malik in wrestling) even after sending its biggest contingent of 118 athletes.

India finished 67th in the medal tally.
