7th Pay Commission Enhanced Incentives Proposed for CG Employees Acquiring Higher Qualification

7th Pay Commission - Enhanced Incentives Proposed for CG Employees Acquiring Higher Qualification

The 7th Pay Commission may have recommended abolition of 51 allowances, and subsuming 37 others after examining 196 allowances. The final decision however rests with the Centre. While this may cause concern among Central government staffs, there are some surprises in store for the employees.

The 7th pay commission has not only accepted the demand for retaining some of the allowances, but has also enhanced the amount in its recommendations.
For instance, incentives paid to Central government employees for acquiring higher qualifications. The 7th pay commission has proposed a steep hike to staff from the amount currently payable - ranging from Rs 2,000 to Rs 10,000, subject to caveats and existing norms governing such payments.

“The Commission appreciates the need to encourage acquiring of higher qualifications. At the same time, it is important that the knowledge so acquired is directly relevant to the scope of the employee’s occupation,” it said in its voluminous report submitted to the Indian government on November 19, 2015.

However, the 7th pay commission refused to bring the incentives on par with those payable to defence personnel, saying it was not feasible "in view of the different service conditions, mode of recruitment and other factors."
Pay upgrade proposed for Russian translators

Russia was the flavour of the week gone by, with India signing a slew of defence deals during the recent BRICS summit held in Goa last week. But Russian translators were of the view that they were not being paid adequately despite being assigned responsibilities similar to those engaged in translation of other languages.

"The cadre of Russian translators in Integrated Headquarters of MOD (Navy) has contended that they have the same entry level qualification and nature of duties as translators of other languages in the same office, but are placed in a lower pay scale," the CPC said, analysing their grievances.

Studying the job profiles of Russian translators and those of their Chinese, Sinhalese and Push to counterparts, the pay panel came to the view that they deserved an upgrade in their pay band.

"The Commission finds merit in their demand for upgrade and accordingly recommends that Russian Translation Officers should be upgraded from the existing GP 4600 to GP 5400 (PB-3). Similarly, Russian Senior Translation officers should be upgraded from existing GP 5400 (PB-3) to GP 6600 and Russian Editors from existing GP 6600 to GP 7600," the Commission recommended.

Clarification for warning message while opening BO accounts in DOP Finacle

  • When we are opening BO accounts in DOP Finacle in SO/HO now we are getting the warning message “RICT Unique number is not entered. Do you want to proceed”
  • This is only warning message and the root cause of the message is due to deployment of new patch in the production server.
Please find below the details of the patch which was deployed in production server.
The field RICT unique number is for entering the unique number generated in RICT device while opening of new accounts (SB / RD / TD). So, while opening new accounts, if BO is selected, then the warning message you have mentioned will be displayed and the offices can skip this by selection YES option if RSI FSI rollout has not happened.
  • This information may be forwarded to all the SOL's at the earliest possible
  • In future after implementation of RICT while opening the BO accounts in SO/HO we need to enter the unique number generated in RICT device at BO level.

Note :-

In Finacle we generally get the 3 different kind of messages in general while doing finacle operations they are mentioned below.
  • Warning message
  • Exception message
  • Error message
Generally warning message code will start with 'W'
Exception message code will start with'ED'
Error message code will start with'E'.
  • In DOP generally we can ignore warning and exceptions in general and we can proceed the transaction even system will allow to proceed the transactions.
  • But when we get Error message the system will not allow to proceed further as this will occur when we perform the transaction against the DOP rulings or if there is any issue in the system.
  • Hence if there is any error message immediately report to the respective CPC with latest error screen shots and detailed description for the solution.

New Delhi: The Cabinet is likely to consider in the next meeting a proposal to give 2 per cent dearness allowance (DA), which if cleared will potentially benefit over one crore government employees and pensioners.

“The proposal to give two percentage dearness allowance is likely to be taken up by the Cabinet in the next meeting,” a source said.

Earlier in April, the government had hiked DA by 6 percent to 125 percent of their basic pay with effect from January. DA is paid as proportion of the basic pay.
The 7th Pay Commission recommended the merging of 125 percent dearness allowance into the basic pay, so the government will give 2 percent dearness allowance.

The 7th Pay commission recommended new basic pay, based on the Consumer Price Index 261.42, its effective date in January this year, while the 6th Pay commission had recommended the basic pay based on the Consumer Price Index 115.76 in January 2006.

The proposed hike in DA is in accordance with the accepted formula based on the recommendations of the 6th Pay Commission as the 7th Pay Commission recommended to go for ditto in this regard.

As per practice, the government uses average Consumer Price Index- Industrial Workers ( CPI-IW) data of the past 12 months to arrive at a quantum for the purpose of any DA hike.

The proposed DA will take effect from July 1. As per the agreed formula, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2015 to June 30, 2016.

Average rate of Consumer Price Index-Industrial Labour from July 2015 to June, 2016 was 2.90 per cent. Thus, the government is likely to give dearness allowance (DA) by 2 per cent, which will benefit 48 lakh government employees and 52 lakh pensioners.

Moreover, The 4.8 million central government employees and 5.2 million pensioners got theirs arrears of basic pay and pension arising from implementation of the 7th Pay Commission recommendations in one go in August salaries and pension respectively.

From next year, MGNREGS workers to get wages via Post Payments Bank

With the opening of Post Payments Bank at the post offices next year, the payment to MGNREGS workers and labourers will also be done through these banks.
According to information, India Post Payments Bank, which is expected to become operational by next year, will be used for the payments of some schemes run by the Central Government, including payments to MGNREGS workers.

It would be a great relief to MGNREGS workers in particular, because being a rural employment guarantee scheme, MGNREGS beneficiaries of the scheme are in villages, but the penetration of the post offices is deeper in villages than banking sector. So, MGNREGS workers will be able to collect the payments from nearby post offices instead of having to visit banks, said one of the officials in the Postal Department.

Deepinder Singh, a Gram Rozgar Sewak under MGNREGS, said if the payment was done through post offices, it would help the labourers. “It is a promising move, but the direct payment for different schemes must also be clearly earmarked to prevent any confusion in the minds of the labourers,” he said.

Satwant Kaur, one of the MGNREGS labourers in Khedi village, said the nearer she could collect the payments, the better it was for all MGNREGS workers. “It gets difficult to visit far off villages to get the payments in old age. If money is paid through post offices, it would be a great help,” she added.
