RBI may accept old Rs 500 & Rs 1000 Notes again

The Reserve Bank of India (RBI) might permit citizens to deposit/exchange scrapped Rs 500 and Rs 1,000 currency notes once again. It's like giving yet another chance to people who failed to deposit by December 30th, 2016.

However, The limit for the deposit/exchange of old notes could be as small as Rs 2,000 per person. A decision in this regard is expected after Central Bank was flooded with requests from people who have old currency with them. Central Bank might permit this window for a limited period. 

With demonetisation, 86% of the currency in circulation has been scrapped. The situation is back to normalcy only after Government raised ATM withdrawal limit to Rs 10,000 per day. Still, Rural Areas are finding it hard to get lower denomination notes. This problem could be addressed only if Government starts dispensing denominations of Rs 10, Rs 20, Rs 50 and Rs 100.

Date of next increment in revised pay structure :

(1) There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July:

Provided that an employee shall be entitled to only one annual increment either on 1st January or 1st July depending on the date of his appointment, promotion or grant of financial upgradation.

(2) The increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under Modified Assured Career Progression Scheme (MACPS) during the period between the 2nd day of January and 1st day of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial upgradation including upgradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.

Illustration: (a) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between the 2nd day of July, 2016 and the 1st day of January, 2017, the first increment shall accrue on the 1st day of July, 2017 and thereafter it shall accrue after one year on annual basis.

(b) In case of an employee appointed or promoted in the normal hierarchy or under MACPS during the period between 2nd day of January, 2016 and 1st day of July, 2016, who did not draw any increment on 1st day of July, 2016, the next increment shall accrue on 1st day of January, 2017 and thereafter it shall accrue after one year on annual basis:

Provided that in the case of employees whose pay in the revised pay structure has been fixed as on 1st day of January, the next increment in the Level in which the pay was so fixed as on 1st day of January, 2016 shall accrue on 1st day of July, 2016:

Provided further that the next increment after drawal of increment on 1st day of July, 2016 shall accrue on 1st day of July, 2017.

(3) Where two existing Grades in hierarchy are merged and the junior Government servant in the lower Grade happens to draw more pay in the corresponding Level in the revised pay structure than the pay of the senior Government servant, the pay of the senior government servant shall be stepped up to that of his junior from the same date and he shall draw next increment in accordance with this rule.

There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July; provided that an employee shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.

Sub: General Budget 2017-18 – NFIR’s proposals for consideration

The National Federation of Indian Railwaymen (NFIR) requests the Hon’ble Finance Minister to consider its proposals listed below for inclusion in the General Budget 2017-18 to be presented in Parliament in February, 2017.

1. The Income Tax exemption limit for Central Government Employees may be raised to atleast Rupees Six Lakhs

2. The Income Tax exemption limit for senior citizens may be raised to Rs.7.5 lakhs and for those Senior Citizens above 75 years age, the exemption be allowed up to Rs.10 lakhs.

3. Transport Allowance presently paid to the Central Government Employees may be exempted from the purview of Income Tax.

4. Fixed Medical Allowance to the retired Central Government Employees may be revised to not less than Rs.2,000/- Per month.

5. Grant House Rent Allowance at the rate of 30%, 20% & 10% of 7th CPC Pay to the Central Government Employees working at Cities/Towns classified as ‘X’ ‘Y’ &’Z’ respectively with back date.

6. Contract Labour performing jobs of perennial nature be granted wages at par with the regular employees performing similar jobs.

7. Child Care Leave for women employees be revised upwardly.

8. Pension parity be granted all those pre 1.1.2016 Pensioners of Central Government.

Proposals – Railway Specific

9. Additional funds be allocated for augmenting Railway Training Institutes and Railway Community Halls, Recreation Clubs etc’.

10. More funds may be provided for construction of new quarters in the Railways and for maintenance of Railway colonies.

11. Training Allowance for Trainers in Railways Training Institules may be enhanced to 30% of pay in lieu of the existing 15%.

12. Separate Rest Rooms for Women Railway Employees at different locations be sanctioned to enable them to stay when they visit on railway duties.

13. Additional Road Mobile Medical Vans may be approved for providing medical treatment to the railway employees and their families living at remote places and jungle stations.

Subject: Representation of Defence Civilian Employees’ Federations regarding misinterpretation of RPR 2016 leading to incorrect pay fixation of employees.

A copy of MoD/D (Civ-I) ID No 11 (6)/2016-D(Civ-I) dated 07.12.2016 along with all its enclosures on the above subject is forwarded herewith. It is seen that MoD/D(Civ-I) has requested that the clarification on the subject from MoF/MoD(Fin) may be awaited. Accordingly, the instructions issued by MoD in para 2 of the MoD ID dated 7.12.2016 may be adhered to avoid any inconsistencies in the matter of pay fixation.

650 districts in country to have post office PSKs

The Ministry of External Affairs (MEA) has drawn up ambitious plans of opening post office Passport Seva Kendras (PSKs) in 650 districts across the country soon.

Disclosing this during the inauguration of a post office PSK here on Wednesday, MEA Secretary D.M. Mulay said the MEA was planning to collaborate with the Department of Posts by opening PSKs at district level across the country to meet the growing demand for passports. The demand for passports in India, which is around 2 crore a year, was the third highest in the world after China and the U.S. A total of 60,000 passports are issued every day in the country, he added.
While there are a total of 89 PSKs in the country, the first two post office PSKs were opened at the Metagalli Post office in Mysuru and the Head Post office at Dahod in Gujarat in pilot mode on Wednesday.
Usha Chandrashekar, member, Postal Services Board, who was also present at the inauguration, said the postal officials will be processing the applications for verification of documents and obtaining the photographs and biometrics of the applicants at the post office PSKs.

The Department of Posts, which was earlier only handling posts, has also been handling a variety of other services, including delivering e-commerce parcels, insurance, social security products, and agricultural seeds. Now, it will be handling delivery of passport-related services in an IT-enabled manner, she added.

Union Minister Ananth Kumar, who inaugurated the post office PSK in Mysuru, hoped that all the districts of the country will have a PSK in one year’s time and appreciated Minister for External Affairs Sushma Swaraj’s initiative in the regard.

Pratap Simha, MP, recalled that the demand for a PSK for Mysuru was the first issue on which he had spoken in the Parliament after his election. He revealed that the decision to start a post office PSK in Mysuru from Wednesday was taken only last Friday and appreciated the officials of the Regional Passport Office, Bengaluru, led by RPO P.S. Karthigeyan for making the necessary arrangements in quick time.

Government lays down specific 'timeline' for completing enquiry against officers and members of All India Services

Government has laid down specific timeline for completing enquiry against officers and members of All India Services (AIS) within a given deadline, in a time-bound manner. Giving details about the DoPT (Department of Personnel & Training) decision, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that the AIS (D&A) Rules, 1969 have been amended to provide specific timelines at different stages of the enquiry, with a view to complete the disciplinary proceedings against the members of All India Services in a time-bound manner.

As per the amended rules, a time limit of six months has been fixed for completion of departmental enquiry and submission of report. In case it is not possible to complete the enquiry within six months for justifiable reasons to be recorded in writing, additional time limit not exceeding six months at one time can be granted by the Disciplinary Authority, thereby ensuring accountability for completion of enquiry. Further, 30 days’ timeline has been fixed for the delinquent officers to give his representation to the charge-sheet which can be extended to not more than 30 days by the Disciplinary Authority and, in any case, no extension will be provided beyond 90 days. Similarly, a period of 15 days has been provided to send a representation on the advice of UPSC regarding the penalty to be imposed on the delinquent officer and for such representation also, no extension will be provided beyond 45 days.

Dr Jitendra Singh said, this amendment in the All India Service Rules has been brought, in keeping with the spirit of the Union Government led by the Prime Minister Shri Narendra Modi, to bring in more accountability and time-bound completion of every exercise in the course of governance. Meanwhile, Chairperson, Uttar Pradesh State Social Welfare Board (UPSSWB), Dr (Ms) Rupal Agarwal today called on Dr Jitendra Singh and provided her assessment about the performance of the various functionaries in the Board. She also brought to the notice of the Minister acts of omission or commission by certain officials. Dr Jitendra Singh took a note of the different issues raised by Dr Rupal Agarwal. He said, the Central Government accords high priority to programmes relating to upliftment of women, children and poor sections of the society.
