All central government employees know that children education allowance was introduced by the Sixth CPC to give financial assist for employees. This scheme brings happiness in employees side.

Future India depends on children if they are all well educated only then strongest India is possible.Future India will be a developed country only if there is an increase in the percentage of literates.
CHILDREN EDUCATION ALLOWANCE was implemented on.01/08/2008. Fewer children from the date enjoyed this allowance, but every year it is going on increasing. After few more years, those children who studied with the help of CEA will be numerous at the same time parents i.e. central government employees must share about this and its benefits to children to realize the help of central government.

It will create more courtesy for the central government among children. This should be embraced by all central government employees. CEA was given to two children; if the second delivery results twins mean three children will get CEA but after two children one who has gone for a vasectomy to control childbirth if it fails the third child also eligible for cea.

Now 7th CPC recommended rs.2250 per month for once child. The government has also accepted that recommendation. Even though after high-level committee reviews only on all allowances it will come into effect. In another hand whenever da crosses fifty percent automatically CEA will increase by 25% .

One of the highlights in 7th CPC is no need to submit all the bills of books, shoes, etc to claim the allowance.., A bonafide certificate from the school is enough to get CEA..

Changes can never be changed. Some more alterations will make the cea more attractive.

1-A Bonafide certificate from the school is enough up to 12th standard. No need to produce certificate every year until the child gets migrated to another school.

2- Declaration form from employees to receive cea every year.

3-Donot give the same cea from the first standard to 12th standard. There will be a lot of difference in fees structure.
So give CEA in three stages ie
4- Include children education allowance in the monthly wages of the employees. It will not give more workload. Hence keep nil/ one child /two children /special case /disability in records.

5- For single female child CEA should be doubled and eligibility up to graduation.

6-Severe disability children CEA should be 10000 per month; as home tuition is more expensive.

If the central government implement all these modifications definitely children education allowance will be a glittering allowance.At the same time employees can also give their full support and solidarity to the central government in all the matters.

BSNL offers 2GB data per day, unlimited calling for Rs 339

To counter threat from Reliance Jio, state-run telecom firm BSNL today launched a new plan that offers 2 GB of 3G data per day and unlimited calling within its network for Rs 339. 
"The benefits customer will get under the Combo STV (special tariff voucher) of Rs 339 are unlimited calls in BSNL network and unlimited data with fair use policy of 2 GB per day with validity of 28 days," BSNL said in a statement. 

The offer is limited for 90 days

Reliance Jio is offering 1GB of 4G data and unlimited calling to all network for free till March 31. From April 1 onward, Reliance Jio customers opting for Jio Prime service will get unlimited data and calls till March 31, 2018, for one time registration fee of Rs 99 and Rs 303 per month. 

BSNL said that the data of 2 GB per day is one of the best in the industry. 

"We are committed to providing affordable and efficient services to all segment of our loyal mobile customers. We offer best prices to our customers considering present trend of Indian telecom industry," BSNL Director for Consumer Mobility RK Mittal said. 

BSNL customers under the new scheme will also get 25 minutes of free call to other network everyday and after that they will be charged 25 paisa for minute long phone call.

A press statement regarding Nationwide One Day Strike today (16.3.2017) published by the General Secretary of Confederation of Central Government Employees and Workers.

About thirteen (13) lakhs Central Government employees went on nationwide one day strike today (16.03.2017) as per the call of Confederation of Central Government Employees and Workers. The Strike was organized to protest against the betrayal of the Group of Cabinet Ministers of NDA Government by not honoring the assurances given to the National Joint Council of Action on 30th June 2016. Home Minister Rajnath Singh, Finance Minister Arun Jaitely and Railway Minister Suresh Prabhu has assured that a High Level Committee will be appointed to negotiate and settle the issues arising out of 7th Pay Commission inducing increase in Minimum pay, Fitment formula, Allowances etc. within a period of four months. Based on this assurance the Federations had deferred the proposed indefinite strike from 11th July 2016. Even after a lapse of eight months the assurances are not fulfilled.
Government issued orders to deal with the strike threatening imposition of break-in Service, suspension and dismissal in addition to dies-non. Employees participated in the strike defying such orders.

In Postal department about five Lakhs employees participated in the strike. INTUC Federation also jointed the strike in Postal. All RMS Offices and major post offices remained closed. Income Tax department the strike was total in all states as both employees and officers went on strike. Employees of Audit and Accounts department Civil Accounts, Ground Water Board, Botanical Survey Of India, Postal Accounts Survey Of India, Atomic Energy, Indian Space Research Printing and Stationery, Indian Bureau of Mines, Geological Survey of India, AGMARK, Central Government Health Scheme, Medical Stores depot, Film Institute Of India, Indian Council of Medical Research, Customs and Central Excise, Central Food Laboratory, Census, Defence Accounts and various other autonomous and scientific Research institutions participated in the nation wide strike.

Strike was total in Kerala, West Bengal, Tamilnadu, Odisha, Telangana, Chattisgarh, Assam, North Eastern states including Tripura, Jharkhand, Karnataka and Maharashtra. 70 to 80% participation in Andhra, Punjab, Gujarat, Bihar and Madhya Pradesh, 60 to 70% in Uttar Pradesh, Uttarakhand, Haryana, 40 to 50% in Delhi and Rajasthan 30% in Himachal.

Solidarity demonstrations were conducted by All India State Government Employees Federation, BSNL Employees Unions, Central Pensioners organisations, All India Defence Employees Federation and many other organizations.

The National Secretariat of the Confederation thanked and Congratulated the employees who made the nationwide strike a resounding success.

Airtel Payments Bank opens over 1 lakh savings accounts in TN

Telecom major, Bharti Airtel operated, Airtel Payments Bank has opened over one lakh accounts in 100 villages across Tamil Nadu.
The villages through this initiative gain access to banking services and choice of making digital payments.

The telecom major said that till date the company has opened over one lakh savings accounts with the help of Airtel Payments Banks across Tamil Nadu.

The banking services are offered through network of over 16,000 neighbourhood Airtel stores.

The Airtel Payments Bank will not be charging its customers and merchant partners any fees for digital transactions.

The bank was the first to go live in India and has committed to invest Rs 3000 crore across the country, and is planning to build its merchant base of over five million.

Subject: Concessional telephone facility to Retired/ retiring employees of BSNL - Free Night calling facility regarding.
In continuation to this office Circular No. 11/2007-PHA dated 20 . 07 . 2007; the competent authority has reviewed and approved the extension of Free Night Calling facility to BSNL retired employees having Concessional Telephones as extended to any other subscriber.

All Other terms and conditions of circulars issued earlier regarding the policy remain unchanged.

Cabinet nod likely to double gratuity cap to Rs 20 lakh

Besides, the bill seeks to enable the central government to change the ceiling for tax free gratuity after factoring in rise in income levels by an executive order bypassing Parliament route to amend the law.
The Union Cabinet is likely to consider tomorrow a draft amendment bill which seeks to double the ceiling of tax-free gratuity to Rs 20 lakh under the Payment of Gratuity Act.

Besides, the bill seeks to enable the central government to change the ceiling for tax free gratuity after factoring in rise in income levels by an executive order bypassing Parliament route to amend the law.
"The bill to amend the Payment of Gratuity Act is likely to be considered and approved by the Union Cabinet in its meeting scheduled tomorrow," a source said.

After the amendment in the Act, formal sector workers would be eligible for up to Rs 20 lakh tax-free gratuity. Last month, the central trade unions had agreed on the proposal in a tripartite consultation with the Labour Ministry.

However, the unions had demanded the removal of conditions asking to have at least 10 employees in an establishment and minimum five years of service for payment of gratuity.

At present, as per the Payment of Gratuity Act, an employee is required to do minimum service of five years to become eligible for gratuity amount. Moreover, the Act applies to those establishments where the number of employees is not less than 10.

Trade unions had demanded that the amended provision regarding maximum amount should be made effective from January 1, 2016, as done in the case of central government employees.

Besides that rate of 15 days wages for each completed year of service be raised to 30 days wages, the unions had said during the tripartite meeting.

The proposed amendment to the Payment of Gratuity Act as circulated by the government only deals with enhancing the ceiling of maximum amount under Section 4(3) of the Act from Rs 10 lakh to Rs 20 lakh.

The proposed amendment is being brought to bring the maximum ceiling amount to Rs 20 lakh in line with the 7th Central Pay Commission's recommendations as accepted by the government.

The relevant amendment for central government employees was notified on July 25, 2016 and the enhanced amount ceiling was made effective from January 1, 2016.

The unions were of the view that the delay of eight months for employees covered under the Payment of Gratuity Act should not result in adversely affecting the interest of the concerned employees.

The employers as well as state representatives had also agreed to the proposal of raising the amount of gratuity to Rs 20 lakh in the tripartite meeting held last month.

No place for reserved category candidates in gen merit list:HC

Ahmedabad, Mar 15 (PTI) The Gujarat High Court today held that various reserved category candidates availing of age relaxation cannot claim a place in the general category merit list for the government jobs.

The division bench of Chief Justice R Subhash Reddy and Justice V M Pancholi gave this ruling on a plea by the Gujarat Public Service Commission that challenged a single-judge bench order of the court which had allowed inclusion of two backward classes candidates in the general category merit list.
Two Socially and Educationally Backward Classes (SEBC) candidates Nirav Makwana and Dharmendra Patel had approached the single-judge bench of Justice K M Thaker earlier challenging the GPSC's merit list for 2014.

They had contended that the GPSC did not consider SEBC candidates in the general category even when their scores in the examination for the posts of assistant conservator of forests and range forest officer were higher than the cut-off point.

The petitioners said they had got more marks than the last candidate in the merit list of general category.

They wanted jobs in the general category so that other SEBC candidates could make it to the merit list of the reserved category, the petitioners said.

The GPSC had countered their arguments before Justice Thaker saying said as per the government's policy, they can't claim a place in the open category after availing of the concession in the age limit given to the reserved category candidates.

Justice Thaker had given the decision in 2015 in favour of the petitioners following which the GPSC had moved the division bench in appeal.

Subject: - Strike Notice for 16th March, 2017 — Instructions under CCS (Conduct Rules), 1964 - Regarding. 

It has been brought to the notice of the Government that Confederation of Central Government Employees and Workers, New Delhi has given a notice that the members of the affiliates of the Confederation will go on strike on 16th March, 2017 in pursuance of their 7th Central Pay Commission Demands 

2. The instructions issued by the Department of Personnel and Training prohibit the Government servants from participating in any form of strike including mass casual leave, go slow etc. or any action that abet any form of strike in violation of Rule 7 of the CCS (Conduct) Rules, 1964. Besides, in accordance with the proviso to Rule 17(1) of the Fundamental Rules. Pay and allowances is not admissible to an employee for his absence from duty without any authority. As to the concomitant rights of an Association after it is formed, they cannot be different from the rights which can he claimed by the individual members of which the Association is composed. It follows that the right to form an Association does not include any guaranteed right to strike. There is no statutory provision empowering the employees to go on strike. The Supreme Court has also ruled in several judgments that going on a strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with the law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. Attention of all employees of this Department is also drawn to this Department's O.M. No.33012/1/(s)/2008-Estt.(B) dated 12.9.2008. on the subject for strict compliance. 

3. All officers are requested that the above instructions may be brought to the notice of the employees working under their control. All officers are also requested not to sanction Casual Leave or other kind of leave to the officers and employees etc if applied for, during the period of proposed strike, and ensure that the willing employees are allowed hindrance free entry into the office premises. 

4. In case employees go on strike, all divisional heads are requested to forward a report indicating the number and details of employees who are absent from duty on the day of strike i.e. 16.03.2017.

Cadre restructure of Group ‘A’ officers 

In compliance with the directions of the Appointments Committee of the Cabinet (ACC), a Task Force was constituted by the Department of Personnel & Training on 16/8/2016 for comprehensive study of the cadre structure of all the organised Group ‘A’ Central Services and to suggest measures to remove stagnation and other issues. 
The Task Force was constituted under the Chairmanship of Shri T. Jacob, Additional Secretary with members from Department of Personnel & Training, Department of Revenue, Department of Expenditure, Department of Defence and Department of Posts. The Terms of References of the Task Force were as under: 

-To comprehensively study the cadre structures of all organised Group ‘A’ Services in Govt. of India. 

- To recommend an ideal structure especially at Apex, HAG plus, HAG and SAG level. 

-To suggest the percentage of various Reserves in Organised Group ‘A’ services. 

-To suggest the ideal recruitment in Organised Group ‘A’ services. 

-To suggest the way forward to mitigate the stagnation level. 

After consultation with all the stakeholders and deliberations, the Task Force has submitted its report on 31/01/2017. The recommendations of Task Force are, inter-alia, mainly on timely cadre review of all the Organised Central Group ‘A’ services as well as other Services including Group ‘B’ and ‘C’ posts, simplification of cadre review procedure/forms, normative cadre structure to ensure better career progression of the Service and functional needs of the organization, increase of deputation reserves, ideal recruitment in the cadre to keep balance between career progression and requirement of the Service and to discourage the ad-hoc measures taken by the cadre controlling authorities. 

The Government is yet to consider the report. 

Cadre review is the most important tool for better cadre management. The Department of Personnel and Training has issued guidelines and Monographs on better cadre management from time-to-time since 1972. The latest guidelines in this regard were issued in 2010 along with Monograph on various issues of cadre management. The ideal periodicity of a cadre review is five years and the Department of Personnel & Training has been regularly taking up with the Cadre Controlling Authorities to undertake timely cadre reviews. Since 2014, cadre reviews of 16 Central Group ‘A’ services have been completed. Besides, a Task Force has been constituted for comprehensive study of the cadre structure of all the Organised Group ‘A’ Central Services and to suggest measures to remove stagnation and other issues. 

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, Dr. Jitendra Singh in written reply to a question by Dr. Bharatiben D. Shyal and Smt. Vanaroja R. in the Lok Sabha today.
