Dear com. General Secretary,
Pl see the order copy dt.22.3.17 released by Odisha Circle for promotion and postings to the officials on cadre restructuring.

Yesterday, we met the CPMG TN Circle and requested him to keep the implementation of the orders in abeyance, till taking a final decision at Dte on this issue.
He replied that, only after giving letter by both the Federations, the Dept has issued order to implement cadre restructuring without any further delay. Hence action is under way to implement the same in Tamilnadu Circle also.

However, we have requested him atleast to delay the process for sometime, till our unions to get a final solution on this issue at Dte level.

He assured to give 15 days time and asked us to get the orders stopped uniformly throughout the Country by the Dte. Otherwise he has to take decisions, in accordance with the directions of the Dte.

Hence we request you to act swiftly, so as to stop the implementation of this order and to take suitable action, so as to get the modifications as requested in our CHQ letter dt 17.3.2017.

10 most important income-tax changes which will apply from April 1

With the passage of the Finance Bill on Wednesday, the Lok Sabha has completed the budgetary exercise for 2017-18. The tax proposals in the Budget 2017 have now become law. Below are 10 most important income-tax changes that will affect you next month: 

1. With a decrease in tax rate from 10 per cent to 5 per cent for total income between Rs 2.5 lakh and Rs 5 lakh, there is tax saving of up to Rs 12,500 per year and Rs 14,806 (including surcharge and cess) for those with income above Rs 1 crore. 

2. Tax rebate is reduced to Rs 2,500 from Rs 5,000 per year for taxpayers with income up to Rs 3.5 lakh (earlier Rs 5 lakh). Due to the combined effect of change in tax rate and rebate, an individual with taxable income of Rs 3.5 lakh will now pay tax of 2,575 instead of 5,150 earlier. 

3. Surcharge at 10 per cent of tax levied on rich taxpayers, with income between Rs 50 lakh and Rs 1 crore. The rate of surcharge for the super rich, with income above Rs 1 crore, will remain 15 per cent. 

4. Holding period for immovable property to be considered "long term" reduced to 2 years from 3. This will ensure immovable property held beyond 2 years is taxed at reduced rate of 20 per cent and eligible for various exemptions on reinvestment. 

5. Long term capital gains tax will result in a lower payout owing to beneficial amendments. The base year for indexation of cost (adjustment of inflation) has been shifted to April 1, 2001 from April 1, 1981. This means lower profits on sale. 

6. Further, tax exemption will be available on reinvestment of capital gains in notified redeemable bonds (in addition to investment in NHAI and REC bonds). 

7. A simple one-page tax return form is to be introduced for individuals with taxable income up to Rs 5 lakh (excluding business income). Those filing returns for the first time in this category will generally not be subject to scrutiny. 

8. Delay in filing tax return for 2017-18 will attract penalty of Rs 5,000 if filed by Dec 31, 2018 and Rs 10,000 if filed later. Such fee will be restricted to Rs 1,000 for small taxpayers with income up to Rs 5 lakh. 

9. Deduction for first-time investors in listed equity shares or listed units of equity oriented fund under the Rajiv Gandhi Equity Savings Scheme is withdrawn from 2017-18. If an individual has already claimed deduction under this scheme before April 1, 2017, he/she shall be allowed to avail a deduction for the next two years. 

10. Time period for revision of tax return cut to one year (from 2 years) from the end of the relevant FY or before completion of assessment, whichever is earlier.

Decision on 7th CPC allowances – Deep sense of frustration among employees

Delaying 7th CPC allowances announcement will cause deep sense of frustration among Central Government employees.
“Reports indicate that the Government might take more time to announce its decisions regarding the Ashok Lavasa Committee’s report on allowances that were prescribed by the Seventh Pay Commission”
The Committee on Allowances was formed under the leadership of Ashok Lavasa in July 2016 to review the recommendations on allowances by the 7th CPC. The committee was initially given 4 months period to submit its report to Finance Ministry.

Later, citing the stagnation that resulted due to demonetization, the Finance Ministry extended the period for submitting the report to 22nd Feb 2017.

Replying to a question in the Parliament, Central Minister Arjun Ram Meghwal said, on March 10, that the Allowance Committee has not yet submitted its report and that the government will immediately announce its decisions on the report as soon as it is received. He added that the committee is in the last leg of preparing its reports and that it would be submitted to the government very soon. And again, the DoPT Minister said the same statement in the Lok Sabha on 22nd March 2017.

Previously, it was said that the government will announce its decision as soon as the assembly elections in the five states concluded. Also, announcements were expected in Arun Jaitley’s budget speech in the Parliament. BJP’s win in the elections is now believed to be the reason behind a dramatic change in the situation.

As far as the Central Government employees are concerned, those living in the accommodations provided by the government are not bothered by the House Rent Allowance because the government doesn’t pay them any House Rent Allowance. Moreover, most higher officials stay in government accommodations.
Decisions on allowances offered to the armed forces are of special significance.
More than 50 lakh employees are hoping that the Centre will implement the revised allowances from April 1 onwards.

Promotion of Digital/Cashless Transactions by Government 
The data on payment system indicators such as Paper Clearing, National Electronic Fund Transfer (NEFT) and National Automated Clearing House (NACH), registered growth in December, 2016 as compared to November 2016. However, the same showed a decline in January 2017 as compared to December 2016.
  • Immediate Payment Service (IMPS), Unified Payment Interface (UPI) and Unstructured Supplementary Service Data (USSD) recorded a growth in January 2017 and December 2016 as compared to November 2016.
  • Card transactions at Point of Sale (POS) registered growth in December 2016 as compared to November 2016. However, the same declined in January 2017 as compared to December, 2016.
  • Pre-paid Payment Instrument (PPI) - considerable growth in January, 2017 and December, 2016 as compared to November, 2016.
In order to attract general public and facilitate significant behavioural change among public towards digital transactions NITI Aayog had launched two major schemes - Lucky Grahak Yojana for consumers and Digi-Dhan Vyapar Yojana for merchants. 12,72,290 consumers and 70,000 merchants have won prizes for digital payments made through AEPS, USSD, UPI and RuPay cards as on 22nd March 2017.

To incentivize the States/UTs for promotion of digital transactions, it was decided that Central assistance of Rs. 50 crore would be provided to the districts for undertaking Information, Education and Communication (IEC) activities to bring 5 crore Jan Dhan accounts to digital platform. The fund allocation is based on proportion of Jan Dhan accounts of all States/UTs. Under the scheme an incentive @ Rs. 10/- is provided for every individual who has transited to digital payment mode and undertaken at least two successful transactions by any of the five digital payments modes viz: UPI, Rupay / Debit / Credit / Prepaid Cards, AEPS, USSD and E-Wallets. NITI Aayog has so far released an amount of Rs 15.06 crore to 533 Districts as first installment.

In addition to above following measures were also taken to promote less cash payment :
  • Unified Payment Interface (UPI) based Bharat Interface for Money (BHIM) App which supports remittance transactions both push and collect was launched.
  • Approval has been given for introduction of revised architecture of Unified USSD (Unstructured Supplementary Service Data ) platform (*99#) USSD 2.0 version. This integrates UPI based transactions for USSD users through any type of handset.
  • In principal approval has been accorded to National Payments Corporation of India (NPCI) for launch of pilot for the Aadhar Pay Payment mechanism, which will enable the merchant to accept payment from customers using their Aadhar number and biometric data to be authenticated by UIDAI.
  • In-principle approval has been given for launching the National Electronic Toll Collection (NETC) system, which uses the Radio-Frequency Identification (RFID) tags for vehicle identification and toll calculation; the toll will be automatically deducted from the prepaid accounts linked with the respective RFID tag.
  • In order to facilitate wider acceptance of card payments, the following special measures for debit card transactions (including for payments made to Government), has been introduced for a temporary period between January 1, 2017 and March 31, 2017 ;

i. For transactions upto ? 1000/-, MDR has been capped at 0.25% of the transaction value.

ii. For transactions above ? 1000/- and upto ? 2000/-, MDR has been capped at 0.5% of the transaction value.

With a view promote less- cash payments, the Reserve Bank of India has been releasing its Vision for Payment and Settlement Systems in India on its website since May 2005. The latest Vision document titled “Payment and Settlement Systems in India: Vision-2018” has been released on its website on June 23, 2016. The Vision-2018 aims at building best of class payment and settlement systems for a ‘less-cash’ India. The broad contours of Vision-2018 revolve around 5 Cs – coverage, convenience, confidence, convergence and cost. To achieve these, Vision-2018 will focus on four strategic initiatives such as responsive regulation, robust infrastructure, effective supervision and customer centricity.

This was stated by Shri Arjun Ram Meghwal, Minister of State in the Ministry of Finance in written reply to a question in Lok Sabha today.

Now we can say that Department as well as committee is going submit GDS committee report and suggestions of union to Hon’ble Minister of Communication for further approval from expenditure Department. on or upto 24-3-2017 (Friday) for its implementation. On 20-3-2017 BPEF has requested to Hon’ble Minister for Communication for early implementation of GDS Committee report. The attitude of Govt. is very positive for implementation of GDS Committee report.

7th Pay Commission: Allowance Committee Likely To Hold Talks With Union Officials Soon

The government had in June accepted the recommendation of Justice AK Mathur-headed Seventh Pay Commission in respect of the hike in basic pay and pension but its suggestions relating to allowances were referred to the Ashok Lavasa committee.

The unions have demanded HRA (house rent allowance) at the rate of 30%, 20% and 10%.
The allowance committee on 7th Pay Commission is likely to hold a meeting with employee representatives later this month, Shiv Gopal Mishra, the convenor of National Joint Council of Action (NJCA) told NDTV. After further talks with employee representatives, the 7th Pay Commission allowance panel may submit its report to the government, he added. Minister of State for Finance Arjun Ram Meghwal had earlier clarified that the allowance committee on 7th Pay Commission has not yet submitted its report. The minister said the government will decide on the implementation after the report is submitted by the committee.

Mr Mishra also said that the employee representatives recently held a meeting with another panel that is looking into NPS or National Pension Scheme. The government had in June accepted the recommendation of Justice AK Mathur-headed Seventh Pay Commission in respect of the hike in basic pay and pension but its suggestions relating to allowances were referred to the Ashok Lavasa committee. The 7th pay commission had examined a total of 196 existing allowances and, by way of rationalisation, recommended abolition of 51 allowances and subsuming of 37 allowances. The Union Cabinet had also constituted a separate committee for suggesting measures for streamlining the implementation of National Pension System (NPS).

As regards allowances, the unions have demanded HRA (house rent allowance) at the rate of 30 per cent, 20 per cent and 10 per cent. The Seventh Pay Commission had recommended that HRA be paid at the rate of 24 per cent, 16 per cent and 8 per cent of the new basic pay, depending on type of cities.

The 7th Pay Commission had also recommended that the rate of HRA be revised to 27 per cent, 18 per cent and 9 per cent, respectively when DA crosses 50 per cent, and further revised to 30 per cent, 20 per cent and 10 per cent when DA crosses 100 per cent.

The National Joint Council of Action or NJCA is a joint body of unions representing central government employees.

One of the biggest expectations among central employees is dearness allowance. The govt announced the 2% DA hike from 01/01/2017. In March salary employees will receive hiked DA and the balance arrears will be paid later in the midst of April.

But regarding house rent allowance and other allowances till date govt didn’t take any decision.The central minister replies to a question raised in Lok sabha about allowances he replied that the high-level committee has not yet submitted reports to the government. This was the latest news of all allowances.

On 16/03/2017 most of the federation decided to do one day strike to force the govt to finalize against their charter of demands which includes minimum wage increase,fitment factors, all allowances and scrap new pension scheme etc.

Actually, the strike news was ignored by most of the media so the impact of strike work will not bring any favor to the employees. The central government did not take much effort to stop the strike. More than 10 lakhs employees participated in this strike. Defense civilian employees and railway employees did not get involved in the strike work but they organized Dharnas in front of the office and the factory.

Most of the employees felt that July 11th indefinite strike must have began and force the govt to decide on demands. If that happened minimum wages may get hiked and allowances will also be implemented as per 7th cpc recommendations .

Five states assembly election results are also in favor to govt. So govt thinks the way govt moves is right.However final decisions is in govt hands. Struggling and agitations will not make any changes. So NC JCM and NJCA should get an appointment voluntarily to discuss the matters of central employees wages and allowances and try to find a decent agreement. Already fifteen months have been passed from the date of 7th CPC implementation. To minimize the recurring loss of employees, union leaders must take all initiatives to get maximum benefits for employees.

Driving Financial Inclusion through India Post

Any institution that works to establish financial inclusion takes on the role of becoming a emissary of trust - trust in the economy . To establish the first level of trust for the unbanked is one of the biggest challenges across third world economies. Postal networks have often been the most effective tools of establishing inclusion and yet remain the least accredited and overlooked.

The Global Findex mentions that 67 percent of bank regulators across 143 jurisdictions, have a mandate to promote financial inclusion. 4 International organizations, including the G-20 and the World Bank, have either formulated strategies or are in the process of doing so to promote financial inclusion. In recent years more than 50 countries have set formal targets and ambitious goals for inclusion. A study by the Universal Postal Union (UPU) states that 1.4 million postmen go door-to-door daily establishing a daily 2 million odd contact points across the world. Postal networks therefore become the strongest channels of inclusion globally and India has one of the most ambitious projects at hand.

India's Financial Inclusion Agenda

On the 15th Of August 2014 , Prime Minister Narendra Modi announced a large scheme for inclusion under the Pradhan Mantri Jan Dhan Yojna . The number of accounts opened under the scheme reached 255 million (including 57 million zero balance accounts) by November 2016 and 15 million more accounts were opened post the Demonetization announcement. The amount of deposits rose to about 665 billion Indian Rupees (10 billion USD) and over 19 lakh householders availed the overdraft facility of 2.56 billion (US$38 million) by May 2016.

Globally , 50 percent of adults have an account at either at a financial institution , post office or both institutions, 12 percent have an account at the post office as well as a bank, and 3 percent (6 percent of all account holders) have an account at the post office only.

Roughly 28% of the world's adults use postal services for payments (for example, invoice payments and social benefits) and remittances. According to UPU research 1.5 billion people worldwide currently go to post offices for these types of transactions, but only 1 billion have accounts. One strategy, adopted by posts in a number of countries, is to use cash-based services as an introductory product to account-based services and savings. Following that model, people who use posts to access certain financial services without an account could potentially move from informal to formal savings.

In the mobile financial services ecosystem, we can identify three groups of actors: users (individuals, businesses, governments), providers (banks, post offices, MNOs, MFIs, etc.), and support services for providers (FinTech, agent networks, switch, etc.).41 Postal operators across the world have been playing a role both as direct providers of mobile financial services and as support services for other providers .

A Mammoth Challenge for the World's Largest Postal Service

Established in 1854 ,India Post today has about 150,000 post offices in the country today , almost growing to seven times its size since the Indian Independence in 1947.India Post has been battling a number of challenges to establish its inclusion programs - shortage of trained staff , cost of implementation and a credit hungry rural India. With no lending programs as part of its road-map , the post office has fallen behind in its customer acquisition to a number of rural regional banks who grew in the light of the PMJDY .

India Post has undergone multiple makeovers since its formation. Apart from mail delivery , India Post has been servicing India as a business logistics service provider and a trusted financial advisor . Its services range from basic financial services such as provision of savings bank accounts , recurring and time deposit schemes as well as saving schemes for senior citizens. There are short and long term investment options through the NSC schemes . It plays a key role for the thousands of migrant workers who send home money through a tie up with Western Union for its International Money Transfer Scheme and also with MoneyGram for payments from the US into India. Money Orders , Instant Money Orders help money to be wired across the country. India Post takes on the support role for small businesses and infrastructure service providers in the form on a collection agent and its logistics arm.Yes , India Post enables payment collection from the remotest of areas through its many-to-one solution which allows collection of money (telephone bills, electricity bills, examination fee, taxes, university fee, school fee etc.) on behalf of the subscribing biller . The collection is consolidated electronically using India Post's web based e-Payments solution and the payout is made centrally through cheque from a specified Post Office of the biller's choice. Since demonetization, India Post has helped hundreds of thousands deposit up to Rs. 32621 crore ($4.75 billion) in the two weeks since 500 and 1000 rupee notes were withdrawn.

A Game plan to Scale

A 4,909 crore (US$730 million) project for computerization and networking of 1.55 lakh post offices across the country is being currently implemented by the Indian government which is aimed at providing better tracking , more relief to staff and digitization of operations. It also involves core banking and insurance solution implementation and upgrades . Project Arrow aimed at upgrading technology and service was initiated in 2008 and since then garnered lot of appreciation and investment from the government. Further investments have poured in ever since .
The current government has plans to use the digitization exercise for data registration services via its postal network to enhance digital reach and establish phase 2 of financial inclusion. Prime Minister Narendra Modi has set up a Task Force to leverage the postal network in India to enhance the role of India Post in financial inclusion, among other services and is expected to submit its report by year-end.

India Post Payments Bank (IPPB) has rolled out its pilot services in the end of January 2017 in Ranchi and Raipur. The bank targets to have 300,000 postmen trained to take on the additional role of payment bank correspondents .By September 2017, 650 bank branches will sprout across the country and 1000 existing ATMs of India Post will be transferred to IPPB . The paid up equity of the new bank is Rs 800 crore, of which the government has already infused Rs 275 crore.

The stereotypical image of a postman riding down a dusty lane on a rickety old bicycle carrying letters delayed by weeks if not months has changed . Over the last 15 years of India's economic uprising , the red post boxes across the country which eventually turned into spittoons and disappeared mark the end of traditional post. India Post has held on strong through the years of transition continuing to make a deep impact in India's financial inclusion journey and is now ready with an army of digital-savvy banking and mail correspondents who are poised to take it to the next level .

Procedure to generate Branch Office LOT for transactions done in RICT machine in DOP Finacle

Recently RICT rolled out completed in some of the BO's(Branch Offices) in DOP.
  • RICT is nothing but doing all the transactions of Branch Office operations using hand held devices supplied by Directorate.
  • After roll out necessary training and instructions will be issued to all BPM's to do the operations in hand held devices, maintenance of the device such as charging of the device etc.
  • Once RICT roll out completed concerned BPM should enter all the transactions in the device and then send the reports to your respective SO.
  • Again feeding of BO transactions in SO not necessary hence this reduces duplication of your work and time,
  • SOP for doing the transactions in RICT machines, procedure to take the reports and accounting procedure in SO mentioned clearly in the below mentioned SOP officially supplied by Directorate.
  • In order to download the RICT SOP supplied by the Directorate for all CBS and Non CBS, all the DOP users can CLICK HERE
  • After performing the transactions in RICT BPM will send the vouchers to respective SO where in SO concerned SPM will account for the transactions done in BO.
  • If the new accounts are opened in RICT machine by BPM then machine will generate the unique ID which should be noted on AOF and send to SO.
  • In SO again concerned SPM will open the account by entering the unique id and BO code finally to generate the account number.
  • If the transactions such as deposits and withdrawals are done then in SO no need of entering again by the SPM.
  • In order to check the transactions done by BPM generate the LOT for that BO scheme wise and check with the vouchers.

Procedure to generate Branch Office LOT for transactions done in RICT machine in DOP Finacle :-

Invoke the menu HFINRPT then select the respective scheme LOT from the list and enter the following mentioned details.

Enter the field SOLID _____________________
Enter the field Delivery Channel ID as "SDP" (By default it will be BRN remove it and select SDP from the searcher)
Enter the field Branch Office Id ________________( BO Code should be entered) as show in the figure.
  • After entering all the mentioned details finally click on submit then system will generate the in background.
  • Click on HPR and view the report. Sample report is shown for the viewers purpose.
Note that LOTs for SO and BO will be different because these are different channels hence SPM should add both the figures to get the total amount of transactions done in SO and BO.

Make Teller Cash Balance Zero in Finacle otherwise the exist balance reflect in CSI with Migration

Dear Sir(s) /Madam (s),
This is regarding bringing the teller cash account in Finacle as Zero. As all of us know well, the closing balance of the teller cash account of all users, at the end of the day, must be zero. A list of users, SOL-WISE was shared between the CPCs and Circles to follow up and to ensure that the teller cash account is made zero. Still a large number of users are in the system with outstanding balances in the Teller account. These users, can loggin from the places wherever they are working and make submission of this teller account settlement. 
The critical parameter here is that, with this opening balance (shown as balance available in the teller account) CSI can not be rolled out successfully as this teller account outstanding, would be migrated to CSI as an outstanding balance of the particular user and this would form part of his cash liability in CSI. Hence, it is requested that a drive may please be conducted once to liquidate the all pending users. Otherwise, a blocking validation on this would be introduced in the system, so that, those SOLs could not be able to close their day from the date of making the validation effective unless these teller accounts are made zero. In order not to complicate things, we are once again requesting Circles and CPCs to take up this very important item and this may kindly be monitored till such all the users are completing this activity.

Any outstanding teller cash either in crores or in single digit would be transferred to CSI cash account against the particular users as an outstanding if it is not settled in Finacle in a time bound manner.

डाकघर में एक खाता खोलने के लिए, बचत बैंक (एसबी), आवर्ती जमा (आरडी), समय जमा (टीडी), मासिक आय योजना (एमआईएस) एसबी 3, एसबी 103 (पे-इन-स्लिप) और एसबी के लिए स्पेसिफाइड सिग्नेचर रसीद और टीडी आवश्यक हैं। वरिष्ठ नागरिक खातों के लिए, अन्य फॉर्म्स भरने की भी आवश्यकता है।

कम आयु के व्यक्ति का भी खाला खोला जा सकता है और 10 वर्ष या इससे अधिक उम्र वाले का व्यक्ति द्वारा खाता खोला जा सकता है और संचालन किया जा सकता है। इसके अलावा दो या दो से अधिक बालिग लोगों द्वारा संयुक्त खाता खोला जा सकता है।खाता कैसे संचालित करें
खाते को एक्टिव रखने के लिए तीन वित्तीय वर्षों में कम से कम एक डिपॉज़िट (जमा) या विदड्रोल (निकासी) होना आवश्यक है। एक एकल खाता संयुक्त खाते में और संयुक्त खाता एकल खाते में बदला जा सकता है।
ये नियम है जानना है जरूरी

अगर आपने खाता कम उम्र (18 वर्ष से कम) में खुलवाया है तो, खाता धारकर के बालिग हो जाने के बाद दोबारा खाता अपने नाम करवाना होगा। इसके लिए आवश्यक प्रमाण पत्र पेश करना होगा।
लेन-देन की प्रक्रिया

डिपॉज़िट (जमा) या विदड्रोल (निकासी) सीबीएस पोस्ट ऑफिस में इलेक्ट्रोनिक मोड से करवाया जा सकता है। सीबीएस पोस्ट ऑफिसों में इंटर पोस्ट ऑफिस लेन-देन किए जा सकते हैं।
