Post office passport service center in Jhunjhunu, Rajasthan MP Santosh Ahlawat inaugurated

The Joint District Office of the Department of Posts and the Ministry of External Affairs in Jhunjhunu started the much-awaited post office passport service center on April 2, 2017. It was inaugurated at the office of Rail Postal Service, Mrs. Santosh Ahlawat, MP from Jhunjhunu, in the presence of Director, Postal Services, Rajasthan Western Region, Jodhpur in the presence of Shri Krishna Kumar Yadav and Regional Passport Officer, Jaipur Mr. Vivek Jeff.
Addressing the inauguration program, MP Mrs. Santosh Ahlawat said that the Central Government has given Jhunjhunu as a passport service center in the historical context. After this center has started, passports of citizens of Jhunjhunu and Churu will be made here, people will not have to go to Sikar. After online application, the facility will be provided to the applicant at the post office passport service center for fingerprint, photo and document verification. The applicants will be issued soon after the police verification by the Speed Post to the address given by them.

This because of the following

1. In some accounts, transactions ( Debit) were done in FY 2016-17 with value date falls in FY 2015-16 . This caused minus / difference in balances from that value date.
2. In some other accounts, SBCO made entries by using HIARM (Interest Adjustment Register Maintenance)

In such cases, excess paid interest during last Financial year is adjusted and difference of interest is recovered

So, before taking up such clarifications / doubt with helpdesk / CEPT teams, please cross check in HACLI ( Ledger Inquiry) and with SBCO

7th Pay Commission – NJCA Leader demands arrears on Higher Allowances from January 2016 till date of implementation

In a meeting with Cabinet Secretary, NJCA convenor Shiv Gopal Mishra also raised the issue of HRA (House Rent Allowance) and National Pension Scheme (NPS).

New Delhi, April 2: Almost 10 months have been passed after Narendra Modi government accepted the recommendations made by the 7th Pay Commission but the decision on minimum wage and Higher Allowances are still in the pipeline. The Committee on Higher Allowances which is dilly-dallying on taking a final call on arrears and Higher Allowances has upset a large number of central government employees who are eagerly waiting for money. The National Joint Council of Action (NJCA) – a centralised union of several central government employees unions – has been vocal for raising the issues related to minimum wages, arrears on higher allowances, HRA (House Rent Allowance), National Pension Scheme and much more. Shiv Gopal Mishra the NJCA convenor who recently met with the Cabinet Secretary who is looking into the anomalies of 7th pay Commission had made it clear that the central government employees who are eagerly waiting for their hiked salaries are also expecting arrears on higher allowances from January 2016 till the date when 7th Pay Commission is implemented.
“I have met the Cabinet Secretary on March 28 and have submitted our demands. In which the NJCA have clearly mentioned that whenever there is an implementation of 7th Pay Commission the government has to pay higher allowances effective from January 2016. If the government fails to do so then we will object it in an organised manner,” Shiv Gopal Mishra said to However, Shiv Gopal Mishra who has been actively raising several issues denied of carrying out any agitation if their demands are not met.
While implementing the recommendations made by 7th Pay Commission, the Union Government had promised to pay hiked salaries with arrears effective from January 2016 but the Cabinet had not taken any call on higher allowances, whether it will be paid from the date of implementation or January 2016.
During the meeting, the Cabinet Secretary has also given a hint to Shiv Gopal Mishra that there are chances that the decision of implementation of 7th Pay Commission and higher allowances might be taken after MCD polls in Delhi is over. Some reports suggest that by a delay in higher allowances the government had already saved more than Rs 100 crores and if the committee takes more time than there are chances that these employees unions may call for a strike.
More than 56 lakh central government employees and 46 lakh pensioners have been eagerly waiting for the implementation of 7th Pay Commission. After the Union Government had increased the minimum wage from Rs 7,000 to Rs 16,000 per months the NJCA had recommended minimum wage to be hiked to Rs 25,000 per month. For raising this issue several NJCA members and its convenor Shiv Gopal Mishra also met three Union Minister’s – Rajnath Singh, Arun Jaitley, Suresh Prabhu – and they assured that their demands will be met.
In a meeting with Cabinet Secretary, Shiv Gopal Mishra also raised the issue of HRA (House Rent Allowance) and National Pension Scheme (NPS). Mishra said that the HRA must be based on an old formula and transport allowance must be calculated according to inflation. The NJCA also demanded that Children allowance must be kept at least Rs 3,000, medical allowance must be kept Rs 2,000 for central government employees.

NEW DELHI: The Supreme Court refused on Friday to entertain a PIL that alleged that political organisations were resorting to hartals to hoodwink repeated judicial pronouncements banning strike and bandh calls, which paralysed normal life.

A bench of Chief Justice J S Khehar and Justice D Y Chandrachud said, "Hartals can never be unconstitutional. Right to protest is a valuable constitutional right. How can we say hartals are unconstitutional."

Having failed to convince the bench to entertain the PIL, the petitioner decided to withdraw the plea.

Courts have ruled on strike, bandh and hartal calls given by political outfits for two decades now. The Kerala high court in Bharat Kumar case in 1997 had said, "When properly understood, the calling of a bandh entails the restriction of free movement of the citizen and his right to carry on his avocation and if the legislature does not make any law either prohibiting it or curtailing it or regulating it, we think that it is the duty of the court to step in to protect the rights of the citizen so as to ensure that the freedom." An SC bench headed by then Chief Justice J S Verma had upheld this order.

However, over the years, the courts have not clarified the difference between strike, bandh and hartal.

        A kind reference is invited to the above reference (attached with this letter for quick reference) and vide above reference 1 of postal directorate, Postmaster Grade I exam (centralized exam category) was scheduled on 19.07.2015 and unfortunately that exam was not conducted by the Postal directorate and some other centralized exams are conducted.

        Vide above reference 2 of the Postal Directorate, it was mentioned that all the schedule for centralized LDC exams would be issued after the engagement of the new agency. That time too some other centralized category LDC exams were conducted except Postmaster cadre.

        Now Vide reference 3 of the Postal directorate once again mentioned that PM Grade I LDC exams for the backlog years 2015, 2016, 2017 would be conducted after the engagement of new outsourced agency.

        Because of not conducting the Postmaster Grade I LDC exams for the past 3 years, large volume of vacuum is created among the postmaster grade posts. Now those key post offices are once again managed by the untrained Postal Assistants, which may forfeiting the exact purpose of the Postmaster cadre creation to man the key post offices by the well qualified and trained regular incumbents.

So this association requests the honorable Secretary Posts sir to do the needful to the immediate conduction of the Postmaster Grade I LDC exams for the year 2015, 2016, and 2017 as like conducting the exams to some other centralized LDC categories.

An immediate action to conduct the Postmaster Grade I LDC exams and a line in reply would be highly solicited.

FNPO-JPGU Joint Seminar in Visakhapatnam, India, examines issue of postal bank priviatization and financial inclusion, 22-23 March 2017

The Japan Postal Group Union (JPGU) and Federation of National Postal Organization (FNPO) of India, with the support of UNI Apro, jointly organized a seminar on "comparative study on India Post Payments Bank and Japan Post Bank" at Palm Beach hotel, Visakhapatnam on 22nd and 23rd of March, 2017.

38 participants including 5 women from state secretaries of Group C and Andhra Pradesh state working committee members attended the seminar. JPGU was represented by Bro. Hitoshi Suma, Central Executive Officer of JPGU and Sis. Shiho Seguchi, a member of Women’s Forum, Kyushu Region. Sis. Kanako Osaki, Director of UNI Apro Post & Logistics coordinated the seminar.
Bro. Theagarajan, Secretary General of FNPO welcomed Mr. Sri T Ahmed Deputy Director General of India Post and he talked about India Post Payments Bank (IPPB) which was newly established in January this year and fully owned by India Post. On the 2nd day, Mr. Sri Sanjiv Ranjan, Post Master General of Kurnool district in Andhra Pradesh state talked about what he expects from postal workers.

The seminar saw a fruitful exchange of experience and information. The local Indian participants had expressed concerns that the establishment of IPPB may lead to privatization eventually and this would affect their employment security and working conditions. The JPGU delegation shared their experience of Japan Post’s privatization and Bro. Theagarajan answered all the questions from the floor.

IPPB is set up on a lean operating model. It focuses on financial inclusion by harnessing low-cost technology based solutions to extend access to formal banking especially in rural areas and among unbanked segments of the society. The IPPB is expected to bring in a large number of individuals and small businesses into the formal banking channel offering deposits-savings account, direct benefits transfer, person to person remittances and distribution of third party financial products.On 21st March, 3017, the JPGU delegation and the FNPO team visited Visakhapatnam Steel Plant to study the biggest industry of Visakhapatnam. During the visit, they met with Bro. Sri Mantri Rajasekhar, General Secretary of INTUC and Visakhapatnam Steel Employees union. The delegation also visited General Post Office, a branch post office and a family of a part-time postal worker.

We welcome the proposal by the Department to delete some of the provisions/instructions Issued by the Govt in respect of Rule 38 transfer.

India post as a department of Govt of India is well spread throughout India and thereby giving an opportunity to its employees to serve anywhere in India or the circle concerned based as the family Circumstances,medical requirements and well defined social cause of living with the spouse and children.

The minimum requirement of 5 years of service need to be relaxed. As soon as a Govt servant is appointed to the Govt departments the official gets married and starts his early married life. Thus the reason for seeking Rule 38 transfer to another divisions arises to join with his spouse from the first year itself. Delay in getting it giving mental agony and frequent visits to his native place giving room for prolonged leave etc, and in some cases leads to breaking of married life.To avoid such things, a minimum service of one year may be taken into account for granting Rule 38 transfer.

Due to the recruitment policy of the Govt, persons belonging to one district gets appointment. In another district or in a distant place away from native place.To avoid paper work due to more no of Rule 38 transfer, counselling for transfer may be arranged in the PTC for those seeking Rule 38 transfers and also among the freshers once in a year or six months,so that officials may get transfer to the divisions Of their choice by exchanging the place of posting.Example,candidate of Coimbatore district may get appointed at Tuticorin division and a native of Tuticorin division may get appointed in Coimbatore district.

General counselling among the freshers and the working officials seeking Rule 38 transfer at the initial stage Itself will be benefited and also this will reduce the paper work at DO/RO/CO level.

It is beneficial for both the officials and department.

The provisions that only 2 Rule 38 transfer can be availed in the entire service also is not reasonable and the officials tend to seek transfer based on their family circumstances ,marriage at the Initial stage of their career and also for medicial and educational purposes in their later stage of service.

Some of the officials in the department may be forced to seek transfer as per the postings and promotion Of their spouse serving in other departments ,Banks and PSUs.This condition should be deleted as proposed in the DOP letter.

Further some of the officials well settled in their native place seeks temporary transfer to other Places on medicial grounds or for education of their children.There is restriction of 2 years only in the Entire career is a hurdle to the officials and in turn they are forced to resign the job or proceed on VRS.

This can be avoided provided the conditions of 2 years only is relaxed so that the trained and experienced manpower can be utilized in our or other division.

Postal Department Releases Stamps To Commemorate History Of Transport In India

The Postal Department has released 20 stamps portraying the history of transportation in India, it includes palanquins, animal driven carriages and carts, rickshaws, vintage cars, buses, metro, trams.
The automotive world in India has had diverse modes of transport, and the postal department of India is commemorating the history of transportation in the form of stamps.
The Postal Department of India has for the first time released 20 stamps portraying the history of transportation in the country, and it includes palanquins, animal driven carriages and carts, rickshaws, vintage cars, buses, metro rail and trams.
The special series of stamps have been labelled as 'Means of Transport through the Ages' and exhibited at the country's only transport museum - Heritage Transport Museum.
The Heritage Transport Museum have played a pivotal role in the formulation of these stamps as fifteen out of the twenty unique series stamps have pictures of vehicles that are now at the museum.
Ms Kalpana Rajsinghot, Postmaster General, Gurgaon Region, Haryana Circle, Department of Posts presented the special series stamps.
Also, present at the commemorative event, Tarun Thakral, Founder & Managing Trustee, Heritage Transportation Trust.
The commemorative stamps are in the form of small sheets in a prestige booklet published for the first time. Each stamp's value ranges between Rs 5 and Rs 25, and they can be purchased at any of the 81 philatelic bureaus across India.
