Deadline for bank savings account holders to give PAN extended to June 30, 2017

The finance ministry has extended the time limit for providing Permanent Account Number (PAN) or Form No. 60 by bank account holders who have not given it at the time of account opening or later to June 30, 2017. In the wake of demonetisation, the Central Board of Direct Taxes (CBDT) had issued a notification making it mandatory for bank savings account holders to provide PAN or Form No 60 by February 28, 2017 in case the documents had not been provided earlier. Time deposit holders (As specified at Serial No. 12 of Table in Rule 114B) and Basic Saving Bank Deposit Account (BSBDA) account holders were exempted from this purview of this notification. 
The notification issued by the Central Board of Direct Taxes, department of revenue, ministry of finance, on April 5 states the Central Board of Direct Taxes hereby makes the following rules further to amend the Income-tax Rules, 1962, namely: 

1. These rules may be called the Income -tax (Seventh Amendment) Rules, 2017. (2) It shall be deemed to have come into force from the 1st March, 2017. 

2. In the Income-tax Rules, 1962, in rule 114B, in the fourth proviso, for the figures, letters and words "28th day of February", the figures, letters and words "30th day of June" shall be substituted. [Notification No. 27/2017/F. No. 370142/32/2017-TPL] 

Form No 60 is a declaration to be filed by an individual or a person (not being a company or firm) who does not have a permanent account number and who enters into any transaction specified in rule 114B of the Income Tax Act. Rule 114B specifies a list of financial transactions for which quoting of PAN is mandatory. Form No 60 requires the declarant to give name, address, income and other details in case the person does not have PAN.

Online Facility for Settlement of Claims in EPFO

Employees’ Provident Fund Organisation (EPFO) has taken various steps to provide various online services like for claims of provident fund, final settlement, withdrawals and pension fund withdrawal, etc. to its members in a quick and transparent manner. However, no specific date has been fixed. Receipt of transfer claims online has already been introduced by EPFO.
The claims other than transfer claims are received manually but processed on Computer Systems and the benefits credited to members by way of Core Banking Solution (CBS) and National Electronic Fund Transfer (NEFT) to their bank account.

Out of 120 field offices of EPFO, 110 field offices have already been connected with a central server.
This information was given by Shri Bandaru Dattatreya, the Minister of State (IC) for Labour and Employment, in written reply to a question in Rajya Sabha.

What does AM, VM, and AD.,stand for in text messages from India Post, DOP Finacle, Flipkart, Amazon, etc. What is its significance?

Understanding bulk SMS and its regulatory guidelines using AM, VM, AD and other codes for promotional marketing purposes

SMS (Short messaging service) is part of telecom, which is regulated by Government of India. Few years ago, SMS prices were very low, as low as a paisa per SMS or free in some cases leading to SMS flood in the country. Every small, medium or large business uses this tool to communicate their business proposal with their potential customers using a new generation broadcasting tool called Bulk SMS.

This resulted in unwanted messages to mobile users and hence to regulate such unwanted messages or calls TRAI (Telecom Regulatory Authority of India) has given guidelines to regulate SMS for commercial purpose. With several amendments and guidelines around promotional SMS marketing there have been several changes and rules to govern.
MS is classified as Promotional SMS and Transactional SMS

Promotional SMS:

This is easy to understand, any SMS communication promoting some business sent to any mobile which is not part of NDNC registry in the same category of the business.
Mobile subscribers can register with NDNC with in following categories:

  • Banking / Insurance / Financial products / credit cards
  • Real Estate
  • Education
  • Health
  • Consumer goods and automobiles
  • Communication/Broadcasting/Entertainment/IT
  • Tourism and Leisure
If none of the above categories
As a business, you can only send Promotional SMS messages between 9 AM and 9 PM. All the messages will have a 5 digit numeric sender id prefixed with operator code. Ex LM-16021

Transactional SMS :

What is the meaning of SMS codes like AM, VM and AD in text messages:
When you receive SMS’s like LM-VODAFONE, TD-AMAZON, MM-FACEBK etc. are messages sent by financial institutions, telecom service providers, social networking sites etc. such institutes have started prefixing these codes like AM, VM, AD and to name some more LM, MM, BT, TA, AD, ID, AT, VK..
Let us brief the significance of these codes:
Such SMS’s are originated from bulk SMS providers and are restricted by TRAI with ‘Sender ID’ of minimum 6 characters.
Three characters to specify the identity of the bulk SMS service provider and its origination, let us illustrate with an example: LM-WAYSMS message heading when received indicates that ‘LM’ loop mobile bulk message has been sent to you from Mumbai. First character specifies which service provider the message is being originated from and the second character specifies the location of the SMS.

The following codes will help you relate your bulk messages:

But now the Indian mail service is cautiously entering the twentieth century.

The last days of the Raj, have lingered too long, and now its time to turn the 150,000 post offices in the sub continent into an update, computerised network.

But in some areas it seems the new mantra of speed and satellites is going to take a long time to catch on.

It's one of the legacies of the British Raj in India - and one that's been preserved well in terms of its bureaucratic spirit.

This is how the typical Indian postmen have looked for decades.

Armed with antiquated bicycles, these men are the backbone of a mail network that covers more than 150-thousand post offices.
It is the largest state-owned postal system in the world - with a reputation of being one of the slowest and most unreliable.

After all, the speed of mail delivery can only be as fast as the person peddling.

For its ill-equipped human carriers , the job of delivering the mail to far-flung locations is a tough one - and many are beginning to complain.

But change is in the air...

The telecom revolution is beginning to modernise the out-dated postal delivery system.

Computers are becoming more visible in urban centres and satellites have made instant message transmission a reality.

To complete the new-age look, major post offices in the cities have opened post shops and telecom centres for the convenience of customers.

Even the image of the Indian postmen is being remodeled, with fancy mopeds replacing the age-old bicycles in many places.

The rides are smoother, the delivery faster.

The new slogans are speed and efficiency - but shaking a bureaucratic giant out of its long slumber is far from easy.

Delays and missing mail continue to plague the system, and the queues for postal services are not getting any shorter.

Lack of funds to finance the modernisation drive is not the only problem.

The sheer size of the postal operation makes access to change quite difficult.

The technology is still spread so thin, that it's left a vast segment of the postal network totally untouched.

Away from the world of computers and satellites, there's the reality of a mailing system operating in West Bengal state, primitive even by Indian standards.

On foot, Charana Singh Sardar is the local mailman.

" We have to pass through dense forests. And there are wild elephants, bears and tigers - we feel very scared."

Charana is assisted by his family .
Often his mother carries the mail bags for half a distance that on some days can stretch more than ten kilometres.

Employed by the postal department on a casual basis, Charana earns a little more than one-thousand rupees a month (equivalent to about U-S 30 dollars).

With widespread unemployment in the area, Charana's family is reconciled to travelling dangerous mail routes to make a living.

In ancient times, people used trained birds to carry messages.

In this part of Purulia, poverty has forced humans to take over the job.

It seems for much of the rural population, mail will continue to come on two running feet, well into the 21st century.
