7th Pay Commission – Cabinet may take report of committee on allowances next week

नई दिल्ली: सातवां वेतन आयोग (7TH Pay Commission) कर्मचारियों के जितनी खुशियां लेकर आया उतनी ही दुविधाओं के साथ भी केंद्रीय कर्मचारियों को घेर दिया. इसके लागू होने के बाद से कई मुद्दों को लेकर कर्मचारियों ने अपनी नाराजगी जताई. न्यूनतम वेतन मान से लेकर कई अलाउंस तक के मुद्दों पर कर्मचारियों की नाराजगी को देखते हुए सरकार ने समिति बनाकर उसका हल निकालने की कोशिश की. तीन समितियों में एक समिति अलाउंस को लेकर बनाई गई थी. वित्त सचिव अशोक लवासा की अध्यक्षता में बनाई गई इस समिति की अब तक करीब 15 बैठकें हुई और 6 तारीख को इस समिति में कर्मचारियों की ओर से उनके प्रतिनिधि और सरकार के प्रतिनिधियों के बीच अंतिम दौर की बातचीत भी समाप्त हो गई.

कर्मचारी संगठनों के संयुक्त संघ एनसीजेसीएम के संयोजक शिव गोपाल मिश्र ने एनडीटीवी को बताया कि गुरुवार को अलाउंस समिति की अंतिम दौर की बैठक हुई जिसके बाद इस मुद्दे पर अब आगे और बातचीत नहीं होगी. मिश्र ने एनडीटीवी को बताया कि यह समिति अब दो-चार दिन में अपनी रिपोर्ट कैबिनेट को सौंप देगी. माना यह भी जा रहा है कि अगले सप्ताह होने वाली कैबिनेट की बैठक में यह रिपोर्ट प्रस्तुत हो सकती है. इस बैठक में निर्णय होने के बाद केंद्रीय कर्मचारियों के लिए कोई अच्छी खबर आ सकती है.

उल्लेखनयी है कि समितियों की रिपोर्ट चार महीनों में आ जानी चाहिए थी लेकिन देरी के कारण केंद्रीय कर्मचारी नाराज हैं. इस संबंध में कर्मचारियों के नेता शिव गोपाल मिश्र ने कैबिनेट सचिव से मुलाकात भी की थी और सरकार को कर्मचारियों की भावनाओं से अवगत कराया था.

शिव गोपाल मिश्र ने पहले बताया था कि तीन तारीख को भी रेलमंत्री से मुलाकात की गई थी. इस बैठक में भी रेलवे कर्मचारियों की अलाउंस, मिनिमम वेज और फिटमेंट फॉर्मूला, एनपीएस और पेंशन को लेकर भारी रोष के बारे में रेलमंत्री सहित अन्य बड़े अधिकारियों को जानकारी दी गई थी.

बता दें कि सातवें वेतन आयोग (7th Pay Commission) द्वारा केन्द्रीय कर्मचारियों को दिए जाने वाले कई भत्तों को लेकर असमंजस की स्थिति है. नरेंद्र मोदी सरकार ने 2016 में सातवें वेतन आयोग (Seventh Pay Commission) की सिफारिशों को मंजूरी दी थी और 1 जनवरी 2016 से 7वें वेतन आयोग की रिपोर्ट को लागू किया था. लेकिन, भत्तों के साथ कई मुद्दों पर असहमति होने की वजह से इन सिफारिशें पूरी तरह से लागू नहीं हो पाईं.

जानकारी के लिए बता दें कि सातवां वेतन आयोग से पहले केंद्रीय कर्मचारी 196 किस्म के अलाउंसेस के हकदार थे. लेकिन सातवें वेतन आयोग ने कई अलाउंसेस को समाप्त कर दिया या फिर उन्हें मिला दिया जिसके बाद केवल 55 अलाउंस बाकी रह गए. तमाम कर्मचारियों को कई अलाउंस समाप्त होने का मलाल है. क्योंकि कई अलाउंस अभी तक लागू नहीं हुए और कर्मचारियों को उसका सीधा लाभ नहीं मिला है तो कर्मचारियों को लग रहा है कि वेतन आयोग की रिपोर्ट अभी लागू नहीं हुई.

अब तक 7वें वेतन आयोग की सिफारिशों को लेकर कर्मचारियों की नाराजगी के बाद उठे सवालों के समाधान के लिए सरकार की ओर से तीन समितियों के गठन का ऐलान किया गया था. सातवें वेतन आयोग की रिपोर्ट में अलाउंस को लेकर हुए विवाद से जुड़ी एक समिति, दूसरी समिति पेंशन को लेकर और तीसरी समिति वेतनमान में कथित विसंगतियों को लेकर बनाई गई थी.

सबसे अहम समिति विसंगतियों को लेकर बनाई गई है. इस एनोमली समिति का नाम दिया गया है. इसी समिति के पास न्यूनतम वेतनमान का मुद्दा भी है. चतुर्थ श्रेणियों के कर्मचारियों के न्यूनतम वेतनमान का मुद्दा भी इस तीसरी समिति का पास है. यही समिति न्यूनतम वेतनमान को बढ़ाने की मांग करने वाले कर्मचारी संगठनों से बात कर रही है. वित्त सचिव की अध्यक्षता में इस समिति का गठन किया गया है. समिति में छह मंत्रालयों के सचिव शामिल हैं.

उल्लेखनीय है कि कर्मचारियों की ओर कर्मचारी संगठन ने मांग की है कि एचआरए को पुराने फॉर्मूले के आधार पर तय किया जाए. संगठन ने सचिवों की समिति से कहा है कि ट्रांसपोर्ट अलाउंस को महंगाई के हिसाब से रेश्नलाइज किया जाये. संगठन ने सरकार से यह मांग की है कि बच्चों की शिक्षा के लिए दिया जाने वाले अलाउंस को कम से कम 3000 रुपये रखा जाए. संगठन ने मेडिकल अलाउंस की रकम भी 2000 रुपये करने की मांग की है. संगठन ने सरकार से यह भी कहा है कि कई अलाउंस जो सातवें वेतन आयोग ने समाप्त किए हैं उनपर पुनर्विचार किया जाए.

माना जा रहा है कि सरकार ने ट्रांस्पोर्ट अलाउंस (यात्रा भत्ता) को दो भागों में बांटा है. एक सीसीए और दूसरा पूर्ववत की तरह दिया जाने वाला टीए है. यह पांचवें वेतन आयोग की भांति देय होगा, ऐसा माना जा रहा है. यह भी कहा जा रहा है कि इनको डीए से अलग कर दिया जाएगा और यह फिक्स स्लैब रेट पर तय होगा.

सबसे अहम सवाल अब भी बना हुआ है कि सरकार ने एचआरए को कब से देने की बात को स्वीकार किया है. यह प्रश्न अभी भी कर्मचारियों को सता रहा है. क्या यह दर 1.1.16 से लागू की गई है या फिर 1.4.17 से यह लागू होगी. जहां तक कर्मचारियों का सवाल है वह इसे पिछले साल जनवरी से लागू करवाने की मांग करते रहे हैं और सरकार की ओर से कुछ समय पहले ऐसा इशारा मिला था कि सभी विवादित अलाउंस को 1 अप्रैल 2017 से लागू किया जाएगा.

जानकारी के लिए बता दें कि कर्मचारियों की मांग है कि एचआरए को पुराने फॉर्मूले के आधार पर तय किया जाए या फिर इसकी दर बढ़ाई जाए. केंद्रीय कर्मचारियों का कहना है कि वर्तमान में तय फॉर्मूला के हिसाब से एचआरए कर्मचारियों को पहले की तुलना में कम मिलने लगा है.

कहा जा रहा है कि सरकार की ओर से बातचीत के लिए अधिकृत अधिकारी एचआरए को 1 स्तर ऊपर करने को तैयार हुए हैं अब एचआरए 30%, 20% और 10% तक हो सकता है. वहीं, विश्वसनीय सूत्रों के हवाले से खबर मिल रही है कि बड़े शहरों में इसे 30 प्रतिशत किया जा सकता है, लेकिन यह अभी तय नहीं है.

कर्मचारी संगठन का कहना रहा है कि अगर सरकार ने एचआरए बढ़ाया नहीं है तो घटा कैसे सकती हैं. अपने तर्क के समर्थन में कर्मचारियं की दलील है कि क्या शहरों में मकान का किराया कम हुआ है. क्या मकान सस्ते हो गए हैं. जब यह नहीं हुआ है तो सरकार अपने कर्मचारियों के साथ अन्याय कैसे कर सकती है.

बता दें कि वेतन आयोग (पे कमीशन) ने अपनी रिपोर्ट में एचआरए को आरंभ में 24%, 16% और 8% तय किया था और कहा गया था कि जब डीए 50 प्रतिशत तक पहुंच जाएगा तो यह 27%, 18% और 9% क्रमश: हो जाएगा. इतना ही नहीं वेतन आयोग (पे कमिशन) ने यह भी कहा था कि जब डीए 100% हो जाएगा तब यह दर 30%, 20% और 10% क्रमश : एक्स, वाई और जेड शहरों के लिए हो जाएगी.

उल्लेखनीय है कि कर्मचारियों के संयुक्त संगठन एनजेसीए ने गठित वेतन आयोग के समक्ष अपनी मांग से संबंधित ज्ञापन में इस दर को क्रमश: 60%, 40% और 20% करने के लिए कहा था. संगठन का आरोप है कि आयोग ने कर्मचारियों की मांग को पूरी तरह से ठुकरा दिया था. उनका कहना है कि वेतन आयोग ने इस रेट को छठे वेतन आयोग से भी कम कर दिया है. इनका कहना है कि क्योंकि इसे डीए के साथ जोड़ा गया है तो यह तभी बढ़ेगा जब डीए की दर तय प्रतिशत तक बढ़ जाएगी.

बता दें कि सातवें वेतन आयोग की रिपोर्ट से कर्मचारियों की कई शिकायतें रही हैं और ऐसे में केंद्र की नरेंद्र मोदी सरकार ने अपने कर्मचारियों की शिकायतों को दूर करने के लिए संबंधित मंत्रालय और वित्तमंत्रालय के अधीन समितियों का गठन किया है. ये समितियां कर्मचारी नेताओं से बात कर रही हैं और इस समितियों को अपना फैसला चार महीने में सरकार को देना था लेकिन अभी तक केवल अलाउंस समिति की ही अंतिम बैठक हुई है.

Our Union wishes to bring your kind notice about the recent Supreme Court judgement in the SLP No: 4848/2016 Dt: 16.08.2016 in favour of Sri.D.Sivakumar, RTD SPM to grant MACP w.e.f. 01.09.2008 and the Directorate’s order to implement the same vide Lr.No.No.2-19/2015-PCC Dt.01.03.2017.

The intention of the Supreme Court judgement on the basis of above mentioned SLP, the promotions of the officials through Department competitive examinations should not be taken as a promotion for MACP. In our Department, most of the officials were promoted from lower grade to Postal Assistant and it was considered as one promotion and their MACP-III was declined to many officials and they have retired without availing MACP –III promotion.

In one of the other Supreme court Special Leave Petition order vide No: 35654/2015 Dt: 13.02.2017, it is mentioned that “Learned counsel appearing for the Union of India, referring to the affidavit filed by the Joint Secretary, submits that on an overall view of justice, the Government of India has decided to extend the benefit of the judgment to all similarly situated persons. The article 141 of Indian constitution envisages that the judgement declared by the Supreme Court is binding to the similar cases also.
As such, our Union wishes to bring your kind notice about the recent Directorate order No: 22-612000-P. E. I (Pt.) Dt: 16.02.2017 on the directions by the Supreme Court in SLP No.35654/2015 to reconsider the TBOP/BCR revision for considering placement under TBOP/BCR Scheme in cases where seniors are considered for placement at par with their juniors with a direction to complete the process with a TIME BOUND manner.

Likewise since, it is one of the welfare issue of the official’s MACP promotion, it is kindly requested to issue necessary clarification to extend the above Supreme court judgement to all officials MACP promotions without out counting the promotions through Department competitive examinations, as ordered in the SLP No: 35654/2015.

STANDARD OPERATING PROCEDURE FOR CLAIM SETTLEMENT UNDER PMSBY

Following benefits are available under PMSBY:-

The process followed will be as under:

Steps to be taken by the Nominee in case of death of depositor in accident:

1. Nominee should approach CBS Post Office where the depositor was having the ‘Savings Bank Account’ through which he / she was covered under PMSBY and collect Claim Form, and Discharge receipt, from the Post Office.
2. Nominee to submit duly completed Claim Form, Discharge Receipt, along with the death certificate in original, FIR/Panchnama in original and Post Mortem Report.
3. Nominee has to provide his/her own Post Office Savings Bank Account details (if opened in any CBS Post Office or Nominee will first open savings account) or bank Account details (if nominee is having savings account in any Nationalized Bank).

Steps to be taken by the Depositor in case of permanent disability in accident:

1. Depositor should approach CBS Post Office where the depositor was having the ‘Savings Bank Account’ through which he / she was covered under PMSBY and collect Claim Form, and Discharge receipt, from the Post Office.
2. Depositor to submit duly completed Claim Form, Discharge Receipt, along with the permanent disability certificate in original by Civil Surgeon and FIR/Panchnama in original.
Steps to be taken by the Post Office

Upon receipt of claim form and discharge certificate alongwith documents mentioned above, the Post Office should check whether the cover for the said member was in-force on the date of his death, i.e., whether the premium for the said cover was deducted from account prior to the Member’s death.

Post Office to verify the Claim Form & the nominee details from the relevant Finacle menu through which enrolment was made and to fill in the relevant columns of the Claim form.
Post Office should ensure that following documents are attached with claim form:-
(i) Claim Form duly completed
(ii) Death Certificate (in case of death)
(iii) FIR/Panchnama in Original
(iv) Post Mortem report (in case of death)
(v) Permanent Disability Certificate issued by Civil Surgeon
(vi) Discharge Certificate duly completed.
(vii) Photocopy of cancelled cheque of the Nominee account (if it is a cheque account).

4. Post Office user will enter relevant details in Finacle menu CCSPMY

In the criteria page of CCSPMY menu following functions are provided –

5. Post Office User has to select the function ADD. Then enter Account ID and select the scheme as PM Suraksha Bima. Click on GO. In case of permanent disability, user will change the option of Existing Disability Status as Yeas and fill details of disability in the relevant field. Following screen will appear:-

User has to enter Nominee Aadhar No. (if given), Nominee Address, Nominee Mail ID (if given), Nominee Mobile Number (if given), Nominee PAN No.(if given), Nominee Bank Account (either POSB or any Bank Account), Nominee IFSC Code (if having account in Bank), Guardian name if Nominee is minor, Nominee Date of Birth (if nominee is minor), select Bank as DOP(if POSB Account) or others if other Bank Account.

7. User will click on validate and ensure that all mandatory fields are filled. It will submit documents to Supervisor.

8. Supervisor will select Function Code Verify and compare all the information filled in claim form and discharge voucher with the data filled by user. After, satisfaction, he will verify the claim. Upon verification, Claim Identification No. will be displayed by the system. This number should be noted on the top of the Claim Form and the claim register.

9. Claim Form duly filled and verified by CBS Post Office alongwith enclosures should be sent to Sr. Post Master Sansad Marg HO, New Delhi 110001 by service registered Letter. One RL should be sent even if more than one claim form is due to be sent on same day.

10. User will also maintain a claim register in which the claim shall be entered. This register has to be prepared manually by entering Date of entry of claim/Account ID/Name of Account Holder/Date of Death/Name of Nominee/Claim Identification No. (generated by system)/ Date on which claim Form sent to Sansad Marg HO/Registered Letter receipt to be pasted against claims sent on a particular date.

11. Sansad Marg HO, on receipt of claim form will enter the claim in the register to be maintained manually and designated PA of this HO will intimate System Manager for extraction of the data from Finacle for the said claim. Data extraction file will be sent to NIC by Sansad Marg HO and all the claim forms received will be sent by service Registered Parcel to the designated branch of NIC.

12. NIC, after sanctioning of the claim will push credit of the claimed amount into Bank Account of the depositor or nominee as the case may be if account stands at any Bank or Credit the funds to Sansad Marg HO Bank Account No._________________ IFSC Code_______________________
If depositor or nominee account is in any CBS Post Office. NIC will provide data file in the format of HTTUM to Sansad Marg HO. Sansad Marg HO will upload the HTTUM file in Finacle provided that funds are already received and account for the money in SB Deposit and Remittance to Bank (against credit entry received from NIC).

13. Sansad Marg HO will make entry of date of credit against the claims in the register and send intimation to the relevant CBS Post Office about the credit.

14. Relevant CBS Post Office will make entry of date of credit in its register and inform the claimant over phone about the credit. No accounting entry is to be made in any other CBS Post Office.

NFPE & AIPEU-GDS decides to go on an agitation programme demanding the Department & Government for EARLY IMPLEMENTATION OF ALL THE POSITIVE / FAVOURABLE RECOMMENDATIONS OF SHRI KAMALESH CHANDRA COMMITTEE REPORT BEFORE 29th APRIL 2017.
We are well aware that Shri Kamalesh Chandra Committee submitted its report on GDS issues viz., Service Conditions, Pay & Allowances, Welfare measures, Retirement benefits etc., to the Govt. and Department on 24thNovember 2016.

But the said Report was published and made available to the Members & Unions only on 18thJanuary 2017 i.e., after more than 1 ½ months for the best reasons known to the Department. After a notice to hold indefinite hunger fast programme in front of Dak Bhawan by NFPE Union’s General Secretaries and AIPEU-GDS it came for publication with the approval of the Election Commission on the assurance given by the Dept that there should be no follow-up action till 15thMarch 2017 because of model code of conduct (General elections in five States). That means about a period of 4 months the GDS Committee has kept idle without any progress.

It came to the notice of our Unions/Federations that after 15thMarch a six member committee has been constituted to implement the recommendations of the GDS Committee Report. Further the said Committee called Unions/Federations to suggest modifications / remarks for finalizing the process and the Secretary General, NFPE & Secretary General, Confederation of CG Employees attended and presented a brief note on the favourable, positive recommendations and requested the Committee to implement the recommendations of the Committee at the earliest.

In the meeting, the Hon’ble Secretary, Posts assured and expressed a positive consideration on the early implementation of the Committee’s recommendations. 

However, NFPE & AIPEU-GDS have taken a decision to demand the Department & Government, without any delay, all the positive & favourable recommendations of Shri Kamalesh Chandra Committee Report should be implemented by 29th April, 2017.

To show our protest and resentment against the delay in processing the implementation of the positive recommendations of the GDS Committee Report with all invalid reasons for a period of 4 months and taking into consideration of the demands of our Unions/Federations NFPE & AIPEU-GDS started agitation with this one day dharna at all levels. 

Once again requesting all the GDS comrades & affiliated unions of NFPE to hold demonstrations, meetings and conduct a day long dharna in front of all Divisional / Regional / Circle offices of all Circles and make this 27thApril 2017 agitation a grand success with en masse participation.

7th Pay Commission: Who is responsible for the delay in the implementation of 7CPC?

Earlier this month, a report said that “Neither Prime Minister Narendra Modi nor Arun Jaitley could be held responsible for the delay in the implementation of higher allowance.”
New Delhi, April 8: As the financial year had already ended, and the Budget session is about to end by next week but the more than 1 lakh central government employees have not got their answers on higher allowances and pay hike under the 7th Pay Commission. The committee on allowance which was formed by the government had already failed twice to meet the deadline to submit the report and on Thursday the members of the committee had a meeting and some reports suggest that they are likely to submit its report in a week’s time. More than 43 lakh central government employees and 57 lakh pensioners are eagerly waiting for the implementation of 7th Pay Commission, especially for higher allowances. As almost a year had passed and there is no firm decision on the issue, due to which several government employees have held the committee officials responsible for the delay.

In June last year, after the Narendra Modi government had approved the recommendations made under the 7th Pay Commission b retired justice AK Mathur and his team, the government had then formed 7th Pay Commission recommendation committee on a higher allowance and the committee is also responsible for working on the minimum wage of central government employees. Finance Minister Arun Jaitley had announced the formation of Lavasa panel under the chairmanship of Ashok Lavasa, to examine the issues and suggestions raised on an allowance.

Earlier this month, The Sen Times quoted a source saying that “Neither Prime Minister Narendra Modi nor Arun Jaitley could be held responsible for the delay in the implementation of higher allowance.”

If reports are to be believed, the Committee on Allowances, headed by Finance Secretary Ashok Lavasa, will submit its final reports to Arun Jaitley and once the report is submitted there are chances that final decision will be taken soon.

In Thursday’s meeting, the Committee on Allowances was apprised 14 existing allowances given by Department of Posts, Ministries of Railways and Defence. The panel had sought more details on these allowances as it were left out by the 7th Pay Commission. Some reports claim that the committee has taken a final view on these 14 existing allowances.

Earlier the 7CPC in its findings had recommended the abolition of 51 allowances and subsuming of 37 others out of 196 allowances.

Solution for the HCASHPND error-"Modify criteria to fetch records less than or equal to 300" in DOP Finacle

  • When we are closing RD/MIS/TD/NSC/KVP/SCSS accounts by using the payment mode as cash then we have to process the transaction in HCASHPND.
  • HCASHPND means Pending Cash Transactions which means that only after clearing these transactions in HCASHPND teller balance will tally.
  • Always it is requested for the counter officials to clear the pending HCASHPND transactions on day to day basis because system will not allow to process the previous day's transactions. Hence advised to clear them as and when transaction created.
  • Generally after verification of closures which have done using cash mode a transaction will be created in HCASHPND.
  • Clear the transactions in HCASHPND immediately after verification of closure by the supervisor.
  • But some times while processing the HCASHPND transaction system will throw the error "Modify criteria to fetch records less than or equal to 300" in DOP Finacle
  • The error screen shot will be as shown in the below figure

Root cause of the problem :-

  • If the records are more than 300 to be processed in HCASHPND then the system will throw the above mentioned error.
  • This is the validation configured in the system by the Infosys team hence system will throw the error when there are more than 300 records to be processed in HCASHPND menu.

Solution for the above Problem :- 

  • As if there are more than 300 records to be process exists in the menu HCASHPND we have to follow the below mentioned steps.
  • Select the function as Process and enter the below mentioned details.
  • Enter the originating id as account number of the closed account. (or)
  • Enter the From tran amt and To tran amt fields
Then click on go then the system will filter the data and it will show only the desired data from the list of unprocessed transactions.
Then select the desired records from the list submit and verify the transaction in HTM.

Haryana Postal Circle observed Friday as the no private vehicle day under the guidance of Col.Sukhdev Raj,Chief Postmaster General Haryana Circle taking inspiration from Hon’ble Prime Minister of India Shri Narendra Modi's “मन की बात”, wherein he appealed the Nation not to use private vehicles once in a week to reduce pollution and fuel consumption.

In this regard almost 100% staff of CPMG Office used public transport system on 7-04-2017 for reaching their work place. CPMG, Haryana also conducted a meeting with the staff and appreciated their efforts.

The well attended meeting of the COC Karnataka was held on 6th April 2017 at ITEF Room Bangalore under the chairmanship of Com S. Radhakrishna President COC Karnataka.

Com Radhakrishna welcomed the members for the meeting , he congratulated the members for the historic 16th March strike of CG employees , it is against the policy of the Central Government which is anti-employees, the issues of NPS , Pension , Allowances , Fitment formula and Minimum wage revision has not been resolved so far. He also said the policy of outsourcing the Government jobs should be stopped and filling up of vacant post are to be taken up on priority basis. He also informed that large section of pensioners participated in the rally held on Freedom Park on 16thMarch 2017. This is a good sign. 
Com P.S.Prasad General Secretary he welcomed the members for the meeting , he congratulated the members for the historic 16th March strike of CG employees, this strike is proved the anger of CG employees in non-fulfilment of promises made by Group of Ministers regarding Fitment formula enhancement and Minimum wage revision, settlement of Allowances, NPS and Pension issues.

Com Prasad Informed that majority of the affiliates of the COC Karnataka participated in the strike , but a few employees has not participated in the strike. A through analysis is to be carried out. The media has given good coverage in both Bangalore and at districts such as Udupi , Mangalore , Hubli , Mysore , Sirsi, Shimoga etc.

Regarding allowances it was pointed out every member is demanding its early implementation, it will be brought to the notice of the CHQ and the meeting hoped the issue of allowances shall be resolved shortly. 

The meeting discussed the 9th State Level Conference of the Confederation of Central Government Employees and Workers Karnataka State issue.

The following decisions taken place. 

1) It was decided to hold the 9th State Level Conference of the Confederation of Central Government Employees and Workers Karnataka State at Income tax office on 1st June 2017 .

2) The delegate fee is Rs 200/ per member , it was decided in invite about 150 delegates.

3) The 9th State Level Conference will be addressed by both the Secretary General and President of Confederation.

4) Regarding district representation for the conference , two delegates from each districts shall participate in the conference, the accommodation for one day shall be provided .

5) The accommodation for out station delegates shall be provided at the cost of Rs 150 per delegate for one day.

6) The total cost of Rs 70,000/ is anticipated for the conference , additional funds to be collected from the affiliates, Com Mohan Pai from Census has assured an amount of Rs 10,000/ and ITEF will provide an amount of Rs 5,000/. Each affiliate of COC Karnataka shall pay special funds @ Rs 5 / per member . 

7) The election of office bearers shall be held on the basis of nomination from the respective affiliates, only the post of General Secretary , President shall be decided in the conference with due consultation with affiliates. The women subcommittee shall be formed , each affiliates shall also nominate women committee members.

8) The affiliates of COC Karnataka shall clear the subscription dues for the year 2016-17 by this month.

9) The draft GS report and Accounts was circulated any modifications and additional information especially on department issues should be supplied for incorporation in the report. 

10) The meeting also decided to send the delegates for attending the trade union classes to be held at Thiruvananthapuram in May 2017 .

The Com A.Srinivas Postal JCA convenor spoke and he informed that the strike of 16th March was a success , but more efforts should be made to make this strike a success . The weakness of the affiliates should also be highlighted, so that corrective measurers can be taken. He also said importance on filling of vacant post should be taken up and stopping of privatisation of Government work. 

Com Janikiram wanted co-operation from the COC Karnataka in conducting 31st All India Conference of All India Postal Employees Union Group “C” to be held in Bangalore from 6th August 2017 to 9thAugust 2017. The COC Karnataka shall provide all types of co-operation.
