'बढ़ा HRA जनवरी 2016 से लागू हो, नहीं तो..’

नई दिल्ली : केंद्रीय कर्मचारियों के भत्तों पर गठित लवासा कमिटी ने अपनी रिपोर्ट सरकार को सौंप दी है, लेकिन इस पर अंतिम फैसला लेना और इसे लागू करना सरकार के लिए आसान नहीं होगा। केंद्रीय कर्मचारियों के संघ 'नैशनल जॉइंट काउंसिल ऑफ ऐक्शन' के संयोजक शिव गोपाल मिश्रा ने एनबीटी से खास बातचीत में कहा कि हमें कम से कम 10, 20 और 30 फीसदी हाउस रेंट अलाउंस ( एचआरए) चाहिए। इससे कम हमें मंजूर नहीं होगा। हमारी दूसरी मांग है कि एचआरए की नई दरें, नई बेसिक सैलरी के साथ 1 जनवरी 2016 से लागू की जाएं और इसका एरियर केंद्रीय कर्मचारियों को दिया जाए।

अभी तक एचआरए पुरानी बेसिक सैलरी पर मिल रहा है। सरकार एचआरए की नई दरों को नई बेसिक सैलरी पर 1 अप्रैल-2017 से लागू करना चाहती है, जबकि 7वें पे कमिशन की सैलरी से संबंधित सिफारिशें 1 जनवरी 2016 से लागू हो चुकी हैं। जब हमें नई बेसिक सैलरी के हिसाब से सैलरी 1 जनवरी 2016 से मिल रही है, तो एचआरए की नई दरें भी नई बेसिक सैलरी के हिसाब से 1 जनवरी 2016 से मिलनी चाहिए। अगर सरकार ने इन दोनों मांगों को नहीं माना, तो फिर विरोध को बिगुल फूंका जाएगा।
मिश्रा ने कहा कि लवासा कमिटी की रिपोर्ट अब इंपावर कमिटी के पास जाएगी, जिसका अध्यक्ष कैबिनेट सेक्रेटरी होता है। हम जल्द ही कैबिनेट सेक्रेटरी से बात करेंगे। उन्हें अपनी मांगों के बारे में बताएंगे। फिर भी सरकार ने हमारी बातें नहीं मानीं, तो हमारे पास आंदोलन के अलावा कोई और चारा नहीं होगा।

पे-कमिशन की सैलरी संबंधी सारी सिफारिशें 1 जनवरी-2016 से लागू हो गई हैं। 7वें पे-कमिशन ने एचआरए के मामले में 8, 16 और 24 प्रतिशत की सिफारिश की थी, जिसे केंद्रीय कर्मचारियों ने लेने से इनकार कर दिया। तब सरकार ने लवासा कमिटी गठित की जिससे कि भत्तों पर नए सिरे से विचार किया जा सके।

Sub : Recording of educational qualification acquired during intervening period by compassionate ground appointees.
As the Railways are aware, wards/dependents of railway employees who die in harness/retire on medical grounds are given appointment according to their educational qualification on compassionate grounds against vacancies available in various Group “C” categories. However, in certain cases, such appointments are delayed owing to various reasons. During this waiting period, the candidate may acquire higher educational qualification(s) which were not mentioned at the time of application. AIRF have raised the issue in PNM with Board (Item No. 28/2016) that aid) educational qualifications as are acquired by compassionate ground candidates during such intervening period should be recorded in their Service Book.
2. The matter has been considered and accordingly it has been decided that at the time of actual appointment, if a compassionate ground appointee claims to have acquired educational qualification not mentioned by him/her earlier when applying for Compassionate Ground appointment his/her request tot relevant entries in his/her Service Book may be examined on merit, on case to case basis and if considered feasible, such. entries in the Service Book may be made after due verification. Railways may please ensure that the process of appointing on compassionate ground may not be halted because of the above dispensation.

Sub: Clarification regarding commutation of a part of pension on retirement under Rule 67 of Railway Services (Pension) Rules, 1993.

In terms of Rule 67 of the Railway Services (Pension) Rules,l993, at any time after a railway servant has completed twenty years qualifying service, he may by giving notice of not less than three months in writing to the Appointing Authority retire from service. However, if the Appointing Authority is satisfied that the curtailment of the period of notice will not cause any administrative inconvenience, the Appointing Authority may relax the requirement of notice of three months on the condition that the railway servant shall not apply for commutation of a part of his pen before the expiry of the notice period of three months.
2. Recently, in a case, it has been observed that this Rule does not cater to the situation where superannuation is due within three months notice period. Notice period cannot go beyond the date of superannuation

3. The matter has been cons Board (FC). It is clarified that whenever the officer/employee has more than three months service at the time of seeking retirement under Rule 67, the commutation will be payable after three months but where normal superannuation is within the notice period of three months, the date of superannuation will be the date to apply for commutation of a part of pension subject to fulfilment of all other conditions specified in this regard in the Railway Services (Commutation of Pension) Rules, 1993
