Cabinet approves disability pension for defence personnel

The Union Cabinet on Wednesday approved the modifications in the 7th Central Pay Commission recommendations on pay and pensionary benefits beside giving clearance to disability pension for defence personnel. Finance Minister Arun Jaitley made the announcement of the approval after the Cabinet meeting.
The cabinet also approved the National Steel Policy that envisages Rs 10 lakh crore investment to create more capacity in the steel sector. The development assumes significance as the steel sector is reeling under weak demand and rising raw material prices.

The cabinet members decided to give international airport status to the Vijayawada airport. The airport is undergoing infrastructural changes due to increase in air traffic.

Cadre Restructuring Doubts and Answers


You may be aware of many speculations surrounding Cadre restructuring and its implementation. This article had been drafted to put an end to such speculation and to vent out the doubts in employee’s mind.

Consequent on Cadre restructuring, Only the posts were been upgraded.(wef 15.4.17 for Tamilnadu circle)

  1. Post of single handed and double handed had been upgraded to LSG
  2. Post of ‘A’ class and LSG had been upgraded to HSG-II
  3. Post of HSG-II had been upgraded to HSG-I
As per Recruitment Rules,
  1. Postal Assistant with 5 Years of service are eligible for LSG
  2. LSG officials with 6 years of service in the cadre are eligible for HSG-II
  3. HSG-II officials with `5 years of service in the cadre are eligible for HSG-I
  4. Senior most HSG-I with minimum 2 years of service are eligible for HSG-I Non functional Cadre.
As such, Postal Assistant irrespective of their GP will first be promoted to LSG only. Some comrades were raising a question that whether MACP III (4600 GP) will directly be placed in HSG-I post. No not at all, For getting promoted to HSG-I, one have to work in HSG-II cadre for at least 5 years of service. So they will be placed in LSG first.

So there are chances that, many HSG-II places may be vacant due to non availability of elibilge officials. So union is asking for one time relaxation to Recruitment rules for posting the officials. 

Query 1:

Whether MACP-II (Grade pay 4200) PA be placed in HSG-II(before Cadre restructuring A CLASS OR LSG OFFICE) after Cadre restructuring?
No. MACP is mere financial up gradation. MACP-II official is also should be treated as PA. As such they will be getting promoted to LSG first.

Query 2:

What is the tenure for single handed/Double handed offices, Treasury after Cadre restructuring?
2 years .As per Directorate order no 4-7/2009-vig dated 07.10.16 these Posts comes under sensitive posts . So they will be rotated after 2 years.

Query 3:

Who is competent for posting of PA in LSG post (previously single/double handed) after Cadre restructuring?
As LSG is a circle cadre, Posting for the LSG and above posts will be done by Circle office. So Posting of SPM in single/Double handed will be done by circle office. Divisional head can issue transfer orders only for Postal assistants Posts.

Query 4:

Whether System Administrator, Marketing Executive are LSG posts after Cadre restructuring?
As of now, they are PA cadre only. Only 59 Posts communicated vide SPOs letter no A/Cadre rest/LSG/Dlgs-I dated 13.4.17 are LSG Posts in our division.

Query 5:

If a time scale PA happens to officiate for more than 14 days in LSG post (i.e as SPM in single hand/double hand), whether he is eligible for officiating pay?
Yes, if an official officiating in higher post for less than 14 days, he is not entitled for higher pay. However, even if the first spell is less than 14 days but subsequently extended, the official officiating in the higher post is entitled for higher pay as per the Directorate letter No. 9-25/82-SPG/SPB II dt. 29.05.86.

Query 6:

Whether MACP-I (2800 GP) official working in single handed office will get disturbed after Cadre restructuring ?
May or may not be. It is subject to grant and acceptance of LSG. As of now, though he/she is placed in 2800 GP he/she is only PA. If that official was granted LSG he/she may not get disturbed else LSG official will be posted in that office.

Query 7:

A LSG official working currently in APM (now upgraded HSG-II after Cadre restructuring) can continue in his post?
May or may not be. If another HSG-II official opts for that post he had to work in other LSG Post. If no eligible officials, they may continue to officiate in HSG-II.

Solution for the above problem :-

  • When any user faces the above error then the user should escalate the issue to their respective CPC of your circle.
  • From CPC team the same error will be sent to DOP TCS support team in order to maintain the data for that particular SOLID.
  • This happens due to incorrect integration of CSI with FSI and the required changes will be done by the TCS team to resolve the said issue.

INTENSIFY FUTURE STRUGGLE

Three years of Modi Government are going to be passed. The issues related to working class are not in the priority of agenda of Central Government. Ten months have passed after notification of 7th CPC Report. Committees formed to look in to issues of allowances, advances, pension, NPS and anomalies with the assurances that these Committees will submit it’s report within four months but after lapse of 10 months no positive signal is visible from the side of Government. NJCA was assured by the group of Ministers comprising Shri Raj Nath Singh , Home Minister, Shri Arun Jaitley , Finance Minister, Shri Suresh Paphu, Railway Minister and Shri Manoj Sinha, State Minister Railways and Communications that a high level committee will be formed to look in to the matter of minimum wage and fitment factor and it will also submit its report within four months. But nothing is visible on this issue also. Based on the assurances of Group of Minister NJCA had deferred indefinet strike on 11th July, 2016.
After lapse of 4 months period the Confederation of CGE&W and NFPE demanded the NJCA leadership to revive the strike but the Major constituents e.g. Railway and Defence were not ready to revive the decision of deferred strike , so Confederation and NFPE took the decision to march forward on the path of struggle which is our legacy. We conducted a very successful Parliament March on 15th December-2016 in which besides all odds and adverse conditions like fog in the North and Cyclone in South and cancellation and abnormal delay of large number of trains and flights, the participation of C.G. employees and NFPE Members was admirable. During the Parliament March one day strike on 15th February-2017 was declared as mark of protest against non-fulfillment of assurances given by the Government of India Due to Assembly election in 5 States the strike was postponed to 16th March-2017. This Strike was a grand success in Postal Department as well as in the other Central Government Departments and the participation of the employees was higher from any other previous strike. With this strike a clear message has been given to the Government that the Central Government employees are very much agitated and dissatisfied and feel cheated and betrayed by the Government and they have expressed their anger with these two major programmes including other protest programmes.

Further there is need to intensify the struggle to put more pressure on the Government and therefore two programmes have been decided by the National Secretariat of Confederation and NFPE has endorsed these .First protest demonstration in front of office of the Finance Minister at North Block , New Delhi on 23.05.2017 and after that formation of Human Chain by Central Government Employees on 22.06.2017 at all important centres.

NFPE appeals all Postal, RMS and GDS Employees to make maximum efforts to make both programmes historic success by maximum participation of employees so that the clear message should reach to the Central Government Employees and members of Confederation and NFPE cannot remain silent spectators and this is our legacy and heritage that we have achieved everything by struggle and in future also we will achieve our legitimate rights and demands and protect whatever achieved earlier.

We have to work on the Mantra of “Unity for struggle and struggle for Unity”

With this we have to intensify future struggle.

Sub : Re-organization of Postal Divisions in Odisha Circle - Regarding.

Respected Sir,
It has come to the notice of this Circle Union that a proposal is under consideration by Circle administration for reorganization of Postal Divisions in Odisha.

We welcome this step of the Circle administration for creation of two more Divisions since after re-organization of districts in Odisha from 13 to 30 during 1993, no re-organization of postal divisions has yet been carried out for last 24 years. 

But we do regret that while such a historic decision involving staff interest is going to be taken with reshuffling of large number of staff members / post offices from one area to other, the Staff Side has been ignored in the proposed review committees.

Further, we observe the following deficiencies in the proposal and register our strong protest.
1. A similar proposal was earlier initiated few years back to bifurcate Jahrsuguda district from Samablpur Division which was protested and the proposal was dropped since Jharsuguda is nearer to Sambalpur, rather than Sundergarh.
2. As proposed, Aska Division is going to lose its identity due to proposed reorganization of Berhampur division. In this context, we would like to intimate that during reorganization of 13 districts of Odisha to 30, the original districts had not lost their identities. While we welcome creation of more Divisions, we strongly oppose abolition of Aska or any other Division during the proposed reorganization.

3. While two Divisions in the name of Rourkela City and Raygada have been proposed to be created, merger of Aska Division with Berhampur will actually increase the Division strength in Odisha to one only.

4. If entire Khurda District is merged with Bhubaneswar Division as proposed, the employees of Balugaon, Chilika, Parikuda etc will definitely suffer. Similar will be the fate of the employees of Bhubaneswar Division if entire Puri District along with Nayagarh forms Puri Division since Pipli, Rench and Nimapara area etc. are nearer to Bhubaneswar.

Here, we would like to recall the discussions made with us by the Shri B V Sudhakar, Ex-Secretary (Posts) on 03.03.2017 during his visit to Odisha. While discussing the local issues including issues arising out of Cadre Restructuring in the kind presence of the Chief PMG, Odisha Circle and DPS (HQ Region, Bhubaneswar), Shri B V Sudhakar Sir had suggested that for every important decision involving staff interests that will be taken by the Circle administration, the Staff Side should always be taken into confidence with their suggestion.

But we witness strong avoidance to the Staff Side in the instant case.

Therefore, while we strongly protest this unilateral activity of the administration, we would like to request you to arrange involvement of all the Circle Secretaries and respective Divisional Secretaries in the proposed committees for a meaningful discussion before any decision is taken in this regard.

Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June and July 2017 under X BPS/ Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended March 2017 are as follows:-
January 2017 - 6254.30
February 2017 - 6254.30
March 2017 - 6277.12
The average CPI of the above is 6261.91 and accordingly the number of DA slabs is 456 (6261.91-4440 = 1821.91/4= 456 slabs). The last quarterly payment of DA was at 469 slabs. Hence, there is a decrease in DA slabs of 13, i.e. 456 slabs for payment of DA for the quarter May, June and July 2017.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of May, June and July 2017 shall be 45.60 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

7th Pay Commission: The recommendations of the Committee on Allowances on arrears and the house rent allowance (HRA) could be shared with union leaders.

New Delhi, May 3: A key meeting will take place on Wednesday between central government employees’ union leaders and the government officials on the higher allowances under the 7th Pay Commission. The union leaders are expected to enquire about the progress on the Committee on Allowances’ report on higher allowances under the 7th Pay Commission. Finance Ministry officials are likely to be present in the meeting. The recommendations of the Committee on Allowances on arrears and the house rent allowance (HRA) could be shared with union leaders. Finance Secretary Ashok Lavasa led Committee on Allowances, which examined the 7th pay commission’s recommendations on allowances, submitted its report to the finance ministry on April 27.
The recommendations of the Committee on Allowances report on higher allowances under the 7th Pay Commission haven’t made public. According to the statement of the Finance Ministry, the panel suggested some modifications in some allowances which are applicable universally to all employees as well as certain other allowances which apply to specific employee categories. The 7th Pay Commission had suggested the abolition of 52 out of the 196 existing allowances, apart from subsuming 36 smaller allowances.

The report on higher allowances under the 7th Pay Commission is being examined by the Department of Expenditure, and will be subsequently placed before the Empowered Committee of Secretaries (E-CoS). After the clearance, it will be sent to Union cabinet for approval. While the government has hiked the salary of central government employees as per the recommendations of the 7th Pay Commission, the allowances are being paid as per the 6th Pay Commission.

The National Joint Council of Action (NJCA) chief Shiv Gopal Mishra said he was hopeful about arrears for central government employees. “Arrears would mostly be provided to the employees,” Mishra said. While the government has provided arrears on salary since January 1, 2016, the scheduled date of 7th Pay Commission’s implementation, NJCA has demanded a similar release of arrears on allowances as well. They also want the HRA to be kept at 10, 20 and 30 per cent respectively, while the 7CPC panel led by Justice (retd) A K Mathur had also reduced the house rent allowance (HRA) to 8, 24 and 16 respectively.

The Ashok Lavasa committee on allowances, which examined the 7th pay commission's recommendations on allowances, submitted its report to the finance ministry on April 27.
With the allowance report already submitted to the finance minister, all eyes are on when it will be taken up by the Cabinet. Employee union leaders are scheduled to meet top government officials today, an union leader told NDTV, adding that they are likely to enquire about the progress on the allowance report. Officials from the finance ministry are also likely to be also present at the meeting, he added. The Ashok Lavasa committee on allowances, which examined the 7th pay commission's recommendations on allowances, submitted its report to the finance ministry on April 27. The allowance committee suggested some modifications in some allowances which are applicable universally to all employees as well as certain other allowances which apply to specific employee categories such as railwaymen, postal employees, scientists, defence forces personnel, doctors, nurses etc, the finance ministry said in a statement.
The allowance committee report is being currently examined by the Department of Expenditure. It will be placed before the Empowered Committee of Secretaries (E-CoS) set up to screen the 7th pay commission recommendations and to firm up the proposal for approval of the Cabinet. While recommendations of the 7th pay commission on pay and pension were implemented with the approval of the Cabinet, allowances continued to be paid at old rates.

The 7th pay commission had recommended that house rent allowance or HRA be paid at the rate of 24 per cent, 16 per cent and 8 per cent of the new basic pay, depending on the type of city. The 7th pay commission had also recommended that the rate of HRA be revised to 27 per cent, 18 per cent and 9 per cent when DA crosses 50 per cent, and further revised to 30 per cent, 20 per cent and 10 per cent when DA crosses 100 per cent. With regard to allowances, employee unions have demanded HRA at the rate of 30 per cent, 20 per cent and 10 per cent.

A press release from the Senior Superintendent of Post Offices, Salem East Division, said that the Department of Posts had launched this facility from April 26 and one can obtain Rs. 300 ticket for darshan at 10 a.m., 11 a.m., 12 noon and 1 p.m. The release said that the entry ticket permits registration for six persons and one of the members of the group can obtain the ticket from the post office. He has to upload the pictures of other group members and should bring the Aadhaar card of all the six members for registration.

After the submission of the report on the higher allowances under the 7th Pay Commission, the ball is now Prime Minister Narendra Modi's court.

Besides higher allowances under the 7th Pay Commission, the issue of arrears is also making central government employees worried.
After the submission of the report on the higher allowances under the 7th Pay Commission, the ball is now Prime Minister Narendra Modi’s court. The National Joint Council of Action (NJCA) chief Shiv Gopal Mishra will meet Cabinet Secretary P K Sinha today and discuss the arrears on allowances for the central government employees.

The report on hiked allowances under the 7th Pay Commission was submitted last week by Finance Secretary Ashok Lavasa. The report is being examined by the Department of Expenditure, and will be subsequently placed before the Empowered Committee of Secretaries (E-CoS). After the clearance, it will be sent to Union cabinet for approval. The Ashok Lavasa led panel held as many as 15 minutes with the representatives of National Council (Staff Side), Joint Consultative Machinery (JCM) and representatives of defence personnel in last 10 months.

The NJCA chief Shiv Gopal Mishra was hopeful about arrears for central government employees. “Arrears would mostly be provided to the employees. I will meet Cabinet Secretary tomorrow in this regard. He is heading the Empowered Committee of Secretaries which is scrutinising the report submitted by the Lavasa committee,” Mishra told India.com. “No insights from the report is available so far. We (NJCA) would study the recommendations of the report tomorrow after meeting the Empowered Committee of Secretaries,” he added.

“Modifications have been suggested in some allowances which are applicable universally to all Central government employees as well as certain other allowances which apply to specific employee categories,” the Finance Ministry said in a statement on April 28. The 7th Pay Commission had suggested the abolition of 52 out of the 196 existing allowances, apart from subsuming 36 smaller allowances. The 7CPC panel led by Justice (retd) A K Mathur had also reduced the house rent allowance (HRA) from existing 10, 20 and 30 per cent to 8, 24 and 16 respectively.

The basic pay of the central government employees was hiked from January 1, 2016 as per the 7th Pay Commission recommendations, but for last 10 months, the central government employees have been waiting for the higher allowances. While the government has provided arrears since January 1, 2016, the scheduled date of 7th Pay Commission’s implementation, NJCA has demanded a similar release of arrears on allowances as well. All eyes will be on PM Narendra Modi who may bring ‘achhe din’ for the central government employees announcing arrears on allowances.
