Dear Comrades! 

Sub: Proceedings of the meeting of the Standing Committee meeting of the National Council(JCM held on 03.05.2017 under the Chairmanship of Secretary(DoP&T)
Immediately after Introductory Remark of the Secretary(DoP&T), the Staff Side raised the following issues:-
1. For more than 7 years now the National Council(JCM) has not met. Functioning of the JCM is completely diluted by the Government Departments are also not holding meeting. The grievances on service matter of the employees are getting accumulated. The JCM Machinery needs to be strengthened and meeting with the Staff Side should take place regularly.
2. It is now more than 10 months after proposed “Indefinite Strike” was deferred by the Central Government Employees; based on the assurance given by the Group of Ministers. None of the demands is settled. “The Staff Side is in dark about the recommendations of the Allowance Committee”. “While Pay Commission’s report is put on the Public Domain after its submission to the government, why these reports are kept secret”, the Staff Side asked. Since Allowances Committee report is considerably delayed the date of effect of the revised allowances should be w.e.f. 01.01.2016.
The Staff Side has demanded that, Minimum Wage should be raised, Pay Matrix should also be revised, to recommend at least Minimum Guaranteed Pension of 50% of the last pay drawn, Family Pension, and Disability Pension and GPF to all the Central Government Employees. It is unfortunate that, Option No.1, recommended by the 7th CPC for pre-01.01.2016 Pensioners, is also rejected. The Central Government Employees are very much agitated and there is going to be an uncontrollable unrest, hence the Chairman is requested to convey our feelings to the government to avoid a confrontation
(Chairman intervened and assured that he would convey the feelings of the Staff Side to the government).
3. In spite of the Government orders many autonomous bodies have not revised the pay scale of the employees as per 7th CPC and no order is yet issued for revising the pension of the pensioners who retired from these autonomous bodies. These issues needs to be settled by the government.
4. Staff Side demanded to fill-up all the vacant posts and also to sanction additional posts to man additional assets and additional workload without insisting on Matching Saving.
Thereafter, Action Taken Report on the progress/decisions taken on the Agenda Points discussed during last Standing Committee Meeting was taken for discussion.

Simple method to link Pan no to aadhar before July 31st

The IT Dept had been asking people to link their PAN no. with Aadhar before 31 July and many were finding it difficult as their names did not match in both. ( Eg. Names with initials in one and expanded initials in another). Responding to complaints, the IT dept has come out with a simple solution now.

Just go to their www.incometaxindiaefiling.gov.in website and log in. Then go to Profile settings and choose Aadhar linking. Then enter Aadhar no. and ENTER NAME AS GIVEN IN AADHAR CARD. Then both get linked and u will get a confirmation about its success to ur email too. This is a simpler process than several other methods tried earlier. 

Please note that matching of PAN and Aadhar is inevitable for GST also.

Report On Allowances To Be Placed Before Secretaries Panel Next Week

New Delhi: The report on allowances will be placed before the empowered committee of secretaries in the next week for screening, a finance ministry official told on Monday.

The empowered committee of secretaries to take up all issues of allowances, including house rent allowance (HRA), which has been submitted by Committee on Allowances headed by Finance Secretary Ashok Lavasa on its report under the recommendations of the 7th Pay Commission.

The Cabinet approved the setting up of Empowered Committee of Secretaries on January 13, 2016 to process the recommendations of the 7th Pay Commission in an overall perspective. Accordingly, the report of allowances will be screened by that Empowered Committee of Secretaries, the official said.
The finance ministry has set up a 13-member Empowered Committee of Secretaries (E-CoS) headed by Cabinet Secretary P K Sinha on January 27, 2016 on cabinet nod for processing the report of the 7th Pay Commission, which has bearing on remuneration of 47 lakh central government employees and 52 lakh pensioners.

The other members in the panel include secretaries from the Home Affairs and Defence ministry and secretaries of department of personnel and training, pension and PW, revenue, expenditure, posts, health, and science and technology. Chairman of Railway Board, Deputy CAG and Secretary (Security) in the Cabinet Secretariat are also on the panel.

“It will look at all the issues of allowances, including HRA and it will function as a Screening Committee to process the Committee on Allowances report with regard to all relevant factors,” the official said.

“The report on allowances is now being examined in the Department of Expenditure. It will be completed shortly, we expect, the finance minister Arun Jaitley next week will hand over it to the Empowered Committee of Secretaries (E-CoS) to examine it and after consideration by the empowered committee of secretaries, the higher allowances shall be placed before the Cabinet for approval.,” the official added.

The employees now get all allowances except dearness allowance at the old rates until the cabinet approval of higher allowances.

Ministries of health, earth sciences may tie-up with India Post to offer weather, medical services

Hyderabad: The Union Ministries of Earth Sciences and Health are in talks with the Department of Posts to use the resources of the latter to extend weather and medical services to citizens across the country.
According to BV Sudhakar, secretary, Department of Posts, the Ministry of Earth Sciences would like to use the manpower of Department of Posts to provide and also disseminate information on weather.

"Ministry of Earth Sciences...what we are doing is, we are going to provide them weather data (on locally prevailing climate conditions) and also if they want any data to be disseminated to the farmers or to the fishermen in coastal areas, the post offices will play the role of disseminating this information," Sudhakar told PTI in Hyderabad.

The technical details of the proposed arrangement have been finalised and the financial details are being worked
out, he said.

The arrangement is expected to be rolled out in another two months, he said.

"It should be in another two months. Because, technically, it is over. Only financially, we are discussing with them," he said.

The Ministry of Health wants the India Post to supply general medicines in remote and inaccessible areas of the country, the senior official said.

"Ministry of Health, we are talking with them to supply general medicines in remote rural areas where access is difficult. It has not been finalised. We hope we will be able to finalise shortly," he said.

The Ministry of Health is examining what type of medicines are to be supplied and where to supply and it needs to communicate on the matter to India Post, Sudhakar said.

Now EPFO to make all payments to members electronically

The labour ministry has amended the social security schemes run by the retirement fund body EPFO to enable it to make all payments -- pension, provident fund and insurance -- to members electronically
This will enable the Employees’ Provident Fund Organisation (EPFO) to make all payments like EPF and pension through digital mode,” an official said.

This will enable the Employees’ Provident Fund Organisation (EPFO) to make all payments like EPF and pension through digital mode,” an official said.
It was provided in the schemes run by the EPFO that the body can make payments to its subscribers through various modes like money order, cheques or electronically.

The official said, “The scheme has been completely amended and the provision of making payments through money order or cheques has been omitted from the schemes. Thus all payments would be made through electronic mode.”

Explaining further, the official said, “Though the EPFO had been making 98 per cent of its payments through electronic mode, there were some field offices which were using other modes like cheque and money orders.”

The official also informed that the decision to go 100 per cent digital for payments, was taken after some complaints were received for ensuring complete transparency.

The EPFO has over four crore subscribers and receives 1 crore claims every year including that of EPF withdrawal, pension fixation and insurance claims.

CBSE NEET 2017: Expert Analysis, Expected Cut-Off

New Delhi: Central Board of Secondary Education (CBSE), has conducted the NEET UG 2017 exam today in 104 cities across the country. The results of NEET 2017 will be published in next month while the official answer key of the medical test will be released in this month. Private educational institutes have come out with various answer keys and cut-off for the exam which was conducted today for the entry into the medical, dental, AYUSH and veterinary colleges across the country. NEET exam was conducted today from 10 am to 1 pm. 

Rajshekhar Ratrey, VP Educational Content, Toppr.com said, this year, NEET 2017 was moderate in both difficulty and length.

"Compared to last year's paper though, this year was slightly tougher on both points", he said.

In Physics, Mr. Aakash Chaudhry, Director, Aakash Educational Services said, overall questions were above average and the paper had mix of easy, moderate and difficult questions.
"It had almost 50% questions, which were of calculative nature, leading to more time investment by students. Overall, the Physics question paper was time consuming due to fractional calculations. Roughly, 30% questions were theoretical and were brainstorming in nature. Most of the questions had two or more concepts interlinked and were not straightforward", said Mr. Chaudhry.

On Physics questions, Mr. Ratrey said that, this year's paper was of moderate difficulty and length; with a lot of calculation-based questions and compared to last year though, the paper was slightly tougher and lengthier.

Chemistry, he added that, is generally of moderate difficulty and this year was similar to last year's paper. 

"Most questions were conceptual and application based. Students strong in both factors would not find it too lengthy either. It was also observed in Set R, question no. 87 (Chemistry) doesn't have any correct option", he analysed.

"The paper was of above average level. Nearly 30% questions were difficult and required strong conceptual clarity. One question has ambiguity while two questions were found beyond the scope of NCERT", said Mr. Chaudhry on Chemistry.

In his observation, the Biology portion of the NEET 2017 included mostly average type of questions.

"Most of the questions were based on the statements given in NCERT but some questions were not directly asked from NCERT. If a student has read the NCERT well, he/she must have fared well in it. A few questions required analytical ability. Overall, the Biology questions were on the expected lines", he said.

"Compared to last year though, the paper was slightly tougher. Most question were conceptual, so those with strong concepts would find it solvable in time", Mr. Ratrey commented on Biology Paper.

NEET 2017: Cut Off

About the expected cut off, Mr. Ratrey said: "Our experts estimate the cut off, for General Category, to lie between 380 and 410".

NEET 2017: Weightage, Syllabus Distribution

"This year, both 11 th and 12 th standard syllabi contributed equally to the paper. The weightage of questions in Physics was just slightly imbalanced, with 24 and 21 questions from 11 th and 12 th standards respectively. The paper had 19 questions from Mechanics, 5 from Thermodynamics and Kinetic Theory, 9 from Electrodynamics, 5 from Optics and Wave Optics and 7 from Modern Physics", said Mr. Rathrey.

In Chemistry, he said that, it was the other way around; with 21 questions from 11 th standard and 24 questions from 12 th standard. The paper had 12 questions from Physical Chemistry, 14 from Organic Chemistry,n12 from Inorganic Chemistry and 4 questions from General Chemistry.

"The weightage of questions in Biology was rather balanced, with 44 and 46 questions from 11 th and 12 th standards respectively. The paper had 11 questions from Reproduction, 15 from Genetics and Evolution, 7 from Biology and Human Welfare, 4 from Biotechnology, 9 from Ecology, 11 from Diversity in Living Organisms, 7 from Structural Organization in Plants and Animals, 7 from Cell Structure and Function, 6 from Plant Physiology and 13 from Human Physiology", he said.

In NEET 2017 paper, each question carries 4 marks. For each correct response the candidate will get 4 marks. For each incorrect response one mark will be deducted from the total score.

This year NEET exam was conducted in 10 different languages, compared to 8 last year; English, Hindi, Tamil, Telugu, Marathi, Bengali Assamese, Gujarati, Oriya and Kannada.
