Committee On Allowances Makes Minor Changes To Allowances

New Delhi: The Committee on Allowances has made only minor changes to allowances on the recommendation of the 7th Pay Commission for the central government employees
The committee has also dittoed the pay commission recommendation of house rent allowance (HRA) of 24, 16 and 8 per cent respectively, instead of the present rate of HRA — of 30, 20 and 10 per cent of basic pay.

A top Finance Ministry official, who did not wish to be named told us after receiving the Committee on Allowances report from Finance Secretary Ashok Lavasa, who led the committee, the report is being currently examined by the Department of Expenditure.
The 7th Pay Commission, led by Justice A K Mathur, earlier proposed abolition of 52 allowances and subsuming of another 36 allowances into larger existing ones out of total 196 allowances, which triggered resentment among central government employees that government complied with formation of the Committee on Allowances.

The Committee on Allowances was constituted in June last year after the government gave nod the recommendation of the 7th Pay Commission from January 1, 2016 in respect of basic pay and dearness allowances.

The Committee on Allowances in its report agreed with the pay commission’s recommendation for reducing house rent allowance (HRA) and made minor changes in little allowances for central government employees, the Finance Ministry official told us.

The recommendations of allowances would be finalised by May or June after examining by the empowered committee of secretaries and following that it will be placed before the Cabinet by Finance Minister Arun Jaitley, he said.

No matter when the recommendations are finalised, the new allowances will be made effective from January 1 last year, the official asserted.

The committee was headed by Finance Secretary Ashok Lavasa and had Secretaries of Home Affairs, Defence, Health & Family Welfare, Personnel & Training, Post and Chairman, Railway Board as Members and Joint Secretary (Implementation Cell) as Member Secretary.

The Lavasa committee has suggested some modifications in some allowances that are applicable universally to all employees as well as certain other allowances which apply to specific employee categories, the finance ministry said in a statement. The finance ministry said that an Empowered Committee of Secretaries (E-CoS) will screen the allowance committee report on 7th pay commission recommendations. The empowered committee will then firm up the proposal for approval of the Cabinet 

The 7th pay commission had recommended that house rent allowance or HRA be paid at the rate of 24 per cent, 16 per cent and 8 per cent of the new basic pay, depending on the type of city. The 7th pay commission had also recommended that the rate of HRA be revised to 27 per cent, 18 per cent and 9 per cent when DA crosses 50 per cent, and further revised to 30 per cent, 20 per cent and 10 per cent when DA crosses 100 per cent. With regard to allowances, employee unions have demanded HRA at the rate of 30 per cent, 20 per cent and 10 per cent.

The 7th pay commission had recommended that of a total of 196 allowances, 52 be abolished altogether and 36 be abolished as separate identities by subsuming them in another allowance.

The Cabinet had earlier approved modification in recommendations of the 7th pay commission relating to the method of revision of pension of pre-2016 pensioners and family pensioners based on recommendations of a high-level panel. The decision will benefit over 55 lakh pre-2016 civil and defence pensioners and family pensioners.

Over one lakh India Post ATM cards issued in Karnataka, get popular after banks hike fees

BENGALURU: You probably didn’t know this. You can bid goodbye to hefty bank transaction fees. All it will cost you is Rs 50.
With private and public sector banks, including SBI, hiking minimum balance and transaction fees, Post Office Savings Bank (POSB) comes to your rescue. Opening a savings account, which comes with an ATM card, costs no more than Rs 50 and India Post has so far issued over one lakh ATM cards in Karnataka. Currently, it has 76 ATM counters in the state, including 14 in Bengaluru alone.

A minimum deposit of Rs 500 for cheque book, unlimited transactions at India Post branches and ATMs with a maximum withdrawal limit of Rs 25,000 per day is certainly good news.
This is in sharp contrast to public sector and private banks insisting on a minimum balance of more than Rs 5,000, limited free transactions, heavy transaction fees and hidden charges. India Post is also planning to launch the internet and mobile banking shortly.

“We are getting an overwhelming response for POSB especially after banks, including SBI, recently hiked transaction fees and other charges. We have distributed more than 50,000 ATM cards in the state over the last five months. Our account holders can also withdraw money from any bank ATMs,” said a senior official of India Post (Karnataka Circle).

Across the country, 23,292 post offices have been migrated to Core Banking Solution and a total of 970 ATMs are operational. India Post is also planning to increase the number of ATMs and banks to attract more people.

Many regular bank customers are also happy. “SBI insists that savings bank account customers in metros should maintain a monthly balance of Rs 5,000. Otherwise, they will impose fines ranging from Rs 50 to Rs 100 (plus service tax). SBI also doesn’t allow unlimited cash withdrawals from their ATMs. It’s not possible to maintain a minimum of Rs 5,000 from my monthly salary. So I’ve decided to close the SBI account and to start an account in India Post bank,” said S Manjunath, a delivery boy in Koramangala.

“We will set up more ATMs at our post office premises in the coming years. We have a presence in every nook and corner of the country. So customers can avail banking services from any of our postal banks without any additional charges,” the official said.

Under Rural Information Communication & Technology (RICT) project, India Post has also started a doorstep banking to provide services like cash deposit, cash withdrawal and balance enquiry. “We have started a pilot project in Channapatna and will extend it to all rural areas of the state. This facility is useful to senior citizens and differently-abled people who cannot visit post offices,” the official added.

Prevention tips of ransomeware attack - WannaCry!!!

1. First and foremost, be sure to back up your most important files on a regular basis.

Ideally, backup activity should be diversified, so that the failure of any single point won’t lead to the irreversible loss of data. Store one copy in the cloud, resorting to services like Dropbox, and the other on offline physical media, such as a portable HDD.

An efficient tactic is to toggle data access privileges and set read/write permissions, so that the files cannot be modified or erased. An additional tip is to check the integrity of your backup copies once in a while.

2. Personalize your anti-spam settings the right way.

Most ransomware variants are known to be spreading via eye-catching emails that contain contagious attachments. It’s a great idea to configure your webmail server to block dubious attachments with extensions like .exe, .vbs, or .scr.

3. Refrain from opening attachments that look suspicious.

Not only does this apply to messages sent by unfamiliar people but also to senders who you believe are your acquaintances. Phishing emails may masquerade as notifications from a delivery service, an e-commerce resource, a law enforcement agency, or a banking institution.

4. Think twice before clicking.

Dangerous hyperlinks can be received via social networks or instant messengers, and the senders are likely to be people you trust, including your friends or colleagues. For this attack to be deployed, cybercriminals compromise their accounts and submit bad links to as many people as possible.

5. The Show File Extensions feature can thwart ransomware plagues, as well.

This is a native Windows functionality that allows you to easily tell what types of files are being opened, so that you can keep clear of potentially harmful files. The fraudsters may also utilize a confusing technique where one file can be assigned a couple of extensions.

For instance, an executable may look like an image file and have a .gif extension. Files can also look like they have two extensions – e.g., cute-dog.avi.exe or table.xlsx.scr – so be sure to pay attention to tricks of this sort. A standalone known attack vector is through malicious macros enabled in Microsoft Word documents.

6. Patch and keep your operating system, antivirus, browsers, Adobe Flash Player, Java, and other software up-to-date.

This habit can prevent compromises via exploit kits.

7. In the event a suspicious process is spotted on your computer, instantly turn off the Internet connection.

This is particularly efficient on an early stage of the attack because the ransomware won’t get the chance to establish a connection with its Command and Control server and thus cannot complete the encryption routine.

8. Think of disabling vssaexe.

This functionality built into Windows to administer Volume Shadow Copy Service is normally a handy tool that can be used for restoring previous versions of arbitrary files. In the framework of rapidly evolving file-encrypting malware, though, vssadmin.exe has turned into a problem rather than a favorable service.

9. Keep the Windows Firewall turned on and properly configured at all times.

Keep it enabled only if absolutely necessary.

14. Enhance the security of your Microsoft Office components (Word, Excel, PowerPoint, Access, etc.).

In particular, disable macros and ActiveX. Additionally, blocking external content is a dependable technique to keep malicious code from being executed on the PC.

15. Install a browser add-on to block popups as they can also pose an entry point for ransom Trojan attacks.

16. Use strong passwords that cannot be brute-forced by remote criminals.

Set unique passwords for different accounts to reduce the potential risk.

17. Deactivate AutoPlay.

This way, harmful processes won’t be automatically launched from external media, such as USB memory sticks or other drives.

18. Make sure you disable file sharing.

This way, if you happen to get hit, the ransomware infection will stay isolated to your machine only.

19. Think of disabling remote services.

Otherwise, the threat could rapidly propagate across the enterprise network, thus calling forth serious security issues for the business environment if your computer is a part it.

For example, the Remote Desktop Protocol can be leveraged by the black hat hackers to expand the attack surface.

20. Switch off unused wireless connections, such as Bluetooth or infrared ports.

There are cases when Bluetooth get exploited for stealthily compromising the machine.

21. Define Software Restriction Policies that keep executable files from running when they are in specific locations in the system.

The directories most heavily used for hosting malicious processes include ProgramData, AppData, Temp and Windows\SysWow.
22. Block known-malicious Tor IP addresses.

Tor (The Onion Router) gateways are the primary means for ransomware threats to communicate with their C&C servers. Therefore, blocking those may impede the critical malicious processes from getting through.

Since ransomware is definitely today’s number one cyber peril due to the damage it causes and the prevalence factor, the countermeasures above are a must. Otherwise, your most important files could be completely lost.

The key recommendation, though, is the one about backups – offline or in the cloud. In this scenario, the recovery consists of removing the ransom Trojan and transferring data from the backup storage.

Currently, dealing with the consequences of ransomware isn’t very promising from the file decryption perspective. That is why thwarting the virus attack can save you a pretty penny and guarantee peace of mind

7th CPC Pension Calculation for Pre-2016 Pensioners


What the above decision means for pre-2016 retirees?

Modification made appears fixing the pay of pre 2016 retirees notionally in revised pay matrix and then fixing pension at 50% of pay. If the pension so fixed is more than the pension fixed with fitment formula of 2.57 then pension will be revised otherwise no change. It is presumed that option will be given to pensioners. For arriving at pay in revised matrix of 7 CPC for those who retired prior to 1-1-1996 notionally there pay will be fixed under V CPC scales and VI CPC Pay structure. Similarly for those who retired prior to 2006 it will be notionally fixed in VI CPC Pay structure and then in 7 CPC matrix. The pay for this purpose is pay last drawn as recorded in their PPO. For the information of readers fixation formula under V CPC, VI CPC and VII CPC rules is given below:

Income Tax Department launches facility to correct errors in PAN & Aadhar

NEW DELHI: The income tax department has launched an online facility to correct errors in names and other details in permanent account number (PAN) and Aadhaar document. 

Alongside the facility to link biometric identifier Aadhaar with PAN, the department has also put two separate hyperlinks on its e-filing website -- one to update changes in existing PAN data or for application of new PAN by an Indian or a foreign citizen. 

The second hyperlink is for individuals who want to update Aadhaar details by logging into 'Aadhaar Self Service Update Portal' using the unique identity number. The individual can then upload scanned documents as proof for data update request.

Over 1.22 crore assessees already have Aadhaar-linked PAN but the number is abysmally low as there are over 25 crore PAN card holders in the country, while Aadhaar has been issued to 111 crore people. 
As per statistics with the tax department, only 6 crore people file income tax returns at present. 

Finance Minister Arun Jaitley, through an amendment to the Finance Bill for 2017-18, had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to curb tax evasion through use of multiple PAN cards. 

Last week, the income tax department launched a facility to enable a taxpayer to link his Aadhaar and PAN. 

It required a person to put in PAN and Aadhaar number along with his name as per the Unique Identification Authority of India (UIDAI) data. 

After verification from the UIDAI, the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP will be sent to the mobile number registered with the UIDAI. 

Additionally, the income tax department has now launched a facility to correct anomalies in PAN or Aadhaar document.
