Today Secretary , Staff Side , NC JCM had a meeting with the Cabinet Secretary to Govt.

He has recorded his anguish over the inordinate delay on various Committees, including the Allowance Committee.
The Cabinet Secretary replied that, he has fixed the meeting with Empowered Committee for perusal of the report on allowances only on 1st June, 2017 and thereafter only he will prepare and send a memorandum to then Cabinet.

This is the current status on this issue.

7th Pay Commission: Govt May Announce Higher Allowances Tomorrow

New Delhi: Top sources in the Finance Ministry have told The Sen Times on condition of anonymity that the government may announce higher allowances under 7th Pay Commission tomorrow.
The ‘Committee on Allowances’ finally submitted its report to Finance Minister Arun Jaitley on April 27.
They told that the Empowered Committee of Secretaries (E-CoS) headed by Cabinet Secretary P K Sinha is going to place the recommendations of higher allowances in front of the Cabinet on Wednesday.
BJP national spokesperson Sudhanshu Trivedi on Monday also said in a TV programme that the allowances of 7th Pay Commission would be met soon.

The government implemented the recommendation of the 7th Pay Commission from January 1, 2016 in respect of basic pay and dearness allowances, other allowances continued to be paid at old rates.

The 7th Pay Commission had recommended that of a total of 196 allowances, 52 be abolished altogether and 36 be abolished as separate identities by subsuming them in another allowance, which triggered resentment among central government employees that governments complied with formation of the Committee on Allowances headed by Finance Secretary Ashok Lavasa to review it.

The Committee on Allowances had time till October’ 2016 to give the report but this got delayed.

Later, the Finance Minister Arun Jaitley extended the deadline for report submission to February 22, 2017.

The ‘Committee on Allowances’ finally submitted its report to Jaitley on April 27.

The report is being currently examined by the Empowered Committee of Secretaries (E-CoS) to firm up the proposal for approval of the Cabinet.

The 7th Pay commission had recommended abolition of or subsuming of allowances like acting, assisting cashier, cycle, condiment, flying squad, haircutting, rajbhasha, rajdhani, robe, shoe, shorthand, soap, spectacle, uniform, vigilance and washing.

It also recommended slashing the House Rent Allowance (HRA) from 30, 20 and 10 per cent to 24, 16 and 8 percent of the Basic Pay for Class X, Y and Z cities respectively.

Shri Vijay Shekhar Sharma was one of the 11 applicants who was issued in-principle approval for setting up a payments bank, as announced in the press release on August 19, 2015.

Retirement Age Of Central Group A Officers May Be Raised To 62 Years

New Delhi: The retirement age of Central Group A officers may be raised from 60 to 62 years to help put their acumen to an extended use.
Indication in this regard was given by a top official of Department of Personnel and Training (DoPT) on condition of anonymity.
“The government is seriously thinking of enhancing the retirement age of the Central Group A officers to 62. The kind of acumen they achieve by the time they reach the age of 60 should be put to use for another two years. The government would seriously work on the feasibility of this proposal,” he said.
He, however, clarified that the proposal to increase the retirement age will be limited to regular Group A officers.
  • Besides Central Group A officers, it will also be implemented to All India Service officers (IAS, IPS and IFS), he added.
  • Currently, the retirement age of Central government employees including Group A officers is 60. In all, about 48.85 lakh employees are working under central government.
  • Amongst 48.85 lakh central government employees, 85% are holding Group-‘C’ posts and 12% are holding Group-‘B’ posts whereas employees holding Group –‘A’ posts are only about 3%.
  • There are several secretaries heading different departments have to cross their retirement age, but now they may be retained by the government owing to their experience and expertise.

Suggestions to the AIAPC CHQ - PS Group B suggestions draft!!!

Dear AIAPC team ...
You have circulated some model draft to send the same to dte as stake holder comments.
But in that letter the following two may kindly be changed.

1. There is no seperate Sr.PM posts for PM cadre to carve out as like carving out PM 1/2/3. LSG/HSG2/ HSG1 and PM 1/2/3 are different so carve out was done. But in the case of Sr.PM there is no separate posts to carve out. After entered in Sr.PM posts, all the IP and PM cadre would come under PS Group B Gradation for the Group A induction as per the RR norms.

2. We should not club Sr.PM RR suggestions, while PS Group B comments were sought. If we asked either 100% Sr.PM or 19% PS Group B, then department may simply say 100% Sr.PM posts provisions will be considered while SrPM RR amendment suggestions. That Sr.PM RR amendment suggestion time, this plea may or may not be considered.

3. So our demand should be that IP cadre are allowed in our 75% Sr.PM LDC exam quota, so in the same way, PM cadre should also be allowed in IP cadre 19% LDC exam quota.

Subject: Revision/ Amendment in Recruitment Rules for the post of Postal Service Group ‘B’-reg.- Comments as a stakeholder
Ref : Dte’s letter No 9-14/2010-SPG dated 02.05.2017

Respected Sir,

With due regard, I wish to submit my comments as a stakeholder as sought for through the Directorate’s letter cited above.

1. As per spirit of the Directorate’s letter no. 9-04/2007-SPG dated 16.03.2017 (copy is enclosed for kind ready reference), the cadre & posts of Sr Postmasters are yet to be filled owing to non-finalization of Recruitment Rules of the PS Group-‘B’. Thus both the Recruitment Rules for PS Group-‘B’ and Sr. Postmaster are inter-related.

2. The 7th CPC vide para 11.8.18 of its report has recommended that eligible officers from Postmasters’ Grade II and Postmasters’ Grade III may also be permitted to appear for LDCE along with Inspector (Posts) for the balance 75 percent of the Sr. Postmasters’ posts.

3. As per clarification vide the Dte’s Letter No 4-17/2008-SPB-II dated 10/02/2011 (Query No 10), “according to the policy of Government, a cadre cannot have multiple channels of promotional avenues”. As per the clarificatory orders, every cadre is water locked and lateral entry to any cadre from outside will violate the policy of the Government.

4. But in this proposed PS Group B amendment, against to the multiple channel norms and against to the existing PS Group B recruitment rules, non-Postal Services Group B hierarchy LSG officials of RMS/SBCO/CO&RO and stenographers were directly allowed in the PS Group B eligibility 6% quota, though they are having their own channel of promotions.

5. In Senior Postmaster Cadre recruitment rules 2010 also, by giving lateral entry to the Inspector (Posts) in the LDCE for Sr. Postmaster in the Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010, above-mentioned multiple channel policy of the Government (mentioned in para 3 above) has been disregarded as the posts of Sr. Postmaster come in the hierarchy of Postmaster Grade-I, II & III only. But in the case of Senior PM Recruitment rules also, above para 3 clarificatory order was not at all followed and Inspector cadre was also allowed in the 75% LDC exam quota.

6. Thus, separate action towards framing Recruitment Rule for Sr. Postmaster-2010 in addition to PS Group B recruitment rules amendment, disregarding the government policy becomes detrimental to my service interest in the department and I have faced unrecoverable loss of my service carrier.

7. I, therefore, pray before the Hon’ble Directorate to be kind enough in amending Recruitment Rules for the post of Postal Service Group ‘B’ and Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010 by adopting the following amendments.

(i) Kindly provide necessary provision for 75% promotion to the posts of Sr. Postmaster in the Department of Posts, Senior Postmaster (Group B Gazetted) Recruitment Rule, 2010 from the cadre of Postmaster Grade-I, II & III after 5 years service as per the 7th CPC recommendations.

(ii) After this proposed amendment, the only cadre left without PS Group B opportunity is Postmaster Cadre by mentioned hierarchy and multiple channel norms. We cannot keep restriction norms only to one cadre. So Kindly allow the officers of Postmaster Grade-I, II & III to write LDCE for PS Group-‘B’ along with Inspector Posts making necessary provision in the Department of Posts, Postal Service Group ‘B’ Recruitment (Amendment) Rules, 1993 against their 19% (143 posts). But against to the committee report, in the table column it was mentioned as 22% instead of 19%, it may kindly be corrected. It is pertinent to mention here that Postmaster Cadre, LSG and Inspector cadre are the cadres directly serving in Postal Services operative/administrative posts as appointing authorities to GDS, sub appointing authorities to MTS/Postmen and in addition to that Postal services operative work supervising/inspection. So only these cadres are allowed in the PS Group Recruitment rules 1994 since they are only having ample feeder cadre experiences to appear for the PS Group B exams.(During 1994 Postmaster Cadre was not introduced to place in the eligibility list)

(iii) After LSG posts were enhanced 5 times during the Group C cadre restructures, 6% LDC quota of general line may kindly be not reduced.

(iv) As per the existing PS Group B RR norms, other non-hierarchical cadres like LSG (SBCO/RMS/CO&RO) and stenographers grade I&II may kindly be NOT allowed in this PS Group B amendment and they may kindly be given with their own hierarchical promotional avenues like AAO posts/Supdt Sorting/Supdt (Recruitment) respectively. Stenographers cadre restructure was already completed vide directorate letter no 25-25/2013-P.E.I dated and more than sufficient PS Group B equivalent posts were upgraded to them. For total no of just 529 stenographer II/I posts, they are having huge number of 223 Private secretary posts (Equal to PS Group B pay) and 31 Sr. Private secretary posts(Equal to Sr.Sudpt of POs pay). So within their hierarchical posts, they may kindly be given with separate LDC quota instead of giving PS Group B quota directly without sufficient operative/administrative experiences. For them they may kindly be allowed in PS Group B through seniority after passing Inspector Posts exams as per the existing norms but not as direct entry to the PS Group LDC quota.

Commemorative Stamp on Shri Hangal Kumara Swamiji – 19th May 2017

Shri Hangal Kumara Swamiji was religious head and Guru of many of the heads of various Lingayat matts in Karnataka. Swamiji founded Shivayoga Mandir and Akhila Bharata Veerashaiva Mahasabha. He motivated the establishment of educational societies and conservation of Vachanas besides promoting Yoga.
As a part of 150th birth anniversary celebration of Shri Hangal Kumara Swamiji a commemorative stamp was released by Union Minister of State for Communications Manoj Sinha on 19th May 2017 at HDMC Samskritika Bhavana, New Cotton Market in Hubballi.

India Post Payment Bank to open in Bengaluru in June

South India’s first India Post Payment Bank (IPPB) will become functional in June on Museum Road in Bengaluru. It will be networked with 650 IPPB branches across the country.

The country’s first two branches of IPPB were opened in January, at Ranchi in Jharkhand and Raipur in Chhattisgarh.

The IPPB branches are to be established in different districts of the State by December 2017 in a phased manner. The aim is to have a branch in every district and make postmen come alive in payment bank function, according to Charles Lobo, chief postmaster general, Karnataka Circle, Bengaluru. The bank will not be involved in lending activities, unlike private or nationalised banks. It will primarily focus on products of financial inclusion and direct benefit transfer, Mr. Lobo said.
The IPPB will confine its activities to acceptance of demand deposits, remittance services, Internet banking and other specified services, primarily to cater to banking requirements of individuals and small businesses.

Passport Seva Kendras

Meanwhile, enthused by the success of a pilot project on utilising the post office as a Passport Seva Kendra in Mysuru, the Ministry of External Affairs has now decided to scale up this programme by opening such facilities in more head post offices in Karnataka.

To meet a long-standing demand of people, Passport Seva Kendras will become operational in head post offices in Belagavi, Davangere and Hassan in June. The MEA is also keen on opening seva kendras in other district post offices in the State where 1,000 sq.ft of space is available at the district post office, Mr. Lobo said. The MEA has proposed to open post office Passport Seva Kendras at 811 head post offices across the country by March 2018. As of now, the service is available in 42 post offices across India. Employees of Tata Consultancy Services (TCS) and India Post together provide service in these kendras.

At present, the people of these districts have to visit Bengaluru to submit their applications; and the offices are often overcrowded. Mr. Lobo said some senior officials of the passport office in Bengaluru would be deputed for a few days to train officials of the Postal Department on how to examine and process passport applications. The service centre will process, verify and send applications to the main passport office located in Bengaluru.

The Passport Seva Kendra at the post office in Metagalli, Mysuru, caters to the needs of Mysuru, Chamarajanagar, Kodagu and Mandya districts. Mysuru sees heavy international passenger traffic and is the second largest IT centre in the State.

To view the articles booked, click on the button "View Booked RLs" From the details RL can be edited,deleted. If deleted, Serial number should be corrected individually.
On clicking Data-Export, Data will be exported to Bulklist_ddMMyyyy.xls format in C:\

About 5000 Gramin Dak Sevaks will march to Sanchar Bhawan (Communications Minister’s office) demanding:
1. Immediate implementation of Positive recommendations of Kamalesh Chandra Committee Report on GDS. Grant Civil Servant Status to Gramin Dak Sevaks.

2. Conduct GDS membership verification immediately as more than five year is over since last verification. Stop patronizing Govt. sponsored unions.

Dear Comrades,
As you are aware, the Kamalesh Chandra Committee on GDS has submitted its report to Government on 24.11.2016. Now six months are over. The report is still pending in the Postal Board. After the approval of Postal Board the report is to be approved by Communications Minister, Department of Personnel, Law Ministry, Finance Ministry and finally Cabinet.
Government is trying to delay the implementation of the report indefinitely. It will take another one year, as per the existing file movement at Directorate. The recognised GDS Union has miserably failed and called off the indefinite strike without any settlement. Both recognised GDS Union and BMS union are indirectly supporting the Government’s plan to delay the GDS committee report and are cheating the GDS employees. NFPE and AIPEU-GDS cannot allow this situation to go unchallenged.

Similarly GDS membership verification process is also indefinitely delayed, after calling for application from the unions/Association. Already five years are over after the last membership verification. The recognised GDS Union is afraid of membership verification and has given a letter to the Postal Board to postpone the membership verification. BMS Union also don’t want verification as they will not get recognition. Thus, both recognised GDS Union and BMS Union are playing with the Government and they cannot conduct any serious agitational programmes against the Government. Only NFPE & AIPEU-GDS can fight against the negative attitude of the NDA Government.

NFPE & AIPEU – GDS has decided to organize serious agitaitonal programmes on the above two GDS demands culminating in strike. 

Before declaring the strike date, NFPE & AIPEU-GDS has decided to organize a massive GDS March to the Communication’s Minister’s office (Sanchar Bhawan) on 27th July 2017 at 11 AM. About 5000 Gramin Dak Sevaks from all the Circles (States) will participate in the historic Sanchar Bhawan March.

NFPE & AIPEU-GDS (CHQ) calls upon the entire Postal employees, especially Gramin Dak Sevaks, to mobile maximum number of employees and make the Sanchar Bhawan March a thundering success.

We shall not rest, till GDS employees demands are settled.
