7th CPC Allowances including HRA : Cabinet May Decide Tomorrow

7th Pay Commission: Narendra Modi-led cabinet may decide on revised allowances for govt employees tomorrow

Central government employees, on several occasions, have expressed their disappointment over the long delay in rolling in out revised allowances.
The Narendra Modi-led cabinet is likely to meet tomorrow and is expected to take a decision on revised allowances under the Seventh Pay Commission.

According to reports, Finance Minister Arun Jaitley is likely to table the proposal for the revised allowance structure at the Cabinet meet–the move will benefit nearly 50 lakh Central government employees.

The Union cabinet could not take the subject of allowances in its last meeting on June 7.

Central government employees, on several occasions, have expressed their disappointment over the long delay in rolling in out revised allowances.

High Level Committee, assured by the Group of Minsters, not yet constituted. First anniversary of the Hon’ble Cabinet Minister’s assurance will be on 30.06.2017. No increase in Minimum Pay and fitment formula.

7th CPC took 18 + 2 months only for submitting report after examining the entire service conditions, pay scales, allowances, Pensionary benefits of about one crore Employees and Pensioners including military personnel. Allowance Committee took almost 12 months for examining only 52 allowances!! BJP Government is deliberately delaying the revised allowances to deny arrears.
Option-I parity for pensioners recommended by 7th CPC and accepted (??) by cabinet, mercilessly rejected by appointing a feasibility Committee.

NPS Committee is for further strengthening NPS and not for withdrawal of NPS or for guaranteeing minimum pension as 50% of last pay drawn.

MACP promotion denied to thousand of employees by imposing stringent conditions on bench mark.

Gramin Dak Sevak Committee Report submitted to Government on 24.11.2016 (Seven months over) still under process.

Exploitation of casual and contract workers continues. Equal pay for equal work denid.

Autonomous body employees and pensioners cheated by Government by denying their legitimate wage revision and pension revision.

No negotiated settlement on the charter of demands submitted to Government by JCM (staff side) and Confederation.

Subject: Implementation of Seventh Central Pay Commission recommendation - Reg
Reference: This HQrs Circular of even no dated 5.08.2016.

In continuation of this HQrs Circular cited above, a copy of Resolution bearing No. 1-2/2016-IC dated 16.05.2017 issued by Ministry of Finance/Department of Expenditure in continuation of Gazetted of India, notification dated 25.07.2016 is forwarded herewith.
2. Ministry of Finance(Department of Expenditure) vide their resolution dated 16.05.2017 has conveyed the acceptance of the Government to make the following changes in the recommendations of the 7th CPC in respect of the some categories of employees wherein point (4) and (5) is applicable to DAD establishment also-

Point (4):- the IOR of Level -13 of. civil pay matrix shall be enhanced from 2.57 to 2.67. Accordingly, the Civil Pay Matrix as contained in Annexure-I mentioned in para 6 of the aforesaid resolution dated 25th July 2016 shall be revised. The revised Civil Pay Matrix is enclosed as Appendix-I for reference.

Point (5):- the provision contained in para 13 of the aforesaid Resolution dated 25th July 2016 have been revised to the extent that the benefit of pay protection in the form of personal pay of officers posted on deputation under Central Staffing Scheme as envisaged therein , shall be given effect from 1st January 2016 instead of 25th July 2016. This benefit shall also be extended to officers from Services under Central staffing Scheme, coming on deputation to Central Government, on posts not covered under Central Staffing Scheme.

Daily Accounting Balance Issues and Solution

Problem: Closing balance on previous day is not same as opening balance on previous day
Reason: POS balance on previous day is not zero.

What reports to check at day end?

Zfr_day_new, DOP cash and physical cash should match. Pos balance at day end should be zero.

How to check POS balance?

Go to T-Code ZFBL3N
Use POS GL 4867100011
Enter date 

  • Check closing balance at bottom of the screen.

When such issue exists, POS balance at day end can be positive or negative.

Case 1: POS balance is positive.

If it is positive, it means that PBS/PLI entry have not flown to FI. 

User should perform legacy adjustment on that day itself.

If in any case user has not performed legacy adjustment, then manual voucher posting of same amount on the same date on which there is amount in POS GL

If POS balance is negative due to internet issues or double posting by user

The user has to perform manual voucher posting for the same amount.

How to perform Voucher entry using T-Code F-02?

This voucher posting is for case 2. Debit (40) and Credit (50) Gls will change for case 1 as mentioned above.
  • Press Enter. New screen will be opened. Give same amount as in your POS Closing balance checked through ZFBL3N
  • Press MORE and give your profit center number.
  • Press enter and similarly give details for 50 and Gl account 4867100010
  • Press enter and give amount.
  • Press MORE and give profit center number.
  • Press post.

Configure Microsoft Outlook for your Gmail Account


Although most of people use web based Google E-Mail system (Gmail) but some of us want to handle Gmail mails from client software’s like Microsoft Outlook.

If you want to handle your Gmail mails from Microsoft Outlook, follow below instructions to configure Gmail account on Outlook.

How to enable POP3 or IMAP account in Gmail Account?

There are two options to configure Microsoft Outlook to handle your Gmail account.

1. POP3 Account
2. IMAP Account

To handle Gmail account using Microsoft Outlook, You have to enable either POP or IMAP settings in your Gmail account.
Go to Gmail Settings > Enable Forwarding and POP/IMAP

In this article you will see how to setup Microsoft Office Outlook. We have taken example of Microsoft Office Outlook 2007.


Start Outlook > Go to Tools Menu >Click on Account Settings option.
On the Account Settings popup window, Click on New option to add new account in Outlook.
Select Microsoft Exchange, POP3, IMAP, or HTTP option to proceed further.

Add New E-Mail Account windows will appear, Don’t enter your name, e-mail and password in the given section. Just click on Manually configure server settings or additional server types option. Click on Next button.

Choose Internet E-mail, Click on Next button.

Now you will have to enter all your settings like Your Name, Your E-Mail Address, Server and Logon information.

  • Following are server settings for Microsoft office outlook:
  • POP3 Gmail servers for Outlook:
Incoming mail server: pop.gmail.com
Outgoing mail server: smtp.gmail.com
IMAP Gmail server for Outlook:
Incoming mail server: imap.gmail.com
Outgoing mail server: smtp.gmail.com

Click on More Settings option to choose incoming and outgoing port address.
If you configure Gmail as a POP3 Outlook:

  • On the Incoming server (POP3) field, enter 995 and check the box “This server requires an encrypted connection (SSL)”;
  • On the Outgoing server (SMTP) field, enter 465 and check the box “This server requires an encrypted connection (SSL)”.
  • If you configure Gmail as an IMAP Outlook:
  • On the Incoming server (IMAP) field, enter 993 and check the box “This server requires an encrypted connection (SSL)”;
  • On the Outgoing server (SMTP) field, enter 587 and check the box “This server requires an encrypted connection (TLS)”.
  • For both POP3 and IMAP, you need to enable My outgoing mail server requires authentication under Outgoing Server tab.
  • Click on OK button to finish the configuration.

Click on Finish button and your are done.

Enjoy your Gmail mails in Microsoft Office Outlook.
