Subject: HACLHM - RD Loan Amount modification before CLOSURE OF LOAN ACCOUNT

Dear Sir/Madam,
I am directed by competent authority to convey the following

This is regarding new menu HACLHM for modification of incorrect RD Loan amount.

Scenario
1. RD Loan account is opened with incorrect sanction amount. Loan also disbursed and RD loan account closed immediately due to incorrect amount. Several instances /tickets have been raised after closing RD Loan account.

2. Opening of 2nd loan account is not permitted in RD rules and system does not allow the same.

3. Currently no option to modify Sanction amount once disbursed.

A new patch for modification of RD Loan sanction limit has been deployed. New Menu HACLHM is available for CPA and SU

Steps for modification of RD Loan amount

1. Modify the amount in loan sanction limit, user to invoke “M” – Modify mode by indicating the Account number using the said menu and the sanction limit can be modified as required and permitted under Rules. Please do not USE DELETE OPTION in HACLHM 

2. Verification of modified sanction limit to be done by Supervisor thru HACLHM menu.

3. Loan disbursement with the modified amount can be made through LARDD menu.

4. Sanction limit can be modified only if the previous loan DISBURSEMENT is reversed. An error “W0205 - Reverse the previous disbursement before modification” will be thrown if the amount is modified without reversing the LOAN DISBURSED amount.

5. If sanction limit is modified with amount > 50% of RD account balance. Then during disbursement, the below error will be thrown.

IMPORTANT
1. Modification of loan amount is not possible if the RD Loan account is CLOSED . Hence PO users are requested not to close the RD Loan account if opened with Loan account is opened with incorrect santion amount.

It is again reiterated that the modification of sanction limit and disbursing the revised amount will work only when the loan account is not closed.

Solution for already closed accounts will be only through DATA CORRECTION PATCH. Hence SOLs may please be instructed not to CLOSE THE RD LOAN account and to use this MENU for modifying the RD LOAN amount if required.

This may please be circulated to POs immediately.

Subject: Implementation of the recommendations of 7th Central Pay Commission – Construction Projects – Grant of Project Allowance.

Consequent upon the acceptance of the recommendations of Seventh Central Pay Commission by the Government, the President, is pleased to decide that, in modification of this Ministry’s O.M. No. 20011/5/73-E.II(B) dated 17.01.1975 as amended from time to time and 0.M. No. 6(3)/2008-E.II(B) dated 29.08.2008 on the subject mentioned above, the Central Government employees shall be paid Project Allowance, which has been covered in the Risk/Hardship Matrix, at the following revised rates:-

3.The term ‘Pay Level’ in the revised pay structure means the ‘Level in the Pay Matrix

4.In respect of those employees who opt to continue in their pre-revised pay structure, corresponding Grade Pay in the prescribed pay band as indicated in CCS(Revised) Pay) Rules, 2016 would determine the allowance under these orders.

5.These rates shall increase by 25 per cent whenever the Dearness Allowance payable on the revised pay structure goes up by 50 per cent.

6.All other terms and conditions governing the grant of this allowance shall remain unchanged.

7. These orders shall take effect from 1st July, 2017.

8. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates, In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

9.In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

State set to get Post Office Passport Sewa Kendras

GUWAHATI, July 18 - The Ministry of External Affairs and the Department of Posts have decided to establish Post Office Passport Sewa Kendras (POPSKs) in the district headquarters of Dhubri, Goalpara, Karbi Anglong, Kokrajhar, Darrang, Sonitpur, Lakhimpur, Dibrugarh and Tinsukia, an official press release stated here on Monday.
It needs mention here that in an effort to conveniently deliver passport-related services to the citizens of the country, the Ministry of External Affairs and the Department of Posts have bilaterally decided to utilize the head post offices and post offices in the country as the POPSKs.

This ambitious partnership is in its second phase with a goal to open another 149 POPSKs in 25 different States, raising the number of such centres to 235. In the first phase, 86 POPSKs were opened. The MEA also opened 14 Passport Seva Laghu Kendras (PSLKs) after May 2014 that covered all the northeastern States.
