Scrapping of Interview

As per information available as on 24th July, 2017, 18 States and 7 Union Territories have discontinued the practice of interview in recruitment for lower level posts.
The objective of discontinuation of interview in selection process at lower level posts is to curb corruption, more objective selection in transparent manner and substantially easing the problems of poor aspirants. Union Territory Administration of Daman & Diu has informed that it has benefitted them economically by way of savings on account of non-application of Travelling Allowance/ Daily Allowance and other expenditure involved in calling candidates for interview. Further, Union Territory Administration of Lakshadweep has informed that local aspirants have economically benefitted from this initiative of the Government.

The States of Arunachal Pradesh, Jammu & Kashmir, Haryana, Mizoram, Tripura, Uttar Pradesh and West Bengal are yet to decide about discontinuation of interview in the recruitment of lower level posts. The States of Sikkim and Meghalaya have not adopted the process of discontinuation of interviews in recruitment to lower level posts. However, information regarding the State of Nagaland is not available. Further, it has been informed by the State of Odisha that steps have already been taken to implement scrapping of interview system concerning junior level posts (Group B & C) of all Departments.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri Naranbhai Kachhadiya in the Lok Sabha today.

Violation of DoPT guidelines

Central Secretariat Manual of Office Procedure (CSMOP) lays down broad procedures for process management in the Central Secretariat. The CSMOP does not contain any provision for initiating disciplinary action against an official for non-compliance of procedure laid down in the CSMOP. It is for the concerned Central Secretariat office to take action against its officials, under the relevant Conduct Rules of service. Information relating to disciplinary action taken by Central Government offices against their officials for not following the procedure of CSMOP is not centrally maintained.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State for Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Dr. Anupam Hazra in the Lok Sabha today.

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval for enhancement of the age of superannuation in respect of
  • General Duty Medical Officers of Central Armed Police Forces and Assam Rifles from 60 to 65 years and
  • Specialist Medical Officers of Central Armed Police Forces and Assam Rifles of the Ministry of Home Affairs from 60 to 65 years.
It would help in retention of officers in Specialist and General Duty Medical Cadre and thereby help in better patient care, proper academic activities in Medical colleges as also in effective implementation of National Health Programmes for delivery of health care services.

The Government has planned to open 81 Sub-Post Offices and 100 Branch Post Offices during the current financial year 2017-18 under the Scheme – “Rural Business & Access to Postal Network”. Minister of Communications Shri Manoj Sinha said in a written reply to a question in the Lok Sabha today that the Department of Posts has also planned to open 66 Branch Post Offices by creation of new posts in 32 worst affected Left Wing Extremism (LWE) districts in the country under the aforesaid scheme in the current financial year. 
Shri Sinha informed that out of 25,350 post offices in the States of the Country, 25,348 are computerised. He said that the Department of Posts takes action, from time to time, to induct technology and upgrade the system to cater to the growing market requirements and to increase revenue earnings. The Minister said that the increase or revision of rates of postal products and services is an ongoing exercise carried out from time to time and that there is no proposal to increase the rates of premium Business Development products at present...PIB

a) In case the details entered are matching with data in CGHS Data base a system generated one time 'pass word' will be sent to the registered mobile phone by SMS
b) If , there is a message “details for selected beneficiary not found” Please check the details entered or contact CMO i/c of CGHS Wellness Centre for correction of Data / Mobile Phone number in the Data base
6. Once the pass word is received, go back to Beneficiary sign in page and login using password

A philatelist’s paradise

THIRUVANANTHAPURAM: Are you a stamp collector? If yes, here’s some good news for you. India Post is opening the first ‘Phila Shoppe’ in the state at Sasthamangalam post office.To be inaugurated soon, the ‘Phila Shoppe’ will be a one-stop shop for philatelists for the latest Indian postage stamps, commemorative stamps and first-day covers. This facility complements the Philately Bureau that has been functioning at the General Post Office at Pulimoodu for the past several years.
“The Phila Shoppe is the first of its kind in the state and will have, in addition to stamps, first-day covers and commemorative stamps, premium products such as thematic packs - stamps on specific topics, say elephants - and souvenirs,” Gopakumar, Circle Philately Officer, said. 

Snail mail might be passe with email and WhatsApp gaining in popularity, but stamp collection as a hobby still finds takers. In fact, stamp collectors belong to a growing tribe, according to the department. 
“Philately is gaining in popularity, and the new facility is aimed at making stamps more accessible to the public,” Gopakumar said. 
For many, collecting these small, square pieces of paper is a lifelong passion. For others, stamp collection is not merely a hobby. Rare stamps, like the Penny Black, can prove to be great investments. 
The department is planning to have the first Phila Shoppe inaugurated by A N Nanda, secretary, Department of Posts. The department also plans to open a ‘My Stamp’ counter at the Varkala post office on Tuesday. First introduced in 2011, the ‘My Stamp’ scheme enables customers to have personalised stamps with their photographs on postage stamps of India Post. 

Special beach covers
India Post is planning special covers on ten beaches in the state. The first, on Varkala beach, will be released on Tuesday. The department is also planning covers on Shangumugham, Kovalam, Cherai, Fort Kochi, Alappuzha, Kappad, Muzhupilangad, Beypore and Snehatheeram beaches.

Now update Aadhaar at post offices in Jamshedpur

Jamshedpur, July 24: Aadhaar holders can now get their UID numbers corrected or updated through post offices. Entering into an Memorandum of Understanding (MOU) with India post, the Unique Identification Authority of India (UIDAI) has propelled this facility under which updates about Aadhaar can be accessed at post offices. The Aadhaar can be updated at the head post office in Jamshedpur from first week of August.
Aadhaar correction or updated work will start at Bistupur head post office, Tatanagar post office in Golpahari and Chaibasa post office for which the postal department has demanded a slot. The operators have been trained for which special counters will be setup in the post offices. For the post-enabled application of change request, you will need to download the update/correction form.

Data like name, address, mobile phone number, gender and date of birth can be modified. For changes in name, address, mobile phone number, gender, e-mail id and date of birth Rs 25 will be charges along with Rs 20 for colour print out and Rs 10 for black and white.

You can make a maximum of four change requests with your Aadhaar. With the largest postal network in the world, the new provision enabled by UIDAI will help in reaching out to Aadhaar holders across the country which has around 1,39,182 post offices in the rural areas.

Girl child bank a/c policy most popular in TN

Chennai: Tamil Nadu has many outspoken critics of Prime Minister Narendra Modi's administration. But the state also has more accounts than any other under a flagship central scheme, Sukanya Samriddhi Accounts (SSA), data in the Lok Sabha showed on Friday.

What's more, India Post is driving the success of this scheme, with the data showing that the postal department has opened close to 98% of these accounts in the state (where its Tamil name is 'Selvamagal Semippu Thittam').

Banks across India had till June 30 opened 1.13 crore SSA accounts, with deposits totalling Rs 15,849 crore, under the programme. Tamil Nadu accounted for 14.44 lakh of these accounts, with deposits of Rs 1,962 crore.
With 10.57 lakh SSA accounts, Karnataka is in second place, and Maharashtra (9.7 lakh) is third. But Maharashtra has the maximum corpus of all states in the country, with deposits of Rs 2,142 crore.

SSA is a small savings scheme meant to secure the future of the girl child (up to 10 years old). It allows parents to deposit between Rs 1,000 and Rs 1.5 lakh in an account per year for a period of 14 years. The account matures in 21 years.

The Centre marketed the scheme as a way for parents to secure a fund for their daughters when they are old enough for higher education or marriage and made provisions for these accounts to be tax-free and accumulate interest at a high rate.

The Chennai city region, which includes Chennai, Tiruvallur, Kancheepuram, Vellore and Tiruvannamalai districts, with 4.81 lakh accounts, had the most depositors in the Tamil Nadu postal circle.

Postal department officials attributed the wide reach of the scheme in the state to the Tamil translation of its name, Selvamagal Semippu Thittam.

"In a state with few Hindi-speakers, we would not have been able to market the scheme with its original name," a postal official said. "Former postmaster general of Chennai, Merwin Alexander, came up with the Tamil name."

National-level letter writing contest for schoolchildren

The Department of Posts is organising a national-level letter writing competition for schoolchildren. It is being held as a part of the letter writing campaign scheduled from June 24 to August 15.

With the theme as ‘Dear Bapu (Mahatma Gandhi), you inspire me’, participants can write letters in English or Hindi or regional language.
The letters should be sent to Chief Postmaster General, Andhra Pradesh Postal Circle, Vijayawada – 520 013. At a meeting held here, Senior Superintendent of Post Office, M. Hari Prasad Sarma said the participants will be divided into two categories, up to 18 years of age and above 18 years of age. The letter can be written on an A-4 plain sheet and should not exceed 1,000 words.

Cash prize

The top three national writers will get a cash prize of Rs. 50,000, Rs. 25,000 and Rs. 10,000 respectively. Top three circle winners will also receive cash prizes.

588. SHRI PARIMAL NATHWANI:

Will the PRIME MINISTER be pleased to state:

(a) whether Government has made any provision for reservation for meritorious sportspersons in various posts in Government departments and if so, the details thereof ;

(b) whether Government has issued any guidelines for recruitment under the said quota by the authorities concerned and also proposes to increase the quota and if so, the details thereof ;

(c) the number of sportspersons recruited from Jharkhand and Gujarat during the last three years in various Government departments; and

(d) the steps being taken to give due emphasis in recruiting sportspersons of all sports disciplines while filling up of reserved posts?

ANSWER

(a): Yes, Sir. As per extant instructions Ministries and Departments can recruit meritorious sportspersons to Group ‘C’ posts under the Government of India up to 5% of the vacancies in any year subject to the condition that these including all other reservations do not exceed 50% of the total number of vacancies proposed to be filled up by direct recruitment.

(b): Consolidated instructions on incentives for sportspersons including recruitment under sports quota have been issued vide Department of Personnel and Training’s OM No 14034/01/2013-Estt.(D) dated 3rd October 2013. At present no proposal to increase the quota is under consideration of the Government.

(c): Department of Personnel and Training (DOPT) lays down the policy for recruitment of meritorious sportspersons which is implemented by the administrative Ministries/Departments. The details regarding number of sportspersons recruited by various Ministries/Departments are not central I y maintained.

(d): As per extant instructions 43 sports disciplines have been identified for appointment of meritorious sportspersons. These instructions inter alia provide relaxation in upper age limit upto a maximum of 5 years (10 years in case of those belonging to Scheduled Castes and Scheduled Tribes) for the recruitment of meritorious sportspersons to Group ‘C’ posts. Government servants with medal winning performance in specified sports events are also eligible for out of turn promotion.
