Yesterday(27.9.2017) the Official Committee headed by Additional Chief Secretary of Finance, submitted its report to Chief Minister Edappadi K.Palaniswami.

Centre, states to fill up 2 million vacancies

The government is looking to address unemployment by ensuring that about 2 million vacancies at state and central level, including public sector enterprises, are filled. To begin, with it’s looking to fill vacancies in central ministries and 244 public sector enterprises, with the Indian Railways alone having more than 200,000 posts to be filled.

The move, initiated by the labour ministry, will help ward off criticism about jobless growth. The ministry will assess vacancies in all central government departments and organisations and, based on the number, arrive at a plan that can be rolled out with timelines to fill posts on a daily, weekly and monthly basis, a senior government official told ET.


Successive governments have put the brakes on hiring to curb administrative costs. The latest move, which will be rolled out over the next few months, will see a reversal in that trend at a time when the government is looking to keep its fiscal deficit on target.
It is estimated that there are over 600,000 vacant central ministry posts and the exercise, if successful, could be replicated at the state level, which may lead to 2 million people getting employed.

"Labour ministry will soon write to all ministries and CPSEs (central public sector enterprises) to share a list of vacancies across their division, following which it will set up a daily target for itself to provide employment to the large number of youth entering the workforce every year,” the official said.

The exercise will help the Central government assess the total number of jobs that the government itself can provide on a daily and monthly basis.

The government is under pressure to create jobs with about 1 million people said to be entering the workforce every month. Industry estimates that in FY12-16, India created 3.65 million new jobs a year.

India had a workforce of 473.6 million in FY12. Of these, 230 million were in agriculture and 240 million in industry and services.

The labour ministry is entering this area for the first time, to ensure that the government takes the first big step towards job creation. Traditionally, the ministry has acted as a facilitator between job seekers and job providers, for which it has set up a national career portal.

Inadequate arrangement for implementation of 12th May orders!

AIPRPA CHQ Emails to Secretary DoP on inadequacy in arrangements for implementation of 12.05.2017 Orders!

The CHQ has emailed to Secretary Department of Posts about the inadequate arrangements for completing the pension re-fixation to all Pre-2016 Pensioners before 30.09.2017. The CHQ also communicated that there will be demonstrations by Postal Pensioners between 5th and 10th of October in front of HPOs / Divisional Offices and a mass dharna mobilisation in front of Office of GM Finance / or DAP / or Chief PMG on 11.10.2017 to focus the attention on this issue as well as on other important postal pensioners issues. Sub: Implementation of 12th May orders of Pension Ministry – Inadequate arrangement of implementation – regarding.

This All India Postal & RMS Pensioners Association is constrained to bring to your kind notice that the arrangement to implement the 12.05,2017 pension refixation orders of Pension Ministry to all Pre-2016 Pensioners and Family Pensioners of Department of Posts is quite inadequate and insufficient. Another order of the Department of Posts to complete the implementation before 30.09.2017 may not be fulfilled on the face of large number of Pre-2016 Pensioners and Family Pensioners for whom only a handful of staff are assigned the work.
The small number of staff in DAP Offices are not going to complete the work in time despite the availability of software to work out the fixation. The earlier suggestion of this Association for considering formation of ‘Implementation Cells’ with expert retired APM Accounts and retired AAOs and AOs in sufficient number employed by the Department under the supervision of serving AOs etc is not being followed in all places. It may take several months to complete the work at the present speed with the present small team of staff attending to the refixation work. The Pensioners and Family Pensioners are very much worried about the possible time it may consume before they could actually get the increased fixation.

This Association in the circumstances has no other option but to focus the issue by organising demonstrations in front of HPOs / Divisional Offices from 5th to 10th of October and a massive dharna in front of Office of GM Finance / or DAP / or Chief PMG on 11.10.2017 by the Postal and RMS Pensioners. Incidentally the Dharna will focus other important issues of Pensioners also.

This Association will be grateful if the Postal Directorate could ensure adequate measures for completing the refixation of pension to all Pre-2016 Pensioners / Family Pensioners within a strict time frame of 31.10.2017.
