Two more villages renamed in Rajasthan

After Miyan Ka Bara in Barmer, the names of two more villages in Rajasthan have reportedly been changed. Ismail Khurd in Jhunjhunu district and Narpada in Jalore have been rechristened as Pichanwa Khurd and Narpura, respectively.


JAIPUR/NEW DELHI: After Miyan Ka Bara in Barmer, the names of two more villages in Rajasthan have reportedly been changed. Ismail Khurd in Jhunjhunu district and Narpada in Jalore have been rechristened as Pichanwa Khurd and Narpura, respectively. 

On August 8, TOI had reported that the residents of Miyan Ka Bara, a village in Barmer, were overjoyed after their hamlet was renamed Mahesh Nagar on June 1. 

The names were changed after the home ministry received no objection from the ministry of railways, department of posts and the survey of India, news agency PTI reported on Thursday, referring to a source in the ministry of home affairs.

Even though Hanwant Singh, former sarpanch of the Barmer village, had earlier told TOI that he undertook the task of changing the name in 2010, rechristening the ‘Islamic’ sounding names now into a ‘Hindu’ ones is likely to kick up a political storm as the state is heading for assembly elections. 

Most of the families in village are Hindus 

The renamed Barmer village has a population of approximately 2,000 people. 

“When I was a child, I had heard that the village was known as Mahesh Ro Bado. But over the course of decades, the name changed to Miyan Ka Bara. When I became the sarpanch in 2010, I decided change the name to the original one. I dug out old records and sent applications to district administration and the revenue department. The authentication documents were further sent to the state government and then to the home ministry. Finally, we got the order on June 1,” Singh said. 

As reported on Wednesday, most families in Miyan Ka Bara village are Hindus. The villagers said since the name of village sounded ‘Islamic’, they had a hard time arranging marriages for their children. 

Tahir Shama, SDM, Siwana, also said that for the last six decades, the villagers of Miyan Ka Bara had been trying to change the name as only a few Muslim families resided in the village.

whether the Government proposes to reintroduce the OPS replacing the NPS, if so, the details thereof and the action taken by the Government in this regard?

(a) & (b) National Pension System (NPS) has been designed giving utmost importance to the welfare of the subscribers. Government has made a conscious move to shift from the defined benefit pension scheme to defined contribution pension scheme i.e. NPS, due to rising and unsustainable pension bill. There are a number of benefits available to the employees under NPS. Some of the benefits are enlisted below:
  • NPS is a well designed pension system managed through an unbundled architecture involving intermediaries appointed by the Pension Fund Regulatory and Development Authority (PFRDA) viz. pension funds, custodian, central record keeping and accounting agency, National Pension System Trust, trustee bank, points of presence and Annuity service providers. It is prudently regulated by PFRDA which is a statutory regulatory body established to promote old age income security and to protect the interest of subscribers of NPS.
  • The pension wealth which accumulates over a period of time till retirement grows with a compounding effect. The all-in-costs of the institutional architecture of NPS are among the lowest in the world.
  • Contribution made to the NPS Tier-I account is eligible for tax deduction under the Income Tax Act, 1961. An additional tax rebate of Rs.50000 is also allowed for contributions made to NPS Tier-I under Section 80CCD (1B) of the Income Tax Act, 1961.
  • Subscribers can withdraw up to 25% of their own contributions before attaining age of superannuation, subject to certain conditions. Further, PFRDA vide “PFRDA (Exits and Withdrawals under the NPS) (First Amendment) Regulations, 2017” dated 10.08.2017 has liberalized norms for partial withdrawals which also include reduction of requirement of minimum years of being enrolled under NPS from 10 years to 3 years from the date of joining.
  • PFRDA has increased the maximum age limit from 60 years to 65 years for joining NPS-All Citizen Model and Corporate Sector Model, vide “PFRDA (Exits and Withdrawals under the NPS) (Second Amendment) Regulations, 2017” dated 06.10.2017.
  • PFRDA vide “PFRDA (Exits and Withdrawals under the NPS) (Third Amendment) Regulations, 2018” dated 02.2018 has facilitated easy exit & withdrawal in case of disability and incapacitation of the subscriber covered under NPS.
  • Transparency and Portability is ensured through online access of the pension account by the NPS subscribers, across all geographical locations and portability of employments.

(c) & (d) Representations have been received which inter alia also include the demand that the Government may revert to old defined benefit pension system. However, due to rising and unsustainable pension bill and competing claims on the fiscal, there is no proposal to replace the NPS with old pension scheme in respect of Central Government employees recruited on or after 01.01.2004.

(a) to (e) : Disruption in the office work due to absence of women employees on account of the long paid Maternity Leave and Child Care Leave has not come to the notice of the Government. Ministries/Departments are authorized to make suitable leave arrangements to cope up the loss of work hours when an employee proceeds on any kind of leave including Maternity and Child Care Leave. There is also provision for creation of leave reserve posts to cover the leave vacancies. No centralized data is maintained in this regard.

Soln. Today(9th August) we have enabled IPPB in all the offices PAN INDIA, kindly run daily sync to get it enabled, then kindly install SSL_Certificate.

SOP for incorporating TNF location transactions

There are certain TNF locations where SIFY is not able to provide the network. Ideally, these offices should be provided connectivity. However as a temporary workaround this suggestion is only to incorporate transactions of these offices into the India Post database.

Looking at the current environment, we come across two types of TNF locations; One location where we have BSNL broadband and the office is using all modules of Meghdoot with finacle and Mccamish also working or Sanchay Post is being used for SB transactions; other, where no form of network exists and no automation has taken place in this office – all transactions are manual. 

Suggestion will be for these two locations

General
  • These offices will be assigned facility IDs, profit and cost centres
  • Employees working in these offices will be assigned employee IDs in CSI
  • Authorisation will be given to nearby offices (cash office or HO) to post remittance and other transactions for this office – this office will be responsible for entering all transactions
  • As part of the rollout, the GL balance and material balance of this office will be captured in CSI system; If BOs exist under this SO, data of these BOs will also be captured
[TCS Remark : Material balance will not be required as TNF locations inventory will not be managed by CSI system at TNF locations ]
  • CSI will configure these offices as attached office in POS also including BOs
  • If any contractual customers exist, they should be requested to transact with nearby CSI office in case of manual office; if meghdoot and speednet exist, their bills will continue to be processed in speednet and meghdoot
[TCS Remark: Contractual bookings is recommend to be done through CSI offices as discounts based on the volumes are provided to the customers]
  • If the TNF locations are attached to bank for cash exchange, this should be discontinued and these offices should be placed in communication with HO/SO for cash requirements Offices with Meghdoot modules in operation with broadband connectivity
  • These offices will continue to use Meghdoot till migration to SIFY network
  • Articles received and dispatched will be handled in the usual manner in Postman/speednet and exchange of articles will be with the parent mail office /NSH –Data availability has to be continued as is being done currently for legacy data and tracking should be available
  • eMO booking and payment will also be attended using Meghdoot POS/eMO application /Postman module 
  • On completion of day’s transactions, these offices will send all accounting documents to attached office (preferably HO); remittance, if any will be sent to the defined cash office or HO; SO will maintain data of different types of stamps sold, prepare a list of stamps and stationery sold and submit the same in account bag; If BOs are available, BO stamp sale also to be reported similarly; On the days when there is sale, detail of stamp balance should also be sent for both SO and BOs
  • Month end posting at DAP is not recommended as it becomes a huge burden to classify vouchers day wise and post
[TCS : Posting can be done as per SOP]
  • In the HO, voucher posting will be done for this SO and its BOsnext day in the following steps
POS cash will never be operated for this office
  • For mail transactions, lump entry of PRC collections as available in Meghdoot daily account will be posted impacting DOP cash
  • Bulk entry of eMO value and commission will be captured impacting DOP cash
  • Sale of IPO and stamps – voucher posting will be done; Details of sales and day end inventory will be shared with TCS for backend updation – However, if these offices are configured as attached offices in POS (similar to configuration of BOs in SOs), sale posting can be done at the HO and inventory updation and GL posting will automatically happen
[TCS Remark: Sales revenues will be captured through custom Voucher posting, Inventory management through CSI can’t be done for TNF locations. POS cannot be used for TNF locations]
  • If franking machines exist voucher posting of recharge amount will be done; copy of SOMs sent by the PO to be mailed to CSI for updating in the system – If this is not feasible, franking machine customers to be moved to nearby CSI office
  • In case of IPO payment, GL posting will be done
  • In case of FSI transactions (Finacle and Mccamish), voucher posting or file upload will be done after comparing daily account transactions with vouchers received for both SO and its BOs
  • Remittance transactions will be processed as in the case of SOs exchanging remittance with BOs – no need to use RSAO; Workflow authorizations will be appropriately given
  • A single entry of entire eMO payment will be done impacting DOP cash
  • In case of COD and VP collections – this would have been already processed in Meghdoot and data exchanged with central server; For COD delivery only voucher posting should be done impacting DOP cash; no entries are required for VP collections as it is already included in eMO booking; if not included in eMO booking and manual VPMO is booked, entry of MO booking impacting DOP cash with appropriate GL code should be entered
  • In case of other collections like epayment, ePost, UCR items, unpaid collections, customs duty etc., voucher posting will be done impacting DOP cash
  • In case of payments like bills paid in cash, UCP or other items, voucher posting will be done impacting DOP cash
  • Payroll postings need not be done as payment through bank for both salary and GPF are centrally posted; For other small bills like TA bill etc., if accounts are not credited, rolls to be generated and sent to the SO physically for effecting payment
  • Pension payment will also be centralised
  • After such posting is completed, ZFR_day and zfbl3n reports should be generated for these offices and checked with the meghdoot daily account to confirm if the accounts are tallied; A copy of both these documents should be sent to SO and BO concerned; Thereafter HO should go ahead with distribution of vouchers and carry out prescribed checks; If attached SO is doing this work, the account bag of concerned SO should be submitted to HO alongwith its own account bagOffices working manually
  • In case working manually above procedure as in Meghdoot offices can be carried out with 
  • following changes
  • No PRC entries are required to be made
  • No eMO booking entries
  • MO booking entries (bulk entry) for value and commission will be done
  • eMO payment posting will be done
  • In case of articles legacy bag should be received in IPVS in mail office and NSH and tracking should be available from this point

HR functions

  • Employees will move to the nearby office to apply for leave and the same will be processed as in the case of offices in CSI; To avoid inconvenience to employees an android app similar to service desk can be designed
[TCS remark: This is new requirement for CSI. If required , CSI can analyze it later]
  • They can also apply for payment transactions like GPF, TA, CEA etc., On processing, if the amount is credited to their account no entries are required at the PO or HO; In case of payments to be made in cash, HO will generate acquittance roll and send to SO for payment; Necessary authorization will be given to HO for this purpose
  • Salary run need not run at HO level and their payroll will also be processed as in case of other employees

Updating your date of birth in Aadhaar card more than once to become difficult

If the date of birth mentioned on your Aadhaar card is wrong, it is not going to be that easy to get it corrected. According to a recent notification issued by the Unique Identification Authority of India (UIDAI), correcting your date of birth on the Aadhaar card more than once will require you to visit their regional office. 

A new sub-regulation has been inserted in the Aadhaar (Enrolment and Update) Regulations, 2016. The notification states that, "Provided that the date of birth of resident can be updated only once. In case the date of birth is to be updated more than once, it can only be done through an exception handling process which may require the resident to visit the Regional Office (RO) of the UIDAI." 

If at the time of enrolling of Aadhaar your date of birth is not mentioned correctly, then you can visit your nearest enrolment centre. However, now if such a correction has to be done a second time, you would have to visit UIDAI's regional centre and get it done through an 'exception handling process'. 

This move appears to be a way to discourage people from making frequent changes to their Aadhaar details such as date of birth (which would normally not require updation more than once) to suit their 'convenience'. Earlier an individual could go to an enrolment centre near their house to get the date of birth corrected. There was no specified limit on the number of times the corrections could be made. 

UIDAI sources say that in genuine cases, change in birth date can be considered provided the said individual has the required documents to prove his/her case. 

UIDAI has also stopped the process of updating Aadhaar details via post. UIDAI, in the initial enrolment rules for Aadhaar, had allowed individuals to update or correct their details via post. As per this method, individuals could update or correct Aadhaar details by sending the duly filled update form (as specified under schedule IV) along with the necessary documents to the specified addresses. However, now, the details can only be updated either online on UIDAI's self-service update portal (SSUP) or by visiting the nearest Aadhaar enrolment centre. 

To resolve the problems faced by individuals not having acceptable proof of residence, a new service has been launched by the UIDAI. After submitting the request for address verification, a letter from UIDAI will be sent to the individual's new address containing a secret PIN. The individual will be required to input this secret PIN on the Aadhaar SSUP to verify the change in address. This service is proposed to be launched as a pilot project from January 1, 2019, with a full roll-out of the service from April 1, 2019.

Ayushman mission launch on Aug 15 - A Health Insurance Scheme

Friends, all of you will know that the Indian National Scheme was released by the Indian Government on behalf of the Ayushman India. Under which 50 million rupees were covered under insurance cover of Rs. 5 lakhs.

But this insurance company is taking a lot of time to make payments to the hospitals, and this is why the Government of India is going to introduce a new rule from 15 August 2018. Let us tell you that the insurance companies were delaying the payment of money to the hospitals, and in the meanwhile Modi government has decided to implement a new rule from 15 August 2018.

Under which if insurance companies delay the payment to hospitals, then they will have to pay interest of 1%. Until that amount does not pay. After which the poor will be benefited a lot.

Sub:- Clarification in respect of grant of Children Education Allowance.

Consequent upon the decision taken by the Government to implement the recommendations made by VII Central Pay Commission, procedure for claiming reimbursement of Children Education Allowance has been simplified. However, this Office has been receiving CEA bills without proper enclosures.

2 In view of the above, it has been decided to issue instructions regarding reimbursement of Children Education Allowance as under-

(a) The reimbursement of Children Education Allowance can be claimed only for the two eldest surviving children with the exception that in case the second child birth results in twins/multiple birth. In case of failure of sterilization operation, the CEA/Hostel Subsidy would be admissible in respect of children born out of the first instance of such failure beyond the usual two children norm.

(b) The amount for reimbursement of Children Education Allowance will be Rs 2250/- per month (fixed) per child. This amount of Rs 2250/- is fixed irrespective of the actual expenses incurred by the Govt. Servant. In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not be obtained, self attested copy of the report card or self attested fee receipt (s) {including e-receipt(s)} confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting documrnt to claim CEA. The period/year means academic year i.e. twelve months of complete academic session.

(c) The CEA is admissible in respect of children studying from two classes before class one to 12th standard and also for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child purses the course after passing 10th standard and the Government servant has not been granted CEA in respect of the child for studies in 11th and 12th standards.

(d) In respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Government school or any education institution whether in receipt of Govt. Aid or not, recognized by the Central or State Government or Union Territory Administration or by University or a recognized educational authority having jurisdication over the area where the institution/school is situated.

(e) In case of a Divyang child, studying in an institution i.e. aided or approved by the Central/State Govt. or UT Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is recognized or not. In such cases the benefits will be admissible till the child attains the age of 22 years.

COMMUNICATIONS be pleased to state:-

(a) whether the Government has constituted third Pay Revision committee for Bharat Sanchar Nigam Limited’s (BSNL) employees and if so, the details and the major recommendations thereof along with the time by which the said committee is likely to submit its recommendations to the Government;

(b) whether the Government has implemented the said recommendations of the committee and if so, the details thereof and if not, the reasons therefor;

(c) whether the Government has received any representation from employee unions and Members of Parliament for early implementation of the said committee report in BSNL and sorting out pending issues with regard to the pay revision and if so, the details thereof and the action taken by the Government thereon;

(d) whether the Government has implemented the recommendations of the second Pay Revision Committee in its entirety and there are no left over issues thereof and if so, the details thereof and if not, the reasons therefor; and

(e) whether the Government has proposed to create a separate mobile tower subsidiary for hiving off BSNL’s mobile tower infrastructure and if so, the details and the status thereof along with the time by which the said subsidiary is likely to be operational?

(a) Department of Public Enterprises (DPE) constituted the Third Pay Revision Committee (3rd PRC) to review the structure of pay scales, allowances, perquisites and other benefits for Board level functionaries, below Board level executives and non-unionized supervisory staff of all Central Public Sector Enterprises (CPSEs). The recommendations of 3rd PRC were conveyed by DPE vide Office Memorandum (OM) No.W-02/0028/2017-DPE(WC)-GL-XIII/17 dated 03.08.2017 which is at Annexure. No separate 3rd PRC was set up for BSNL.

(b) & (c) BSNL is not covered by affordability clause of DPE OM dated 03.08.2017 as it has been incurring losses for 2016-17, 2015-16 and 2014-15. Based on proposals and representations received, a reference was sent to DPE whether the affordability criteria can be relaxed for implementing pay scale revision in BSNL as per 3rd PRC. DPE has clarified that BSNL does not fall under the category mentioned in Para 5 of DPE’s OM dated 03.08.2017 and indicated that any relaxation/amendment in the extant guidelines would require the approval of the cabinet and Department of Telecommunications (DoT) has to examine issue at its end. The matter is under examination.

(d) The Government had issued Presidential Directive dated 27/02/2009 based on recommendations of 2nd PRC for BSNL and the same has been implemented in BSNL.

(e) In September 2017, Cabinet gave its approval for “Hiving off Mobile tower assets of BSNL into a separate subsidiary company fully owned by BSNL”. A new tower company named BSNL Tower Corporation Ltd., fully owned by BSNL has been incorporated on 04.01.2018.
