OFFICE MEMORANDUM

Subject: Discontinuance of Family Planning Allowance for adoption of small family norms-recommendation of the 7th Central Pay Commission.

The undersigned is directed to refer to this Ministry’s OM No.7(20)/2008-E-IIIA dated 24.9.2008 regarding the existing rates of Family Planning Allowance (FPA) admissible to Central Government Employees and to say that as provided for in para 7 of this Ministry’s Resolution No.1-2/2016-IC dated 25th July,2016 the matter regarding allowances (except Dearness Allowance) based on the recommendations of the 7th Central Pay Commission was referred to a Committee under the chairmanship of Finance Secretary and until a final decision thereon, all allowances were required to be paid at the existing rates in the existing pay structure (the pay structure based on 6th Pay Commission) as if the pay has not been revised w.e.f 1st January, 2016. Accordingly, FPA was also required to be paid at the existing rates specified in the aforesaid OM dated 24.9.2008.

2. The decisions of the Government on various allowances based on the recommendations of the 7th Central Pay Commission and in the light of the recommendations of the Committee under the Chairmanship of the Finance secretary, have since been notified as per the Resolution No.11-1/2016-IC dated 6th July, 2017

3. As mentioned at Sl.No.60 of the Appendix-II of the said Resolution dated 6th July, 2017 the recommendation of the 7th Central Pay Commission to abolish Family Planning Allowance has been accepted and this decision is effective from 1st July, 2017. Accordingly, FPA Family Planning Allowance, as admissible hitherto, shall cease to exist in all cases

4. These orders shall take effect from 1st July,2017 and hence Family Planning Allowance shall stand discontinued w.e.f. 1st July 2017.

5. In their application to the employees serving in the Indian Audit & Accounts Department, these orders are issued in consultation with the Office Of C&AG.

Holding of Competitive Examination for MTS in West Bengal Circle 2018

This is regarding notification in connection with holding of Competitive Examination for filling up the posts of Multi Tasking Staff for the vacancies of the year 2018 (25% vacancies by direct recruitment on the basis of competitive Examination restricted to the GDS of the Division/unit) as per instructions contained in Postal Directorate’s letters No. 37-33/2009-SPB-I dated 5-6-2015 & 31-07-2015. The examination is scheduled to.be held on 30-09-2018.

1. Conduct of examination:

(a) For direct recruitment in Multi Tasking Staff Cadre, an examination will be held as per Department of Posts, MTS, Recruitment Rules, 2015 to fill up 25% of the vacancies on the basis of competitive Examination limited to the Gramin Dak Sewaks of the Division or Unit.

(b) There will be no exam for filling up 25% quota of vacancies for deputation to APS as per Directorate’s instruction.

(c) As per instructions in the Dte. letter No. 37-33/2009-SPB-J dated 31-07-2015 eligible GDSs may apply for filling up 25% quota of MTS vacancies in Division/Unit. The vacancies will be filled from GDS ranked higher in the merit list to the extent of vacancies.

2. Vacancies for holding the exam:

The Examination for filling up the 25% vacancies for the year 2018 of Multi Tasking Staff will be conducted, which is communicated to all the Divisions! Units vide this office letter no. Rectt I R-46/2018 dated 14-08-2018. The Head of the Divisional Units are requested to submit the community wise break up of the vacancies of MTS cadre communicated in this office letter dated 14-08-2018 referred to above, to this office immediately.

3. Eligibility Criteria:

The age limit for the GDS candidates shall be 50 years as on the I st day of April of the year of the vacancy, in this case, 01.04.2018 (relaxable for SC/ST candidates up to 5 years and OBC candidates up to 3 years). The age concession for SC/STIOBC candidates is applicable only against respective reserved quota of vacancies. The GDS candidates who joined in the service on or after 01-04-2018 would not be permitted to appear in the MTS Recruitment Examination 2018.

4. Pattern & Syllabus for the examination:

In accordance with the instructions contained in Directorate letter No. 45- 14/2012-SP8-f dated 17-01-2014, the revised pattern and syllabus for the examination is furnished below:

I. Candidates shall be subjected to an Aptitude Test covering the following

subjects/topics:

II. DURATION OF EXAMINATION: 120 minutes.
Ill. One blank page will be kept at the end of Question Paper Booklet for . rough work by the candidate.

2 IV. QUALIFYING MARKS:

In accordance with Dte. Letter No. 4S-14(i)/2012-SPB-I dated 31-07-2012 for Multi Tasking Staff (MTS) the terms and conditions regarding qualifying marks IS furnished below :-
a. Parts A and B – Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each part.
b. Parts C (Two segments)- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each segment.
c. 40% marks for OC, 33% marks for SC/ST and 37% marks for OBC candidates in aggregate.

5. Venue of Examination:

The examination will be held at Kolkata centre (for candidates of Kolkata Region, M & BD Region, South Bengal Region , HQ Jurisdiction except A&N Islands), Siliguri centre (for candidates of North Bengal Region) , Port Blair Center ( for A&N Islands ) & Gangtok ( for Sikkim State) .

Two months on, Grameen Dak Sevaks in Bareilly yet to get increased salary, arrears

Bareilly: As many as 560 Grameen Dak Sevaks (GDS) in the district are yet to get the benefit of Chandra committee recommendations, which were accepted by the Centre in June, even as their counterparts in other districts are receiving an increased salary. According to sources, the delay is because of a dispute between the senior superintendent of post (SSP) and the senior post master (SPO), both of whom believe that the other one is responsible for implementation of the recommendations.

All the head post offices across the country have been instructed to pay an increased salary to GDSs starting from July, as well as arrears from January 2016. Subsequently, the Department of Posts of Union ministry of Communication had issued a memorandum regarding the implementation of the recommendation of Kamlesh Chandra committee on wages and allowances of GDSes on June 25, 2018 to all the offices.

According to the recommendations, GDSes across the country will now be given a revised Time Related Continuity Allowance (TRCA), along with an annual increment of 3%. Besides, they will be entitled to the benefit of other allowances, including office maintenance allowance, fixed stationary charges, combined duty allowance, risk and hardship allowance, dearness allowance and productivity linked bonus. The revised TRCA was to be in effect from January 1, 2016.

The regional secretary of Bhartiya Gramin Dak Sevak Sangh, Vivek Saxena, said, “We are yet to get the increased emolument. However, in other districts, our counterparts have started getting the increased TRCA.”

“We were supposed to get the arrears by July 25 and the increased TRCA from August 1, along with the salary of July. Both our senior officials are pushing the ball in each other’s court and we are bearing the brunt of it,” he added.

When asked about the matter, SSP Naimuddin told TOI, “It is clearly mentioned in the government orders that the accounts section is supervised by the SPO and he should be the one completing the paper work for GDSes’ emoluments. In other districts too, the SPOs concerned have done their jobs but that hasn’t happened here. I have written two letters in this regard but the SPO is yet to act on them.”

Responding to the SSP’s comment, the SPO, A K Tripathi, said, “We have 310 post offices in the district. All but five GDSes of the head post office come under the SSP. I have written to him, citing the government order, saying it is the SSP's office that will have to prepare the salary sheets of GDSes, and not the accounts section.”

Subject: Clarification regarding the term 'Non-Family Station' in respect of concessional retention given under Rule 43 of CGGPRA Rules, 2017.


In continuation to the OM. of even Number dated 10.4.2018 vide which the concessional retention of General Pool Residential Accommodation at the last place of posting by Central Government Civilian Employees, Centrally Armed Paramilitary Forces employees and officers of All India Services on their posting to a Non-family stations was extended up to 30.06.2021 on payment of normal rate of licence fee, it is further clarified that the term 'Non Family station' includes:
(i) North Eastern Region, Sikkim, Andaman & Nicobar Islands and Lakshadweep, State of Jammu & Kashmir
(ii) Left Wing Extremist (LWE) areas, as declared by Ministry of Home Affairs from time to time.

It is to inform that Govt. of India vide its OM No. 42/14/2016-P&PW(G) dated 24.10.2016 has provided an option to the pensioners retired between 01.01.2016 to 04.08.2016, in relaxation of Rule 10 of CCS (Commutation of Pension) Rules,1981, not to commute the pension which has become additionally commutable on revision of pay/pension on implementation of recommendations of the 7th CPC.

The Govt. of India OM is also enclosed for ready reference.
