Will the Minister of FINANCE be pleased to state :-
(a) whether Government proposes to raise the fitment factor under 7th Central Pay Commission (CPC) from 2.57 for intermediate and lower officials to 2.81 which has been implemented for senior officials under 7th CPC;
(b) if so, the details thereof;
(c) if not, the reasons therefor;
(d) whether Government would increase the HRA from 24 per cent to 30 per cent of basic salary as it was under 6th CPC in view of non-availability of rented accommodations within 24 per cent of basic salary in metro cities;
(e) if so, the details thereof; and
(f) if not, the reasons therefor?

(a) to (c): The fitment factor for the purpose of fixation of pay in the revised pay structure based on the recommendations of the 7th Central Pay Commission is 2.57 which is uniformly applicable to all categories of employees. As the same is based on the specific and considered recommendations of the 7th Central Pay Commission, no change therein is envisaged.

(d) to (f): The Government vide Resolution dated 6th July, 2017 decided that HRA shall be revised to 27%, 18% and 9% of Basic Pay in X, Y and Z cities when Dearness Allowance (DA) crosses 25% and further to 30%, 20% and 10% of Basic Pay in X,Y and Z cities when DA crosses 50%.

The following are the new reports deployed in MIS server in HFINRPT Menu.This url is accessible for Supervisor, SBCO Supervisor, System Administrators, Users with auditor role (IPs,ASP, Divisional Heads).

1. BO Details report 

This reports gives the list of Branch Offices along with their BO codes under the given SOL ID. SOL ID is the input criteria. Report will be generated and viewed through HPR menu . This BO code is useful in HACSP and other menus. 

2. Report of No. of Live accounts including BO for Scheme Type - SBA 

This report list the live account in SBA schemes viz SBGEN, SBBAS, SBCHQ, SSA, PPF,NSS,etc. with address, DLT and BAT. This report can be generated BO wise also if BO code is given as input criteria. The following columns are available in this report

Sub: Illegal withdrawal of Family Planning Allowance - withdrawal of orders -urged.

Ref: (i) Railway Board's letter No.PC V/2008/A/O/2 (FPA) dated 14/10/2008 (RBE No.151/2008)
(ii) Railway Board's letter No. PC V/2017/A/FPA/1 dated 28/07/2017 (RBE No.77/2017).
(iii) NFIR's letter No. 1/5(g)/Part VI dated 04/09/2017.

Federation invites kind attention of the Railway Board to its letter of even no. dated 04/09/2017 wherein it was requested to consider continuance of Family Planning Allowance to those Railway employees who were already in receipt of the said Allowance which was sanctioned in pursuance of Government's earlier policy decision. In its communication, the NFIR also suggested that in case the Railway Ministry (Railway Board) is not a position to allow the Allowance for want of clarification from DoP&T/MoF, the matter may be referred to DoP&T/MoF. Federation is however disappointed that though a period of more than 15 months passed no action seems to have been taken by the Board.

While enclosing copy of letter dated 04/09/2017, NFIR once again requests the Railway Board to consider for continuance of Family Planning Allowance to those Railway employees who were already in receipt of the same. In case the matter is referred to DoP&T/MoF, copy of the same may he sent to the Federation early.

Pay roll out in CSI & GPF Withdrawal

 How to apply GPF Withdrawal: 

After go live of payroll i.e after credit of december salary, Please check GPF balance.

GPF balance to be checked in zpy_menu t code: 

  • go to  Reports - GPF ledger - execute. Confirm the correctness of GPF balance. 


  •  For applying GPF withdrawal, employee have to login in to employee portal - Employee self service - Employee payment - GPF withdrawal - Fill amount - Reason - remarks and submit. 


  • For Single hand SPMs - The request will go for approval to Div head. For postman of sub offices, IP has to forward to Div head. For HO staffs, Postmaster has to forward to Div head. Div head to approve the request in SAP. Just as hierarchy for applying leave.


and all are request to authorize zhr_payslip menu for generating pay slip.

Procedure to De-Registration of Aadhaar SFTP Client [UIDAI]

UIDAI Notification Regarding SFTP Packet Upload Client De-registration 

Dear Ecosystem partners,

As a clean-up exercise & to improve security all SFTP Upload Clients used for uploading offline packets has been de-registered today (02/01/2019).

All are requested to follow below steps as all the users will be getting error in the client .

1) Uninstall the SFTP client. 

2) Re-Install the SFTP client. 

3) Register the client with the EA code, Reg code and the SFTP client code.

We request all EAs to closely monitor their SFTP client registration and packet uploads to avoid the misuse of the same.

How to renew the despatch Schedule in SAP?

Here is the procedure for renewing the despatch schedule

The procedure for renewing the Dispatch schedule is as below:-

1. Divisional SPOC has to login to the PTM module in SAP using Super-user credential shared during creation of dispatch schedule.

2. Go to “Edit Schedule” option under Schedule tab to get the schedule editing screen. 

3. Enter the Schedule ID for which validity has to be extended.

4. Change the “Valid to” date as required and save the same.

5. Login to ECP module of SAP using Divisional head login and download the edited schedule using “ZMOSCHDWNLD”

6. Maintain the edited schedule under “ZMOIPVS” option.

7. After completion of all the above task, Share the schedule ID to tcsdop.sapipvs@tcs.com and tcsdop.pos@tcs.com with a copy of ipvs.cept@indiapost.gov.in,DMCC Chennai, RIT and CIT for pushing the edited schedule data to IPVS Back office.

In this connection, it is requested to direct all the Divisional SPOC to renew the dispatch schedules well in advance before the expiry date to avoid the issues in dispatching the articles in IPVS Back Office.

GDS ஊழியர்களுக்கு அவசரகால விடுப்பு(EMERGENCY LEAVE)

GDS ஊழியர்களுக்கு அவசரகால விடுப்பு(EMERGENCY LEAVE) அறிமுகப்படுத்தப்பட்டுள்ளது. இந்த அவசரகால விடுப்பு 01.01.2019 முதல் அமலுக்கு வருகிறது.

1.அவசரகால விடுப்பினை ஒரு காலண்டர் ஆண்டில் 5 நாட்கள் எடுத்துக் கொள்ளலாம்.

2.ஒரே நேரத்தில் அதிகபட்சமாக இரண்டு நாட்கள் மட்டுமே அவசரகால விடுப்பு எடுத்துக்கொள்ள முடியும்.

3. அவசரகால விடுப்புகளுக்கு பதிலிகள் (SUBSTITUTE ) நியமிக்கப்படக் கூடாது. இரண்டு GDS ஊழியர்கள்(BPM- ABPM ) உள்ள அலுவலகங்களில் ஒருவர் விடுப்பு எடுத்தால் மற்றவருக்கு COMBINED DUTY போட வேண்டும். தனிநபர் அலுவலகம் எனில் பதிலி நியமிக்கலாம்.

4. இதனை அடுத்த ஆண்டு அவசர விடுப்பு கணக்கில் சேர்க்கவோ(Carry Forward ) அல்லது பணமாக்கி(Encashment) கொள்ளவோ முடியாது.

5. அவசரகால விடுப்பினை எடுப்பதற்கு BPM ஊழியர்கள் கோட்ட அலுவலகத்தின்(DO) அனுமதியையும் BPMதவிர்த்த மற்ற GDSஊழியர்கள் உட்கோட்ட அதிகாரி/முதுநிலை அஞ்சல் அதிகாரி/அஞ்சல் அதிகாரி அனுமதியையும் பெற வேண்டும்.

6.ஞாயிற்றுக்கிழமை மற்றும் விடுமுறை நாட்கள் அவசர விடுப்பின் முன்பு அல்லது பின்பு இருப்பின் அவைகள் அவசரகால விடுப்பிலிருந்து கழிக்கப்படாது.

7.இரண்டு நாட்களுக்கு மேல் அவசர விடுப்பு எடுக்கும் பட்சத்தில் அவர் விடுப்பு எடுத்த நாட்கள் அவருடைய Paid leaveலிருந்து கழிக்கப்படும். Paid Leave இல்லாத பட்சத்தில் Unauthorised Absent ஆக கருதப்பட்டு அவருக்கு TRCA வழங்கப்படாது.

10. அவசரகால விடுப்பு அளிக்கும் அதிகாரிகள் அவசரகால விடுப்புகள் குறித்த தனிப்பதிவேடுகள் பராமரிக்க வேண்டும்.

1. आपातकालीन अवकाश एक कैलेंडर वर्ष के 5 दिनों के भीतर लिया जा सकता है।

2. एक बार में अधिकतम दो दिनों के लिए ही आपातकालीन छुट्टी ली जा सकती है।

Government is working on an Incentive Scheme wherein seven weeks wages shall be reimbursed to employers who employ women workers and provide the maternity benefit of 26 weeks paid leave, as provided for in the Maternity Benefit (Amendment) Act, 2017.

To enable an entity to avail of the incentive, the women employees working in their entity should be a wage earner of less than Rs.15,000/- per month and a member of Employees’ Provident Fund Organization (EPFO) for at least one year and not covered by Employees’ State Insurance Corporation (ESIC).

A meeting of Stakeholders' Consultation with representatives of concerned Central Ministries, State Governments, Employers', Employees' etc. was held on 14.11.2018 to discuss the matter. The Scheme was supported by and large with the majority of stakeholders.

The scheme is proposed to be administered after obtaining the approval of the competent authorities. The Incentive is proposed to be funded from the budgetary allocations. Government has not made any allocation for the scheme during the current financial year.

Payment to Contractual Labour through Cheque 

The Payment of Wages Act, 1936 has been amended by Payment of Wages (Amendment) Act, 2017 (effective from 28.12.2016) to enable the employers to pay wages to their employees by (a) cash or (b) cheque or (c) crediting to their bank account. The amendment in the Act also enables the appropriate Government to specify the industrial or other establishment, by notification in the Official Gazette, which shall pay to every person employed in such industrial or other establishment, the wages only by cheque or by crediting in his bank account.

Provision for making of payment only by cheque or by crediting in bank account of an employee, in respect of industrial or other establishment in the Central Sphere has been notified on 26.04.2017.

As per information received from the Government of Madhya Pradesh, contract labour are paid through Bank at thermal power station, Chachai in Amarkantak in the district Anuppur, Madhya Pradesh.

This information was given by Shri Santosh Kumar Gangwar, Minister of State (I/C) for Labour and Employment in written reply to a question in Rajya Sabha today.

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved Amendment to the Trade Unions Act, 1926 to make provisions regarding Recognition of Trade Unions.

Benefits:

  • The approval will facilitate: 
  • Recognition of Trade Unions at Central and State level;
  • Ensure true representation of workers in the tripartite bodies;
  • Check on the arbitrary nomination of workers’ representatives by the Government; and
  • Reduce litigations and industrial unrest. 
  • The proposed Bill will ensure that the nomination of workers’ representatives in tripartite bodies by the government will become more transparent. Trade Unions so recognized would be accountable in maintaining industrial harmony. Recognition of Trade Unions at Central/State level would reduce duplicacy of such exercise by different departments. Recognized Trade Unions may be assigned specific roles at Central or State level.
