BSNL employees to get salary by 20th of this month

The representatives of the AUAB met Shri Anupam Shrivastava, CMD BSNL yesterday at 10:30 am. Ms.Sujata T. Ray, Director (HR) was also present. The AUAB demanded that the salary for the month of February, 2019, should be paid before the Holi festival. The CMD BSNL explained the present financial position of the Company briefly, and assured that payment of salary would be madeby 20th March, 2019.

Telangana man in Limca Book for Ramayana Stamps


Senior postal officer of Telangana V Upender entered Limca Book of Records for his collection of rare stamps on Ramayana. Upender who is currently rendering services as Postmaster General in Madurai got the news on Wednesday after it was printed in the new edition of Limca Book of Records 2019. Upender has collected around 400 rare stamps along with the postal covers, special covers, miniature sheets, sheet-lets, souvenir sheets and rare proofs which were released by the countries on various occasions. A three-member team from Limca Records collected the details of the stamps. Of the 400 stamps, images of Sita, Rama, Lakshman, Hanuman and Ravana were also found in his collection. Upender had participated in various philatelic exhibitions organised by Telangana where he bagged several medals including a gold for his works on Ramayana. Upender said that he will soon participate in Philately exhibition on Ramayana in Sydney.

హైదరాబాద్: తెలంగాణకు చెందిన సీనియర్ పోస్టల్ అధికారి వి ఉపేదర్ లిమ్కాబుక్ ఆఫ్ రికార్డ్స్ లో చోటు దక్కించుకున్నారు. రామాయణంపై అరుదైన స్టాంపులను సేకరించినందుకు ఆయనకు లిమ్కా బుక్ ఆఫ్ రికార్డ్స్ సాధించారు. తమిళనాడులోని మదురైలో పోస్ట్ మాస్టర్ జన్ రల్ గా పనిచేస్తున్నారు ఉపేందర్. 

"లిమా బుక్ ఆఫ్ రికార్డ్స్ నుండి ముగ్గురు సభ్యుల బృందం రామాయణంపై అరుదైన స్టాంపుల కలెక్షన్ వివరాలు సేకరించింది. వివిధ సందర్భాల్లో ప్రపంచవ్యాప్తంగా విడుదల చేసిన అతి చిన్న స్టాంపులు, చిన్న షీట్లను, షీట్-లెట్స్, సావనీర్ షీట్లు.. అరుదైన పోస్టల్ కవర్స్ తో సహా మొత్తం 400 అరుదైన స్టాంపులను ఉపేందర్ కలెక్ట్ చేశారు. 


ఈ అరుదైన స్టాంపుల్లో సీతాదేవి, రాముడు, లక్ష్మణుడు, హనుమంతుడు, రావణాసురుడు వంటి అరుదైన స్టాంపులున్నాయి. ఈ అరుదైన స్టాంపులను అతను సేకరించిన క్రమంలో ప్రపంచంలోనే అరుదైన కలెక్షన్ ఉపేందర్ వద్ద మాత్రమే ఉన్నాయని లిమ్కా బుక్ ఆఫ్ వరల్డ్ రికార్డ్స్ గుర్తించింది. 

వీటితో పాటు, సీతా మరియు రాముడు పట్టాభిషేకంపై అరుదైన స్టాంపులు కూడా తన కలెక్షన్ లో ఉన్నాయని ఆయన చెప్పారు. తెలంగాణలోని వివిధ సందర్భాలలో తపాలా విభాగం నిర్వహించిన అనేక ఫిలాటెలిక్ ప్రదర్శనలలో కూడా ఉపేద్ర పాల్గొన్నారు. ఈ ప్రదర్శనల్లో ఉపేందర్ కు పలు పతకాలే కాక..రామాయణంపై ప్రత్యేకంగా నిర్వహించిన రాష్ట్ర స్థాయిలో గోల్డ్ మెడల్ కూడా ఆయన గెలుచుకున్నారు. ఈ క్రమంలో సిడ్నీలో రామాయణంపై నిర్వహించనున్న ఎగ్జిబిషన్ లో తన కలెక్షన్ తో పాటిస్టేప్ చేద్దామనుకుంటున్నానని ఉపేంద్ర తెలిపారు.

MACP – BENCH MARK ORDERS MODIFIED

On continuous pursuance by NFPE & AIPEU Group ‘C’ the orders on MACP Benchmark have been clarified by the Department of Post vide letter No. 7-8/2016-PCC (Pt) dated 13.03.20019.

The issue was raised several times before Department.

The issue was raised in Standing Committee Meeting of National Council JCM on 7th March 2019 before Chairman i.e. Secretary, DOP&T and he directed officers of Postal Department present in meeting to issue clarification orders on it.


We also wrote to the Member (P) vide our letter No. P/4-1/MACP dated 08.03.2019.

Resultantly Department of Post issued clarificatory orders on 13.03.2019 that very good bench mark will be applicable after 25.07.2016 prior to it “Good” will be considered for upgradation in MACP.

This will be advantageous for thousands of Postal employees.

Sub : Clarification on applicability of “Very Good” benchmark for financial upgradation under MACPS and consideration of “Good” benchmark for the previous years before 25.07.2016.

This office is in receipt of large number of references consequent upon the clarification issued vide DG Posts’ letter of even number dated 02.07.2018 on the above mentioned subject, regarding allowing opportunity of making representation against ‘good’ benchmark and relaxation of benchmark for MACPS.

2. In this context, it is reiterated that opportunity of making representation against the APAR which are post 2009 cannot be given as it is already disclosed to the employees in APAR process.

3. Further, the benchmark for the purpose of financial upgradation under MACP was enhanced from ‘good’ to ‘very good’ w.e.f. 25.07.2016 i.e prior to 25.07.2016 the benchmark was ‘good’ for MACPS. As such, the ‘good’ grading of APAPRs for the period prior to 25.07.2016 may be considered for financial upgradation under MACPS. However, the “very good” benchmark applicable w.e.f. 25.07.2016 cannot be relaxed for MACPS.

4. All concerned may be informed accordingly.

The undersigned is directed to refer to this Department’s O.M.No.28020/1/2010-Estt.(C) dated 21.07.2014 wherein consolidated instructions on Probation/Confirmation were Issued.

It has been decided to further consolidate/ modify the instructions/ guidelines in relation to probation and confirmation as a Master Circular to provide clarity and ease of reference. The Master Circular issued vide O.M. dated 21.07.2014 has been suitably updated as on date and the same is enclosed. PERIOD OF PROBATION

MANDATORY INDUCTION TRAINING
  1. In all cases of direct recruitment there should be a mandatory induction training of at least two weeks duration. Successful completion of the training may be made a pre-requisite, for completion of probation. The syllabus for the training may be prescribed by the Cadre authorities in consultation with the Training Division of DOPT. The recruitment rules for all posts, wherever such a provision does not already exist, may be amended to provide for such mandatory training. Till such time as the Recruitment Rules are amended, a clause on the above lines may be included in the offer of appointment. 
PERIOD OF PROBATION  
  1. The period of probation is prescribed for Government on the following lines:

MASTER CIRCULAR SERVICES PROBATION ON PROBATION AND CONFIRMATION CENTRAL

PROBATION

A person is appointed on probation in order to assess his suitability for absorption in the service to which he has been appointed. Probation should not, therefore, be treated as a mere formality No formal declaration shall be necessary in respect of appointment on probation. The appointing authority may declare successful completion or extend the period of probation or terminate the services of a temporary employee on probation, on the basis of evaluation or performance.

2. Probation is prescribed when there is direct recruitment, promotion from One Group to another or for officers re-employed before the age of superannuation. The probation shall stand successfully completed upon issue of orders in writing. It is, however, not desirable that a Government servant should be kept on probation for long periods.

3. Instead Of treating probation as a formality, the existing powers to discharge probationers should be systematically and vigorously used so that the necessity of dispensing with the services of employees at later stages may arise only rarely.

4. Concentration of attention on the probationer’s ability to pass the probationary or the departmental examination, if applicabh2, should be an essential part of the qualification for confirmation but there should be a very careful assessment of the outlook, character and aptitude for the kind of work that has to be done in the service before a probationer is confirmed.

5. A probationer be given an opportunity to Work under more than one officer during this period and reports of his work may be obtained from each one of those officers. The probation reports for the whole period may then be considered by a Board of senior officers for determining whether the probationer concerned is fit to be confirmed in service- For this purpose, separate forms of report should be used, which are distinct. from the usual Annual Performance Appraisal Report (APAR) forms. The probation period reports, unlike APAR, are written to help the supervising officer to concentrate on the special needs Of probation end to decide whether the work and conduct of the officer during the period of probation or the extended period of probation are satisfactory enough to warrant his further retention in service or post- The probation period reports thus do not serve the purpose for which the APARs are written and vice versa. Therefore, m the case of all probationers or officers on probation, separate probation period reports should be written in addition to the usual APARS for the period of probation.

6. Save for exceptional reasons, probation should not be extended for more than a year and in no circumstance an employee should be kept on probation for more than double the normal period.

7. A probationer, who is not making satisfactory progress, should be informed of his shortcomings before the expiry of the original probationary period so that he can make special efforts at self-improvement. This can be done by giving a written warning to the effect that his genera] performance has not been such as to justify his confirmation and that, unless he shows substantial improvement within a specified period, the question of discharging him would have to be considered. Even though this is not required by the rules, discharge from the service being a severe, final and irrevocable step, the probationer should be given an opportunity before taking the drastic step of discharge.

8. During the period of probation, or any extension thereof, candidates may be required by the Government to undergo such courses of training and instructions and to pass examinations, and tests (including examination in Hindi) as the Government may deem fit, as a condition for the satisfactory completion of probation.
