India Post's Darpan project help in changing lives of rural India

New Delhi: Gone are the days when people residing in remote villages of the country used to traverse miles for their banking needs as the India Post's ambitious project Darpan, which was launched to provide banking services to un-banked rural population through post offices is turning out to be a gamechanger in achieving financial inclusion. It may not go down well to all other banking service providers as India Post has crossed one crore mark of transactions in a month through Darpan project. In March alone, the project registered one crore transactions worth of Rs 1,509 crore and the figure would go up in succeeding months.

According to a senior government official, the mandate of the Darpan project was to strengthen the infrastructure facilities in branch post offices by equipping postmen with handheld devices. Darpan stands for digital advancement of the rural post office for a new India

Under the scheme postmen were provided handheld devices, which is little larger in size than the POS machines and devices are being used to provide doorstep banking services to customers residing in even remotest part of the country," the official said, adding that the facilities such as money transaction, online payment for Rural Postal Life Insurance, booking of registered letters, speed post, money orders, etc are being availed by the customers. "The Darpan project, which was launched in December 2017, has scripted a new success story in a very short tenure. In the months of January and February, the banking transactions through handheld device were 93 lakh and 97 lakh respectively," the official said, adding that about 7.50 lakh premiums of the postal life insurance and about 5 lakh registered letters/speed posts have been booked through handheld devices in a month only. As there are challenges of connectivity in remotest villages, so we are improving that by installing signal booster antennas in those areas, the official further said. "Rural areas in the Naxal infested states of Chhattisgarh, Jharkhand, Madhya Pradesh, Bihar, Maharashtra, Andhra Pradesh and Telangana are also covered under the Darpan project and response is commendable," the official said, adding, "We have opened 1,700 branch post offices in LWE areas in the year 2018-19 and the target is to open over 2,000 new branch post offices in the year 2019-20." At the launch, Communications Minister Manoj Sinha had said that the Darpan project, which aims at digitalising rural post offices would change the lives of rural people.

RICT/DARPAN Device issues and possible Solution

DARPAN Device( previously it was called as RICT Device) Issues

The department of posts introduced RICT / DARPAN in Branch post offices in c/w Implementation of Rural ICT project. The GDS BPMs have to perform all kinds of transactions on RICT machines including B.O. Daily Account. DARPAN to be implemented after analysis of network and handheld devices. The main problem in the Device is Network and outed spares used.

RICT – Problems and Solution

(i) All GDS/BPMs are waiting extended hours to complete their works through RICT Device due to non availability of network

(ii) The RICT device loggedout automatically if the device is inactive for 2 minutes or more

(iii) Poor response of Finger Print

(iv) Transaction is failed after submit the transaction in most of the time.

(v) Keypad available in the RICT is incompatible .


RICT – Problems and Solution, Network Issue :-

Main problem of RICT Device supplied to the Branch Offices is Network problem. The capacity of the Network receiver (2G/3G) available in this device is also very poor. Compared to other device by checking the same network in RICT, the performance of the DARPAN(RICT) device is not upto the level. In few area, the signal strength is more weaker and no devices receives the signal in this case.

#Solutions : 
We can not change the Network Devices and there is no other solution for the above problem except the solution mentioned below

(i) External Antenna may improve the signal strength of the RICT Devices. The antenna is available in the local market as well as in Online market such as GeM

Connect the Device with SIFY Network through LAN Cable for better network connectivity by the BPM visiting their account office provided availability of Mac binding free LAN Port.

RICT – Problems and Solution, Server Issue :-

There is another most important problem is RICT Server problem. RICT server capacity is not capable to manage the BO migrated to RICT in Department of Post. If more number of DARPAN Device operated at a time, the transaction gets failed. The transactions failed due to network issue i.e called transmission failure and another one non acceptance of DARPAN Server. The data packets dropped due to server failure. In both the cases, the transactions are to be done at once again through RICT Devices. In some cases, the updation of transactions in the Server done through Device getting delayed. In other words, the report for the transactions done through RICT device could not be generated. In such case, the performance of DARPAN Server should be improved to display the reports immediately whenever transaction completed through machine.

The transactions failed due to network issue or server issue may be fixed in the following ways:

(i) The Application should be improved to avoid the data packet drops or it should be re-transmitted the dropped data packets to central server automatically when the device is back to online. Once the transaction is done in the machine, that should be transmitted to central server and the same should be reflected immediately in the reports.

The only solution for the above is the replacement of exiting handheld devices and all the BPM should be supplied latest devices with high configuration.

एक उदासी भरे स्वर में अपनी बात कहते कहते जेट एयरवेज के कैप्टन रमन शर्मा रुक जाते हैं. गला साफ करते हैं. फिर कहते हैं, ‘अप्रैल का महीना चल रहा है. बच्चों का एडमिशन कराना है. हमारे परिवार में शादी भी है. लेकिन अब लगता है जैसे सब रुक जाएगा.’

लेकिन यह समस्या केवल रमन की नहीं है. बुधवार को जेट एयरवेज के बंद होने के फैसले से करीब 22 हजार कर्मचारियों के सामने अचानक से वित्तीय संकट खड़ा हो गया है.
मामला क्या है


देश में 26 साल से अपनी सेवाएं दे रही जेट एयरवेज ने बुधवार रात को अपनी आखिरी फ्लाइट का संचालन करने के बाद गुरुवार से सभी उड़ानें अस्थायी रूप से बंद करने का फैसला लिया है. दरअसल कंपनी पर प्राइवेट और सरकारी बैंक मिलाकर कुल 26 बैंकों का 8500 करोड़ रुपये का कर्ज है. ऐसे में बुधवार को भारतीय स्टेट बैंक की अगुवाई वाले बैंकों के समूह ने जेट को 400 करोड़ रुपये की वित्तीय मदद देने से इंकार कर दिया. जिसके कारण जेट एयरवेज के लगभग 22 हजार कर्मचारियों पर नौकरी का संकट गहरा गया है. इस मुद्दे को लेकर जेट के हजारों कर्मचारियों ने जंतर मंतर पर प्रदर्शन किया. जिसमें पायलट, एयरहोस्टेस, कैप्टन और इंजीनियर्स ने हिस्सा लिया.
अंतरिम फंड जारी करने की मांग


लगभग पांच सालों से वित्तीय संकट से जूझ रही जेट एयरवेज ने बैंकों से 400 करोड़ रुपये की अंतरिम फंड की मांग की थी, लेकिन एसबीआई ने इसको पूरा करने से मना कर दिया. अब कंपनी के पास विमान सेवा को बंद करने के अलावा कोई विकल्प नहीं बचा था.


प्रदर्शन में आए एक कर्मचारी राकेश कहते हैं, ‘हमारा जीवन रुक गया है. हमारे पास पैसे नहीं है. मकान का किराया तक देना मुश्किल हो गया है.’


तो अब इसमें क्या किया जाना चाहिए


‘हम चाहते हैं इसमें सरकार जल्द से जल्द हस्तक्षेप करे. सरकार से हमारी तात्कालिक डिमांड यही है कि इस मामले में वो दखल दे और हमें 400 करोड़ का अंतरिम फंड देकर कंपनी को बंद होने से बचा ले.’
लेकिन कर्मचारियों का भरोसा अभी भी जेट एयरवेज पर है


जेट एयरवेज पर आए वित्तीय संकट के बाद बाकी विमान कंपनियों ने जेट के पायलटों को ऑफर देना शुरू कर दिया है. लेकिन महीनों तक वेतन नहीं मिलने के बाद भी जेट के हजारों कर्मचारी इसे छोड़ने के मूड में नहीं है. कंपनी के संस्थापक सदस्यों में से एक और पिछले 25 साल से जेट से जुड़े सुरेंद्र शर्मा कहते हैं, ‘मेरा तो यही कहना है कि इस कंपनी को बचा दो. हमने एक छोटी से कंपनी को विश्व में झंडा गाड़ते हुए देखा है. अगर ये बंद होती है तो पूरे विश्व में भारत का नाम खराब होगा.’


वहीं पिछले 19 सालों से काम कर रही कैबिन मैनेजर श्रुति कहती हैं, हमने कई वर्षों से लगकर काम किया है. होली, दिवाली बच्चों के जन्मदिन जैसे समारोह में भी नहीं गए. जेट ने हमें बहुत कुछ सिखाया है और हमें पूरी उम्मीद है कि अभी भी चीजें सही हो जाएंगी.’

प्रदर्शन में हिस्सा लेने आए लोग आगे के भविष्य को लेकर थोड़े आशंकित हैं. उनका मानना है कि चुनाव तक उन्हें कोई राहत प्रदान नहीं की जाने वाली है.


कंपनी में पिछले 9 साल से काम कर रही आफरीन ने कहा कि ‘मैं और मेरे पति दोनों इस संस्थान से सालों से जुड़ें हैं. हम केवल यही चाहते हैं कि मोदी जी अपने चुनाव प्रचार से थोड़ा समय निकाल कर इस मामले में दखल दे. हमें तुरंत सैलरी नहीं चाहिए लेकिन हम चाहते हैं कि कोई आगे आकर जिम्मेदारी तो ले.’

अचानक से आए जीवकोपार्जन के संकट के बाद जेट एयरवेज के कई कर्मचारियों में सरकार को लेकर काफी गुस्सा दिखा. यह मुद्दा केवल 23 हजार लोगों का नहीं बल्कि उनके परिवार को मिला लें तो करीब एक लाख लोग इससे जुड़े हैं. ऐसे में पिछले कई सालों से काम कर रहे अजय से जब हमने पूछा कि इस बार के चुनाव में जेट एयरवेज के कर्मचारी सरकार के इस रवैये के बाद क्या सोच रहे हैं तो उन्होंने कहा, कि अगर हमारे लिए सरकार ने जल्द से जल्द कोई योजना नहीं बनाई तो हम इस चुनाव में भाजपा को हराने की पूरी कोशिश करेंगे. दिल्ली में होने वाले चुनाव में भाजपा को कड़ा सबक सिखाएंगे. उनके पीछे खड़े करीब दर्जन भर कर्मचारियों ने उनके सुर में सुर मिलाया.


वही जंतर मंतर, एक बार फिर वही नजारा, मांग भी वही. बदली है तो केवल कंपनी. कल तक जो कंपनियां हवाओं से बात किया करती थीं. हर तिमाही पर प्रोग्रेस रिपोर्ट दिखाया करती थीं, उनके 22 हजार कर्मचारियों का भविष्य अंधकार में है. सरकार के लाख दावों के बाद भी जेट ने बुधवार रात आखिरी उड़ान भरी लेकिन हजारों कर्मचारियों का भविष्य जमींदोज हो गया. यह हालात वैसा ही है जैसा आज से 7 साल पहले किंगफिशर एयरलाइन्स का हुआ था. उनके हजारों कर्मचारी आज भी न्याय की आस में बैठे हैं और अब जेट. अब देखने वाली बात होगी क्या इन्हें न्याय मिल सकेगा.

The Chandigarh Consumer Commission recently ordered Bata India Ltd to pay Rs. 9,000 in fine for charging Rs.
 3 from a customer for a paper bag to carry the shoebox.
Legal experts say the order is legally valid across the country and that stores cannot charge consumers additional charges for the bag if the product is purchased from the same store.
The forum's order came on a complaint filed by a consumer, Dinesh Prasad Raturi.

Mr Raturi told the consumer panel that he had purchased a pair of shoes on February 5 from the shoe store located in Sector 22D. The store charged Rs.402, which also included cost for the bag.

Mr Raturi contested that by charging him for the bag, Bata was also endorsing its brand on the bag which was not justified. Mr Raturi sought a refund of Rs.3 and compensation for deficiency in services.

The forum slammed Bata for charging an additional amount for the paper bag.

The forum ordered that a customer cannot be compelled to pay for the bag, and that it was a clear deficiency in service. The consumer forum ruled that it was the store's duty to provide a free bag to the customer who purchased their product.

Sagar Saxena, an advocate based in Delhi, said: "This consumer court's decision is legally valid across India. People can cite this order anywhere in the country and have the bag charges waived. The order establishes that even if the bag is environment-friendly, the retailer cannot charge an additional amount for the bag."

The consumer forum observed that if the companies are eager to protect the environment, they should provide free environment-friendly bags to the customers.

Nikhil Majithia, an advocate in Delhi, said: "After this order, the Ministry of Consumer Affairs should come out with guidelines to protect consumer rights. Shopkeepers are not allowed to charge extra from consumers, as they brand the bag with their logo, so it becomes part of their advertising."

The Chandigarh commission in its decision directed Bata India Ltd to refund the cost of the bag (Rs. 3) and litigation charges, i.e. Rs. 1,000 along with Rs. 3,000 as compensation to the customer for the mental agony caused by deficiency in services.

The forum also directed Bata to deposit Rs. 5,000 in the legal aid account of the State Consumer Disputes Redressal Commission.

OFFICE MEMORANDUM

Subject: Compensation for non-deposit or delayed deposit of contribution under National Pension System during 2004-12

The undersigned is directed to invite attention to the guidelines issued by Controller General of Accounts, Ministry of Finance, Department of Expenditure, vide OM No.1(7)/2003/TA/Part file/279, dated 02.09.2008 for streamlining of procedure for remittances of contributions under the National Pension System (NPS) by PA0s/CDDOs and NCDDOs which provides, inter-alia, the detailed procedure for the purpose of crediting of the NPS contribution to the NPS Trustee Banks so as to ensure that the contribution is credited to the NPS regulatory system as per the timelines prescribed therein without delay .

2. Based on the recommendations of the 7th Central Pay Commission and the recommendations of a Committee of Secretaries, as set up in pursuance of the decision of the Government contained in para 15 of the Resolution of this Department bearing No. 1-2/2016-IC dt. 25.7.2016 to suggest measures for streamlining the implementation of the NPS, the Department of Financial Services, Ministry of Finance, has issued a Notification F. No.1/3/2016-PR dt. 31.1.2019, clause 1(2)(x), 1(2)(xi) and 1(2)(xii) thereof provides as under:

Compensation for non-deposit or delayed deposit of contribution under National Pension System during 2004-12

(a) In all cases, where the NPS contributions were deducted from the salary of the Government employee but the amount was not remitted to CRA system or was remitted late, the amount may be credited to the NPS account of the employee along with interest for the period from the date on which the deductions we made till the date the amount was credited to the NPS account of the employee, as per the rates applicable to GPF from time to time, compounded annually

(b) In all cases where the NPS contributions were not deducted from the salary of the Government employee for any period during 2004-2012, the employee may be given an option to deposit the amount of employee contribution now. In case he opts to deposit the contributions now, the amount may be deposited in one lump sum or in monthly installments. The amount of installment may be deducted from the salary of the Government employee and deposited in his NPS account. The same may qualify for tax concessions under the Income Tax Act as applicable to the mandatory contributions of the employee.

(c) In all cases where the Government contributions were not remitted to CRA system or were remitted late (irrespective whether the employee contributions were deducted or not), the amount of Government contributions may be credited to the NPS account of the employee along with interest for the period from the date on which the Government contributions were due till the date the amount is actually credited to the NPS account of the employee, as per the rates applicable to GPF from time to time. Instructions to this effect may be issued by the Department of Expenditure/Controller General of Accounts. All such cases of delay may be resolved within a period three months.

3. In pursuance of the aforesaid provisions of the said Notification dt. 31.1.2019, all the Ministries/Departments are required to ensure that the decisions, as contained therein insofar as these relate to the issue of delayed credit of NPS contribution to CRA system, are carried out in respect of Central Government employees under their administrative purview in consultation with the concerned Financial Advisers and the respective pension accounting organizations, i.e., Controller General of Accounts in respect of Central Civil Ministries/Departments, Railway Accounts in respect of Ministry of Railways, P&T Accounts in respect of employees of Department of Posts and Department of Telecommunication and the Controller General of Defence Accounts in respect of Defence Civilians.

4. While carrying out the above decision contained in the afore said notification dt. 31.1.2019, it has to be ensured that the modalities for implementing the same are uniform across the pension accounting organizations and, therefore, for this purpose, the office of Controller General of Accounts of this Department shall be the nodal organization for laying down the modalities. Accordingly, the office of Controller General of Accounts shall issue guidelines for the purpose. The concerned Financial Adviser shall be the central point for the purpose in the respective Ministries/Departments.

5. It is likely that the concerned Ministries/Departments need data and information from the Central Record keeping Agency, namely, NSDL, to carry out the above decision in respect of employees under their administrative domain. In order, therefore, to facilitate such action by the Ministries/Departments, the CRA shall look into its record and in all cases which are covered under the decision contained in the aforesaid Notification dt. 31.1.2019, it shall pass on such employee-wise details, on its own, to the concerned Head of the Office and DDO/PAO, where the employee is currently posted within 15 days of the date of issue of these orders so that the desired and timely action gets initiated by the Ministries/Departments

6. In their application to the employees working in the Indian Audit & Accounts department, these orders issue in consultation with the Office of Comptroller & Auditor General of India.

MACP from 1.1.2006 and Increment to 30th June Retired in the offing??

JCM National Council - Official Side agrees to MACP date and 30th June Retiree Increment?


It is reported that there is some positive development. The discussion revealed that the Official Side agreed to consider implementation of Date of effect of MACP from 1.1.2006 instead of 1.9.2008; and to consider grant of increment to 30th June Retired Pensioners as like Ayyamperumal case. Both the cases are Supreme Court Judgments and hence the Government will positively consider both. Let us wait for official minutes of JCM National Council and subsequent orders!
